0:01:59 > 0:02:02With the capital's busiest streets offering them rich pickings.

0:02:02 > 0:02:08I noticed something out of the corner of my eye, I saw it was a

0:02:08 > 0:02:12mopeds but I still did not realise what was happening, they snatched my

0:02:12 > 0:02:17phone and rode off down the road. It wasn't helplessness for me, it was

0:02:17 > 0:02:22anger.Just one of many victims last year. New figures obtained by BBC

0:02:22 > 0:02:24London show that mopeds assisted

0:02:24 > 0:02:27threats and robberies have increased six fold over the last two years.

0:02:27 > 0:02:28over the last two years.

0:02:28 > 0:02:32The data from the Metropolitan Police show it is here on Oxford

0:02:32 > 0:02:42Street where most offences took place last year, with 291 compared

0:02:43 > 0:02:45to 278 the year before, busy street like this offer thieves

0:02:45 > 0:02:48lots of crowds to hide in and plenty of

0:02:48 > 0:02:49people to choose from.

0:02:49 > 0:02:51Regent Street and Bond Street of ulcers in thefts increased

0:02:51 > 0:02:56dramatically. The situation is of great concern to criminologists.It

0:02:56 > 0:03:01is certainly the crime of the moment, it appears in London and

0:03:01 > 0:03:04gang gang affiliated boys for example will actively want these

0:03:04 > 0:03:09phones because they can sell for high value. There can be decoded and

0:03:09 > 0:03:16reused. So there is a profit margin to be made.Earlier this month and

0:03:16 > 0:03:2222-year-old was stabbed as he chased about passenger who had snatched his

0:03:22 > 0:03:29on Oxford Street. Rees and City Hall say intensive tactics in the West

0:03:29 > 0:03:35End have led to a decrease in this type of crime since 2017.We've been

0:03:35 > 0:03:39working with the Metropolitan Police to deal with mopeds crime and this

0:03:39 > 0:03:42match is happening on mopeds and the money that has put into extra

0:03:42 > 0:03:47policing will have an impact on the crime. That includes a bed crime.

0:03:47 > 0:03:51We've also been working in partnership, calling on the bed

0:03:51 > 0:03:56manufacturers to do their bit to ensure that it is harder to steal

0:03:56 > 0:04:01mopeds -- calling on the bed manufacturers.This victim says it

0:04:01 > 0:04:05is no surprise that he still feels unsafe and is still wary when

0:04:05 > 0:04:09walking alone.A look over my shoulder more than I used to, there

0:04:09 > 0:04:13is a slight feeling of being an edge because of what happened back then.

0:04:13 > 0:04:17That's to be expected.

0:04:17 > 0:04:20And Charlotte is on Oxford Street now, the worst affected area -

0:04:20 > 0:04:25and of course a busy area, which is what they aim for?

0:04:26 > 0:04:30It is busy streets like this which are very appealing to thieves and

0:04:30 > 0:04:35mopeds. As you can see Oxford Street has very wide roads which makes it

0:04:35 > 0:04:40easy for thieves on mopeds to escape quickly. And we have a lot of crowds

0:04:40 > 0:04:43on Oxford Street as well so plenty of places for thieves to hide and

0:04:43 > 0:04:49plenty of places for them to disappear quickly. We also have lots

0:04:49 > 0:04:53of people on mobile phones, so lots of victims. And when we are on the

0:04:53 > 0:04:58phone many of us are unaware of our surroundings, perhaps looking close

0:04:58 > 0:05:03to our phone, not focusing on what is going on either side of us. We

0:05:03 > 0:05:08are known as mobile phone zombies. This is again a brilliant prospect

0:05:08 > 0:05:13for any thief looking to steal from us.And concern that the tactics

0:05:13 > 0:05:21also changing.Yes, experts have told me about two new tactics being

0:05:21 > 0:05:24adopted, firstly, the spotter, someone who stands on the pavement,

0:05:24 > 0:05:29perhaps walks along with the shoppers and identifies someone who

0:05:29 > 0:05:35could be an easy victim. He will then signal to his team members and

0:05:35 > 0:05:38enable them to sleep in a memo pad and attempt to steal a phone. The

0:05:38 > 0:05:43other tactic used as weapons, so knives, anything sharp that can

0:05:43 > 0:05:50intimidate someone into handing over their valuables. I've been told by

0:05:50 > 0:05:52criminologists that people don't want to use these weapons when they

0:05:52 > 0:05:58are going about trying to steal these firms but if it comes to it

