:00:00. > :00:23.One of the country's leading teaching hospitals

:00:24. > :00:29.Inspectors rated safety at St George's Hospital in Tooting

:00:30. > :00:31.as "inadequate", with operating theatres "not fit for purpose".

:00:32. > :00:34.It joins a growing number of London hospitals which are being told

:00:35. > :00:40.Here's our political correspondent, Karl Mercer.

:00:41. > :00:43.The face of 21st century health care.

:00:44. > :00:47.And the face of something vdry different.

:00:48. > :00:50.Modern care in the neonatal unit, the renal transplant clinic,

:00:51. > :00:55.working out of premises that are long past their best.

:00:56. > :01:00.St George's in Tooting is a hospital that's struggling with its past

:01:01. > :01:03.This is its answer to a damning report from health inspectors.

:01:04. > :01:10.It'll be rebuilt after inspdctors found things so bad here th`t

:01:11. > :01:13.they've put the hospital trtst into special measures.

:01:14. > :01:16.Well, in two years, the sittation was that St George's had gone

:01:17. > :01:20.from being a good hospital, getting good results,

:01:21. > :01:22.to a hospital which had major problems with maintaining

:01:23. > :01:25.the basics, so the buildings were not maintained adequatdly.

:01:26. > :01:29.There were other safety precautions that were not in place.

:01:30. > :01:32.Infection control was not being done as it should.

:01:33. > :01:36.The rest of what inspectors found back in the summer is just `s bad.

:01:37. > :01:39.Some operating theatres, they said weren't fit for ptrpose.

:01:40. > :01:42.Several areas of the hospit`l's estate were in a state of dhsrepair.

:01:43. > :01:45.There was low morale amongst theatre staff and consultant surgeons.

:01:46. > :01:48.Water came in during heavy rain and leadership across sever`l

:01:49. > :01:58.It is a picture of the organisation which clearly shows that we haven't

:01:59. > :02:00.met the standards that we w`nt to meet and, therefore,

:02:01. > :02:07.I'm disappointed for the st`ff, I'm disappointed for the colmunity.

:02:08. > :02:10.Like many of these reports, though, the work of staff is praised,

:02:11. > :02:13.saying they are caring and professional.

:02:14. > :02:15.So, does a report like todax's change the way that parents

:02:16. > :02:18.here in the neonatal unit are thinking?

:02:19. > :02:22.Um, no, because I think bec`use we'd had the experience before,

:02:23. > :02:25.we know that the staff are really good and they are looking

:02:26. > :02:30.So, I'm not concerned about his care.

:02:31. > :02:35.It's not really too much of a problem for us.

:02:36. > :02:39.Everyone in here has been absolutely brillian.

:02:40. > :02:42.As Nicola says, the care has been fantastic with the baby and everyone

:02:43. > :02:47.This time last year the local MP was a doctor

:02:48. > :02:50.in the Emergency Department at St George's.

:02:51. > :02:53.Patients up and down the cotntry are facing the same problem

:02:54. > :02:56.we are seeing throughout all of London, which is frankly

:02:57. > :03:02.We have a Government that are not putting in what we need to deliver

:03:03. > :03:07.The Government says it is pttting ?10 billion more into the NHS.

:03:08. > :03:10.Here, St George's had started its improvements but admits

:03:11. > :03:12.it'll have to borrow from cdntral NHS funds for more work to be done.

:03:13. > :03:21.If it isn't given the money, it'll have to cut services.

:03:22. > :03:23.More now on news that the M`yor has ordered an investigation

:03:24. > :03:26.into the cost of converting the former Olympic stadium

:03:27. > :03:32.Our reporter, Jannat Jalil, has been looking into this.

:03:33. > :03:33.We're talking about increase of ?50 million.

:03:34. > :03:38.That's right. And that's just since last year. When Boris Johnson said

:03:39. > :03:44.the cost would be ?272 millhon. Now Sadiq Khan is saying the re`l figure

:03:45. > :03:49.is actually ?323 million. So how has the cost gone up so dramatically?

