:00:11. > :00:15.The man tasked by the mayor last year to review London's security

:00:16. > :00:18.measures has warned the Westminster attack is a wake-up call

:00:19. > :00:23.Lord Harris also renewed his call for greater street

:00:24. > :00:30.It comes as it emerged that Khalid Masood was driving more

:00:31. > :00:32.than 70 miles per hour on Westminster Bridge.

:00:33. > :00:35.Our Home Affairs Correspondent, Nick Beake reports.

:00:36. > :00:39.The carnage began when Khalid Masood drove onto Westminster bridge.

:00:40. > :00:44.BBC London has now learned the police believe he was driving

:00:45. > :00:49.at up to 76 mph as he crossed the River Thames, killing three

:00:50. > :00:51.people and injuring 50, including a Romanian tourist

:00:52. > :00:59.Last autumn, Toby Harris carried out a review of how prepared London

:01:00. > :01:05.He said last Wednesday was a wake-up call.

:01:06. > :01:08.The reality is that it's all too easy, in any major city,

:01:09. > :01:12.for a deranged individual to arm themselves with a knife easily

:01:13. > :01:14.purchased, to hire a vehicle, as this individual appears

:01:15. > :01:21.The Harris report made more than 100 recommendations

:01:22. > :01:25.to better prevent an attack, but even more armed police

:01:26. > :01:29.was not one of them and he still stands by that.

:01:30. > :01:34.He did, though, call for urgent action in other areas.

:01:35. > :01:37.One key recommendation made by Lord Harris

:01:38. > :01:39.was for more of these, bollards, to be installed,

:01:40. > :01:41.to protect pedestrians, a bit like they've got

:01:42. > :01:45.He also said the authorities should consider using more temporary

:01:46. > :01:53.They're not ugly, they fit in with the architecture,

:01:54. > :01:56.yet they do provide very substantial, additional protection

:01:57. > :01:58.for those public buildings and for those people walking up

:01:59. > :02:01.That's a demonstration of what can be done,

:02:02. > :02:04.it's something that I think we need to look at more widely.

:02:05. > :02:07.Behind us we can see the route taken by the attacker...

:02:08. > :02:09.As a superintendent in the Met, Bernie Gravett was responsible

:02:10. > :02:14.for security in central Westminster, including outside Parliament,

:02:15. > :02:17.and is disappointed more bollards and barriers haven't been

:02:18. > :02:21.It's been remarkably silent, I suppose, because in

:02:22. > :02:27.the recommendations Lord Harris says "urgently review".

:02:28. > :02:30.It also says that the Home Office looked at this many years ago,

:02:31. > :02:35.Now's the time, perhaps, to rethink that.

:02:36. > :02:38.Post-Paris, post-Nice, and the attacks in other parts

:02:39. > :02:41.of Europe, I haven't seen much visible change.

:02:42. > :02:49.City Hall insists it's delivered a quarter of Lord Harris'

:02:50. > :02:52.recommendations, and has been looking at locations where more

:02:53. > :03:00.It's widely accepted that you can't put physical barriers

:03:01. > :03:04.everywhere across the capital, but the Westminster attack has

:03:05. > :03:11.Well, new barriers are being put in place around Windsor Castle

:03:12. > :03:13.for enhanced security during Changing the Guard.

:03:14. > :03:16.Police say there is no specific threat to the Royal Residence,

:03:17. > :03:19.but the measures are proportionate and necessary in crowded areas

:03:20. > :03:31.The Mayor arrived in Brussels this afternoon, ahead of a key

:03:32. > :03:34.The planned trip was amended to enable him to hold talks

:03:35. > :03:38.Our Political Editor Tim Donovan joins us from Brussels

:03:39. > :03:48.This is going to be a week-long tour, anticipating and then marking

:03:49. > :03:54.the triggering of Article 50 on Wednesday. It was going to take into

:03:55. > :03:59.account, to include Warsaw, Madrid, Berlin and there was going to be a

:04:00. > :04:02.decidedly promotional tone. London didn't want Brexit, their ever would

:04:03. > :04:06.say, but we will be resilient and come through it but there has been,

