:01:19. > :01:21.on the death of a 20-year-old man, who died after being restrained
:01:22. > :01:24.by police officers in Scotland Yard say Rashan Charles
:01:25. > :01:27.tried to swallow an object - and that officers had tried
:01:28. > :01:30.to prevent him from harming himself. The case has been referred
:01:31. > :01:45.to the police watchdog. This was billed as a vigil but to be
:01:46. > :01:49.honest it feels more like a protest, a rally. There are number of people
:01:50. > :01:54.who have been addressing the crowd. The crowd may be small and the
:01:55. > :02:01.moments but there are people arriving all the time. They have
:02:02. > :02:04.blocked the road up behind here, the buses have to queue. The incident
:02:05. > :02:08.that sparked all this, the death of a young man, Rashan Charles, the
:02:09. > :02:15.police tried to stop the car he was travelling in on early Saturday
:02:16. > :02:21.night. He left on food and went into a nearby shop and what happened next
:02:22. > :02:26.was caught on CCTV. In the early hours of Saturday, a police officer
:02:27. > :02:30.followed Rashan Charles into a shop. The police say he was seen trying to
:02:31. > :02:37.swallow something, that is a struggle and another man also steps
:02:38. > :02:40.then but despite getting first aid at the scene, Rashan Charles died.
:02:41. > :02:45.It has led to questions over the police handling of the incident and
:02:46. > :02:52.anger. That boy should be allied today sitting in a cell telling his
:02:53. > :02:55.side of the story but instead he is lying in the morgue waiting on an
:02:56. > :02:59.autopsy. The Independent Police Complaints
:03:00. > :03:02.Commission and ends it was investigating within half an hour
:03:03. > :03:07.but in Hackney some say the little faith in that. Three young men have
:03:08. > :03:22.died following contact with the police in the last few weeks.
:03:23. > :03:28.We do not want this brushed under the carpet. If this continues, we
:03:29. > :03:34.will be standing outside another police station in a few weeks asking
:03:35. > :03:37.what has happened to our sons and daughters and demanding answers.
:03:38. > :03:48.This has been going on far too long and it is time for justice. Tonight
:03:49. > :03:51.the local MP archly IPCC arch -- to reveal their findings as soon as
:03:52. > :03:56.possible. We do not know the full facts until the IPCC has finished

:04:26. > :04:30.detective and he told me that there did not seem to be any issue with
:04:31. > :04:37.what he saw. It seemed like a standard arrest attempt. When I
:04:38. > :04:40.spoke to the local MP she said she would be bringing this issue to the
:04:41. > :04:47.attention of the borough commander tomorrow, to ask him to tell her
:04:48. > :04:52.more about it in relation to this kind of incident. He addressed the
:04:53. > :04:54.crowd here earlier and said he understood that people needed

:06:43. > :06:51.when parents lose trust in medical establishment? Yes, I think on the
:06:52. > :06:55.positive side it shows how rare that actually is because these
:06:56. > :06:59.life-and-death decisions are being made in neonatal units up and down
:07:00. > :07:06.the country all the time but also it illustrates when it does happen, how
:07:07. > :07:12.tragic it can be for both appearance and the child and the staff doing
:07:13. > :07:17.their best to treat children and especially those like Charlie with
:07:18. > :07:20.very rare disorders where the experience of treatment is very
:07:21. > :07:26.limited. It has been a heart-rending day and I commend appearance for
:07:27. > :07:30.courageous decision. There has been a huge amount of public discourse,
:07:31. > :07:34.the judge said everybody had an opinion without actually knowing the
:07:35. > :07:41.facts which makes this almost unique? Yes, I think that is right.
:07:42. > :07:46.It is only those who have been caring for Charlie and those who
:07:47. > :07:53.recently had access to his medical records who will really know all the
:07:54. > :08:00.full details of it. But I am sure there will be lessons learned from
:08:01. > :08:09.this case to apply to future cases. I think one of the most important
:08:10. > :08:13.lessons is that the internet and the hype that sometimes is aroused about
:08:14. > :08:21.innovative treatment, one that needs to be very careful about putting too
:08:22. > :08:27.much faith in what is read about miracle cure is, whatever they may
:08:28. > :08:32.be because it may not be appropriate for you or your sick child in
:08:33. > :08:38.particular. We have to leave it there, thank you very much indeed.
