0:00:16 > 0:00:17Good evening.

0:00:17 > 0:00:18I'm Alice Bhandhukravi.

0:00:18 > 0:00:20A Dutch woman who lives in Surrey says it's ridiculous

0:00:20 > 0:00:23that the Home Office has told her she must leave the UK.

0:00:23 > 0:00:25Monique Hawkins applied for British citizenship

0:00:25 > 0:00:26after the EU referendum, but was refused.

0:00:26 > 0:00:29She says the error is a serious concern, as she, like many

0:00:29 > 0:00:31Europeans living here, feels uncertain about the future.

0:00:31 > 0:00:39Tolu Adeoye reports.

0:00:39 > 0:00:42Monique Hawkins left the Netherlands to live in the UK 24 years ago.

0:00:42 > 0:00:44Since then, she's married a British man, Robert,

0:00:44 > 0:00:47and they have two daughters.

0:00:47 > 0:00:51This is her home and she was content with her rights as an EU citizen

0:00:51 > 0:00:55living here until Britain voted to leave the EU.

0:00:55 > 0:00:58I decided to apply for permanent residence because I felt I needed

0:00:58 > 0:01:01some proof that I was allowed to live here, amid the uncertainty

0:01:01 > 0:01:05following the vote.

0:01:05 > 0:01:07But she says she was met by a wall of bureaucracy.

0:01:07 > 0:01:10Her application ended up being rejected on a technicality.

0:01:10 > 0:01:13The letter actually said that I had to make arrangements to leave

0:01:13 > 0:01:17the country but if I could produce the right documents,

0:01:17 > 0:01:21I was free to apply again.

0:01:21 > 0:01:23I'm a British citizen.

0:01:23 > 0:01:26I've married someone from outside the country.

0:01:26 > 0:01:28I had an expectation that process would be straightforward

0:01:28 > 0:01:31and I've been surprised how complicated it is.

0:01:31 > 0:01:34The Home Office says the rights of EU nationals are unchanged

0:01:34 > 0:01:36while Britain is a member of the European Union,

0:01:36 > 0:01:38but it says the onus is on those seeking permanent residency

0:01:38 > 0:01:41to provide as much evidence as possible in support

0:01:41 > 0:01:45of their application.

0:01:45 > 0:01:49A group which seeks to preserve the rights of EU citizens in the UK

0:01:49 > 0:01:51says these are worrying times for many people.

0:01:51 > 0:01:54We have a situation where we need to secure the future

0:01:54 > 0:01:58of these 3 million people as soon as possible.

0:01:58 > 0:02:00We need to make the bureaucracy work for them as well.

0:02:00 > 0:02:05That's just a sad example that it's just not working.

0:02:05 > 0:02:07Monique is hopeful her second application will be successful,

0:02:07 > 0:02:10but for many EU nationals, there is a question mark

0:02:10 > 0:02:14Over their future and they will be watching how Brexit negotiations

0:02:14 > 0:02:22develop closely in 2017.

0:02:22 > 0:02:25A vigil has been held on an Essex beach tonight for two teenagers

0:02:25 > 0:02:28who died after the car they were in crashed while it was

0:02:28 > 0:02:32being followed by police.

0:02:32 > 0:02:34They've been named locally as Reigan Knight and Liam Phillips.

0:02:34 > 0:02:38Jenny Kirk reports.

0:02:42 > 0:02:44marking the short lives of two teenagers who died in

0:02:44 > 0:02:47the most tragic of ways.

0:02:47 > 0:02:48I feel devastated.

0:02:48 > 0:02:50One of my close mates is not here any more.

0:02:50 > 0:02:53I can't speak to him but I just want to give him

0:02:53 > 0:02:56this lovely send-off, so he knows up there that we are

0:02:56 > 0:03:01looking out for him still.

0:03:01 > 0:03:04For half an hour, friends and family ignited dozens of lanterns,

0:03:04 > 0:03:07some with poems on them.

0:03:07 > 0:03:10Balloons, too, bearing messages of love and loss.

0:03:10 > 0:03:14Both boys were passengers in a Ford Escort in the early

0:03:14 > 0:03:17hours of Tuesday morning.

