:00:19. > :00:25.about his "disappointment" at the decision to release

:00:26. > :00:28.without charge a key suspect who may have been connected with the death

:00:29. > :00:30.of PC Yvonne Fletcher over 30 years ago.

:00:31. > :00:32.She was shot during a protest outside the Libyan Embassy,

:00:33. > :00:35.in Knightsbridge, yet nobody's ever been convicted for the killing

:00:36. > :00:42.Here's our home affairs correspondent, Nick Beake.

:00:43. > :00:44.A scramble for cover as shots ring out in central London.

:00:45. > :00:47.A 25-year-old police officer, Yvonne Fletcher, is

:00:48. > :00:57.Scotland Yard now believes it could prove who was behind the killing at

:00:58. > :01:00.the Libyan Embassy, but that evidence won't be presented in

:01:01. > :01:03.court, because of concerns over national security.

:01:04. > :01:06.It's a decision criticised by a former boss of the Met.

:01:07. > :01:12.I know the immense amount of hard work that's gone into actually

:01:13. > :01:15.trying to get a prosecution and some of that was regenerated in my time

:01:16. > :01:18.as Commissioner, so I am disappointed and I know other

:01:19. > :01:23.I don't know what the reasons are, but I have to say I think the

:01:24. > :01:25.public will be disappointed if we weren't given reasons

:01:26. > :01:28.as to why this particular individual wasn't prosecuted.

:01:29. > :01:31.A man in his 50s was arrested in the UK two years ago over

:01:32. > :01:33.the murder, but will now not be prosecuted.

:01:34. > :01:35.The Fletcher family say they're deeply disappointed and

:01:36. > :01:38.frustrated and that's exactly how retired police officer John

:01:39. > :01:46.He cradled Yvonne Fletcher in his arms as she lay dying.

:01:47. > :01:48.It's terrible, it's so disappointing and

:01:49. > :01:57.This is something that should have been sorted out a long,

:01:58. > :02:00.long time ago and we really don't understand why they have come to

:02:01. > :02:05.The bullets were fired from within the Libyan

:02:06. > :02:07.Embassy, which was surrounded by the police for eleven

:02:08. > :02:15.Eventually diplomats and others were allowed to leave and

:02:16. > :02:20.deported back to Libya - including, it was thought, the killer.

:02:21. > :02:22.But it was only after Colonel Gaddafi's

:02:23. > :02:28.regime was toppled in 2011 that Met detectives said they have discovered

:02:29. > :02:31.evidence of a Libyan plot to kill anti-Gaddafi demonstrators and

:02:32. > :02:38.But with this suspect now released without charge, one former senior

:02:39. > :02:42.Met officer says there is little more the police can do.

:02:43. > :02:44.You have to remember the rule of law must

:02:45. > :02:47.prevail and of course in these difficult cases, if for whatever

:02:48. > :02:50.reason - and that explanation needs to be given - we cannot

:02:51. > :02:55.prosecute, then the great dignity of the police service

:02:56. > :02:58.Today, the Government refused to comment on this decision

:02:59. > :03:01.to block a prosecution on the grounds of national security.

:03:02. > :03:06.Well, 33 years after Yvonne Fletcher was murdered

:03:07. > :03:09.at this spot, the chances of anyone being brought to justice seem as

:03:10. > :03:19.The Liberal Democrats have put London's housing problem

:03:20. > :03:22.at the heart of their manifesto with a series of promises

:03:23. > :03:33.At the last election, the party lost all but one seat in London.

:03:34. > :03:35.This time around, they're hoping to win seats back.

:03:36. > :03:40.Karl Mercer tell us more about the manifesto.

:03:41. > :03:48.Right at the heart of it is that promise to have a second referendum

:03:49. > :03:53.when the terms of Brexit deal are known and it may play better in

:03:54. > :03:58.London. London was the only region at the referendum to vote to remain

:03:59. > :04:02.by 60 to 40. It is a policy that might play well in the key target

:04:03. > :04:12.seats in the South West of London that the Liberal Democrat lost last

:04:13. > :04:20.time around. Places like Kingston, Richmond Park, which they won back

:04:21. > :04:26.in a by-election when they beat Zac Goldsmith. What else have they got.

:04:27. > :04:30.Opposition to Heathrow, the only major party to oppose that. The

:04:31. > :04:35.third runway. And any expansion of the airport in the south-east. And

:04:36. > :04:40.60 odd million for the police to go to community policing. Restoring

:04:41. > :04:44.housing benefit for 18 to 20 one-year-olds and this new rent to

:04:45. > :04:46.buy scheme that they're talking about for getting young people on

:04:47. > :04:49.the housing ladder. If they were renting their home

:04:50. > :04:51.from a housing association, but the rent would go into a pot

:04:52. > :04:54.and build up over 30 years so they

:04:55. > :04:56.would own that house. If they wanted to move,

:04:57. > :04:58.they could take that money to another plot, so they bought another

:04:59. > :05:01.home from another housing So it would really help young people

:05:02. > :05:12.wanting to get on the Do you think that will appeal to

:05:13. > :05:16.young people? It will appeal to some people. They're like any other part

:05:17. > :05:19.of the society, they vote different ways for different reasons. They

:05:20. > :05:22.will say we want a hand on the housing ladder, but they may think

:05:23. > :05:28.other issues are more important to them. So we went out to ask people

:05:29. > :05:36.of all ages what they thought. No, I'm a Labour girl. Why not Liberal

:05:37. > :05:40.Democrat? No. Why not? To be honest I have always voted Labour for the

:05:41. > :05:44.younger generation, I think they're more considerate. I wouldn't. I

:05:45. > :05:51.don't find their party interesting. Liberal Democrats this time? Yes.

