:00:25. > :00:30.It comes on the day an interim report revealed more details

:00:31. > :00:34.One passenger has been telling our transport correspondent

:00:35. > :00:36.Tom Edwards about his financial struggle and the traumatic

:00:37. > :00:43.He didn't slow down, and the next thing was,

:00:44. > :00:47.crash, bang, wallop, lights out, mayhem.

:00:48. > :00:52.Patrick Freeman is recovering from an operation.

:00:53. > :00:55.He fractured his shoulder in the Croydon tram crash.

:00:56. > :01:00.He says at 62, he won't be able to work again laying paving stones

:01:01. > :01:04.and he's angry at a lack of support from TfL.

:01:05. > :01:08.After one payment, he's had to use his savings to pay his rent.

:01:09. > :01:15.I had to cancel my Christmas over it, bits and pieces like that.

:01:16. > :01:23.But as regards the financial end, they gave me an interim payment

:01:24. > :01:25.of two grand on the 12th of December.

:01:26. > :01:29.So I don't think it is very fair by Transport for London,

:01:30. > :01:33.I don't know whether I'm the only one.

:01:34. > :01:35.I don't know anyone, really, that was on there.

:01:36. > :01:37.But if they've done that to everyone, there's something wrong.

:01:38. > :01:40.So you think you've been badly treated in the aftermath?

:01:41. > :01:42.Yes, yes, I think I've been badly treated in them circumstances, yeah.

:01:43. > :01:45.Patrick was one of 51 who were injured when the tram

:01:46. > :01:47.derailed on a tight bend just before Sandylands station.

:01:48. > :01:56.In the aftermath, without financial support, many can struggle.

:01:57. > :01:59.It's going to be stressful if you're not able to pay your bills

:02:00. > :02:05.on time and you're not able to pay your rent on time.

:02:06. > :02:07.There are people that are being threatened with eviction

:02:08. > :02:10.because they are not able to work, and what we're trying to do

:02:11. > :02:12.is facilitate interim payments for those people.

:02:13. > :02:14.Transport for London have replaced some of the signs

:02:15. > :02:18.Today, in an interim report, rail investigators said they thought

:02:19. > :02:20.the existing speed limit sign may have been obscured

:02:21. > :02:29.And because the driver braked so late, they thought he may have

:02:30. > :02:32.lost awareness that he was approaching such a tight bend.

:02:33. > :02:35.Four investigations are now looking at the incident.

:02:36. > :02:41.Full settlements and compensation could take years.

:02:42. > :02:43.People need to be able to pay their bills.

:02:44. > :02:45.We don't want people to be ending up homeless

:02:46. > :02:54.They are innocent victims, here, and they need to be supported.

:02:55. > :02:57.Patrick says the whole thing has been a nightmare and it's being made

:02:58. > :03:04.And at night, bad dreams some nights, you know?

:03:05. > :03:06.It all comes back, some nights, and it's

:03:07. > :03:14.TfL says it will look into Patrick's case and has so far paid over

:03:15. > :03:21.It believes no payments are outstanding.

:03:22. > :03:23.As for definitive answers about what happened,

:03:24. > :03:29.Well, Jim Wheble has been looking at the report.

:03:30. > :03:44.It didn't include any new specific safety recommendations. You would

:03:45. > :03:48.expect those in the final report. But we did get more of an

:03:49. > :03:54.understanding of the way this investigation is going, the role of

:03:55. > :04:00.the driver, for instance. The report says investigators are looking at

:04:01. > :04:10.the way in which the cam was being driven. -- tram. The report confirms

:04:11. > :04:15.that the investigators are also looking at another key element,

:04:16. > :04:20.speeding, aware of allegations that trams have gone around the curve at

:04:21. > :04:25.a higher speed in the 20 kilometres an hour limit on previous occasions.

:04:26. > :04:30.So are those claims true? If so, could more have been done to stop

:04:31. > :04:34.that? Something that haven't even mentioned much before is the role of

:04:35. > :04:37.windows in this crash. People died after being thrown through them. So

:04:38. > :04:42.investigators are looking at understanding the behaviour of the

:04:43. > :04:46.tram windows and current standards that are applicable. In other words,

:04:47. > :04:51.should the windows have been more resilient, like they are on trains?

:04:52. > :04:57.This investigation will go on for several months more, looking at

:04:58. > :04:58.every detail. Meanwhile, the driver remains on bail on suspicion of

:04:59. > :05:01.manslaughter. As we've been hearing,

:05:02. > :05:03.there are warnings that deep cuts to services will be needed to plug

:05:04. > :05:06.the gap in social care funding, Well, Hertfordshire says the county

:05:07. > :05:12.is approaching a crisis and warns that its care system could grind

:05:13. > :05:15.to a halt unless the Government radically rethinks how

:05:16. > :05:18.we care for adults. Betty Weir is 90 years

:05:19. > :05:29.old and immobile. Two carers have to visit her four

:05:30. > :05:33.times every day at her home in Borehamwood to make sure she's

:05:34. > :05:36.washed, dressed and fed properly They see to my needs, all my needs,

:05:37. > :05:50.so I'm quite happy about that. Her carers are horrified

:05:51. > :05:52.at the news that some services If it wasn't for carers,

:05:53. > :05:59.these people would be left to try to fend for themselves,

:06:00. > :06:04.which is, in Betty's case, impossible, because she can't

:06:05. > :06:06.move without a hoist, So the fact of making

:06:07. > :06:12.more cuts is... The thought of it is

:06:13. > :06:15.just, it scares me. Every day, more than 28,000 people

:06:16. > :06:17.in Hertfordshire like Betty have The demand is growing,

:06:18. > :06:25.but funding's being cut. There's been a 71% increase

:06:26. > :06:28.in adults asking for social care in Hertfordshire

:06:29. > :06:36.in the last seven years. Currently, the service costs

:06:37. > :06:44.?312 million per year. We can't work on the schemes

:06:45. > :06:47.we have in place already If more people are going into A,

:06:48. > :06:51.that clogs up the hospital system and it could mean the whole system

:06:52. > :06:54.grinding almost to a halt. Hertfordshire Valleys Clinical

:06:55. > :06:56.Commissioning Group had decided to cut a further ?8.5 million

:06:57. > :06:58.from adult social care but tonight, it's decided

:06:59. > :07:03.to rethink that decision. Welcome news for Betty and others,

:07:04. > :07:05.but even with a planned increase in council tax,

:07:06. > :07:08.the funding of adult social care It's the stuff that football

:07:09. > :07:17.dreams are made of - but tonight, it wasn't
