:00:00. > :00:10.of the German flag in tribute to those who lost their lives

:00:11. > :00:20.A ?20,000 reward is being offered by police to help solve the mystery

:00:21. > :00:25.of the disappearance of a 16-year-old 30 years ago.

:00:26. > :00:28.Kevin Hicks from Croydon went to the shops and never came home.

:00:29. > :00:30.Detectives now believe he may have been murdered.

:00:31. > :00:33.They're appealing for an unnamed woman, who called a local newspaper

:00:34. > :00:35.a decade after he disappeared, to come forward.

:00:36. > :00:44.The last photo of a missing schoolboy.

:00:45. > :00:46.16-year-old Kevin Hicks went missing from his home in Croydon

:00:47. > :00:53.His disappearance in 1986 prompted a huge search effort from police

:00:54. > :00:59.Maybe he's run away and we're looking for him, but maybe something

:01:00. > :01:03.30 years on, and for those missing this 16-year-old boy,

:01:04. > :01:14.He was only going down the road to buy some eggs.

:01:15. > :01:17.He had a pound on him and that was it.

:01:18. > :01:27.In October 1996, the Croydon Advertiser newspaper took

:01:28. > :01:30.an anonymous phone call about his case.

:01:31. > :01:33.Now, following a review, police have announced

:01:34. > :01:38.When police reviewed the case earlier this year

:01:39. > :01:43.First of all, the night that Kevin disappeared he told his parents

:01:44. > :01:46.he was going to a local shop to buy some eggs, yet an hour-and-a-half

:01:47. > :01:49.later he was seen here on Shirley Road for the last time,

:01:50. > :01:52.leading police to believe he may have been meeting someone.

:01:53. > :01:56.Secondly, he had received some speakers from an anonymous person

:01:57. > :01:59.days before his disappearance, something he tried to

:02:00. > :02:06.Thirdly, there was the anonymous call to the Croydon Advertiser

:02:07. > :02:09.newspaper ten years after his disappearance, suggesting

:02:10. > :02:12.that that person knew the location his body was buried.

:02:13. > :02:14.Police now believe he had been groomed and perhaps

:02:15. > :02:21.When this disappearance is viewed with a grooming aspect in mind it

:02:22. > :02:24.does raise suspicions that he met with foul play that night.

:02:25. > :02:31.There was a huge police response at the time and massive area

:02:32. > :02:35.searching around south Croydon and lower Addiscombe.

:02:36. > :02:38.Now we're being more intelligence-led and evidence-led

:02:39. > :02:41.and that's why we are basing this appeal now.

:02:42. > :02:44.Investigators believe whoever called the Croydon Advertiser 20 years ago

:02:45. > :02:49.What I would appeal to is the person that made that call

:02:50. > :02:53.I believe that person has some very specific information

:02:54. > :02:56.as to what happened to Kevin's body that night and I would urge them

:02:57. > :03:02.Make that phone call. You know what happened that night.

:03:03. > :03:05.Ring the police. Get that secret told.

:03:06. > :03:08.Just come forward. Let me have closure.

:03:09. > :03:15.That's all I'm asking. I just need closure.

:03:16. > :03:18.Alexandra Hicks ending that report by Dan Freedman.

:03:19. > :03:20.The mayor, Sadiq Khan, says he wants to reassure Londoners

:03:21. > :03:23.and tourists that the capital is still one of the safest

:03:24. > :03:26.It follows yesterday's lorry attack on a Christmas market in Berlin.

:03:27. > :03:37.Let's get more from Ayshea Buksh who's outside City hall tonight.

:03:38. > :03:42.The German Embassy in London lowered its flags to half-mast today and

:03:43. > :03:46.from tomorrow afternoon there will be a book of condolence open in

:03:47. > :03:51.memory of the victims of the attack in Berlin for the public to sign.

:03:52. > :03:54.Here at City Hall the mayor has said that London stands shoulder to

:03:55. > :03:59.shoulder with Berlin and any concerns Londoners or visitors to

:04:00. > :04:03.the capital may have over security are being looked at very seriously.

:04:04. > :04:05.I would reassure Londoners and those visiting London

:04:06. > :04:07.that the Met Police Service and others are doing

:04:08. > :04:11.The Met Police are currently reviewing safety and security around

:04:12. > :04:13.events like Winter Wonderland, around events like the New Year's

:04:14. > :04:25.Eve fireworks, around markets taking place across London.

:04:26. > :04:33.Scotland Yard have said in addition to reviewing those festive events

:04:34. > :04:35.they've also brought forward plans to close roads around Buckingham

:04:36. > :04:39.Palace during the changing of the guard. They point out these plans

:04:40. > :04:43.were being considered before the attack in Germany but in light of

:04:44. > :04:47.events in Berlin they're being brought forward. London Fire Brigade

:04:48. > :04:50.has also pointed out they would be prepared for any potential terrorist

:04:51. > :04:57.attack here in the capital. Earlier we spoke to the outgoing commission

:04:58. > :05:01.error for the NFB. There were useful lessons to come out of 7/7, we have

:05:02. > :05:04.learned those, we have new equipment, firefighters have new

:05:05. > :05:07.skills than previously. I am confident that we are as best

:05:08. > :05:10.prepared as we can be without knowing what the next attack is

:05:11. > :05:16.going to be and unfortunately that next attack will come at sometime.

:05:17. > :05:21.Scotland Yard has said that the threat remains severe here in the UK

:05:22. > :05:23.but the public should be alert but not alarmed.

