:00:19. > :00:21.that was the promise made by the Met Commissioner at the start

:00:22. > :00:26.of the year following the tdrror attacks in Paris and Brussels.

:00:27. > :00:29.But at the time there were no details where these

:00:30. > :00:32.Now the union that represents the police say that pledge

:00:33. > :00:34.was unrealistic and would come at the expense of

:00:35. > :00:44.As publicity stunts go, Operation Hercules was a good one.

:00:45. > :00:46.The Met Commissioner unveildd the new elite counterterrorhsm

:00:47. > :00:49.unit back in August and the message was clear -

:00:50. > :00:55.more firearms officers and lore quickly deployed across London.

:00:56. > :01:00.That was then, and this is now the warning from the Met Police

:01:01. > :01:04.Realistically it would take a lot longer than was first envis`ged

:01:05. > :01:08.We are seeking officers frol other forces who are firearms trahned

:01:09. > :01:11.No one's thought about the dffect that has on surrounding forces.

:01:12. > :01:15.Now those forces have to replace what they are losing.

:01:16. > :01:19.It's a big merry-go-round of officers who are firearms trained.

:01:20. > :01:22.We need to train more, but we need to support them fully

:01:23. > :01:25.so they want to come forward and want to be firearms offhcers.

:01:26. > :01:28.He says the Met is reliant on poaching officers from other

:01:29. > :01:30.forces because of the lack of high-quality applicants

:01:31. > :01:33.and the rigorous training and selection process.

:01:34. > :01:37.Amongst the worst affected could be Sussex Police.

:01:38. > :01:39.The Met too has seen a dram`tic drop in numbers.

:01:40. > :01:43.From 2856 firearms officers in 010 to, well, 2139 in March

:01:44. > :01:52.Mostly because of previous budget cuts.

:01:53. > :01:55.It sparked fears that any increase now might only bring the nulbers

:01:56. > :02:00.That's certainly the view of firearms officers like Tony Long.

:02:01. > :02:03.He recently retired, having been cleared of the tnlawful

:02:04. > :02:07.killing of Azelle Rodney back in north London in 2005.

:02:08. > :02:10.He was part of a police operation that stopped the car

:02:11. > :02:18.An inquiry said the shooting was unlawful but a jury cle`red Tony

:02:19. > :02:22.He said now that the Met will struggle to attract

:02:23. > :02:24.new recruits while officers like him face criminal charges

:02:25. > :02:31.Previous policy involving the cutbacks ensured that wd lost

:02:32. > :02:33.authorised firearms officers and now we're sort of struggling

:02:34. > :02:41.We're trying to train sufficient officers to not just fulfil

:02:42. > :02:44.new posts but also to get us up to the level that we were

:02:45. > :02:49.In response, the Met says they've had 1000 applications and 100 have

:02:50. > :02:56.As for the effect on neighbouring forces...

:02:57. > :02:59.The Met are working very closely with those forces that are losing

:03:00. > :03:01.officers to make sure that they face the recruitment to not

:03:02. > :03:04.cause the forces too many problems, to give the forces

:03:05. > :03:08.And there are, it seems, changes across the piece.

:03:09. > :03:10.Tonight, British Transport Police announced a change in the w`y they

:03:11. > :03:15.Within a few months they want uniformed marksmen to start riding

:03:16. > :03:17.on the tube, they say, to provide reassurance.

:03:18. > :03:18.Sources at City Hall are worried, though,

:03:19. > :03:28.Either way, we'll have a far better idea of how well prepared London

:03:29. > :03:31.and its security forces are for a terrorist attack on Friday

:03:32. > :03:33.when an independent review commissioned by the Mayor of London

:06:45. > :06:48.Lord Mayor says that fighting for access to the single market and the

:06:49. > :06:52.free movement of workers is crucial. We don't want the value of London

:06:53. > :06:57.services to be lost to European clients and friends in Europe. God

:06:58. > :07:01.help we add a great deal of value to European business by virtue of the

:07:02. > :07:08.concentration of skills and the expertise here. I am optimistic we

:07:09. > :07:12.will work on a win/ win solttion between Europe and Britain.

:08:48. > :08:52.The idea is that the visual artists sit side by side with designers

:08:53. > :08:57.under other creatives to hotse their work. Somerset House wants lore

:08:58. > :09:01.artists to apply. The rooms which once housed the Inland Revenue now

:09:02. > :09:05.contribute to the fastest-growing sector in London smack economy, its

:09:06. > :09:10.creative industry. What's more, some of what is being made down here will

:09:11. > :09:15.be exhibited up here in the main building. This is an exampld of what

:09:16. > :09:20.will happen here in the futtre, where they can experience the latest

:09:21. > :09:24.work that has been made. It is a great way for audiences to leet some

:09:25. > :09:29.of the best creative talent that this city has. For the artists

:09:30. > :09:32.themselves it is allowing them to develop their craft, but also

:09:33. > :09:37.allowing them to present thdir work to a new audience. It benefhts

:09:38. > :09:43.everybody. Wouldn't it be awful of London just became a place for

:09:44. > :09:47.bankers and commercial industry The UK is such a strong creativd

:09:48. > :09:52.reputation, Londoners the c`pital. To not be able to show the creative

:09:53. > :09:57.heart of the city is living in the heart of the city feels a lhttle bit
