:00:26. > :00:30.The idea has been welcomed by the outgoing Met Commisshoner.

:00:31. > :00:33.Lord Harris, who carried out the review, also wants the dmergency

:00:34. > :00:35.services strengthened to better protect Londoners.

:00:36. > :00:40.Here's our home affairs correspondent Nick Beake.

:00:41. > :00:46.In the shadows, it's home to some of the best spies and policd

:00:47. > :00:52.But terrorists are certain to strike here again.

:00:53. > :00:55.The conclusion of today's rdview into how prepared the capit`l

:00:56. > :01:00.Its most contentious propos`l is to merge the three existhng

:01:01. > :01:06.With the powers of the City of London and British

:01:07. > :01:08.Transport Police forces being transferred to the Met,

:01:09. > :01:17.The Met boss, a man who is leaving his job in a few months said rather

:01:18. > :01:22.We should get improved oper`tional effectiveness and that's wh`t this

:01:23. > :01:25.report is talking about - how to respond to

:01:26. > :01:32.There would also be financial savings.

:01:33. > :01:35.That is a real challenge for public service, how

:01:36. > :01:40.But British Transport Policd insisted that the transport network

:01:41. > :01:43.needs a specialist force, and City police warned any lerger

:01:44. > :01:49.The mayor, who was visiting the control room where the response

:01:50. > :01:52.to any major attack would bd coordinated, wouldn't say

:01:53. > :01:57.if he supported a super police force for London.

:01:58. > :02:00.I welcome any steps to keep us as safe as we possibly can.

:02:01. > :02:03.I will be publishing a response once we have considered the revidw

:02:04. > :02:09.In all, today's review has 027 different recommendations

:02:10. > :02:17.Its main message is that London is now better prepared than ever

:02:18. > :02:20.for a major terrorist attack, and the possibility of one

:02:21. > :02:27.The attacks in Nice, Paris and Brussels in the p`st year

:02:28. > :02:34.The review also looked at the number of firearms officers in London.

:02:35. > :02:37.It concluded that when Scotland Yard completes its recruitment

:02:38. > :02:42.of an extra 600 officers - bringing the total number to 28 0 -

:02:43. > :02:48.If you really wanted to improve the response time and of cotrse

:02:49. > :02:50.in five or six minutes, if this was somebody with attomatic

:02:51. > :02:54.weaponry you could have an `wful lot of casualties, that would rdquire

:02:55. > :02:58.a massive increase and we rdally would notice then how many

:02:59. > :03:02.were armed police there werd around, and having been in cities

:03:03. > :03:05.and countries where it's much more the norm I'm not sure that lakes

:03:06. > :03:09.It actually makes them feel more nervous.

:03:10. > :03:14.Another proposal is to run ` trial of an SMS or text alert system.

:03:15. > :03:16.No matter where you are your phone would automatically receive

:03:17. > :03:21.a message, giving details of a major terrorist attack that was unfolding.

:03:22. > :03:24.Keeping a watchful eye on London is a massive task.

:03:25. > :03:28.This review calls for the use of more CCTV cameras.

:03:29. > :03:30.It also says that beyond the capital, our borders nedd to be

:03:31. > :03:34.more secure to stop weapons being smuggled in.

:03:35. > :03:42.Weapons that could be used in an attack.

:03:43. > :03:44.Health officials in Croydon are planning to stop

:03:45. > :03:48.providing free IVF treatment in the borough's NHS hospit`ls.

:03:49. > :03:50.It would make it the first London borough to do so.

:03:51. > :03:54.With each cycle of treatment costing around ?5,000, Croydon's Clhnical

:03:55. > :03:57.Commissioning Group say they can't afford it,

:03:58. > :04:00.as they look to save millions from their budget.

:04:01. > :04:07.For some, playing in a park with their children is a drdam,

:04:08. > :04:10.but nature won't allow it to be a reality.

:04:11. > :04:13.When couples face a problem conceiving, they can turn

:04:14. > :04:18.Here in Croydon, though, that soon may not be possible.

:04:19. > :04:20.The local health service saxs it needs to save money

:04:21. > :04:25.and it's suggesting scrapping all IVF services.

:04:26. > :04:27.Last week, the Health Secretary Jeremy Hunt said plans

:04:28. > :04:34.He said, no budget savings should impact on patient care.

