:00:16. > :00:25.Good evening and welcome to BBC London News with me, Louisa Preston.

:00:26. > :00:29.With the capital failing to provide enough affordable homes a group of

:00:30. > :00:33.footballers think they may have the answer to the problem. Ex-England

:00:34. > :00:36.captain Rio Ferdinand and Bobby Zamora grew up on council estates in

:00:37. > :00:40.London and now they are planning in investing in affordable housing

:00:41. > :00:44.Their first scheme will be on land near Luton and asked Tim Donovan has

:00:45. > :00:45.been finding out, the footb`llers hope to build similar schemds in

:00:46. > :00:49.London. Take 20 hectares of land ne`r Luton

:00:50. > :00:53.and a former captain at the England Well, soon, possibly, homes,

:00:54. > :00:57.but not homes alone. What's missing, he says,

:00:58. > :01:01.is community. A place to thrive and be

:01:02. > :01:05.sustainable and have longevhty, it need a community purpose,

:01:06. > :01:08.and that's why everything wd do have to have a sporting facility

:01:09. > :01:12.and an education part, and we want to entice local

:01:13. > :01:15.businesses to give people Not a sight often seen,

:01:16. > :01:25.ex-footballers at an Ferdinand runs a charitable

:01:26. > :01:29.foundation along with anothdr Both of them were brought up

:01:30. > :01:34.on London estates. Now, in partnership with developers

:01:35. > :01:37.and backed by pension funds, they want to build 1300 new homes,

:01:38. > :01:45.half of them affordable. We just want the right commtnity

:01:46. > :01:47.for ourselves, a community If we can do 50% social

:01:48. > :01:52.and affordable, just like S`diq Khan Our time, our black book

:01:53. > :02:03.of connections as well. Their share of profits will go

:02:04. > :02:05.to the foundation providing the youth and sports facilities

:02:06. > :02:08.and their sights are set on London. Is it possible we could see

:02:09. > :02:11.you coming up with plans Yeah, we will be speaking to Newham,

:02:12. > :02:17.to Barking and Dagenham. But not as quick as we

:02:18. > :02:28.would like. I want Southwark to have a legacy,

:02:29. > :02:33.I'll be so disappointed if that didn't happen. The state I grew up

:02:34. > :02:42.on, there's a youth club behng talked about being closed down.

:02:43. > :02:46.Still plans to sort out before they can be sure of success in this,

:02:47. > :02:48.their first appearance in the property game,

:02:49. > :02:53.Housing experts will go, leave it to people who know how

:02:54. > :02:57.You say that, but then so why is there a problem

:02:58. > :03:01.Leave it to the professionals, yeah, there are some

:03:02. > :03:02.great people that do it, but in other industries

:03:03. > :03:04.there are some people who don't do it as well.

:03:05. > :03:08.I don't want to be known for the rest of my life

:03:09. > :03:13.I want something I can look back on, that my family, friends and kids

:03:14. > :03:16.especially can look back and go you know what, my dad did

:03:17. > :03:18.something for, my friend did something for the community,

:03:19. > :03:20.and that's there, longevity, sustainability, and helped people

:03:21. > :03:23.This is a real good effort at trying to do that.

:03:24. > :03:25.Our political editor Tim Donavan speaking

:03:26. > :03:39.Jim Webern joined me. Affordable homes are key in the capital, what

:03:40. > :03:43.is being done about it? Sadhq Khan made an election pledge to have 50%

:03:44. > :03:48.affordable houses in new development but that is very much an ambition

:03:49. > :03:51.rather than a reality at thd moment. Since taking office the mayor has

:03:52. > :03:56.dampened down expectations, saying things like these changes whll not

:03:57. > :04:00.happen overnight. One good piece of news though, another election

:04:01. > :04:04.pledge, was that he would rdlease more land owned by City Hall,

:04:05. > :04:07.surplus land by transport for London, and release it to

:04:08. > :04:11.developers. We have now started to see that happen and of course where

:04:12. > :04:14.he does have more control over affordable housing limits. One thing

:04:15. > :04:21.to bear in mind here though is in a way it's all undermined by the fact

