:00:28. > :00:29.First, here's our home affairs correspondent,

:00:30. > :00:32.Nick Beake who's been speaking to one father devastated

:00:33. > :00:51.17-year-old Jamal Boyce was stabbed in the heart outside

:00:52. > :00:56.Paramedics brought him back from the dead.

:00:57. > :01:02.But seven months on, this is his life.

:01:03. > :01:04.There is no form of communication with him.

:01:05. > :01:07.He can't move, he's blind, there is no speech.

:01:08. > :01:13.He cannot feed himself, he gets fed by a tube.

:01:14. > :01:17.So it's a very low level of life he's got.

:01:18. > :01:20.Jamal had never been in a gang, never carried a knife,

:01:21. > :01:23.never been in trouble with the police.

:01:24. > :01:36.What I thought was important is not important no more.

:01:37. > :01:43.Well, spending time with people you love and who love you.

:01:44. > :01:46.That's what I've realised throughout this whole experience.

:01:47. > :01:54.Epidemic. It's insane.

:01:55. > :01:58.It's like demons have just taken over the youth of today.

:01:59. > :02:02.There is no morals, no love, it's insane.

:02:03. > :02:08.One with a grey hoody, backpack, jeans, blue jacket.

:02:09. > :02:13.This week we went out to see how police are tackling knife

:02:14. > :02:19.And this is how the police are tackling knife crime

:02:20. > :02:28.Here in Lewisham, this boy has been stopped because teenagers have been

:02:29. > :02:33.He's one of 400 people arrested in the past week

:02:34. > :02:37.Obviously in the moment you are more aware that these

:02:38. > :02:40.people might have knives, and where he was wrestling with me,

:02:41. > :02:43.obviously he was bigger than me, I have to be mindful where his hands

:02:44. > :02:49.In this case, despite an extended search, no weapon is found.

:02:50. > :02:52.Michael Gallagher nearly died 35 years ago when he was stabbed.

:02:53. > :02:54.Now he's the officer leading the Metropolitan Police's crusade

:02:55. > :03:02.A crime which has jumped by a quarter in the past year.

:03:03. > :03:07.Yes, it is worrying, yes it is tragic, but we will work

:03:08. > :03:10.through this as a society and I am confident we can fix it.

:03:11. > :03:17.I'm not going to sit here and say we're going to allow it to go up,

:03:18. > :03:20.we're going to everything within our power legally in order

:03:21. > :03:22.to make sure we bring this under control and reduce victims.

:03:23. > :03:25.Please, I am begging you, I cannot take no more.

:03:44. > :03:47.But when it comes to the best way of tackling knife crime in our city,

:03:48. > :04:02.But how would this dad even begin to tackle this problem?

:04:03. > :04:04.To get these children into employment, into

:04:05. > :04:10.That would be such a fantastic thing, if these guys

:04:11. > :04:12.want to go out killing people, bring back...

:04:13. > :04:22.A lot of these children have single parents,

:04:23. > :04:26.they've got no father, they are the father in the house.

:04:27. > :04:28.They have never been disciplined, so there is no boundaries

:04:29. > :04:42.It's not just my son I've lost, I've lost my friend,

:04:43. > :04:51.Nick after hearing Patting trick there and the Met, give us a sense

:04:52. > :04:56.of how the parties are tackling knife crime? We are waiting for the

:04:57. > :05:01.specifics of the manifestos, it's difficult, will there be new radical

:05:02. > :05:03.ideas? Labour will fund an extra 10,000 police officers they've said

:05:04. > :05:10.across the country, many would be in London. Today the Mayor of London

:05:11. > :05:15.suggested that his party would reverse the ?400 million of cuts

:05:16. > :05:18.that skward faces in coming years. -- Scotland Yard.

:05:19. > :05:21.My worry is if the Tories win the general election we'll face not

:05:22. > :05:23.just those cuts but some more, as well.

:05:24. > :05:25.So a Labour Government won't have those cuts but also we'd have

:05:26. > :05:27.additional uniformed officers which means a safer London.

:05:28. > :05:30.So a Labour Government would reverse all those cuts?

:05:31. > :05:33.I am saying to the Labour Party we shouldn't be having those

:05:34. > :05:35.cuts already announced by the Conservative Party but also

:05:36. > :05:37.we can't have any further cuts after the general election

:05:38. > :05:39.and I welcome the additional uniformed officers.