:08:39. > :08:40.Safety experts looking at other London tower blocks
:08:41. > :08:43.following the Grenfell disaster - are claiming four blocks in Peckham
:08:44. > :08:45.could be at risk of catastrophic collapse if there's a gas explosion.
:08:46. > :08:48.Southwark council says the experts are wrong but has asked structural
:08:49. > :08:50.engineers for a strength test of buildings to re-assure residents.
:08:51. > :09:06.It happened in London in the 1960s so could happen again? After the
:09:07. > :09:10.events are grateful, it hardly bears thinking about that that disaster
:09:11. > :09:15.has led some independent safety experts to look closely at other
:09:16. > :09:20.blocks and know they are worried about this is state in Peckham.
:09:21. > :09:26.Tyrone Thomas lives on the ninth floor and he is worried as well. Do
:09:27. > :09:31.you feel safe year? Not at all. It is a bit like prison, you lock
:09:32. > :09:37.yourself then but the dangers in prison are probably other less than
:09:38. > :09:40.in this block of flats. In many blocks that is cracking between
:09:41. > :09:45.walls which means fire could spread rapidly. There are fire wardens on
:09:46. > :09:51.constant watch and Southwark Council has been filling cracks. But
:09:52. > :09:58.independent safety experts are warning about the gas supply. If it
:09:59. > :10:01.is leaking, we could end up with an explosion and a major collapse
:10:02. > :10:07.effectively killing people in these blocks. The experts claim that the
:10:08. > :10:13.blocks here are similar construction to the which collapsed in 1968,
:10:14. > :10:18.killing four people. That disaster was caused by a gas explosion and
:10:19. > :10:24.afterwards gas was seen as a real danger in all similar blocks as the
:10:25. > :10:30.BBC reported at the time. I government inquiry reported that gas
:10:31. > :10:33.should be removed from all system built blocks. That was an interim
:10:34. > :10:39.measure, the inquiry asked for blocks to be strengthened. An
:10:40. > :10:47.independent expert who visited the Ledbury premises was not happy. The
:10:48. > :10:51.council said they may control the gas supply until they know the
:10:52. > :10:58.building can withstand the blast from a gas explosion. Another safety
:10:59. > :11:04.expert with concerns examines the weaknesses of tower blocks after
:11:05. > :11:11.this accident and know he wants the walls of Ledbury checked to ensure
:11:12. > :11:17.they can survive a gas explosion. It could blow out the load boarding end
:11:18. > :11:21.walls of that block of flats. You will have a building collapse. If
:11:22. > :11:28.there are people in their living rooms and kitchens of those flats,
:11:29. > :11:32.they will collapse and kill people. Today we put the two expert points
:11:33. > :11:38.to Southwark Council and they said they were wrong, the building's
:11:39. > :11:43.problems are being sorted out and also safe for gas. The four blocks
:11:44. > :11:49.were built after Ronan point and are different design. Ronan point was a
:11:50. > :11:56.TypeKey structure so we feel they are saved avgas in them but we have
:11:57. > :11:59.asked our structural engineers to do the safety checks. Why repeat
:12:00. > :12:04.keeping people in the building before the checks are done? If it
:12:05. > :12:10.was not safe we would move them but a mass evacuation is not correct for
:12:11. > :12:16.the moment. We have wardens in there. Southwark Council and says
:12:17. > :12:19.the blocks are safe and says it has worked with the Fire Brigade on a
:12:20. > :12:22.permanent solution to all the issues. Is there is the result of
:12:23. > :12:25.the strength test will be made known shortly and shared with residents.
:12:26. > :12:27.The Tube's biggest union is calling for an independent
:12:28. > :12:30.inquiry into staffing at stations after the death of a passenger
:12:31. > :12:34.The RMT's call comes as the rail regulator ordered London Underground
:12:35. > :12:37.to carry out new risk assessments at West Ham and at Canning Town
:12:38. > :12:46.Our safety council told them for about two years, in a detailed
:12:47. > :12:49.report, that the understaffing in the control room would lead
:12:50. > :12:54.They had an incident in April of the previous
:12:55. > :12:58.year where someone had fallen and broken leg