:03:50. > :03:53.Sadiq Khan is laying the bl`me squarely on his predesows o. His

:03:54. > :03:58.spokes mab has said he is ddeply concerned about the finances of the

:03:59. > :04:02.Olympic Stadium, which he s`ys has "clearly been left in a tot`l and

:04:03. > :04:06.utter mess by the previous administration at City Hall." West

:04:07. > :04:12.Ham is paying ?12 million of the total but it is a fraction of the

:04:13. > :04:16.cost, and the rest of the bhll is being picked up by the taxp`yer

:04:17. > :04:19.What reaction has there been to the news? Tonight the Taxpayers'

:04:20. > :04:24.Alliance has come out with ` statement welcoming the inqtiry and

:04:25. > :04:31.said for too long the details on the deal had been kept secret and lacked

:04:32. > :04:33.proper scrutiny. It says it is a ludicrously funded taxpayer subsidy

:04:34. > :04:37.and demands explanation to those signed off in the agreement. I

:04:38. > :04:39.should say we have yet to hdar from Boris Johnson himself on thhs. OK,

:04:40. > :04:42.thank you. Police have confirmed they're

:04:43. > :04:44.investigating a series of incidents in North London in which fireworks

:04:45. > :04:47.were aimed at them, as they were dealing

:04:48. > :04:50.with anti-social behaviour. Residents on one estate told us

:04:51. > :04:53.how rockets were pushed through letterboxes

:04:54. > :04:56.and thrown at cars. These are just some

:04:57. > :05:02.of the videos, all posted Whether you were driving

:05:03. > :05:10.in your car, or sitting at home So residents here posted

:05:11. > :05:13.and they posted in their hundreds. Someone literally got a firdwork

:05:14. > :05:25.in their arm yesterday while they were walking thehr child

:05:26. > :05:28.home from school. And this was amongst

:05:29. > :05:32.the worst footage filmed. Someone shared apparently a light

:05:33. > :05:34.from a rogue firework. The morning after and the owner

:05:35. > :05:40.didn't want to speak to us but he did confirm off camera indeed

:05:41. > :05:43.that a fireworks' box had bden thrown over his wall and set alight

:05:44. > :05:46.to his shed, tree and fence. Eventually I found one resident

:05:47. > :05:49.who was prepared to speak on camera. concerned, but I have seen

:05:50. > :06:01.they always gather here. I don't know if it is Hallowe'en

:06:02. > :06:04.or not, they obviously gathdr here and really it makes

:06:05. > :06:06.the residents scared and worried. At this time of year,

:06:07. > :06:08.teenagers misusing fireworks What is about what happened here,

:06:09. > :06:13.is that there were some 60 people firing fireworks at each other

:06:14. > :06:15.and according to the residents that I've been speaking to,

:06:16. > :06:18.that they weren't children, they weren't teenagers,

:06:19. > :06:20.they were in fact, mostly in their 20s, men and women,

:06:21. > :06:23.some wearing balaclavas, others firing fireworks frol piping

:06:24. > :06:25.from their shoulders. A few days ago this

:06:26. > :06:31.was filmed in Stamford Hill. Keep an eye on the

:06:32. > :06:33.teenagers with the bike. Their victims knew nothing

:06:34. > :06:36.of what was happening. One eight-year-old girl was left

:06:37. > :06:38.with burns to her leg and the police This patrol car was hit by fireworks

:06:39. > :06:43.in Tottenham last night. It prompted this call

:06:44. > :06:46.from the local MP. I think when fireworks can be used

:06:47. > :06:49.as weapons, in the age in which we are, and they could be

:06:50. > :06:51.very, very dangerous weapons, indeed, very, very, sadly,

:06:52. > :06:54.we are coming to a stage where we may need to withdr`w them

:06:55. > :06:58.from everday use for the public And the more footage

:06:59. > :07:01.like this is posted online, Next, it's the unmistakable sign

:07:02. > :07:20.that turned the Met's headqtarters Now, though, Scotland Yard's HQ

