:00:37. > :00:40.It will affect about 10,000 vehicles every weekday but many say

:00:41. > :00:45.Our Political Correspondent Karl Mercer reports.

:00:48. > :00:53.Signed up at an early age to the Mayor of London's

:00:54. > :00:56.But tackling London's air quality will need more than posters.

:00:57. > :00:59.So today, we learned of City Hall's new steps.

:01:00. > :01:01.First, of course, we had the congestion charge -

:01:02. > :01:04.13 years on, the toxicity charge is coming, later this year drivers

:01:05. > :01:07.of the most polluting cars will have to dig deeper.

:01:08. > :01:10.The new charge will come in on October the 23rd.

:01:11. > :01:13.Older vehicles will be charged ?10 on top of the current

:01:14. > :01:16.congestion charge of ?11.50, meaning that they will pay ?21.50

:01:17. > :01:21.It is estimated 10,000 vehicles per day would currently be

:01:22. > :01:26.Although City Hall says it thinks that 4000 of those

:01:27. > :01:32.I've deliberately not done this overnight.

:01:33. > :01:34.Notwithstanding my big election victory last May,

:01:35. > :01:38.65% of Londoners want me to take bold action, that's why I'm

:01:39. > :01:44.The T charge will take place from October the 23rd and from 2019.

:01:45. > :01:49.There will be an ultra low emission zone.

:01:50. > :01:55.I know that when I walk to school, I can just inhale the toxic fumes.

:01:56. > :02:02.We need to contain this, this is one of the world's megacities.

:02:06. > :02:08.For some people, maybe that small charge is something that they cannot

:02:09. > :02:16.Those who are just surviving, just getting by, just about managing

:02:17. > :02:21.to have a car in the first place, whatever the charge will be,

:02:22. > :02:25.?10, it can be really damaging to some people.

:02:26. > :02:33.Although the mayor is targeting cars of around ten years old,

:02:34. > :02:37.even some new cars will be just as polluting.

:02:38. > :02:40.Their emissions on the road are very different to those

:02:41. > :02:44.It raises awareness which is a good thing, the fact that we are putting

:02:45. > :02:47.information out into the public domain so consumers can make good

:02:48. > :02:50.choices is a good thing and I think pressure needs to be put

:02:51. > :02:55.technology in the vehicles perform on the road as they do in the lab.

:02:56. > :02:58.City Hall says the so-called T charge is just one part of efforts

:02:59. > :03:06.A campaign that the mayor has put at the top of his agenda.

:03:39. > :03:42.The Business Secretary Greg Clark has been in the French capital

:03:43. > :03:44.as Peugeot considers a takeover of General Motors.

:03:45. > :03:49.It is a deal which could create the second-largest

:03:50. > :03:56.But, how many jobs would remain in the UK?

:03:57. > :03:58.They've been doing this at the Vauxhall plant

:03:59. > :04:00.in Luton since 1905, but there are very real fears

:04:01. > :04:03.this potential takeover could lead to job losses,

:04:04. > :04:13.Guido is just one worker recently laid off.

:04:14. > :04:15.We thought there was a contract coming, and they just said

:04:16. > :04:18.that they had to get rid of 48 people.

:04:19. > :04:22.US giant General Motors employs 4500 people at its two UK plants

:04:23. > :04:31.But tens of thousands more work in its retail and supply chain.

:04:32. > :04:35.On Tuesday, it emerged that GM was in advanced talks with French

:04:36. > :04:38.manufacturer Peugeot Citroen, which wants to buy its European arm.

:04:39. > :04:41.With 14 factories in France and Germany, part of that equation

:04:42. > :04:44.too, there could be a 3-way tussle for job security.

:04:45. > :04:48.The French and German governments are meeting,

:04:49. > :04:53.and that would be to secure the future for their plants,

:04:54. > :04:56.and we want to make certain that the UK is not sitting

:04:57. > :05:01.The Business Secretary is determined that will not happen.

:05:02. > :05:04.Greg Clark met with GM officials earlier this week,

:05:05. > :05:09.and then went straight to Paris to meet Peugeot executives.

:05:10. > :05:12.In October, Nissan raised doubts over their future here due to Brexit

:05:13. > :05:15.but was appeased with assurances from the government.

:05:16. > :05:18.There is no doubt that the climate is tough.

:05:19. > :05:21.Vauxhall is a European company, most of its production goes

:05:22. > :05:24.to the rest of the European Union, most of its components

:05:25. > :05:31.The big uncertainty of freedom of trade within Europe

:05:32. > :05:34.and the single market, the customs union, you know,

:05:35. > :05:36.if you are a French manager, choosing between a British

:05:37. > :05:45.and a German operation now, frankly it is a bit of a no-brainer.

:05:46. > :05:47.So far, workers in Luton are in the dark.

:05:48. > :05:49.We haven't heard the ins and outs of it yet.

:05:50. > :05:52.They've just said that they will let us know when they know.

:05:53. > :05:55.I think that most people are fairly stoic about it,

:05:56. > :06:01.Until they talk to us, we cannot do anything.

:06:02. > :06:04.With the French government heavily invested in Peugeot and German jobs

:06:05. > :06:06.three times more expensive to get rid of than here, there