0:06:49 > 0:06:53was mulling a grieving mother. When her son was sent to prison after

0:06:53 > 0:06:59pleading guilty to supplying drugs, she thought he would be safe. But

0:06:59 > 0:07:06while awaiting sentence, he was attacked and killed.You can't

0:07:06 > 0:07:10describe how very hard this.The family of Khader Saleh fear more

0:07:10 > 0:07:14prisoners could be killed unless safeties improved.We don't want

0:07:14 > 0:07:20this to happen to anybody else. We lost our loved one, and we believe

0:07:20 > 0:07:24if this carries on in the same way a lot of people will be the same

0:07:24 > 0:07:29position as us, losing their loved ones inside prisons.Three inmates

0:07:29 > 0:07:33have been charged with the murder of fortnight ago. Today we met one

0:07:33 > 0:07:38mother whose teenage is inside. She is deeply concerned in light of the

0:07:38 > 0:07:43death.I was here on the day this totality happened. Wardens were

0:07:43 > 0:07:48running around, asking for help, a quick response. It is very sad for

0:07:48 > 0:07:53his family today. And I have grave concerns for my son in this prison,

0:07:53 > 0:07:59grave concerns.Repeated inspections here have found high levels of

0:07:59 > 0:08:02violence and staff shortages in a place that is overcrowded and rat

0:08:02 > 0:08:08infested. The anger you see is not just directed at what is happening

0:08:08 > 0:08:11in Wormwood Scrubs, protesters are concerned about the safety of

0:08:11 > 0:08:18prisons across London. 21-year-old Jamal, also from Somali background,

0:08:18 > 0:08:22was stabbed to death in Pentonville prison in October 20 16. Three men

0:08:22 > 0:08:27were later cleared of murder the Ministry of Justice say they have

0:08:27 > 0:08:30taken decisive action to reduce violence in prisons. And more staff

0:08:30 > 0:08:41are being recruited. Campaigners here acknowledge many people would

0:08:41 > 0:08:45prioritise funding for schools and hospitals ahead of prisons but the

0:08:45 > 0:08:48demand is for basic safety for a place where inmates can serve their

0:08:48 > 0:08:58time. Nick Beake BBC News Wormwood Scrubs.

0:09:01 > 0:09:04to death in Canning Town last night in a "sustained and possibly

0:10:11 > 0:10:15those affected by the grand felon disaster. The community say it is

0:10:15 > 0:10:20time to remind the public that the victims have not had justice.It is

0:10:20 > 0:10:24about making their voices heard. We have 71 voices that can't be heard

0:10:24 > 0:10:29because they are not with us today. So it is making sure that we are

0:10:29 > 0:10:33fighting their cause as well and not letting it go and they are seeking

0:10:33 > 0:10:38the answers.The billboards may seem familiar. They have been inspired by

0:10:38 > 0:10:41the award-winning film Three Billboards Outside Ebbing, Missouri.

0:10:41 > 0:10:49I know, chief, but I think we've got kind of problem.I would do anything

0:11:15 > 0:11:19it's been forgotten.This isn't going to stop. This will carry on

0:11:19 > 0:11:27figures. -- for years. I'm not giving up but I want to get on with

0:11:32 > 0:11:37would cost quite a lot of money but the Justice programme for campaign

0:12:32 > 0:12:34but Lambeth Council claims it is winning the battle

0:12:34 > 0:12:35against government funding cuts.

0:12:37 > 0:12:38within the borough by diversifying the space.

0:12:38 > 0:12:41Carnegie Library reopens today with a gym and cafe to follow.

0:12:43 > 0:12:44closed two years ago, remain unhappy.

0:12:50 > 0:12:54London's libraries are under threat because of budget cuts. Many are

0:12:54 > 0:12:59being closed. But Lambeth Council have different ideas.And Councillor

0:12:59 > 0:13:06Jim Dixon, a member for health and happy communities. Today is an

0:13:06 > 0:13:11exciting day, Carnegie library in Herne Hill is opening a game all the

0:13:11 > 0:13:15things people want from a library, study spaces, places and people to

0:13:15 > 0:13:19meet, and it is exciting because it means Lambeth's ten libraries are

0:13:19 > 0:13:25all up and running and providing a great service. The plan here is to

0:13:25 > 0:13:28maintain the magnificent library and ensure other things will bring

0:13:28 > 0:13:32people into the building, they will be a gym in the basement, a cafe

0:13:32 > 0:13:36area behind me, performance space, opportunities for community groups

0:13:36 > 0:13:39that flourish in the area to meet here. We think that is the future of