:04:07. > :04:09.since the events in Westminster last week on a change of direction. City

:04:10. > :04:15.Hall have had to readjust and the focus today has been very much on

:04:16. > :04:19.security. The trip has now been shortened to Brussels today and

:04:20. > :04:24.tomorrow and Paris on Wednesday, with the emphasis on

:04:25. > :04:28.counterterrorism. The mayor today met the EU commissioner with

:04:29. > :04:32.responsibility for security agreements, that this was one of the

:04:33. > :04:33.key areas that needed to be resolved during the Brexit negotiation

:04:34. > :04:38.process. The key thing for me,

:04:39. > :04:41.that I know more now than I did even before the meeting,

:04:42. > :04:44.was the fact that we have to make sure those relationships strengthen

:04:45. > :04:46.and carry on post us leaving the EU. It's in nobody's interest for us

:04:47. > :04:53.to have less good links with our European partners after

:04:54. > :04:56.Brexit, in relation to security It is a fact that the better our

:04:57. > :05:00.contacts are with our European partners, the closer we work

:05:01. > :05:02.together with our European partners, the less chance the terrorists have

:05:03. > :05:09.of being successful. At the speech he plans tomorrow

:05:10. > :05:13.morning to a think tank has now been slightly adjusted and will have a

:05:14. > :05:17.more sombre tone, but there will also be a central message about

:05:18. > :05:23.London's economic position and how the deal needs to be good for

:05:24. > :05:30.London, because it won't be Frankfurt on Luxembourg or Brussels,

:05:31. > :05:34.even, that games if London's financial centre suffers, it will be

:05:35. > :05:37.the competition from New York and Singapore. STUDIO: Thank you.

:05:38. > :05:39.Well, while the Mayor holds talks in Brussels -

:05:40. > :05:41.here, tributes to those who lost their lives

:05:42. > :05:44.in Westminster continue to grow, as Victoria Hollins reports.

:05:45. > :05:49.In the shadow of Big Ben, on a warm spring day,

:05:50. > :05:53.a reminder of the tragedy that took place here just five days ago.

:05:54. > :05:56.Amongst those who have come to see the tributes

:05:57. > :06:00.were Joshua and Camilla, Americans both studying in London.

:06:01. > :06:03.You know, it kind of shows a strength in community,

:06:04. > :06:06.that British culture is strong and that no matter what happens,

:06:07. > :06:10.people will still come together and show their support.

:06:11. > :06:14.I think it's very, very humbling to see all these people coming out

:06:15. > :06:16.and supporting one another and the comradery that it ignites.

:06:17. > :06:22.But at the same time it's just so overwhelmingly unfortunate

:06:23. > :06:25.The messages left on the railings around Parliament reflect

:06:26. > :06:32.the range of victims, young and old.

:06:33. > :06:34.Thoughts too from fellow police officers and the

:06:35. > :06:48.And as the tourists take pictures and the buskers play,

:06:49. > :06:50.on Westminster Bridge Londoners too reflect on the aftermath.

:06:51. > :06:57.It's scary because it's brought it to home, but it still makes you feel

:06:58. > :06:59.safe that actually there's people around that will help you.

:07:00. > :07:01.Many visitors today watched what happened

:07:02. > :07:06.Life goes on and there's a real resilient attitude here,

:07:07. > :07:11.that these things happen, but it's going to be OK.

:07:12. > :07:20.London seems a city shaken but largely defined.

:07:21. > :07:24.-- defiant. Victoria Hollins, BBC London News.

:07:25. > :07:27.The franchise for one of the busiest rail services is to be taken over

:07:28. > :07:29.by a joint-venture which includes a Hong-Kong based company.

:07:30. > :07:32.It'll oversee a one billion pound investment in South West Trains.

:07:33. > :07:33.Our Transport Correspondent, Tom Edwards, assesses

:07:34. > :07:46.They are some of their busiest commuter lines in the country,

:07:47. > :07:50.serving the Bilic busiest station Waterloo, and other south-west

:07:51. > :07:55.franchise will be taken over in a joint venture between first group

:07:56. > :08:00.and the Hong Kong Metro operator. Commuters know what they want. If

:08:01. > :08:06.there is a delay they are at least tell the passengers. Deliver

:08:07. > :08:12.services with more carriages. It's not a bad service, South West Trains

:08:13. > :08:18.have done quite well, I think, compared to some other services.

