:00:22. > :00:28.an unlocked storeroom on an estate in south London.

:00:29. > :00:31.The papers show names and addresses and now a survivors group

:00:32. > :00:33.for child sex abuse victims in Lambeth has contacted us,

:00:34. > :00:36.saying the hoard could include files relating to abuse at a local

:00:37. > :00:44.Sarah Harris has been investigating, for this exclusive report.

:00:45. > :00:49.Concerned resident Mitchell Krishnan contacted BBC London

:00:50. > :00:54.But on closer inspection, it was clear the documents

:00:55. > :01:04.Lambeth ACPC child protection interagency protection...

:01:05. > :01:13.This is data protection against possibly child abuse or whatever.

:01:14. > :01:18.The piles of Lambeth Council paperwork have been stored

:01:19. > :01:20.in the unlocked ground floor storeroom as long

:01:21. > :01:25.They also include names and addresses of families

:01:26. > :01:30.It's a disgusting thing, that it's just left here

:01:31. > :01:32.for anybody, like myself, and yourself to be able to see this

:01:33. > :01:34.information and possibly use it in an horrible,

:01:35. > :01:43.ugly way that it possibly it could be used in.

:01:44. > :01:49.It's not, it's not being protected while it's exposed like this, is it?

:01:50. > :01:51.We took some of the documents to a leading solicitor on data

:01:52. > :01:58.This is very serious from the council's perspective...

:01:59. > :02:00.He's worked for the Australian government and the Obama

:02:01. > :02:03.administration in the US, advising on data protection issues

:02:04. > :02:07.and says this kind of security failure is being taken increasingly

:02:08. > :02:12.seriously by the courts under the Data Protection Act.

:02:13. > :02:13.Organisations have very serious responsibilities around

:02:14. > :02:18.the data that they hold and the data they create.

:02:19. > :02:23.So if a local council were to just dispose of data in a basement

:02:24. > :02:25.or in a way that's inappropriate, that would probably breached

:02:26. > :02:31.Watching BBC London's report on the dumped documents

:02:32. > :02:38.He was a victim of abuse at Shirley Oaks children's home

:02:39. > :02:40.in Croydon, and leads the survivors group.

:02:41. > :02:43.He says he's been told by Lambeth Council 140 boxes

:02:44. > :02:46.of documents have gone missing relating to the case.

:02:47. > :02:52.He wants to be sure these files were not left in this store room.

:02:53. > :02:56.I think about those care files being people, human beings,

:02:57. > :02:58.and I think about their stories being left just in any situation,

:02:59. > :03:04.But we also think about what we believe has been a cover-up,

:03:05. > :03:07.and it's consistent with what we know Lambeth have done

:03:08. > :03:11.They've been removed from council buildings and just locked

:03:12. > :03:19.The physical and sexual abuse of children at Shirley Oaks

:03:20. > :03:22.while in the care of Lambeth Council, was said to be

:03:23. > :03:25.on an industrial scale, stretching back to the 1960s.

:03:26. > :03:28.A former detective working on the case then says this

:03:29. > :03:34.It's imperative that the history of these documents

:03:35. > :03:43.How did they arrive in the basement of this tower block?

:03:44. > :03:45.Who actually put them there, and what was the reason for these

:03:46. > :03:54.sensitive documents being placed in effectively an insecure basement?

:03:55. > :03:57.Because the continuity and integrity of that documentation could be

:03:58. > :04:01.the difference between a successful or a failed conviction at court.

:04:02. > :04:04.It will be a painstaking job, going through these files,

:04:05. > :04:07.but there are many people who want questions answered.

:04:08. > :04:13.How did they get to this store room and why?

:04:14. > :04:21.Well, we asked Lambeth Council for an interview but they declined.

:04:22. > :04:41.Protestors angry at the death of a black man following a police

:04:42. > :04:43.chase have blocked a road in east London.

:04:44. > :04:50.Crowds have gathered in response to the death of Rashan Charles

:04:51. > :04:52.who died on Saturday after unverified video footage

:04:53. > :04:54.showed him being restrained by a police officer.

:04:55. > :04:57.Alpa Patel has the details, and Alpa, as well as the trouble,

:04:58. > :05:02.some developments tonight as far as the investigation is concerned?

:05:03. > :05:09.Yes, the death has caused a lot of anger in the local community and is

:05:10. > :05:16.the subject of an independent police investigation. Rashan Charles was

:05:17. > :05:20.chased into a shop in Hackney last Saturday. Pictures show a police

:05:21. > :05:25.officer tackling him to the ground. A member of the public also helping.

:05:26. > :05:29.Police say Rashan was trying to swallow something as he was

:05:30. > :05:33.struggling and when he arrived at hospital he was pronounced dead.

:05:34. > :05:35.Since last Saturday, there have been angry scenes near the shop where

:05:36. > :05:41.this happened. Tonight, protesters are out again, some have clashed

:05:42. > :05:45.with police, as these pictures show. I have just spoken to the police and

:05:46. > :05:51.they say the protests are still ongoing, even though no arrests have

:05:52. > :05:53.taken place so far. There is an IPCC investigation, perhaps telling that

:05:54. > :05:58.they are updating us on the investigation even though it is not

:05:59. > :06:05.yet concluded. The Kbits of that say that they are looking through body

:06:06. > :06:11.camera footage and CCTV not in public domain. This is the third

:06:12. > :06:16.death in five weeks, in contact with police. It is an extremely tense

:06:17. > :06:22.time when it comes to community relations. A tweet by Hackney police

:06:23. > :06:26.says that officers have been subjected to abuse and violence and

:06:27. > :06:28.that would not be the wish of the family. We will keep a close eye on

:06:29. > :06:29.what is happening. Thank you. Let's find out what the weather's
