:00:33. > :00:38.Earlier Rashan Charles' father spoke to the crowd.

:00:39. > :00:41.We are seeking justice today and basically I want everybody

:00:42. > :00:45.This is obviously a peaceful protest.

:00:46. > :00:47.This is not anything that we are obviously

:00:48. > :00:52.We ask for justice, and I thank everyone for coming.

:00:53. > :01:00.Scotland Yard say Rashan Charles tried to swallow an object -

:01:01. > :01:02.and that officers had tried to prevent him from harming himself.

:01:03. > :01:05.The case has been referred to the police watchdog.

:01:06. > :01:07.Katharine Carpenter has more details.

:01:08. > :01:10.In the early hours of Saturday, a police officer followed

:01:11. > :01:17.Rashan Charles into a shop on Kingsland Road.

:01:18. > :01:20.The police say he was seen trying to swallow something.

:01:21. > :01:27.But, despite getting first aid at the scene, Mr Charles died.

:01:28. > :01:29.It's led to questions over the police's handling

:01:30. > :01:39.Within an hour and a half of the incident, the Independent

:01:40. > :01:41.Police Complaints Commission announced it was investigating.

:01:42. > :01:43.But in Hackney, some say they have little faith in that.

:01:44. > :01:46.Three young men have died following contact with the police

:01:47. > :01:50.Edir da Costa died six days after the car he was travelling

:01:51. > :01:54.On the 16th of July, a 16-year-old boy died

:01:55. > :02:06.Then, at the weekend, Rashan Charles also died.

:02:07. > :02:08.We do not want this brushed under the carpet.

:02:09. > :02:10.If this continues, we'll be standing in another few weeks,

:02:11. > :02:12.outside another police station and asking what's happened

:02:13. > :02:14.to our sons, what's happened to our daughters, and demanding

:02:15. > :02:19.This has been going on far too long, and it's time for justice.

:02:20. > :02:25.Tonight, the local MP urged the IPCC to reveal its findings

:02:26. > :02:29.We have to know what happened in this case.

:02:30. > :02:31.We don't know the full facts until the IPCC has investigated.

:02:32. > :02:33.That means, actually, other investigations can't happen

:02:34. > :02:37.I urge everybody to be calm while we find out what the full

:02:38. > :02:40.facts of the situation is, and I'll be watching very closely,

:02:41. > :02:45.Earlier, the borough commander addressed the crowd here.

:02:46. > :02:47.He said he understood that local people needed an explanation

:02:48. > :02:49.for what had happened, and that could not

:02:50. > :02:52.He also said his officers knew they could be held

:02:53. > :03:06.Safety experts looking at other London tower blocks

:03:07. > :03:16.following the Grenfell disaster - are claiming four blocks in Peckham

:03:17. > :03:19.could be at risk of catastrophic collapse if there's a gas explosion.

:03:20. > :03:22.Southwark council says the experts are wrong but has asked structural

:03:23. > :03:24.engineers for a strength test of buildings to re-assure residents.

:03:25. > :03:31.After the events at Grenfell, it hardly bears thinking about.

:03:32. > :03:33.But that disaster has led some independent safety experts to look

:03:34. > :03:46.And now they are worried about this estate in Peckham.

:03:47. > :03:49.Tyrone Thomas lives on the ninth floor and he's worried, too.

:03:50. > :03:54.It's a bit like being in prison, but you lock yourself in.

:03:55. > :03:57.The dangers in prison are probably less than what they are living

:03:58. > :04:07.In many flats there is cracking between walls, which could mean fire

:04:08. > :04:11.There are now fire wardens on constant watch and Southwark

:04:12. > :04:26.But independent safety experts are now warning

:04:27. > :04:33.If it's leaking, we can end up with an explosion

:04:34. > :04:40.and a major collapse, affecting and killing

:04:41. > :04:45.What the experts claim is that the blocks at Ledbury

:04:46. > :04:48.are of similar construction to the block which collapsed in 1968

:04:49. > :04:50.at Ronan Point in Newham, killing four people.

:04:51. > :04:52.That disaster was caused by a gas explosion and, afterwards,

:04:53. > :04:55.gas was seen as a real danger in all similar blocks,

:04:56. > :04:59.A Government inquiry set up after the disaster recommended that

:05:00. > :05:01.gas should be removed from all system-built blocks.

:05:02. > :05:04.The inquiry called for buildings to be strengthened

:05:05. > :05:07.But an independent expert who recently visited

:05:08. > :05:11.the Ledbury blocks wasn't happy with what he found.

:05:12. > :05:14.The council should immediately cut off the gas supply until they know

:05:15. > :05:17.that the building can withstand the blast of a gas explosion.

:05:18. > :05:19.Another safety expert with concerns is Sam Webb.

:05:20. > :05:21.After Ronan Point, he investigated the weaknesses of this type of tower

:05:22. > :05:25.block and now he wants the walls at Ledbury checked to make sure

:05:26. > :05:27.they can survive a gas explosion, saying there could be consequences

:05:28. > :05:36.It could blow out the load-bearing end plank walls

:05:37. > :05:41.If there are people in the living rooms,

:05:42. > :05:57.in the kitchens of those flats, they will collapse and kill people.

:05:58. > :05:59.Today, we put the two experts' points to Southwark Council

:06:00. > :06:02.and they said they were wrong - the buildings' problems

:06:03. > :06:06.are being sorted out, and they are also safe for gas.