0:13:39 > 0:13:43libraries. Libraries alongside other uses that people can enjoy and bring

0:13:43 > 0:13:49them into the building. We can't go into the area where the gym is being

0:13:49 > 0:13:51built because it's a construction site but in five months' time they

0:13:51 > 0:13:56will be an open gym, people using it and bringing income in which will

0:13:56 > 0:14:01help keep the library open.But all that comes at a cost to the size of

0:14:01 > 0:14:03the library, all these books will eventually have to be moved into a

0:14:03 > 0:14:11smaller room. We shall not be moved! Locals are furious. In April 2016

0:14:11 > 0:14:16they staged an occupation in protest, delaying its closure for a

0:14:16 > 0:14:23week. Today they are back to check that the facility.We are taking our

0:14:23 > 0:14:28libraries back.Lambeth taking their chances, they have brought in

0:14:28 > 0:14:33security.My name is Julie Nash, I'm a local resident, grandma and a mum.

0:14:33 > 0:14:38We are left with an excuse for a library which is just not sufficient

0:14:38 > 0:14:42and not acceptable and Lambeth should be ashamed. OK, so we've just

0:14:42 > 0:14:47come in and had our first look at what Lambeth are opening as a

0:14:47 > 0:14:55library. This used to be our adult library. This is a temporary room,

0:14:55 > 0:15:01which eventually will just be moved into a much smaller room which was

0:15:01 > 0:15:05our children's library and gallery. I suppose as locals we feel like the

0:15:05 > 0:15:11wool has been pulled over our eyes. Cancels one more closures are likely

0:15:11 > 0:15:15unless libraries can pay for themselves. But the last count in

0:15:15 > 0:15:20201631 had been closed, many others only saved by volunteers and

0:15:27 > 0:15:33to let some voters know that for the first time they'll need

0:15:33 > 0:15:35to bring ID to their polling station.

0:15:35 > 0:15:37Residents in four areas around London will be affected.

0:15:37 > 0:15:39Our Political Correspondent Karl Mercer has more details -

0:15:39 > 0:15:43and the aim to prevent voter fraud?

0:15:43 > 0:15:48Yes, we knew this was coming, the Government announced in September

0:15:48 > 0:15:52they would pilot these schemes and there are four councils where that

0:15:52 > 0:15:56will happen in our area. They will all try slightly different methods

0:15:56 > 0:16:00but as you say, from today we are seeing the start of that campaign

0:16:00 > 0:16:05saying to people that things are changing. You have never had to take

0:16:05 > 0:16:10ID to a voting booth before, this time if you don't take any you won't

0:16:10 > 0:16:15be voting. We have seen some stuff from Bromley today, they have

0:16:15 > 0:16:18started their campaign and they are saying that if you turn up you need

0:16:18 > 0:16:25to bring things like a passport or photo driving licence. Perhaps to a

0:16:25 > 0:16:31nod to the over 60s, they said you can bring your freedom pass or other

0:16:31 > 0:16:37forms of photo ID. If you haven't got those, you can bring two forms

0:16:37 > 0:16:42of another IDE like a credit card bill and council tax statement. They

0:16:42 > 0:16:47are saying do go along, and you can do postal voting. This comes on the

0:16:47 > 0:16:52back of concern is over people essentially turning up and

0:16:52 > 0:16:56pretending to be someone they are not, which has doubled over the last

0:16:56 > 0:17:00couple of years. There was commissioned the Government did on

0:17:00 > 0:17:03voting which came up with recommendations for these pilots a

0:17:03 > 0:17:10couple of years ago.And this move comes in the wake of the 2014

0:17:10 > 0:17:15elections in Tower Hamlets.Very much so. That was the election when

0:17:15 > 0:17:20Lutfur Rahman won election to be the mayor and was a year later found to

0:17:20 > 0:17:26have acted illegally and corruptly in that election. There were big

0:17:26 > 0:17:30concern there. Surprise perhaps Tower Hamlets was not one of the

0:17:30 > 0:17:35borough 's chosen to pilot this, but they are doing postal voting pilots.

0:17:35 > 0:17:41They also have measures in place in Tower Hamlets, all police officers

0:17:41 > 0:17:46in the borough are to get two hours' training on election law. Every

0:17:46 > 0:17:51polling station will have a police officer on it, and any house with

0:17:51 > 0:17:56more than five people registered to vote at it will get a visit from the

0:17:56 > 0:18:01council to check that those people are actually registered legally to

0:18:01 > 0:18:05be voting there. So they might not be taking part in this pilot in

0:18:05 > 0:18:09Tower Hamlets but they are saying they are taking it very seriously

0:18:09 > 0:18:15this time around.A lot of effort going into it. Thank you.