0:03:17 > 0:03:20About 500 metres away from tonight's vigil their car hit another car

0:03:20 > 0:03:22before crashing into a wall.

0:03:22 > 0:03:25Two other teenage boys were arrested at the scene and one has been

0:03:25 > 0:03:30charged with causing death by dangerous driving.

0:03:30 > 0:03:32The police were following the car at the time so the case

0:03:32 > 0:03:34has been referred to the Independent Police

0:03:34 > 0:03:39Complaints Commission.

0:03:39 > 0:03:42Tonight at Bell Wharf, fireworks and a growing

0:03:42 > 0:03:44shrine to two young lives, those they have left behind trying

0:03:44 > 0:03:51to find ways to cope.

0:03:51 > 0:03:52They will be remembered at Southend United's match

0:03:52 > 0:03:53on Saturday as well.

0:03:53 > 0:03:56The club is asking supporters to clap during the 17th minute

0:03:56 > 0:04:02for the two 17-year-olds.

0:04:02 > 0:04:04The Government is facing pressure to hand over responsibility

0:04:04 > 0:04:06for suburban rail services to Transport for London,

0:04:06 > 0:04:12after a new poll showed commuters support the proposal.

0:04:12 > 0:04:14Transport Secretary Chris Grayling was accused of "putting politics

0:04:14 > 0:04:16ahead of passengers" when he opposed the idea.

0:04:16 > 0:04:18The Mayor's Office argue it would provide a better service.

0:04:18 > 0:04:20Nicola Ford has the details.

0:04:20 > 0:04:222016 has not been easy for commuters on the railways.

0:04:22 > 0:04:24It seems not a month has gone by without strikes,

0:04:25 > 0:04:25delays and cancellations.

0:04:25 > 0:04:28The Mayor of London, Sadiq Khan, wants TfL to take control

0:04:28 > 0:04:30of suburban rail services from 2018.

0:04:30 > 0:04:33The plan was agreed by the then mayor Boris Johnson

0:04:33 > 0:04:35and the Government, but earlier this month the Transport Secretary,

0:04:35 > 0:04:38Chris Grayling, rejected the idea, saying it would be unfair

0:04:38 > 0:04:42to transport passengers outside the capital.

0:04:42 > 0:04:45We are asking the Government to independently review the business

0:04:45 > 0:04:49case and let's see the Department for Transport's analysis.

0:04:49 > 0:04:51We fear that the opportunity for improving the rail services

0:04:51 > 0:04:53for hundreds of thousands of Londoners is

0:04:53 > 0:04:57slipping away rapidly.

0:04:57 > 0:05:001000 people were asked if they thought that Transport

0:05:00 > 0:05:03for London should have more or less control than they currently do over

0:05:03 > 0:05:05suburban rail lines in London.

0:05:05 > 0:05:0858% agreed TfL should have more control.

0:05:08 > 0:05:12Just 14% of those surveyed backed the Transport Secretary's decision,

0:05:12 > 0:05:17and more than half think Mr Grayling made the wrong decision.

0:05:17 > 0:05:18I think take them over.

0:05:18 > 0:05:20Can't get any worse.

0:05:20 > 0:05:21Anything that will work.

0:05:21 > 0:05:26It has to be better than the state it is in at the moment.

0:05:26 > 0:05:28The Department for Transport says the mayor's business plan

0:05:28 > 0:05:30for the south-eastern train routes provided no extra capacity

0:05:30 > 0:05:32at peak hours, and there was no funding identified

0:05:32 > 0:05:36for improvement infrastructure.

0:05:36 > 0:05:43These would come at a cost to Londoners.

0:05:43 > 0:05:45Let's have a look at the weather now with Jay Wynne.

0:05:45 > 0:05:46Good evening.

0:05:52 > 0:05:55By the end of the night, it is pretty cold out there.

0:05:55 > 0:05:56Frosty again, with temperatures either side of freezing.

0:05:56 > 0:05:57Frosty again, with temperatures either side of freezing.

0:05:57 > 0:06:00A grey and cold start to Friday and bear in mind the patchy fog

0:06:05 > 0:06:15and it will be a chilly afternoon with 7 degrees at the best.