:06:07. > :06:09.The four tower blocks on the Ledbury estate were actually

:06:10. > :06:11.built after Ronan Point, and are of a different design.

:06:12. > :06:19.They are the Type-B property, Ronan Point was a Type-A structure.

:06:20. > :06:21.Therefore, we feel they are safe to have gas in them.

:06:22. > :06:23.However, we have asked Arup, who are our structural

:06:24. > :06:26.engineers looking into it, to do that safety check.

:06:27. > :06:28.Why are you keeping people in the buildings before

:06:29. > :06:32.We said to people, if they don't feel safe, we will remove them.

:06:33. > :06:35.But I think it must evacuation isn't the right thing at the moment.

:06:36. > :06:38.We've put measures in place to make sure there is safety there,

:06:39. > :06:41.Southwark Council insists the blocks are safe,

:06:42. > :06:43.and says it's working with London Fire Brigade

:06:44. > :06:45.on a permanent solution to all of the issues,

:06:46. > :06:48.and says the results of the strength tests will be known shortly

:06:49. > :06:57.Now, if you don't like rodents, you may want to look away

:06:58. > :06:59.Harrow, in north west London has been nicknamed Ratland,

:07:00. > :07:01.with locals saying the situation is out of control.

:07:02. > :07:03.A video's emerged online of the problem,

:07:04. > :07:05.showing a large number of rats swarming around bin bags.

:07:06. > :07:18.The council says it's taking the problem extremely seriously.

:07:19. > :07:20.It's a video provoking horror online.

:07:21. > :07:22.Rats brazenly running around this car park in Harrow.

:07:23. > :07:25.Not too far down the road, Bryony filmed this

:07:26. > :07:30.Dear Harrow Council, council tax has gone up

:07:31. > :07:32.substantially in the last few years, yet the bins are

:07:33. > :07:33.overflowing and we're plagued with rats.

:07:34. > :07:36.It's one of dozens of complaints on social media.

:07:37. > :07:49.She's set up a Facebook group highlighting

:07:50. > :07:55.And rats are one of the biggest concerns.

:07:56. > :07:57.The thing that's causing the problem is the

:07:58. > :08:01.amount of rubbish and litter we have in the borough on a regular basis.

:08:02. > :08:03.Every day and getting people posting in my group massive fly-tips,

:08:04. > :08:07.We've been here for the past few hours, we haven't

:08:08. > :08:10.actually seen any rats but people tell us they have been spotted near

:08:11. > :08:15.As you can see, they are overflowing and people say it is

:08:16. > :08:22.What we have done straightaway is put rat traps and poison to deal

:08:23. > :08:32.And where we do get complaints, and we do know there is

:08:33. > :08:34.an issue, we issue fines because people that fly-tip

:08:35. > :08:36.and make Harrow disgusting, it's something we want

:08:37. > :08:39.You've got rat droppings all the way along.

:08:40. > :08:41.You've also got burrows at the back you that you can

:08:42. > :08:45.You can also is not the UN, that's when you know

:08:46. > :08:47.there's a real infestation on the surface.

:08:48. > :08:49.David Piggott has worked in pest control for 12 years.

:08:50. > :08:52.He says Harrow is one of the areas in London

:08:53. > :08:57.The council says it's putting traps and

:08:58. > :09:00.poison down, is it going to get rid of the rats?

:09:01. > :09:03.It might reduce the numbers but it won't control the

:09:04. > :09:07.entire problem because as you can see if there was a food source here,

:09:08. > :09:09.the bait isn't going to have much effect on that

:09:10. > :09:13.free food source, the poison is a bit more of a risk, leaving poison

:09:58. > :10:00.the cloud at 17 degrees. Still producing bits and pieces of rain,

:10:01. > :10:04.but it's been breaking up through the day and one or two weather

:10:05. > :10:07.watchers did send pictures of a bit of sunshine right to the end of the

:10:08. > :10:11.day. This is the picture as we go through the night, temperatures

:10:12. > :10:15.between ten and 14 degrees as the cloud continues to break up. Still

:10:16. > :10:18.drifting around as we go through the day. Still a breeze coming in from

:10:19. > :10:21.the north but more in the way of sunshine through the afternoon and

:10:22. > :10:26.the temperature responding nicely to that. That northerly breeze is

:10:27. > :10:30.bringing in some quite warm air. 23 degrees into the afternoon in

:10:31. > :10:35.central London. On Wednesday this is what happens, plenty of cloud. Not a

:10:36. > :10:38.huge amount of rain but there will be bits and pieces of light patchy

:10:39. > :10:42.stuff going through the middle part of the day, then a bright end to it.

:10:43. > :10:46.Some sunshine by the evening. The end of the week isn't looking too

:10:47. > :10:50.bad, lots of dry weather. There might also be some sunshine breaking

:10:51. > :10:55.through on those Thursday and Friday days. Temperatures average for the

:10:56. > :10:59.time of year. The outlook for the weekend is that it's going to be

:11:37. > :11:41.here many places will be dry and there will be some spells of clearer

:11:42. > :11:46.skies following the sunshine. Temperatures in towns and cities no

:11:47. > :11:50.lower than 12 or 13. A cloudy start, we'll see the nagging breeze easing

:11:51. > :11:54.away from East Anglia. Drizzly showers pushing through by late

:11:55. > :11:56.morning and the power breaking up, sunshine coming through. Nice day
