:00:21. > :00:22.The Mayor's promised a three-person team for every

:00:23. > :00:26.But that's smaller than the teams more than a decade ago.

:00:27. > :00:27.And, as our political correspondent Karl Mercer reports,

:00:28. > :00:34.Sadiq Khan's plan also comes with a warning.

:00:35. > :00:37.He has said that keeping Londoners safe is his key priority.

:00:38. > :00:38.Today, the Mayor laid out the policing plan

:00:39. > :00:48.We have got to help the police do their job and that is why

:00:49. > :00:50.we are announcing a police and crime plan today.

:00:51. > :00:53.Speaking at a South London school this morning he promised a return

:00:54. > :00:56.But it's a plan that comes with a warning

:00:57. > :01:01.I have kept the strategic target of the 2000 officers

:01:02. > :01:03.but the realities of the police, if the government makes any further

:01:04. > :01:06.cuts to the police service as a consequence of the funding

:01:07. > :01:08.formula being changed, keeping police numbers

:01:09. > :01:11.where they are is going to be a real, real stretch.

:01:12. > :01:14.We have of course heard the neighbourhood policing mantra

:01:15. > :01:16.before, under a different Prime Minister, a different Mayor,

:01:17. > :01:23.The prize is a fantastic one and an inspiring one,

:01:24. > :01:26.which is that the law-abiding majority in the community take back

:01:27. > :01:28.control of that community and so people feel whatever

:01:29. > :01:30.background they come from, whatever place they have,

:01:31. > :01:32.that they both show respect to other people and get

:01:33. > :01:34.respect back and that is, in the end,

:01:35. > :01:37.Fast forward a year, a new commissioner,

:01:38. > :01:41.And this concept of safer neighbourhoods that we've got

:01:42. > :01:44.here is very much the pattern of policing in London

:01:45. > :01:49.The broad pattern of change and the rise in confidence in local

:01:50. > :01:53.Back then, this was how London's neighbourhood police teams looked,

:01:54. > :01:56.each with a dedicated Sergeant, two PCs and three PCSOs.

:01:57. > :02:00.That number was later cut and today's promise from the Mayor

:02:01. > :02:08.Each ward promised two PCs and one PCSO.

:02:09. > :02:25.A reflection of tougher times, perhaps.

:02:26. > :02:26.Do you think you can continue to police London effectively given

:02:27. > :02:27.What sum of money we get given is a matter for politicians,

:02:28. > :02:28.What we do is we point out the challenges of

:02:29. > :02:29.policing a great city like this

:02:30. > :02:37.A there will be plenty of those challenges ahead

:02:38. > :02:41.While the Prime Minister was announcing the date

:02:42. > :02:44.when the formal process of leaving the EU would be triggered,

:02:45. > :02:47.a group of delegates from Paris were here in the capital.

:02:51. > :02:52.known as Fintech - back to the European Union.

:03:07. > :03:12.business sector, this is the second time in six weeks the top delegates

:03:13. > :03:17.have visited London to try to whirl Fintech firms. It is the fastest

:03:18. > :03:23.growing sector in the UK economy, contributing ?2.2 billion in 2015

:03:24. > :03:26.and those figures haven't escaped key business minds across the

:03:27. > :03:33.Channel. They will try to point out the potentially difficult trading

:03:34. > :03:38.conditions post-Brexit, no access to the single market, so suddenly Paris

:03:39. > :03:42.starts to look quite attractive. It is not that simple, London has a

:03:43. > :03:46.fine tradition of nurturing, cultivating Fintech talent, that

:03:47. > :03:51.won't suddenly be forgotten, and it depends on the Brexit negotiations,

:03:52. > :03:58.the idea of our sporting for example has been spoken about. Could these

:03:59. > :04:02.firms keep UK roots here in London? And of course there are big European

:04:03. > :04:08.cities did fancy a slice of this juicy pie, Madrid, Luxembourg and

:04:09. > :04:12.Frankfurt. Expect more of these schmooze a visit in the months ahead

:04:13. > :04:14.and they will no doubt ruffle some feathers in what has become a

:04:15. > :04:16.successful and thriving sector. Figures obtained by BBC London

:04:17. > :04:19.reveal there were more than 450 That's almost double

:04:20. > :04:27.the number the year before. And what's more, the majority

:04:28. > :04:29.of victims are male. Charlotte Franks has

:06:43. > :06:44.is that the majority of the victims are women but surprisingly in London

:06:45. > :06:56.they are mostly men. Something like that,
