:00:45. > :00:49.at up to 76 mph as he crossed the River Thames, killing three
:00:50. > :00:51.people and injuring 50, including a Romanian tourist
:00:52. > :00:59.Last autumn, Toby Harris carried out a review of how prepared London
:01:00. > :01:05.He said last Wednesday was a wake-up call.
:01:06. > :01:08.The reality is that it's all too easy, in any major city,
:01:09. > :01:12.for a deranged individual to arm themselves with a knife easily
:01:13. > :01:14.purchased, to hire a vehicle, as this individual appears
:01:15. > :01:21.The Harris report made more than 100 recommendations
:01:22. > :01:25.to better prevent an attack, but even more armed police
:01:26. > :01:29.was not one of them and he still stands by that.
:01:30. > :01:34.He did, though, call for urgent action in other areas.
:01:35. > :01:37.One key recommendation made by Lord Harris
:01:38. > :01:39.was for more of these, bollards, to be installed,
:01:40. > :01:41.to protect pedestrians, a bit like they've got
:01:42. > :01:45.He also said the authorities should consider using more temporary
:01:46. > :01:53.They're not ugly, they fit in with the architecture,
:01:54. > :01:56.yet they do provide very substantial, additional protection
:01:57. > :01:58.for those public buildings and for those people walking up
:01:59. > :02:01.That's a demonstration of what can be done,
:02:02. > :02:04.it's something that I think we need to look at more widely.
:02:05. > :02:07.Behind us we can see the route taken by the attacker...
:02:08. > :02:09.As a superintendent in the Met, Bernie Gravett was responsible
:02:10. > :02:14.for security in central Westminster, including outside Parliament,
:02:15. > :02:17.and is disappointed more bollards and barriers haven't been
:02:18. > :02:21.It's been remarkably silent, I suppose, because in
:02:22. > :02:27.the recommendations Lord Harris says "urgently review".
:02:28. > :02:30.It also says that the Home Office looked at this many years ago,
:02:31. > :02:35.Now's the time, perhaps, to rethink that.
:02:36. > :02:38.Post-Paris, post-Nice, and the attacks in other parts
:02:39. > :02:41.of Europe, I haven't seen much visible change.
:02:42. > :02:49.City Hall insists it's delivered a quarter of Lord Harris'
:02:50. > :02:52.recommendations, and has been looking at locations where more
:02:53. > :03:00.It's widely accepted that you can't put physical barriers
:03:01. > :03:04.everywhere across the capital, but the Westminster attack has
:03:05. > :03:11.Well, new barriers are being put in place around Windsor Castle
:03:12. > :03:13.for enhanced security during Changing the Guard.
:03:14. > :03:16.Police say there is no specific threat to the Royal Residence,
:03:17. > :03:19.but the measures are proportionate and necessary in crowded areas
:03:20. > :03:31.The Mayor arrived in Brussels this afternoon, ahead of a key
:03:32. > :03:34.The planned trip was amended to enable him to hold talks
:03:35. > :03:38.Our Political Editor Tim Donovan joins us from Brussels
:03:39. > :03:48.This is going to be a week-long tour, anticipating and then marking
:03:49. > :03:54.the triggering of Article 50 on Wednesday. It was going to take into

:04:33. > :04:33.key areas that needed to be resolved during the Brexit negotiation
:04:34. > :04:38.process. The key thing for me,
:04:39. > :04:41.that I know more now than I did even before the meeting,
:04:42. > :04:44.was the fact that we have to make sure those relationships strengthen
:04:45. > :04:46.and carry on post us leaving the EU. It's in nobody's interest for us
:04:47. > :04:53.to have less good links with our European partners after
:04:54. > :04:56.Brexit, in relation to security It is a fact that the better our
:04:57. > :05:00.contacts are with our European partners, the closer we work
:05:01. > :05:02.together with our European partners, the less chance the terrorists have
:05:03. > :05:09.of being successful. At the speech he plans tomorrow

:08:52. > :08:56.upgrade all-round. Is it risky doing it with Waterloo? We've thought
:08:57. > :09:00.carefully about how to do that smoothly, we will be talking to both
:09:01. > :09:05.sides. The union say the takeover is a scandal. Passenger groups, though,
:09:06. > :09:09.are hopeful. It won't be an overnight revolution, it will be
:09:10. > :09:14.steady change. I think what want to seize the day-to-day red bit
:09:15. > :09:18.reliability getting better. -- day-to-day reliability getting
:09:19. > :09:22.better. It also mean the Mayor's ambitions to take over rail services
