:00:50. > :00:55.Inspectors found widespread and serious failures throughout

:00:56. > :00:59.There was insufficient scrutiny at all levels.

:01:00. > :01:02.Officers and politicians across the council didn't know

:01:03. > :01:07.New managers uncovered a deeply worrying picture,

:01:08. > :01:09.yet there was still insufficient rigour in challenging

:01:10. > :01:18.Ofsted said children living with abuse wait too long for help.

:01:19. > :01:21.And there was a failure to consider whether children had been trafficked

:01:22. > :01:27.The last Ofsted inspection was in 2012.

:01:28. > :01:30.Children's services were found to be good with outstanding features.

:01:31. > :01:32.Since then, inspectors say there's been a significant

:01:33. > :01:41.22 children were taken into care in January.

:01:42. > :01:45.Three very young children had to spend the night in a police

:01:46. > :01:50.station as there was nowhere for them to go.

:01:51. > :01:53.I blame the previous administration, but the current administration

:01:54. > :01:56.has not tightened up what they inherited.

:01:57. > :02:00.There's evidence senior members were not going to committee

:02:01. > :02:04.meetings, evidence of reports being lost, data not being provided.

:02:05. > :02:07.That needs to be tightened up so we can ensure our young people

:02:08. > :02:16.I deal with a lot of vulnerable women facing domestic violence.

:02:17. > :02:27.It is significant that the lead member, the chief executive,

:02:28. > :02:35.They say clearing up the mess left by the previous

:02:36. > :02:37.Lutfur Rahman administration, of which Councillor

:02:38. > :02:41.She maintains the current mayor inherited a flagship service.

:02:42. > :02:45.You have been in there for two years.

:02:46. > :02:48.It takes time to turn organisations around.

:02:49. > :02:51.Looking at the Ofsted recommendations, if I had known

:02:52. > :02:54.then what I know now, we would have knuckled

:02:55. > :03:01.The headline is this is an improving service.

:03:02. > :03:03.There are areas of positive development.

:03:04. > :03:10.But it clearly criticises the way we have been doing

:03:11. > :03:24.More than 3000 children in this borough require some kind of help

:03:25. > :03:29.Ofsted has made a raft of improvements to ensure the most

:03:30. > :03:31.vulnerable young people are failed no more.

:03:32. > :03:33.Dramatic footage has emerged of the moment a bus passenger

:03:34. > :03:37.Just to say we're about to show the amateur video of the struggle,

:03:38. > :03:40.which could be uncomfortable viewing for some.

:03:41. > :03:42.It happened in Stoke Newington on Tuesday.

:03:43. > :03:44.An eyewitness told the BBC that the two men had been arguing

:03:45. > :03:48.The attacker ran off after being disarmed, and the passenger

:03:49. > :03:55.It was a brutal murder more than 30 years ago that's

:03:56. > :04:01.Clara Kirton was found dead in her Southwark flat in 1985 -

:04:02. > :04:04.a broken beer bottle one of the only clues left at the scene.

:04:05. > :04:10.Now police are offering a ?20,000 reward to help catch her killer.

:04:11. > :04:13.Sonja Jessup has been speaking to her son.

:04:31. > :04:34.This frail 86-year-old grandmother the victim of a violent attack.

:04:35. > :04:49.There's never a day goes past now where I don't remember it.

:04:50. > :04:52.A police hunt has been launched for the vicious killer

:04:53. > :04:54.of an 86-year-old woman in south London over the weekend.

:04:55. > :04:57.Mrs Clara Kirton was attacked at her home...

:04:58. > :05:02.The case then and now has baffled detectives.

:05:03. > :05:07.It is thought this was a burglary which went horribly wrong.

:05:08. > :05:09.Drawers in the flat were thrown open.

:05:10. > :05:14.Police believe she may have known her killer,

:05:15. > :05:17.who panicked and then attacked her when

:05:18. > :05:27.Police appeals at the time focused on a broken beer bottle and a bloody

:05:28. > :05:30.trail of footprints left at the scene.

:05:31. > :05:32.Detectives today have no new evidence.

:05:33. > :05:36.They're offering a ?20,000 reward for information.

:05:37. > :05:38.We've looked at forensic opportunities.

:05:39. > :05:42.We still have some unidentified fingerprints.

:05:43. > :05:46.If anyone wants to put somebody forward, we could easily eliminate

:05:47. > :05:54.Brian Kirton says the death of his mother has devastated his family.

:05:55. > :05:58.But he's never stopped hoping her killer can be caught.

:05:59. > :06:06.I know somebody out there knows something or knows somebody.

:07:04. > :07:06.seeing if they will work, help in the early stages.

:07:07. > :07:11.It gave us some space and time and an extra energy,

:07:12. > :07:17.I think it would have happened anyway, but it certainly

:07:18. > :07:20.made it a lot easier, having this EU grant.

:07:21. > :07:25.The Creative Europe Fund has nearly 1.5 billion euros to distribute

:07:26. > :07:28.across the continent between 2014 and 2020.

:07:29. > :07:33.So far, over the last three years, 56 million euros has gone to the UK,

:07:34. > :07:39.Most public help for films comes in the form of tax breaks.

:07:40. > :07:43.But exclude that and this money has accounted for about 9% of public

:07:44. > :07:51.London is the creative industries, and to have that European funding

:07:52. > :07:54.directly going into that art - and it's not subsidy, it's not good

:07:55. > :07:56.money going after bad - it's absolutely central

:07:57. > :08:01.And for the success of this great capital city.

:08:02. > :08:05.But others are welcoming the Brexit separation,

:08:06. > :08:08.deploring a subsidy culture which they say tends to help

:08:09. > :08:15.It can't be the purpose of any grant or subsidy body to be funding either

:08:16. > :08:20.multimillionaires who could actually fund themselves on their gold cards,

:08:21. > :08:27.The media class in the UK is treating Brexit and the loss

:08:28. > :08:31.of EU funding, or the potential loss of EU funding, as if there's been

:08:32. > :08:40.In fact, in the short-term, there's been one specific Brexit benefit.

:08:41. > :08:44.As a direct consequence of Brexit, I've moved my next film

:08:45. > :08:52.Brexit meant the currency went down about 11%,

:08:53. > :08:55.so we're getting a lot more bang for our buck.

:08:56. > :09:00.The government says it's invested more than ?400 million in UK film

:09:01. > :09:02.last year through tax breaks and grants.

:09:03. > :09:19.But once it's no longer paying into the EU, will there be more

:09:20. > :09:32.To mark two decades since her death, a new memorial garden has opened

:09:33. > :09:34.at the former home of Diana, Princess of Wales -

:09:35. > :09:39.Called the White Garden, it's filled with flowers that

:09:40. > :09:41.are inspired by memories of Diana's life, style and image.

:09:42. > :09:43.Formerly the Sunken Garden, it can be viewed from a public
