:00:12. > :00:16.Rail commuters have been warned to avoid Waterloo station tomorrow,

:00:17. > :00:20.following a derailment during this morning's rush hour.

:00:21. > :00:23.It was just one of three separate incidents on the transport network.

:00:24. > :00:26.A train at King's Cross crashed into platform buffers,

:00:27. > :00:33.And Holborn station was evacuated after a fire on a tube train.

:00:34. > :00:36.Here's our transport correspondent, Tom Edwards.

:00:37. > :00:38.At 5:40am this morning, just outside the UK's

:00:39. > :00:42.busiest station, Waterloo, a passenger service collided with

:00:43. > :00:48.an engineering train and derailed, causing huge disruption.

:00:49. > :00:53.All day, commuters have been warned not to use the station.

:00:54. > :00:55.I was trying to get out of London, so I arrived

:00:56. > :01:01.One thing on top of another, signal failures, derailments,

:01:02. > :01:04.train breakdowns, half of the platforms are closed anyway.

:01:05. > :01:09.I don't know if they have told us anything, really.

:01:10. > :01:12.Just that it was slow and taking an hour and a bit

:01:13. > :01:18.No-one was hurt but investigators are trying to find out why

:01:19. > :01:23.the passenger train went onto the wrong track.

:01:24. > :01:26.At 6:20am this morning, this train failed to stop in time

:01:27. > :01:30.at platform nine at King's Cross, and hit the buffers at speed.

:01:31. > :01:37.They said they were sent flying due to the impact.

:01:38. > :01:40.And at 9am this morning at Holborn tube station,

:01:41. > :01:47.it was evacuated after a train motor caught fire.

:01:48. > :01:49.It later reopened, but there was panic as many passengers wrongly

:01:50. > :01:57.It's the second tube train fire in four days.

:01:58. > :01:59.There was a lot of people being really aggressive.

:02:00. > :02:04.There was a kid with her mum and a scooter.

:02:05. > :02:07.And she was trying to get to the platform, but she couldn't

:02:08. > :02:09.turn around because there were so many people running out.

:02:10. > :02:14.A lot of people sort of rushing toward escalators.

:02:15. > :02:17.It was completely packed, there was nowhere to move.

:02:18. > :02:20.At one point, the doors were closing and some people

:02:21. > :02:25.Before the train had even stopped, there was a massive bang.

:02:26. > :02:28.Then immediately, the carriage I was in, at the end,

:02:29. > :02:32.People rose from their seats and tried to funnel out of the doors.

:02:33. > :02:43.People were just manic in trying to get out.

:02:44. > :02:47.Very few trains have used Waterloo station today.

:02:48. > :02:51.It's expected the disruption will last into tomorrow.

:02:52. > :02:54.Marc Ashdown joins me - this couldn't come at

:02:55. > :03:04.That's right, it's already at the centre of a huge redevelopment to

:03:05. > :03:09.try to expand some platforms and create more capacity. Ten out of 24

:03:10. > :03:16.platforms were already out of action. Because of this, a further

:03:17. > :03:19.three cannot be used. Engineers were on the scene all day, they will try

:03:20. > :03:23.to get the train back on the rails, see if there is long-term damage and

:03:24. > :03:26.try to get services back up and running. The redevelopment work is

:03:27. > :03:27.supposed to be done by August the 28th. The question now is if they

:03:28. > :03:31.are still on track. Work has continued, including today,

:03:32. > :03:34.since this incident this morning. We are continuing to

:03:35. > :03:35.monitor the progress. The project has actually been

:03:36. > :03:38.progressing very well and we will clearly continue

:03:39. > :03:46.to monitor it very closely. Does that sound convincing? It

:03:47. > :03:50.didn't to me, it is a change of June. No firm commitment. Last week

:03:51. > :03:55.they were very bullish, saying they would get the work done on time. To

:03:56. > :03:58.be fair, they went expecting to deal with a derailed train. Transport

:03:59. > :03:59.campaigners and some politicians are saying if things do slip, passengers

:04:00. > :04:01.should be reimbursed. We do not want the Waterloo

:04:02. > :04:07.upgrade to overrun. And if it does, we will be calling

:04:08. > :04:10.on Network Rail and the Government to actually

:04:11. > :04:20.compensate passengers. There could be more problems ahead.