:08:19. > :08:25.London's commuter railway has made its way into the private sector. The

:08:26. > :08:28.change comes at a crucial time, with Waterloo Station in the middle of a

:08:29. > :08:35.redevelopment. The government says the new operator will oversee ?1

:08:36. > :08:41.billion investment. There will be 19 new trains and refunds will also be

:08:42. > :08:46.given for delays over 15 minutes. More capacity, more reliable

:08:47. > :08:51.services, more frequent services and indeed faster services, so an

:08:52. > :08:56.upgrade all-round. Is it risky doing it with Waterloo? We've thought

:08:57. > :09:00.carefully about how to do that smoothly, we will be talking to both

:09:01. > :09:05.sides. The union say the takeover is a scandal. Passenger groups, though,

:09:06. > :09:09.are hopeful. It won't be an overnight revolution, it will be

:09:10. > :09:14.steady change. I think what want to seize the day-to-day red bit

:09:15. > :09:18.reliability getting better. -- day-to-day reliability getting

:09:19. > :09:22.better. It also mean the Mayor's ambitions to take over rail services

:09:23. > :09:25.are at the moment dead. Passengers will see a new operator in August.

:09:26. > :09:30.And I'll leave you with Georgina Burnett for a look at this

:09:31. > :09:42.Yes and it will continue in that way. Some lovely sunsets. Thank you

:09:43. > :09:47.to all of you for posting your pictures. So, the weather for the

:09:48. > :09:52.week ahead. It's certainly looking warm and we may see the warmest day

:09:53. > :09:56.of the year so far on Thursday. A lot of dry weather around until we

:09:57. > :10:00.get to Friday and Saturday, when we see a bit more wet weather. Through

:10:01. > :10:05.tonight, lots of blue sky today, a bit more in the way of cloud tonight

:10:06. > :10:11.but still some clear spells. In more rural spots temperatures down to 4-5

:10:12. > :10:19.but in central London looking at lows 7-8. Perhaps a little mist and

:10:20. > :10:21.fog towards North London. That should clear fairly early on

:10:22. > :10:25.tomorrow morning. A lot of sunshine first thing. By the afternoon a bit

:10:26. > :10:27.more in the way of cloud and maybe a few showers sneaking through. I

:10:28. > :10:32.think for most of us it should be a dry day. Temperatures getting up to

:10:33. > :10:35.16 or possibly 17 Celsius. On Wednesday a bit more in the way of

:10:36. > :10:40.cloud but bright and even sunny spells poking through. It should

:10:41. > :10:44.stay dry. Thursday largely dry dates but the sunshine likely to be a bit

:10:45. > :10:56.more hazy on Thursday. That is the day we are expecting those

:10:57. > :10:58.temperatures to really sore. We might see 21 Celsius on Thursday.

:10:59. > :10:59.For the weekend, looking a bit showery on Saturday, dry and

:11:00. > :11:02.brighter on Sunday and if we showery on Saturday, dry and

:11:03. > :11:04.brighter on Sunday and if we go back to the temperatures in the next

:11:05. > :11:06.couple days, you see those highs on Thursday. He is John Hammond with

:11:07. > :11:24.the national this cyclone Debbie crashes onto the

:11:25. > :11:28.Queensland coast with violent winds and flooding rains, that will head

:11:29. > :11:32.southwards in the next few days in the direction of Brisbane. We will

:11:33. > :11:37.keep an eye on Debbie. Meanwhile back home, much more tranquil. This

:11:38. > :11:40.beautiful sunset taken from Stevenage and Hertfordshire earlier

:11:41. > :11:44.this evening. Clear skies for some though not for all of us. Quite a

:11:45. > :11:48.lot of low cloud across eastern areas drifting a little farther west

:11:49. > :11:52.as we go through the night. Areas of fog around, so watch out for those.

:11:53. > :11:57.Where the skies remain clear, it will be cold. It already is, and in

:11:58. > :11:58.some areas temperatures could dip as
