:00:00. > :00:13.Serbs who say the genocide never happened. Join me now on BBC Two.

:00:14. > :00:15.Good evening and welcome to BBC London News,

:00:16. > :00:21.First tonight - are eye-catching incentives a sign that London's

:00:22. > :00:23.property market is running out of steam?

:00:24. > :00:26.At some developments, potential buyers are now

:00:27. > :00:29.being lured with luxury gifts, cars and some could even

:00:30. > :00:34.As Gareth Furby's been finding out, the recent trends in property prices

:00:35. > :00:37.suggest there's a difference between what's happening in outer

:00:38. > :00:44.The finishing touches for a new development in Muswell Hill.

:00:45. > :00:50.The developer is showing one off today with an asking

:00:51. > :00:55.Over here you can see it flows really nicely

:00:56. > :00:59.through into the dining and the entertaining area.

:01:00. > :01:02.But now there's another incentive for buyers.

:01:03. > :01:07.Not only is the stamp duty of ?150,000 being paid,

:01:08. > :01:13.And for house-buyers what's on the screen.

:01:14. > :01:16.The incentive is a free electric car for everyone who buys

:01:17. > :01:22.The car is a Renault Zoe, worth ?18,000.

:01:23. > :01:30.Any saving in the market is a saving, whether it be stamp duty,

:01:31. > :01:36.a free iPad or electric car, right now we're finding excuses not

:01:37. > :01:42.Does this offer tell us anything about the state

:01:43. > :01:48.Are things starting to get a little stagnant?

:01:49. > :01:54.In the mid-1990s, house prices in London slumped.

:01:55. > :01:58.Some latest figures suggest the market is hitting a few bumps.

:01:59. > :02:03.In inner London, prices are down year on year 4.2%.

:02:04. > :02:12.We have seen a slowdown, much more in inner London.

:02:13. > :02:15.Inner London has seen more house price growth and is more exposed

:02:16. > :02:20.to higher stamp duty introduced in 2014 and additional tax

:02:21. > :02:26.Back in Muswell Hill Anne Henderson and her family are viewing

:02:27. > :02:31.a two-bedroomed flat, asking price ?700,000.

:02:32. > :02:36.Will the offer of a free iPad really sway her decision?

:02:37. > :02:38.Is it the thing that makes the difference

:02:39. > :02:48.There is also the paid stamp duty worth ?25,000.

:02:49. > :02:52.For this family it is still not a snap decision.

:02:53. > :02:55.They will think about it overnight but may yet be back in time

:02:56. > :03:03.Train operator Greater Anglia has rejected claims from a trade union

:03:04. > :03:06.that it's planning to close more than 50 ticket offices.

:03:07. > :03:10.The RMT says it's seen proposals that will see offices,

:03:11. > :03:13.run by nearly 400 staff, replaced with ticket machines.

:03:14. > :03:19.Ayshea Buksh is here to tell us more.

:03:20. > :03:27.What's going on? The Greater Anglia network covers Essex, Hertfordshire,

:03:28. > :03:30.lies such as the one out to Romford and Southend and Hartford and

:03:31. > :03:33.Stansted Airport. The RMT say they've been told by the operator

:03:34. > :03:37.that potentially 74 ticket offices could close, with only seven

:03:38. > :03:40.remaining. That's because more passengers are using online

:03:41. > :03:43.ticketing, or ticket machines. This has caused concern amongst

:03:44. > :03:48.passengers who use the lines. Occasionally I use

:03:49. > :03:55.the ticket office. Not everybody uses

:03:56. > :03:59.online and things. Yeah, it's just cutbacks again

:04:00. > :04:02.I suppose, isn't it? For a start there's

:04:03. > :04:06.going to be unemployment. People have jobs -

:04:07. > :04:17.they're causing unemployment. What's the train company saying? The

:04:18. > :04:21.operator has said there will be no job losses. They say they are

:04:22. > :04:23.consulting on seven what they say are little used stations around the

:04:24. > :04:25.network but the unions say we've been here before with the train

:04:26. > :04:29.operators and they are sceptical. Disabled passengers won't be

:04:30. > :04:31.able to access stations. Stations will be unstaffed,

:04:32. > :04:33.except at peak times. Obviously there's going to be no

:04:34. > :04:36.guard on the train either That's the fears for

:04:37. > :04:39.the passenger side. Obviously for the staff side,

:04:40. > :04:50.we fear over 300 jobs I asked the union leader if these

:04:51. > :04:55.plans go ahead, would they ballot for strike action and he said, yes,

:04:56. > :04:56.most definitely. It will be interesting to see what happens.

:04:57. > :05:01.Thank you for the update. Schools are used to giving lessons

:05:02. > :05:04.about bullying and stranger danger. But should pupils now receive

:05:05. > :05:06.advice on how to respond A senior Metropolitan Police

:05:07. > :05:10.officer thinks so. Speaking at a World Counter Terror

:05:11. > :05:12.Conference here in London, she said children need to be taught

:05:13. > :05:16.to 'Run, Hide and Tell'. If you hear gunshots,

:05:17. > :05:21.the best option is to evacuate. This video, around for a couple

:05:22. > :05:24.of years now, has been seen by thousands of businesses

:05:25. > :05:26.across the UK. Part of the police and Government

:05:27. > :05:28.efforts to prepare people Insist others come with you,

:05:29. > :05:32.but don't let their Its message is clear,

:05:33. > :05:43.advice on what should happen if terrorists come

:05:44. > :05:45.into your building. Now a senior Met officer has

:05:46. > :05:48.said this message should Similar to the way warnings

:05:49. > :05:52.about strangers or crossing The Deputy Assistant

:05:53. > :06:08.Commissioner said this. At least 84 people have been killed

:06:09. > :06:12.and dozens more injured in a terrorist attack in the French

:06:13. > :06:14.city of Nice. It has happened before following

:06:15. > :06:17.last year's attacks in Nice. The French government ordered

:06:18. > :06:20.schools there should carry out three drills every year,

:06:21. > :06:23.including one in which an attacker Even youngsters between two and six

