:01:22. > :01:23.they can't cope any more because they're

:01:24. > :01:33.Just to do your shopping, just to do doctor's

:01:34. > :01:34.appointments on your own, an

:01:35. > :01:36.ability to do that, isn't there, if you think about it?

:01:37. > :01:39.The fact that we are preventing people going to the

:01:40. > :01:41.much more expensive, as you quite rightly said,

:01:42. > :01:46.long-term care system, it's got to be saving people.

:01:54. > :01:55.centre of council tax rises across the country.

:01:56. > :01:58.Here, they are raising theirs for the first time in seven

:01:59. > :02:01.40% of the council's entire budget is spent on just 2500 local

:02:02. > :02:04.But raising council tax isn't something

:02:05. > :02:06.the local Conservative leader thinks he should have to do.

:02:07. > :02:09.I don't think the appropriate place to fund growth

:02:10. > :02:10.in this is at local Government level.

:02:11. > :02:13.I think it has to be done at a national

:02:14. > :02:14.level, so ultimately, it

:02:15. > :02:17.has to come from national taxation, and potentially a change in the way

:02:18. > :02:19.that people are contributing towards the cost of their own care.

:02:20. > :02:21.Is that something you've said to your local

:02:22. > :02:26.A few miles further into London, another Tory council leader,

:02:27. > :02:28.but one who has frozen his council tax again this year.

:02:29. > :02:31.He, too, though, thinks its central Government taxes that should be

:02:32. > :02:36.The social care precept is not the only answer.

:02:37. > :02:38.This is an income tax issue and should be

:02:39. > :02:43.You wouldn't put two or three percent on council tax to fund a

:02:44. > :02:46.local health issue, so why should you do it for adult social care?

:02:47. > :02:49.Council leaders will be looking for answers and money from the

:03:14. > :03:17.last weight. Theresa May and Jeremy Corbyn were going toe to toe in the

:03:18. > :03:22.chamber of social care, and the Prime Minister on the Government was

:03:23. > :03:25.forced to deny they had done some sort of sweetheart deal with Surrey

:03:26. > :03:29.County Council on trying to alleviate the cost of funding it.

:03:30. > :03:34.The council say they will have to hike their own council tax by 15%.

:03:35. > :03:39.In the end, they have done it by only just under 5%, not an

:03:40. > :03:42.inconsiderable amount in these chastened times. You can see that

:03:43. > :03:46.local authorities are starting to rattle their sabres on this. They

:03:47. > :03:51.want the Government to come forward with more. It is no coincidence that

:03:52. > :03:53.Philip Hammond will announce how much the Government might be

:03:54. > :03:58.contributing towards that next month. Observers will keep a keen

:03:59. > :04:00.eye on that ahead of elections in May. Thank you.

:04:06. > :04:07.But tonight Network Rail is embroiled in yet another row

:04:08. > :04:08.about gentrification and hiking up rents.

:04:09. > :04:11.Traders in London Fields say they'll be ruined by rent rises

:04:12. > :04:19.Below the train line into London Liverpool Street

:04:20. > :04:27.Inside, dozens of mostly independent businesses.

:04:28. > :04:35.But their landlord, Network Rail, have put the rent up.

:04:36. > :04:37.Like this family garage, which has been here for 30 years,

:04:38. > :04:39.but the rent has gone from ?18,000 to ?45,000.

:04:40. > :04:42.Lots of stress on the family because we are struggling

:04:43. > :04:49.A few arches down, Hugo Ramos runs a cafe,

:04:50. > :04:58.His rent has gone up from 100,000 to 350,000.

:04:59. > :05:05.We are part of Hackney, we started the brewery in Hackney.

:05:06. > :05:20.At arch 384, tough decisions are already being made.

:05:21. > :05:22.This family business has been here for 15 years.

:05:23. > :05:25.They supply products to nail bars across the country and Europe.

:05:26. > :05:28.The cost of three arches before 2014 was ?56,000.

:05:29. > :05:43.My father will give this business to me,

:05:44. > :05:52.For me, ten years down the line, I don't know where we will be.

:05:53. > :05:55.This is a sought-after area to live in, you can see that

:05:56. > :05:57.through the construction of new apartments

:05:58. > :06:03.Traders say they have added to the desirability of this area,

:06:04. > :06:07.that if they are priced out, this community will lose its soul.

:06:08. > :06:19.But it's not the first time Network Rail has faced

:06:20. > :06:27.These were protests in Brixton last year and businesses are worried

:06:28. > :06:34.In some areas, like London Fields, it's the rent going up,

:06:35. > :06:39.but right across the capital, smaller firms are going to get

:06:40. > :06:40.clobbered with a completely disproportionate rise

:06:41. > :06:47.For now, this garage says it is determined to stay and serve

:06:48. > :06:56.the customers they have served for three decades.

:06:57. > :07:00.Biggin Hill Airport maybe more famous now for its air shows

:07:01. > :07:03.but for two world wars it stood as the first line of defence

:07:04. > :07:12.So how better to celebrate its centenary than ask a one

:07:13. > :07:15.hundred year old former Spitfire pilot to take to the skies again.

:07:40. > :07:46.Today, he is returning to the skies alongside his fellow 100-year-olds.

:08:03. > :08:11.fighters at Biggin Hill claimed 1,400 enemy aircraft.

:08:12. > :08:14.Being scrambled, going up meeting the Luftwaffe, into the fray, and

:08:17. > :08:19.They were defending the southern approaches to London.

:08:20. > :08:30.The RAF base closed in 1992, but World War II aircraft are still

:08:31. > :08:35.Just a few metres away from the Biggin Hill runway

:08:36. > :08:40.They are still kept here, maintained but also restored

:08:41. > :08:48.The airbase is mainly used for private flights now, but the team

:08:49. > :08:57.Don't now where I'm landing, but I know I'll get

:08:58. > :09:14.There was a slight mist over the ground, it was never clear
