:00:11. > :00:15.There are claims tonight that changes to the way the Government

:00:16. > :00:19.allocates money to schools will severely affect the capital.

:00:20. > :00:26.London Councils says schools in the capital will be

:00:27. > :00:31.A report says a new funding formula would mean 70% of schools in London

:00:32. > :00:32.would face budget cuts. But the government insists that

:00:33. > :00:35.inner-city schools here will be allocated more money per pupil

:00:36. > :00:37.than the national average. With more details, here's our

:00:38. > :00:39.political editor Tim Donovan. In the heart of Hackney,

:00:40. > :00:41.Urswick Secondary School has been benefiting from funds

:00:42. > :00:43.which recognise extra needs Money that will now be lost,

:00:44. > :00:48.says the head here, if the Government reallocate

:00:49. > :00:50.resources under a new formula. He faces a choice - cut staff or go

:00:51. > :00:54.for bigger class sizes. Inner London has led the world

:00:55. > :00:58.in recent times in terms of student outcomes and in terms of busting

:00:59. > :01:01.that whole issue around deprivation. And we've done that because we've

:01:02. > :01:03.been given more money You don't remedy issues around

:01:04. > :01:13.poverty and deprivation without spending money,

:01:14. > :01:15.and that will be money that in How does the Government

:01:16. > :01:20.now want it to work? Well, broadly, by spending money

:01:21. > :01:24.more evenly across the country. But London Councils,

:01:25. > :01:25.which represents the capital's borough, says that will mean

:01:26. > :01:28.?20 million less to go round, affecting 1500

:01:29. > :01:34.of the capital's schools. Taken with the recent warning

:01:35. > :01:36.from the National Audit Office about other pressures such

:01:37. > :01:39.as funding not keeping up with inflation, and it'll add up

:01:40. > :01:42.to a shortfall of ?360 million 70% of London schools

:01:43. > :01:51.will have to find savings as a consequence of these proposals,

:01:52. > :01:54.so that's why we're calling on the Government to change,

:01:55. > :01:57.level up, make sure that no school loses out as a result of the

:01:58. > :02:06.national funding formula changes. The launch meeting last night

:02:07. > :02:09.of a new parents' campaign group in Muswell Hill in Haringey,

:02:10. > :02:11.except they weren't Word has spread quickly to other

:02:12. > :02:14.parts of London, too. It shows, claims one

:02:15. > :02:16.of the organisers, We are seeing the effects

:02:17. > :02:21.in the classroom, and I think this is what's really angering parents,

:02:22. > :02:23.is the Government is saying education is protected,

:02:24. > :02:27.education spending is protected, and we as parents are seeing

:02:28. > :02:30.the effect of the funding squeeze So there's a bit

:02:31. > :02:34.of a disparity there. But the Government insists

:02:35. > :02:37.the existing way of funding schools From now on it will be

:02:38. > :02:41.according to actual needs, But many parents, teachers

:02:42. > :03:16.and pupils in London may need The Mayor of London has one business

:03:17. > :03:19.leaders and politicians at the World Economic Forum that hard Brexit as

:03:20. > :03:26.outlined by the Prime Minister could rid Britain apart. Speaking in

:03:27. > :03:32.Davos, he talked about the importance of the single market.

:03:33. > :03:36.Asad Ahmad join me, a key speech for the mayor? He is meeting heads of

:03:37. > :03:41.banks who operate out of London, European prime ministers, the heads

:03:42. > :03:45.of global businesses and he said he will be discussing global investment

:03:46. > :03:48.opportunities in London with them. What is interesting is he has chosen

:03:49. > :03:52.this to be the time he has so publicly gone head-to-head with

:03:53. > :03:59.Prime Minister Theresa May. Theresa May yesterday said she wants a all

:04:00. > :04:03.hard Brexit. Sadiq Khan says it will be bad news for Europe as well as

:04:04. > :04:07.Britain, it could be a lose lose situation. As well as that, Mrs May

:04:08. > :04:15.said that Britain could not possibly remain in the European single

:04:16. > :04:18.market. However, Mr Khan said Britain must have privilege access

:04:19. > :04:23.to the single market as top priority. Any chance that Theresa

:04:24. > :04:28.May might just listen to Mr Khan and water down her expectations? No, but

:04:29. > :04:31.what Mr Khan expected that businesses in London and Europe

:04:32. > :04:35.might well galvanise, get together and put pressure on the British

:04:36. > :04:40.Government to water down the way they hope to leave the EU.

