:00:55. > :01:01.a fortnight ago and who told us he was determined to stop t`king
:01:02. > :01:06.You know what, mate, I've been clean off it thred
:01:07. > :01:15.He also called for a crackdown on dealers selling it for jtst 10
:01:16. > :01:25.Whoever it's coming from, shoot the BLEEP.
:01:26. > :01:30.worse than crack and worse than heroin, mate.
:01:31. > :01:32.Now Nicholas Williams from Islington, who was just
:01:33. > :01:36.Killed, according to accounts from some of his friends,
:01:37. > :01:40.He smoked a thing called a Spice spliff and next minute
:01:41. > :01:43.he was having a heart attack and died there on the spot.
:01:44. > :01:47.He was trying to get off it and then he went back to it and then that's
:01:48. > :01:52.Two weeks ago, Westminster Council launched a campaign for a ftrther
:01:53. > :02:00.crackdown on these psychoactive substances and showed us
:02:01. > :02:02.several places where it was being smoked openly.
:02:03. > :02:09.The word the council used to describe this was an epidemic
:02:10. > :02:12.and councillor Nicky Aiken let Nick who told her he wanted
:02:13. > :02:17.It's a dangerous drug, the Government need to crack down.
:02:18. > :02:20.Whatever crackdown is being planned or even under way, it's
:02:21. > :02:27.He only took a couple of puffs and then had a serious reaction
:02:28. > :02:30.to it and I understand that he may have had a cardiac arrest and it's
:02:31. > :02:35.proof that there is a drug that s now on the street that's
:02:36. > :02:40.In May, the Government outlawed selling these
:02:41. > :02:43.substances but not using thdm, so police can't confiscate them
:02:44. > :02:46.There are powers for us to deal with people who are supplying it
:02:47. > :02:49.and already we've taken a good number of people off the streets
:02:50. > :02:51.and we've seized over 1,000 packets of various different brands
:02:52. > :02:59.And I think by trying to disrupt that market and trying to rdmove it
:03:00. > :03:03.from the streets, we can best protect vulnerable people.
:03:04. > :03:06.I was out for about 15 minutes, they told me.
:03:07. > :03:14.Kelly also collapsed after just a few puffs
:03:15. > :03:21.She's a reformed drug addict and says Spice is the most dangerous
:03:22. > :03:27.I remember when they said that you've overdosed on Spice
:03:28. > :03:33.But it actually scared me more than overdoses I have had
:03:34. > :03:37.The Home Office says its new Psychoactive Substances Act
:03:38. > :03:42.The Met says Nick's next of kin have now been informed about his death
:03:43. > :03:53.and a postmortem examination is being arranged.
:03:54. > :03:56.The Government has been acctsed of dithering over a final ddcision
:03:57. > :03:58.on expanding either Gatwick or Heathrow Airport.
:03:59. > :04:00.The criticism comes from London's Mayor who's open
:04:01. > :04:03.about wanting an extra runw`y for Gatwick - but he also fdels
:04:04. > :04:09.the current uncertainty, is bad for business.
:04:10. > :04:13.The Government's decision to yet again delay deciding where to build
:04:14. > :04:17.a new runway will cause unndcessary uncertainty for British bushnesses
:04:18. > :04:27.Now more than ever businessds need certainty and stability
:04:28. > :04:29.in order to make investment decisions and to keep
:04:30. > :04:32.Well, the issue of airport expansion is nothing new.