:05:24. > :05:26.Thank you. Next, it can be a vital lifeline

:05:27. > :05:29.for frail and vulnerable people, but with pressure on budgets

:05:30. > :05:31.a growing number of councils are cutting their meals on wheels

:05:32. > :05:34.services to save money. However, one County Council

:05:35. > :05:36.is increasing the number of meals it delivers,

:05:37. > :05:38.which it claims will Yvonne Hall reports

:05:39. > :05:44.from Hertfordshire. Hi.

:05:45. > :05:47.Do come in. Margaret has very painful

:05:48. > :05:50.osteoarthritis, she can't cook A hot, balanced meal delivered

:05:51. > :05:59.to her home in Harpenden in Hertfordshire every day helps

:06:00. > :06:01.the former secretary stay well I don't have to worry

:06:02. > :06:05.working in the kitchen And someone is checking on me every

:06:06. > :06:13.day to make sure that I am perfectly all right,

:06:14. > :06:15.which means an awful lot to me. Because I have no family

:06:16. > :06:18.to check on me at all. How's your appetite been

:06:19. > :06:20.since I last saw you? Regular health checks

:06:21. > :06:24.are included in the service. It's run by Hertfordshire

:06:25. > :06:26.County Council and Hills, Staff have found that more

:06:27. > :06:31.than a third of the people referred to them are at serious

:06:32. > :06:35.risk of malnutrition. In a recent survey of more than 800

:06:36. > :06:38.clients like Margaret, 87% said 76% visit their GPs less

:06:39. > :06:45.and about 93% feel happier Despite budget cuts,

:06:46. > :06:55.Hertfordshire's now providing more of them than anywhere else

:06:56. > :06:57.in the UK. The health checks

:06:58. > :07:01.included are unique. If the people that we serve meals

:07:02. > :07:05.on wheels to were to go into care it It's estimated we could spend

:07:06. > :07:11.?40 million more per year on residential care,

:07:12. > :07:13.if we didn't pay for the meals on wheels service

:07:14. > :07:16.which is just ?1 million. But elsewhere, meals on wheels have

:07:17. > :07:19.been drastically cut, some fear it's leading

:07:20. > :07:24.to an increase in malnutrition. In 2014, 67% of councils in the

:07:25. > :07:27.south-east provided meals on wheels. This year, that's

:07:28. > :07:31.fallen to just 17%. It's estimated that more

:07:32. > :07:35.than a million people over 65 in the UK are now suffering

:07:36. > :07:38.malnutrition or are That's 10% of the

:07:39. > :07:44.elderly population. I think it's a very,

:07:45. > :07:46.very sad state of affairs for our country because it didn't

:07:47. > :07:56.used to be like this. With the number of over 65s

:07:57. > :07:59.predicted to rise by nearly 50% in the next 20 years,

:08:00. > :08:01.the need to ensure basic nourishment and care will continue to challenge

:08:02. > :08:08.hard-pressed council budgets. She's the UK soul singer

:08:09. > :08:11.Beverley Knight and he's the Grammy-winning jazz

:08:12. > :08:13.singer-songwriter Gregory Porter. Together they're hosting a gospel

:08:14. > :08:16.inspired Christmas at the Church Our entertainment correspondent

:08:17. > :08:19.Brenda Emmanus went And how much has music always been

:08:20. > :08:33.a part of your Christmas experience? I think my mother,

:08:34. > :08:45.she put on Nat King coal I think my mother,

:08:46. > :08:48.she put on Nat King Cole That would be spinning on the record

:08:49. > :08:51.player and at the point at which you're opening your gifts

:08:52. > :08:54.or first coming into the room and you see the tree,

:08:55. > :08:57.in a way it's the backdrop, Together with singer and musical

:08:58. > :09:03.star Beverley Knight, Gregory introduces a feast

:09:04. > :09:07.of festive music from the cream I don't think this will be the last

:09:08. > :09:15.time that I work with so many people that I have met during the course

:09:16. > :09:23.of putting the show together. The show, recorded at the Church

:09:24. > :09:29.of St John at Hackney, promises to be an uplifting

:09:30. > :09:31.experience with popular songs I think we've done a really good job

:09:32. > :09:38.of matching the artist with songs that they will really get stuck

:09:39. > :09:40.into and really give Well, you can join in this

:09:41. > :09:46.big spiritual singalong on Christmas Day at 8.30pm on BBC

:09:47. > :10:02.Two. OK. On that festive note let's check

:10:03. > :10:07.on the weather with Wendy. Thank you. A beautiful day across

:10:08. > :10:11.London and still clear skies above us at the moment. It means it's

:10:12. > :10:14.chilly out there. The temperature has fallen to freezing. However,

:10:15. > :10:19.it's going to start clouding over soon. Look at what that does to the

:10:20. > :10:21.temperatures, they're going up through the night, probably higher

:10:22. > :10:25.than through today underneath that cloud. You can also see that we get

:10:26. > :10:27.rain starting to come from that cloud as we go through the early

:10:28. > :10:31.hours of the morning and that takes us through the rush hour, as well.

:10:32. > :10:34.It's also going to start feeling more breezy. The middle part of the

:10:35. > :10:39.day, the rain will be out of the way and a brighter slot but it's not for

:10:40. > :10:42.long because the next batch shows up and that's even more persistent and

:10:43. > :10:48.heavier and it will take us through the evening rush hour. Temperatures

:10:49. > :10:52.looking mild but when you factor in the rain and wind it's not going to

:10:53. > :10:56.feel great. You can see the sunshine returns on Thursday. We will have

:10:57. > :11:00.blue skies again. Turning breezy by the end of the week. If you are

:11:01. > :11:01.making a journey elsewhere in the country it's worth knowing the

:11:02. > :11:05.national forecast. country it's worth knowing the

:11:06. > :11:11.national forecast. Over now to Tomasz.

:11:12. > :11:12.So, the weather's going to blow a few