:05:52. > :05:54.Why? They're more moderate, but they're the only party saying

:05:55. > :05:59.anything on behalf of the 48% who voted to remain. Do you think the

:06:00. > :06:03.Liberal Democrats can come back? I think it is unlikely at the moment.

:06:04. > :06:11.I'm not certain that I'm that keen on the the present leader. So

:06:12. > :06:14.So the Liberal Democrats put Brexit high up on their agenda.

:06:15. > :06:27.No the mayor has been looking at the idea of region and visas. A

:06:28. > :06:32.think-tank came up with what it thinks should be happening and we

:06:33. > :06:35.went to test what they were saying in a peculiar part of South London.

:06:36. > :06:42.Something strange going on there. Look what we found in

:06:43. > :06:47.Southwark Park this morning. This is a city that attracts people

:06:48. > :06:50.from across the world. And today Norwegians

:06:51. > :06:52.in the capital were celebrating Norway of course isn't

:06:53. > :06:58.in the European Union. But is part of the

:06:59. > :07:00.European Economic Area. It means it's citizens can travel

:07:01. > :07:10.and work here visa free. Whatever happens after Brexit I hope

:07:11. > :07:14.and I think most Norwegians hope we will continue to have a close

:07:15. > :07:19.relationship with our two nations. The main concern is that we will

:07:20. > :07:23.struggle to stay. And struggle to work. That is of course the main

:07:24. > :07:26.concern. We know that much about the consequences yet. London is part of

:07:27. > :07:31.the the country and I don't think you could have a London visa. What

:07:32. > :07:34.would that mean nor border controls elsewhere?

:07:35. > :07:36.But that is along the lines of what one London think

:07:37. > :07:41.to keep the flow of people coming to the capital.

:07:42. > :07:43.The Centre for London suggests three types of visa.

:07:44. > :07:49.Aimed at attracting skilled and tech workers.

:07:50. > :07:52.A young European Visa - a two-year one aimed at attracting lower

:07:53. > :07:54.skilled staff for things like the hospitality industry.

:07:55. > :07:57.And a new post study visa that would allow higher skilled students

:07:58. > :08:06.We think there needs to be a way for Europeans, particularly younger ones

:08:07. > :08:09.to come here to look for work to create new jobs, to build businesses

:08:10. > :08:12.and contribute to the economy. That should be done as unbureaucratically

:08:13. > :08:15.as possible. A 27-year-old producer at a media

:08:16. > :08:19.company in south London. Austrian, but who moved

:08:20. > :08:30.to london a year ago. Well I'm definitely anxious that I

:08:31. > :08:35.will have to leave or it will be a nightmare applying for a visa.

:08:36. > :08:39.Because I would like to stay and I built my home in London so I don't

:08:40. > :08:42.want to leave. It definitely keeps me up at night sometimes.

:08:43. > :08:46.They have been much discussed but some believe putting it

:08:47. > :08:50.London's mayor now having to compete with many more

:08:51. > :08:56.Discussions on visas though are some way off -

:08:57. > :09:00.there's the small matter of an election first.

:09:01. > :09:03.Finally, staying with the general election, let me tell you that BBC

:09:04. > :09:05.London is hosting a debate programme, hearing from

:09:06. > :09:08.all the main parties on what they'll do for Londoners.

:10:06. > :10:09.having fallen. But it will dry up over night. It shouldn't be too

:10:10. > :10:13.chilly. Temperatures down to about ten degrees. But a different feel to

:10:14. > :10:17.the weather tomorrow. A different look to the skies. There will be

:10:18. > :10:22.some blue instead of grey and the rain. The early cloud clears from

:10:23. > :10:28.the east, brightens up and we get some sunshine. We have a gentle

:10:29. > :10:34.westerly breeze. Some showers wandering in from the west. But

:10:35. > :10:39.temperatures as high as 19. The rain is clearing away now. It is

:10:40. > :10:43.returning from this area of low pressure and comes back at us to

:10:44. > :10:48.give us another wet day on Friday. Quite a wet start on Friday. The

:10:49. > :10:54.rain continuing to push northwards. But struggling to clear away. And

:10:55. > :10:57.attempts will be on the -- temperatures will be low. The

:10:58. > :11:02.weekend turns drier and brighter with some sunshine and a few

:11:03. > :11:10.showers. But it will be a bit warmer.

:11:11. > :11:18.Before today, many gardeners were crying out for rain. Some of the

:11:19. > :11:22.those garden may now be water logged. And Lincolnshire was one of

:11:23. > :11:29.wettest places with 40 millimetres. That is nearly a month's worth of

:11:30. > :11:35.rain in 24 hours. Some difficult travelling conditions. Some parts of

:11:36. > :11:42.north-west England stayed dry. This was the main rain-maker. It is

:11:43. > :11:45.pulling away. Tomorrow a day sunshine and showers and that

:11:46. > :11:50.freshing feeling air will filter into those parts that were muggy

:11:51. > :11:51.today. It was 25 Celsius in Kent. A different feel,