:06:24. > :06:28.have to be taught how Definitely I believe it's too early

:06:29. > :06:34.in a primary school. If parents and other

:06:35. > :06:36.guardians, teachers, The last attack that happened

:06:37. > :06:43.was shocking and I was thinking how the kids must have felt,

:06:44. > :06:45.being kept in a building I do think it's important

:06:46. > :06:51.to have procedures in place And be more vigilant

:06:52. > :07:00.for the very young. We need to train them very young

:07:01. > :07:04.and let them know what's happening. Some schools have done

:07:05. > :07:06.similar exercises. "It's going to be a sad

:07:07. > :07:13.time for athletics." That's what Dartford sprinter

:07:14. > :07:16.Adam Gemili has said about the retirement of the fastest

:07:17. > :07:19.man on the planet, Usian Bolt. The 23-year-old says it's up

:07:20. > :07:23.to his generation to fill the void left by the Olympic champion,

:07:24. > :07:26.who retires this summer. COMMENTATOR: Usain Bolt,

:07:27. > :07:32.running away from everybody. Among those trailing in the wake

:07:33. > :07:35.of the great Usain Bolt at last summer's 200 metres Olympic final,

:07:36. > :07:39.Adam Gemili. He finished fourth,

:07:40. > :07:42.three-thousandths of a second behind My heart goes out to this

:07:43. > :07:47.young man, Adam Gemili. Nine months on, he looks back

:07:48. > :07:49.with disappointment rather than pride at having come so close

:07:50. > :07:54.to a place on the podium. Yeah, I was close

:07:55. > :07:57.but not close enough. And that's why you realise how much

:07:58. > :08:01.those Olympic medals mean. Because they are the best guys,

:08:02. > :08:04.performing at the right time, It was over so quickly -

:08:05. > :08:09.20 seconds and it was done. Disappointing for me,

:08:10. > :08:12.I put so much hard work into it The next task for the lad

:08:13. > :08:17.from Dartford is to try to make sure he qualifies

:08:18. > :08:19.for the World Championships An amazing experience,

:08:20. > :08:26.some really fast athletes there. Usain Bolt's last championship,

:08:27. > :08:30.one not to miss. If I get to compete there,

:08:31. > :08:33.it's going to be brilliant. Bolt's retirement is a subject

:08:34. > :08:35.of a documentary to be screened One of the biggest and hardest

:08:36. > :08:45.things for me to do. I go into a stadium

:08:46. > :08:48.for a competition, feel the energy and you feel that you just

:08:49. > :08:51.want to go out there and run. Athletics doesn't look to be

:08:52. > :08:54.in the healthiest place, probably not the best time

:08:55. > :08:57.for Usain Bolt to be retiring. How do you think the sport will cope

:08:58. > :09:01.with the loss of a global icon? He's such a big character

:09:02. > :09:03.and he's taken athletics I feel lucky to be in his era,

:09:04. > :09:08.able to compete and get It will be a sad time for athletics,

:09:09. > :09:14.but hopefully there are plenty And it is our responsibility to do

:09:15. > :09:22.that - we will do our best. It may be a while until

:09:23. > :09:25.athletics finds another But his passion and enthusiasm

:09:26. > :09:29.for the sport will certainly Let's find out what the weather's up

:09:30. > :09:49.to, with Matt Taylor. I have some good news for you,

:09:50. > :09:53.there's some glimpses of sunshine over the next few days. There have

:09:54. > :09:57.been desperately great scenes, like this one, captured earlier today.

:09:58. > :10:01.Richie Gray out there. We've had an absence of sunshine. There will be

:10:02. > :10:04.more coming our way. Cloudy skies overhead tonight, a few spots of

:10:05. > :10:09.light rain and drizzle, mainly towards parts of Kent, East Sussex

:10:10. > :10:12.and parts of Essex. Most others will be dry. The cloud and the breeze

:10:13. > :10:17.will keep temperatures up. Quite cool for the key route tomorrow,

:10:18. > :10:22.starting with grey skies. By and large a dry day a better chance of

:10:23. > :10:25.the cloud breaking at times. A bit of sunshine here and there. That

:10:26. > :10:28.will add to a slightly warmer feel and it will be tempered by the

:10:29. > :10:33.strength of the wind, particularly across parts of Essex and Kent. Into

:10:34. > :10:37.the start of the weekend, low pressure starts to get close by. It

:10:38. > :10:40.looks like the rain will stay in the Channel Islands, parts of Devon and

:10:41. > :10:45.Cornwall. We will get away with a dry weekend and with the breeze

:10:46. > :10:48.going more easterly on Saturday, a greater chance of a few more cloud

:10:49. > :10:53.breaks. I'm optimistic there will be more sunshine around. By this stage,

:10:54. > :10:56.temperature starting to creep up to around 17 Celsius. Still fairly

:10:57. > :11:00.breezy, but the breeze does is down this weekend. Let's look at the

:11:01. > :11:04.outlook. It stays dry right into the weekend and there will be more

:11:05. > :11:06.sunshine around on Sunday. The winds is much lighter summit will at last

:11:07. > :11:18.feel warmer. Good evening. It was a lovely day

:11:19. > :11:22.across large swathes of sunshine and it will be a lovely sunset, here in

:11:23. > :11:23.North Yorkshire and on the other side of the Pennines, equally

:11:24. > :11:24.pleasant for the
