:00:52. > :00:55.Paget-Brown stood down on Friday, they have elected a new leader,
:00:56. > :00:58.Elizabeth Campbell, who's been a councillor for 11 years, notably in
:00:59. > :01:03.the Chelsea Ward, nowhere near the Grenfell Tower area and also a
:01:04. > :01:06.slightly controversial choice, some are saying, in that she served on
:01:07. > :01:09.the Cabinet which was heavily criticised for its handling in the
:01:10. > :01:13.immediate aftermath of the tragedy but this evening, she started off on
:01:14. > :01:15.the right foot, straight after the meeting, coming out and speaking to
:01:16. > :01:17.the media and striking the kind of tone which I suspect will go down
:01:18. > :01:19.well with people living around here. The first thing I want to do
:01:20. > :01:22.is I want to apologise. This is our community
:01:23. > :01:28.and we have failed it So no buts, no ifs, no
:01:29. > :01:32.excuses, I am truly sorry. As new leader, I will appoint
:01:33. > :01:38.a new Cabinet tomorrow and things And the first thing I'm going to do
:01:39. > :01:48.is to reach out to our community, And the second thing I'm going to do
:01:49. > :01:54.is to phone up Sajid Javid, the Secretary of State,
:01:55. > :01:56.and ask for more help. I don't know at this stage
:01:57. > :02:04.what that help will be like, what plan it will be,
:02:05. > :02:07.but I know that the thing we need is a plan for the community
:02:08. > :02:21.in North Kensington So what happens now? Firstly, her
:02:22. > :02:25.appointment needs to be ratified and approved by the full council which
:02:26. > :02:28.won't be a problem because the Conservatives have an overwhelming
:02:29. > :02:32.majority, 40 of the 50 councillors but then the difficult work begins
:02:33. > :02:34.on trying to win back the trust of this damaged community.
:02:35. > :02:39.Interestingly, the meeting this evening was chaired by the Minister
:02:40. > :02:42.for London, great hands. So far, the government has resisted pressure to
:02:43. > :02:48.step in and take more of a lead because they believe local democracy
:02:49. > :02:51.should be allowed to work but make no mistake, ministers are keeping a
:02:52. > :02:53.close eye on this as our local people as to how the council moves
:02:54. > :02:55.forward under its new leader. Thank you for joining us.
:02:56. > :02:57.Meanwhile, safety continues to be reviewed at tower
:02:58. > :03:00.But there are questions about whether local authorities
:03:01. > :03:02.have the power to force costly safety measures like sprinklers
:03:03. > :03:04.and fire doors on leaseholders who own their properties.
:03:05. > :03:06.And whether there should be a change in the law.

:03:55. > :04:02.to and how they are literally persecuting me for the recovery
:04:03. > :04:08.The key thing about this judgment is that the judge decided,
:04:09. > :04:10.in the absence of any clarity in Julie's lease itself,
:04:11. > :04:14.that the council retained responsibility for external features
:04:15. > :04:21.But this has actually proved a rare legal success for a council.
:04:22. > :04:24.Experts say it is very hard to force leaseholders to accept
:04:25. > :04:30.The vast majority of Right To Buy leases, in my experience,
:04:31. > :04:34.will not let councils just enter properties to make improvements,
:04:35. > :04:38.to add in whole new fire safety systems that didn't exist before.
:04:39. > :04:43.Despite the fire at Lakanal House, Southwark reported its hands
:04:44. > :04:47.were tied because of the fact the council has no right
:04:48. > :04:51.of access to install PPS systems, that's sprinklers,
:04:52. > :04:58.We can't have different standards of fire safety in some properties
:04:59. > :05:01.within a high-rise building compared to other properties.
:05:02. > :05:04.There has to be a common approach to fire safety.
:05:05. > :05:08.Wandsworth, like Westminster, is now planning to install
:05:09. > :05:11.sprinklers in dozens of tower blocks but with many leaseholders here,
:05:12. > :05:15.disputes over costs and legal rights may lie ahead.