0:18:15 > 0:18:18Brent Council's planning committee last night approved a new pop-up

0:18:18 > 0:18:20mall in Wembley that will open later this year.

0:18:20 > 0:18:22Boxpark, which already has sites in Shoreditch and Croydon,

0:18:22 > 0:18:26will open on a former car park site at the corner of Fulton

0:18:26 > 0:18:27Road and Olympic Way.

0:18:27 > 0:18:29The site will include food outlets and community spaces made up

0:18:29 > 0:18:33of shipping containers.

0:18:33 > 0:18:36Next, a remarkable return to racing for teenager Billy Monger.

0:18:36 > 0:18:39It was just ten months ago that he suffered an horrific crash

0:18:39 > 0:18:41at Donington race track that resulted in him having

0:18:41 > 0:18:49both legs amputated.

0:18:49 > 0:18:51He always insisted he'd return to driving.

0:18:51 > 0:18:54That determination has paid off - as Chris Slegg reports.

0:18:54 > 0:18:57Billy Monger back behind the wheel already, in a car especially

0:18:57 > 0:19:01modified for him by his team, Carlin.

0:19:01 > 0:19:04It has been completely changed, I guess, from how I normally drive,

0:19:04 > 0:19:06so I've got the throttle pedal, which is now a paddle

0:19:06 > 0:19:10for me and I use that to accelerate the car,

0:19:10 > 0:19:14then I brake with my right leg, I have a shorter prosthetic on,

0:19:14 > 0:19:18and on this side I have two paddles, the top one being up gears

0:19:18 > 0:19:21and the bottom one down, and then hand clutch on the side

0:19:21 > 0:19:24to pull away with.

0:19:24 > 0:19:26In a Formula Four race at Donington last April, Billy crashed

0:19:26 > 0:19:28into a stationary car at 120mph.

0:19:28 > 0:19:31He had to have both legs amputated.

0:19:31 > 0:19:34A crowdfunding page set up to aid his recovery attracted

0:19:34 > 0:19:37donations from the likes of Lewis Hamilton and Jenson Button.

0:19:37 > 0:19:40Ten months on, Billy is hoping to show he is good

0:19:40 > 0:19:42enough for Formula Three.

0:19:42 > 0:19:46Some people might think this is too soon to be racing again,

0:19:46 > 0:19:49that you've not probably had a chance to process what you've been

0:19:49 > 0:19:51through, what would you say to them?

0:19:51 > 0:19:54To be honest, it has been the most calm place since my accident,

0:19:54 > 0:19:57has been back behind the wheel of a racing car.

0:19:57 > 0:19:59That is where I've wanted to be since my accident,

0:19:59 > 0:20:02and to get back behind the wheel, I just feel completely in control,

0:20:02 > 0:20:07and just relaxed when I'm out there.

0:20:07 > 0:20:10For mum Amanda, there are mixed emotions about seeing her son

0:20:10 > 0:20:13back on a race track.

0:20:13 > 0:20:15I tell him every day that I'd like him -

0:20:15 > 0:20:18it's not too late to change his mind, joking about.

0:20:18 > 0:20:21I know in his heart he's set his heart on it.

0:20:21 > 0:20:22He's happy.

0:20:22 > 0:20:32He's happy doing that, and I have to be strong for him.

0:20:33 > 0:20:38Billy will need to secure sponsorship. His team insist he has

0:20:38 > 0:20:44the talent to drive at a Formula 3 level.His accident won't get in the

0:20:44 > 0:20:49way. His mental attitude is strong, he's ready mentally and his pace has

0:20:49 > 0:20:54been competitive as well.

0:20:54 > 0:20:56Last year Billy lobbied the FIA to allow disabled drivers to compete

0:20:56 > 0:21:00in able-bodied races.

0:21:00 > 0:21:04To get the all clear with the rule change was a big step in the right

0:21:04 > 0:21:12direction for me, and to get back out in 2018 in a race car.

0:21:12 > 0:21:15If all goes well, Billy Monger will be on the starting grid

0:21:15 > 0:21:26when the Formula Three season begins in April.

0:21:31 > 0:21:34It's the film based on a saga from the '90s about the competitive

0:21:34 > 0:21:35world of ice-skating.

0:21:35 > 0:21:37Margot Robbie plays the US skater Tonya Harding who rose