:04:22. > :04:25.that we need to build 50,000 homes per year to meet the demand in

:04:26. > :04:28.London. We are currently buhlding 25,000 homes per year and until

:04:29. > :04:32.there's some fundamental ch`nge in that area many people are still

:04:33. > :04:33.going trouble to -- struggld to find somewhere affordable to livd in

:04:34. > :04:36.London. One of London's busiest hospitals

:04:37. > :04:39.is giving its security staff body cameras after a dramatic increase

:04:40. > :04:42.in the number of attacks on nurses The trial at Guy's and St Thomas'

:04:43. > :04:46.comes as more than 70 people were arrested

:04:47. > :04:48.in the last six months. With some patients banned

:04:49. > :04:53.from the hospital altogether. So perhaps this is a sign -

:04:54. > :05:12.and a sound - of the times. From next week, Doug and Ch`rley

:05:13. > :05:15.will be doing this for real. Like London's police,

:05:16. > :05:17.they'll be donning body-worn cameras to try and tackle a growing problem

:05:18. > :05:29.of physical and verbal The stats will tell you I dhes and

:05:30. > :05:34.Thomases have decided to act. There were 850 incidents between @pril and

:05:35. > :05:40.September, up from 620 from the same time in 2015, a rise of 27%. Over

:05:41. > :05:44.that same period there were 75 arrests, up from 30 last ye`r.

:05:45. > :05:46.It's hoped the new cameras will help reassure staff.

:05:47. > :05:56.Staff can feel intimidated `nd threatened by the individuals

:05:57. > :06:00.involved. It can be emotion`lly upsetting for them and it m`kes it

:06:01. > :06:04.very difficult for them to do their job and it can affect the p`tients

:06:05. > :06:07.who also feel intimidated and threatened.

:06:08. > :06:10.Bosses here have already bedn taking steps to protect staff.

:06:11. > :06:13.More than 100 issued with so-called behaviour contracts warning them

:06:14. > :06:18.And they say they've spent ` long time trying to find the most secure

:06:19. > :06:26.video system possible beford launching this scheme.

:06:27. > :06:31.This system, once the recording has taken place, loads directly onto a

:06:32. > :06:35.secure server so the footagd can't be played around with or deleted. It

:06:36. > :06:40.will go to the server, we whll download onto a disc and provide it

:06:41. > :06:44.to the police. So it's secure in terms of patient confidenti`lity,

:06:45. > :06:59.which will be a concern? It's one of the most secure systems we could

:07:00. > :07:02.find. The six-month trial is being backed by the Metropolitan Police,

:07:03. > :07:08.which says it hopes it will be rolled out across London.

:07:09. > :07:11.Prince Harry, the Mayor of London and the Metropolitan Police

:07:12. > :07:13.Commissioner Sir Bernard Hogan-Howe attended a memorial service

:07:14. > :07:16.to honour more than 650 offhcers who've died in the line of duty

:07:17. > :07:19.His Royal Highness met families of loved ones, like Sidney Lackay.

:07:20. > :07:21.His daughter Nina died after being stabbed whilst trying

:07:22. > :07:28.to make an arrest in Stratford almost 20 years ago.

:07:29. > :07:34.We remember, we cannot forgdt. It's important the public shows hts

:07:35. > :07:35.appreciation as well and we see that in the prominent officials that come

:07:36. > :07:40.to events such as this. An update now on a story we brought

:07:41. > :07:44.you on Monday about a former Met officer who's accused the IPCC

:07:45. > :07:46.the police watchdog - of treating him unfairly ovdr

:07:47. > :07:48.an allegation of racism. Mark Gatland was accused of racism

:07:49. > :07:51.after he tasered an off-dutx black But the IPCC's inquiry into him

:07:52. > :07:55.and two other officers The man tasered was Edric

:07:56. > :08:00.Kennedy-Macfoy, who was latdr found not guilty of obstructing police

:08:01. > :08:03.and resisting arrest. His representatives have told us

:08:04. > :08:06.that during investigations by both the Met and IPCC,

:08:07. > :08:11.independent witnesses supported The Met then apologised to him

:08:12. > :08:17.and paid substantial damages. They also say that Mr Kennedy-Macfoy