:05:40. > :05:43.The Conservatives? Well, we asked the Conservatives for an interview

:05:44. > :05:47.but they weren't able to provide anyone for that today. However, they

:05:48. > :05:51.told us they've introduced tougher sentences, particularly if you are

:05:52. > :05:56.caught with a knife for the second time. Also they've taken action on

:05:57. > :06:01.the sale of Blades to children. They make the point knife crime is down

:06:02. > :06:06.compared with 2010. In light of this recent rise, told us today they take

:06:07. > :06:10.any increase extremely seriously and will continue to work closely with

:06:11. > :06:14.the police. As for the Liberal Democrats, they say that more

:06:15. > :06:16.funding is the key to this, specifically more community

:06:17. > :06:20.policing. In other words, more bobbies on the beat.

:06:21. > :06:21.Visible policing increases trust and confidence.

:06:22. > :06:23.If you know your local police officer, you can

:06:24. > :06:27.If the police officers know who's carrying the knives, they can target

:06:28. > :06:29.stop and search more effectively, you get community intelligence.

:06:30. > :06:32.Overall, crime will reduce because the police and the community

:06:33. > :06:43.What about other parties? The Greens say it's important to invest in

:06:44. > :06:49.youth services, more engagement in schools. Ukip haven't given

:06:50. > :06:53.specifics yet but previously they've criticised the mayor for focussing

:06:54. > :06:57.more on online crime, rather than tackling knife crime, which as we

:06:58. > :06:58.heard in my report many families believe is now an epidemic. Thank

:06:59. > :07:02.you very much. A jury has ruled that excessive

:07:03. > :07:05.force by 11 police officers contributed to the death

:07:06. > :07:07.of a mental health patient. 23-year-old Olaseni Lewis died

:07:08. > :07:09.in 2010 while being restrained at a psychiatric hospital in south

:07:10. > :07:11.London. His mum described him

:07:12. > :07:20.as her gentle giant. Olaseni Lewis was 23,

:07:21. > :07:23.an IT graduate with no He was very popular,

:07:24. > :07:30.lots of friends. He hated injustice,

:07:31. > :07:37.stood up for people, marginalised people,

:07:38. > :07:40.he tried everything. In 2010, Seni went out with friends

:07:41. > :07:43.over the August bank holiday, and returned home complaining he had

:07:44. > :07:47.been spiked with drugs. The following day his behaviour

:07:48. > :07:50.became erratic so his mum took him He was transferred to

:07:51. > :07:55.Camberwell and detained under the Mental Health Act,

:07:56. > :08:00.but after a short time with no beds he was discharged and voluntarily

:08:01. > :08:05.travelled for further treatment. Seni had been restrained

:08:06. > :08:15.by staff twice, and then He died in hospital

:08:16. > :08:20.three days later. A postmortem examination found his

:08:21. > :08:25.brain had been starved of oxygen. Today, an inquest jury unanimously

:08:26. > :08:27.found the level of restraint was unnecessary and unreasonable,

:08:28. > :08:29.saying the officers had It has taken nearly seven years

:08:30. > :08:35.for this inquest to be heard. Originally, the Independent Police

:08:36. > :08:39.Complaints Commission Then in 2013, there was an external

:08:40. > :08:50.review of the evidence by a QA. In 2015, the Crown Prosecution

:08:51. > :08:52.Service said there was not enough evidence to bring criminal charges

:08:58. > :09:00.restraint has caused the death of someone,

:09:01. > :09:03.and it is not the lasting. What we're calling upon today

:09:04. > :09:05.is for the Home Office, the Department of Health

:09:06. > :09:15.and the Metropolitan Police to urgently respond to the shocking

:09:16. > :09:27.evidence in this case, We have worked tirelessly to improve

:09:28. > :09:30.our training and services we have got. I hope I would give the public

:09:31. > :09:33.confidence around that but it's absolutely right we go back and

:09:34. > :09:37.reflect on what happened in 2010 to make sure if there is more learning

:09:38. > :09:41.to be drawn out, we very much do that.

:09:42. > :09:44.I do not want to see another parent going through this.

:09:45. > :09:47.After so many years of bringing up your children, caring for them,

:09:48. > :09:48.providing them love, educating them, for this

:09:49. > :09:59.to happen when you take them to a place of safety...
