:00:11. > :00:16.As you will have heard, rail fares have gone up today

:00:17. > :00:19.at a time when strikes, delays and cancellations have

:00:20. > :00:23.blighted the lives of hundreds of thousands of commuters

:00:24. > :00:29.It's left many passengers angry, including those who thought

:00:30. > :00:41.New year, new real prices for Londoners and for hundreds of

:00:42. > :00:48.thousands of commuters, the only way is up when it comes to the cost of

:00:49. > :00:54.their journey. Many had hoped they would be included in the mayor's

:00:55. > :00:58.four-year fare freeze. I have a fully funded package to freeze fares

:00:59. > :01:03.over four years, so Londoners pay not a penny more until 2020. It

:01:04. > :01:08.emerged the mayor can only set fares not travel cards or caps. He said

:01:09. > :01:14.his pledge only referred to TfL prices. Many say they feel duped. He

:01:15. > :01:17.said he promised to do this thing and he's failed us. It's another

:01:18. > :01:21.disappointment. Always delays. Always cancelled trains. I don't

:01:22. > :01:25.think that's very fair. He should stick to his promise of freezing the

:01:26. > :01:30.fares till 2020. I don't think it's acceptable really. They've

:01:31. > :01:34.privatised it, but don't, yeah make it better or put on more or make the

:01:35. > :01:38.trains bigger or make the service a nicer experience. Tomorrow morning,

:01:39. > :01:44.some will be protesting at London's stations. There's still no end, it

:01:45. > :01:47.seems, to these disruptions. We have no guarantee that there will be no

:01:48. > :01:51.disruptions next year. Passengers need to come together and work with

:01:52. > :01:54.us to lobby the Government. Fares won't change for those commuters

:01:55. > :02:00.making tube journeys within London. How that will be funded is another

:02:01. > :02:05.point of political contention. Sadiq Khan will be out and about at London

:02:06. > :02:10.rail stations in the morning. Not only to defend his pledge, but also

:02:11. > :02:14.to appeal for TfL to have more control over commuter trains.

:02:15. > :02:17.If you are one of the hundreds of thousands of people affected

:02:18. > :02:19.by the strikes and disruption on our trains, we'd

:02:20. > :02:23.We're hosting a televised debate - recorded on Sunday evening -

:02:24. > :02:29.Just e-mail your contact details, including your opinion

:02:30. > :02:31.about the service you've experienced, to bbc

:02:32. > :02:39.Well, the increasing frustration of the London commute

:02:40. > :02:41.is affecting drivers too, and at least one has decided to take

:02:42. > :02:44.action about the delays over the Dartford Crossing.

:02:45. > :02:49.Anand Surve from Orpington has started a petition calling

:02:50. > :02:53.on the Government to pay compensation to drivers

:02:54. > :02:59.Thomas Magill has been speaking to him.

:03:00. > :03:09.Rush hour at the Dartford crossing and queues like this is a familiar

:03:10. > :03:13.sight for those who use it regular. Anand commutes from Orpington to

:03:14. > :03:16.brents wood in Essex. What's more frustrating is the fact that he has

:03:17. > :03:20.to pay for the pleasure of sitting in traffic, a situation he's decided

:03:21. > :03:24.to do something about. These delays are unacceptable. They're getting

:03:25. > :03:29.worse day by day. Therefore I've launched this petition calling for

:03:30. > :03:34.drivers to be compensated in the event of long traffic delays. The

:03:35. > :03:40.petition calls on high ways England to compensate drivers who get stuck

:03:41. > :03:44.in traffic. If he manages to get 100,000 signatures, the idea will be

:03:45. > :03:47.debated in Parliament. One motoring organisation has concerns about the

:03:48. > :03:52.proposal. You can never really be completely sure who is to blame for

:03:53. > :03:54.the congestion. It could be on a high ways England managed stretch of

:03:55. > :03:58.road, it could be the crossing itself. There could be a broken down

:03:59. > :04:02.vehicle. So it's very difficult to be able to Pinochet the blame. But

:04:03. > :04:07.in theory this sounds great. In practice it might be more difficult

:04:08. > :04:26.to operate. In a statement, hayways England said:

:04:27. > :04:33.This commute continues and whether things change in the future, well,

:04:34. > :04:36.that, he hopes, will depend on the success of his petition.

:04:37. > :04:38.There's been a large fire at a recycling centre in west

:04:39. > :04:41.London, which sent thick smoke billowing across the M4 motorway.

:04:42. > :04:43.Firefighters were sent to Transport Avenue in Brentford

:04:44. > :04:46.this afternoon, after dozens of calls were received from

:04:47. > :04:57.A Freedom of Information request has revealed that the Government spent

:04:58. > :05:01.an average of ?10,000 a day on consultants and law firms,

:05:02. > :05:05.ahead of its decision to build a third runway at Heathrow.

:05:06. > :05:08.The bill was paid by the Departments of Transport.

:05:09. > :05:13.The Government says it was right to seek expert advice.

:05:14. > :05:16.And now a look at the weather with Sara.

:05:17. > :05:22.Good evening. Today's clear skies are allowing temperatures to drop

:05:23. > :05:26.rapidly across the London area. As we go through the night, subzero for

:05:27. > :05:30.most of us. Minus one to minus three degrees that. Leads to a Met Office

:05:31. > :05:36.weather warning for the risk of ice on the roads that. Runs until

:05:37. > :05:40.mid-morning. The day itself not as bright as today. Drizzle from the

:05:41. > :05:45.north. It's largely fine and perhaps even not as cold as today, with a

:05:46. > :05:46.high of seven degrees. Next few days dry and settled with overnight

:05:47. > :05:50.frosts. But sunshine by day. We're back again from 6.30am

:05:51. > :06:10.tomorrow with the latest news, Good evening. It's been a dry and

:06:11. > :06:13.bright day across most parts of the country today. Despite the chilly

:06:14. > :06:23.feel to the weather, there has been some sunshine. Clear skies as the

:06:24. > :06:26.sun set in east Essex. With those clear skies around, temperatures are

:06:27. > :06:30.plummeting, particularly across southern parts. Here we see the

:06:31. > :06:33.coldest temperatures. We could see icy stretches on untreated surfaces,

:06:34. > :06:38.pavements and roads first thing Tuesday morning. Not quite as cold

:06:39. > :06:42.towards the North West. Cloud moving in here through the overnight

:06:43. > :06:47.period. Lows to minus six or minus seven degrees in one or two spots. A

:06:48. > :06:48.cold start to Tuesday. If you have the commute