:08:18. > :08:20.has discussed his concerns with senior Met officers

:08:21. > :08:22.and is to help them learn As was reported on Monday,

:08:23. > :08:28.an independent review of thd IPPC investigation is underway

:08:29. > :08:35.and the outcome is awaited. More details have emerged about how

:08:36. > :08:38.a silverback gorilla who escaped from its enclosure at London Zoo

:08:39. > :08:41.last week - leading to panic The 29-stone animal called Kumbuka

:08:42. > :08:49.walked through two unlocked doors and helped himself to large amounts

:08:50. > :09:04.of blackcurrant squash, Back in his enclosure, surrounded by

:09:05. > :09:09.his family and enjoying aftdrnoon to -- afternoon tea. A week ago Calbuco

:09:10. > :09:15.is the reason visitors were locked up and armed police called. We were

:09:16. > :09:20.stuck in the cafe. It was lhke being in Jurassic Park, very exciting The

:09:21. > :09:24.29 stone gorilla had escaped out of his den into a staff only area.

:09:25. > :09:28.Luckily, the keeper who found him knew him well enough to keep calm.

:09:29. > :09:35.He pottered out of a door that had not been secured. The keeper turned

:09:36. > :09:40.to Kumbuka, started chatting, keep calm, just as normal, then `t that

:09:41. > :09:45.point Kumbuka was just exploring the environment and pottered in to a

:09:46. > :09:50.storeroom next to his dens `nd was quite delighted to see some extra

:09:51. > :09:55.treats. He did take five litres of blackcurrant squash, but he's a big

:09:56. > :09:58.lad, 29 stone gorilla, he c`n cope with five litres of squash on a once

:09:59. > :10:04.off basis. The zoom insists members of the public were never in any

:10:05. > :10:11.danger. First -- his first satisfied, Kumbuka was tranpuillised

:10:12. > :10:15.and sent to his enclosure. Check your locks, that's the lesson to be

:10:16. > :10:16.learned. Let's find out what the weather is up to

:10:17. > :10:21.learned. Let's find out what the weather is up to with John Hammond.

:10:22. > :10:24.There were more showers arotnd than I was predicting this time

:10:25. > :10:27.yesterday. I think there will be fewer showers around tomorrow,

:10:28. > :10:32.hopefully you will see some sunshine at some stage. The showers came down

:10:33. > :10:36.in the breeze, it felt quitd cool in the breeze. Most of the showers have

:10:37. > :10:40.faded away but one or two ldft behind, particularly to the east of

:10:41. > :10:45.London. It might turn and mtrky later on, one or two fog patches in

:10:46. > :10:50.rural spots as we head towards dawn and locally in the countryshde we

:10:51. > :10:53.could get as low as 3-4. A chilly start. It may be grey and mtrky

:10:54. > :10:58.hopefully that cloud will lhft and we will see some sunshine. @ few

:10:59. > :11:00.showers but not as many as today. Temperatures up into double figures.

:11:01. > :11:02.The outlook, mostly dry The outlook, mostly dry for the next

:11:03. > :11:17.few days. Now the national outlook. Good evening. We are likely to the

:11:18. > :11:21.all colours of the autumn, tomorrow, fog could be an issue. Today, West

:11:22. > :11:25.has been best. Beautiful sunny spells breaking through the cloud in

:11:26. > :11:29.western areas but running down through North Sea coasts again, a

:11:30. > :11:33.frequent rash of showers. Some coming further inland but look at

:11:34. > :11:36.this picture, a typical story of the Norfolk coast this afternoon, choppy

:11:37. > :11:41.seas and rather threatening looking skies. It stays breezy through the

:11:42. > :11:44.night here and showers die back towards the Norfolk and Suffolk

:11:45. > :11:49.coast. Elsewhere, clear skies. We could see a touch of frost and some

:11:50. > :11:53.sub -- stubborn fog patches in the morning. In rural parts,

:11:54. > :11:56.temperatures could dip close to freezing. It could be the fog that

:11:57. > :11:58.could be an issue first thing, it's worth bearing in mind if you are on

:11:59. > :12:00.the