:07:21. > :07:25.is moving - to a former polhce The old building is said to be

:07:26. > :07:31.outdated and too expensive but as Daniel Sandford reports,

:07:32. > :07:33.it's been the Met's base NEWS REEL: Broadway, South West 1,

:07:34. > :07:38.a building in keeping with our time. The home of Scotland Yard

:07:39. > :07:41.from now on. It was 1967 when the Metropolitan

:07:42. > :07:43.Police moved into New Scotl`nd Yard, a time before e-mails,

:07:44. > :07:46.before computer mapping. The great train robber,

:07:47. > :07:51.Bruce Reynolds, still on thd run. Ten years later, in 1977,

:07:52. > :07:54.this was modern crime fighthng, Looking back at the pictures

:07:55. > :08:00.of herself, Rosalie Gist The excitement of working in

:08:01. > :08:08.the world famous New Scotland Yard, but also the casual sexism

:08:09. > :08:11.of the day. We would be asked to do things that

:08:12. > :08:14.men weren't asked to do. We would be asked to go out and get

:08:15. > :08:17.presents for the boss's wifd because they'd forgot

:08:18. > :08:21.it was her birthday. The Flying Squad, the Sweendy,

:08:22. > :08:24.headquartered in New Scotland Yard for decades, is perhaps the most

:08:25. > :08:27.famous group of You have that sense of pridd

:08:28. > :08:35.and achievement that you've actually Barry Phillips joined the Mdt

:08:36. > :08:41.in 1975 and was a Flying Sqtad Then, almost all the force's main

:08:42. > :08:47.units had head offices It brought together that

:08:48. > :08:52.cross-fertilisation of intelligence, of ideas,

:08:53. > :08:55.of thinking, of comraderie. From New Scotland Yard,

:08:56. > :08:57.the force had to cope with the IRA bombing campaign,

:08:58. > :09:00.and the 7/7 attacks and although many squads ard now

:09:01. > :09:03.elsewhere, the top brass will still be based

:09:04. > :09:07.at a new office in Westminster. This will be the fourth

:09:08. > :09:12.Scotland Yard and they've The point is, the Commissioner

:09:13. > :09:18.and his or her top officers have So, after nearly 50 years of crime

:09:19. > :09:24.reporters standing outside New Scotland Yard in front

:09:25. > :09:28.of the rotating silver But already a new one has appeared

:09:29. > :09:35.outside what will be the replacement headquarters

:09:36. > :09:37.on the banks of the Thames. Daniel Sandford, BBC News, `t the

:09:38. > :09:45.new New Scotland Yard. And I'll leave you with Stav Danaos

:09:46. > :09:55.for a look at the weather. And a chilly 1st November.

:09:56. > :09:59.Absolutely. Big difference. We lose the mild air and say good morning to

:10:00. > :10:02.the frosty weather for the next couple of days. That weather front

:10:03. > :10:06.we had spreading across the region through the day will clear `way

:10:07. > :10:11.overnight, clear skies, light winds, recipe for a cold one to cole. Maybe

:10:12. > :10:15.a touch of frost out in the Home Counties, generally around 4 or 5

:10:16. > :10:20.for the capital. Tomorrow morning we start on a cold night with plenty of

:10:21. > :10:24.sunshine. Through the day, set to stay dry, we are under the hnfluence

:10:25. > :10:27.of high pressure, north, north-westerly winds. Gener`lly

:10:28. > :10:32.light. Passing cloud here and there but lots of sunshine, temperatures

:10:33. > :10:36.11 at best. Much colder than what we have been used to. A cold, frosty

:10:37. > :10:41.start on thumplts you will be scraping the cars wherever xou are.

:10:42. > :10:45.Through the day some sunshine, temperatures 10 or 12. But notice

:10:46. > :10:49.behind me the cloud. That is because this weather front will comd across

:10:50. > :10:52.sending this weather for us on Friday, a yukky day, wet and cold.

:10:53. > :10:56.Through Saturday and Sunday, northerly winds pulling down, which

:10:57. > :10:59.means there will be sunshind and showers and it'll feel cool. To

:11:00. > :11:11.recap, looking good for the next couple of days, frosty mornhngs

:11:12. > :11:12.before turning unsettled. Good You know what, in

:11:13. > :11:18.evening. the last few days, much more following the calendar. A warm

:11:19. > :11:23.end to October, 1st November, abrupt change to the weather. In fact over

:11:24. > :11:26.the next few days, we will be getting colder air all the way from

:11:27. > :11:29.the north, almost from Arctic regions, a real nip in the air

:11:30. > :11:34.particularly for folks getting up early in the morning A good frost

:11:35. > :11:37.around and there is a frost on the way tonight. This is what is

:11:38. > :11:39.happening on the satellite. This ribbon of cloud is a cold front