:04:41. > :04:45.This all comes on the same day that two banks concerned some stuff would

:04:46. > :04:51.move to Europe after Brexit? HSBC at UBS moving around 1000 staff from

:04:52. > :04:54.London to Europe, most of their staff will remain in London but it

:04:55. > :04:56.is significant because it is the first time it has happened, other

:04:57. > :05:03.banks might follow suit all move completely to Europe. Others say

:05:04. > :05:07.that this week Donald Trump, the president to be in America, has sent

:05:08. > :05:11.a clear signal that he supports Britain's exit from the EU and is

:05:12. > :05:15.willing to do a quick deal with Britain. They will welcome that and

:05:16. > :05:20.say it could bring in more jobs to London to replace jobs lost in the

:05:21. > :05:21.banking sector. Who knows what'll happen in the future? We have

:05:22. > :05:25.learned this year. Next, from east China to east London

:05:26. > :05:29.- the first freight train to travel directly to the UK from China

:05:30. > :05:32.and arrived in Barking this morning. It's taken a fortnight -

:05:33. > :05:34.but that's around half As Sarah Harris reports, it could be

:05:35. > :05:39.a huge boost London businesses. It had made its way through

:05:40. > :05:42.Kazakhstan, Russia and Belarus. 34 containers packed

:05:43. > :05:45.with high street goods made in a city in eastern China,

:05:46. > :05:52.heading for Barking, east London. The first direct freight train

:05:53. > :05:55.service between China and the UK and something London business

:05:56. > :05:57.leaders have been fighting It brings goods in a much faster

:05:58. > :06:06.route than across the sea. It's slower still than air freight,

:06:07. > :06:09.but it's much cheaper than the air freight costs and it's a sign that

:06:10. > :06:14.China is expanding its networks, trading networks, beyond its borders

:06:15. > :06:19.in an effective way to connect China's market with

:06:20. > :06:28.the global economy. And it's the return journey back

:06:29. > :06:31.to China which will benefit The service is cheaper

:06:32. > :06:35.than air freight and faster There's a big demand

:06:36. > :06:41.in China at the moment, particularly for products like baby

:06:42. > :06:44.foods or mother and baby cosmetics. Or actually anything

:06:45. > :06:48.with a Royal warrant on. But the cost of exporting it by air

:06:49. > :06:54.can make the prices of these Here in Finchley, boxes

:06:55. > :07:03.are being packed ready to make It's a market many industry insiders

:07:04. > :07:09.as say is relatively untapped. Leaving the single market makes it

:07:10. > :07:14.even more lucrative. If you go out to China,

:07:15. > :07:17.you see the cities are flooded with things like Spanish wines

:07:18. > :07:19.and French cheeses, but yet there is a real lack

:07:20. > :07:21.of British products, This train route, I think,

:07:22. > :07:26.is just one step forward between British-China relationships

:07:27. > :07:30.and certainly in terms of trade. With Brexit coming up,

:07:31. > :07:32.companies like us are actually quite excited about the possibilities

:07:33. > :07:34.of more trade agreements The Silk Road trading routes

:07:35. > :07:42.to the west were created more than 2,000 years ago,

:07:43. > :07:44.but it is hoped the renewal will lead to an increase in trade

:07:45. > :07:47.between east London and east China They can capture amazing footage

:07:48. > :07:58.from a bird's eye view, but there have also been concerns

:07:59. > :08:01.over the potential dangers of flying Well, now drones are being used

:08:02. > :08:06.in one part of London to survey buildings and repairs -

:08:07. > :08:10.instead of using scaffolding. A whirr outside the window,

:08:11. > :08:18.a drone hovering over your home. This is how council housing repairs