:04:35. > :04:37.If this happens in Croydon, it will be a very

:04:38. > :04:41.We have seen three areas in the East of England

:04:42. > :04:43.decommission their services entirely, with others

:04:44. > :04:45.threatening similar action, and if Croydon takes this step

:04:46. > :04:48.I really worry that others will seek to go down

:04:49. > :04:55.Croydon Clinical Commissionhng Group says it hasn't got a bottomless

:04:56. > :04:58.budget and it has to make difficult decisions.

:04:59. > :05:01.It has said, though, it want to reassure residents

:05:02. > :05:03.here that it hasn't made anx certain decisions and it will

:05:04. > :05:11.I don't think it's very fair to mums - well, not to mums -

:05:12. > :05:15.to women who live in Croydon and try to conceive and they can't do this.

:05:16. > :05:18.I conceived naturally but it can happen to any lady,

:05:19. > :05:22.It's definitely something I would have explored

:05:23. > :05:26.if I couldn't have children, and to know that wouldn't bd

:05:27. > :05:31.available and wouldn't be an option is quite shocking.

:05:32. > :05:33.When it comes to IVF treatment, where you live c`n

:05:34. > :05:35.make all the difference to the care you're given.

:05:36. > :05:38.For example, if you live in Camden you're entitled to three ch`nces

:05:39. > :05:43.But in neighbouring Haringex you can only have one.

:05:44. > :05:45.Croydon's consulting on whether to take away that

:05:46. > :05:48.entitlement altogether, which will make it similar

:05:49. > :05:54.Across all the boroughs, there are different rules.

:05:55. > :05:58.For example, the woman's agd, whether either the man or woman

:05:59. > :06:03.has had a child before, and how long they've been together.

:06:04. > :06:06.Croydon Health Services need to save nearly ?6 million.

:06:07. > :06:09.IVF costs the borough just tnder ?800,000 last year.

:06:10. > :06:12.Now, the debate starts on whether this is a saving worth making.

:06:13. > :06:24.I'll wish you goodnight and a great weekend,

:06:25. > :06:30.and hand you over to Darren Bett with the weather.

:06:31. > :06:36.We have a dirty high over the south-east this weekend. I should

:06:37. > :06:39.explain what that is. It's ` high pressure that's been contamhnated

:06:40. > :06:44.with cloud. You are not going to see much sunshine, but it will be mild.

:06:45. > :06:49.We have cloudy skies overnight. Any breaks could lead to mist or fog

:06:50. > :06:53.patches out of town, probably should be gone by the end of the nhght and

:06:54. > :06:57.those temperatures are not dropping much. 13 degrees the minimul in some

:06:58. > :07:08.areas. Because we have cloud, temperatures will not rise luch

:07:09. > :07:11.during the day. It's still liles. There may be brighter skies in the

:07:12. > :07:13.afternoon tomorrow, a glimpse of sunshine. The winds Vari-Lite.

:07:14. > :07:15.Temperatures up to 15-16, pretty good for this time of the ydar.

:07:16. > :07:20.Miles, cloudy start on Sund`y. A repeat performance, again a glimpse

:07:21. > :07:24.of sunshine if you are luckx, temperatures not changing mtch. A

:07:25. > :07:29.gentle breeze from the East, highs of 15-16. It's a quiet, largely

:07:30. > :07:31.cloudy weekend and more of the same to come into the beginning of next

:07:32. > :07:34.week as well. Now the to come into the beginning of next

:07:35. > :07:39.week as well. Now the national picture.

:07:40. > :07:45.Hello, it's been a pretty good week for getting out and enjoying the

:07:46. > :07:51.autumn colours, especially if you have seen autumn sunshine. What

:07:52. > :07:56.sunshine, if you have been in Manchester or the Wirral, damp in

:07:57. > :08:00.places. Ty Gifford had it better, and Deal in Kent, with sunshine

:08:01. > :08:04.It's high pressure and settled weather but the flow of air may be

:08:05. > :08:07.mild but winning in moisture, not necessarily in the form of rain

:08:08. > :08:13.Many others will be staying dry but in the form of cloud. Some mild

:08:14. > :08:17.made it cloudy this weekend and patchy fog overnight and into the

:08:18. > :08:21.morning. Perhaps misty and murky across western hills of Britain

:08:22. > :08:25.through the night. England and Wales seeing patchy lower-level fog,

:08:26. > :08:29.developing into Northern Ireland as well, once we shift the drizzle

:08:30. > :08:33.some of that in northern England and West of Scotland. Eastern Scotland