:08:19. > :08:21.will be carried out in Hammersmith and Fulham from now on,

:08:22. > :08:24.spotting potential problems with no The drone is obviously more

:08:25. > :08:30.flexible, you can reach different heights a lot easier and it's

:08:31. > :08:33.actually safer because we keep everyone on the ground and we're

:08:34. > :08:35.just putting the drone up there and we control the area under

:08:36. > :08:38.the drone and round it. The council says without

:08:39. > :08:40.a drone, inspections can We would have to put scaffolding up

:08:41. > :08:46.just to go up and send somebody to inspect,

:08:47. > :08:48.which then could come back down again and then go back up again

:08:49. > :08:52.when we do get to do the repair, And it's not just

:08:53. > :08:59.for routine repairs. After this devastating tower block

:09:00. > :09:02.blaze in Shepherd's Bush last year, a drone was used to get a closer

:09:03. > :09:07.look at the damage. Now, this isn't the first time

:09:08. > :09:10.the council has used drones. In the past there have been concerns

:09:11. > :09:13.about whether they could be used Privacy campaigners say it's vital

:09:14. > :09:16.that councils explain Hammersmith and Fulham Council says

:09:17. > :09:24.it has written to all the residents here and it's had to stick to strict

:09:25. > :09:27.rules, seeking permission from the Civil Aviation Authority,

:09:28. > :09:30.using an experienced pilot and, because it's flying so close

:09:31. > :09:33.to buildings, making sure it's The council hopes to save around

:09:34. > :09:41.?150,000 next year, so this new technology could become a much

:09:42. > :09:51.more familiar sight. That's it from me, so I'll

:09:52. > :09:54.say goodnight and leave you with Chris Fawkes for a look

:09:55. > :10:07.at the weather. We had some sparkling sunshine to

:10:08. > :10:12.start the day, you can see that here in Canary Wharf. Thanks to our

:10:13. > :10:17.Weather Watcher Hedgehog for sending that picture. With those clear skies

:10:18. > :10:21.you can see that on the satellite picture, upstream patches of crowd

:10:22. > :10:25.are working in. As we go through the next 24 hours there will be a bit

:10:26. > :10:29.more close working in. Overnight, clear skies for the most part,

:10:30. > :10:38.temperatures will fall away. There will be a widespread frost, the list

:10:39. > :10:41.and butchers probably in Hampshire, getting to about -4, but into

:10:42. > :10:44.tomorrow, although a lot of dry weather is on the forecast, plenty

:10:45. > :10:48.of sunshine to look forward to that I do not think it will be gin clear

:10:49. > :10:52.skies, there will be cloud from the East at times but they will not do

:10:53. > :10:57.too much and it will not spoil the sunshine too much.

:10:58. > :11:00.A chilly breeze is coming up the Thames estuaries.

:11:01. > :11:02.High pressure stays in charge of the next few days, no great changes over

:11:03. > :11:04.the next few next few days, no great changes over

:11:05. > :11:11.the next few days, more sunshine on the way.

:11:12. > :11:19.Despite high-pressure sitting across the country so only slow changes in

:11:20. > :11:24.the weather, we have had a variety of different weathers, for example

:11:25. > :11:28.this beautiful sunset in Southampton which was shared by a Weather

:11:29. > :11:32.Watcher, but grey and misty in Derby thanks to an awful lot of cloud

:11:33. > :11:35.around and very little deviation by day or night from the rather grey

:11:36. > :11:39.routine. That is because we have a weather

:11:40. > :11:44.front, albeit very weak and very little wind to move the cloud and

:11:45. > :11:47.the mist on. Those areas furthest from the weather front to the south,

:11:48. > :11:52.we will see frosty weather under clear skies and to the north and

:11:53. > :11:59.east, but for most of us the code acts like a blanket, stopping

:12:00. > :12:02.temperatures from falling down so relatively mild. Under the clear

:12:03. > :12:05.skies it is another harsh frost. There is fog around and the cold air

:12:06. > :12:06.is never too far away,