:04:21. > :04:23.They are due to change the franchise, a different operator is

:04:24. > :04:27.taking over who will run the trains out of Waterloo. That is due to

:04:28. > :04:31.happen on August 20. Will that run smoothly? The advice for tomorrow,

:04:32. > :04:35.at least, is to avoid travelling through Waterloo at all costs.

:04:36. > :04:37.A mother whose 32-year-old daughter took her own life

:04:38. > :04:40.inside Holloway Prison says she needed care, not custody,

:04:41. > :04:44.and is calling for better protection of vulnerable prisoners.

:04:45. > :04:47.Sarah Reed, who had mental health issues, died last year.

:04:48. > :04:49.An inquest found a series of failings by staff

:04:50. > :04:56.contributed to her death, as Thomas Magill reports.

:04:57. > :04:58.This report starts with a distressing images.

:04:59. > :05:00.This is Sarah Reed in 2012 being assaulted

:05:01. > :05:03.by a Metropolitan Police officer, after being accused of shoplifting.

:05:04. > :05:07.He was later charged with assault and dismissed.

:05:08. > :05:10.Sarah struggled with mental health issues for years after the death

:05:11. > :05:20.She would have seasons where she would go into dark moods.

:05:21. > :05:22.You know, whenever she thought about the child that she lost.

:05:23. > :05:24.Because she never recovered from that.

:05:25. > :05:29.In 2015, she was admitted to the Maudsley Hospital in south London.

:05:30. > :05:31.Her family claim she was sexually assaulted by another

:05:32. > :05:36.Afterwords, she was transferred to Holloway

:05:37. > :05:43.Marilyn says her daughter needed care, not custody

:05:44. > :05:47.It needs to stop, it needs to be investigated,

:05:48. > :05:51.we need to have things put in place, that mental health is dealt

:05:52. > :05:58.It's something that if people had done their proper jobs,

:05:59. > :06:06.At her inquest last month, Peter Thornton QC raised concerns

:06:07. > :06:07.about the care Sarah received and highlighted

:06:08. > :06:13.The jury found amongst the shortcomings there'd been

:06:14. > :06:17.a failure by staff here to treat Sarah in a timely manner,

:06:18. > :06:21.a failure in the management of her medication and monitoring

:06:22. > :06:26.and an unacceptable number of cancelled visits by staff.

:06:27. > :06:29.It found that all of these failings significantly contributed

:06:30. > :06:36.Now campaigners say Sarah is just one example of how the system

:06:37. > :06:40.is failing prisoners with mental illness.

:06:41. > :06:43.What we need to do is invest in quality specialist

:06:44. > :06:45.services for women in the community, especially mental health services,

:06:46. > :06:48.given we know the majority of women who are sent to prison have

:06:49. > :06:57.The Government say they take mental health of prisoners extremely

:06:58. > :07:00.seriously and have launched a suicide and self-harm reduction

:07:01. > :07:07.Marilyn remembers her daughter with fondness, and hopes her death

:07:08. > :07:20.Next, how does the capital balance the need for more affordable homes

:07:21. > :07:25.It's an issue which is causing a row at London's oldest allotments -

:07:26. > :07:31.I've really struggled, but these are supposed to be parsnips.

:07:32. > :07:34.Nolan is new to Northfield allotments.

:07:35. > :07:37.It's really about bringing my kids down here and actually letting them

:07:38. > :07:39.understand how fruit and veg and flowers grow.

:07:40. > :07:42.Just a short time that I have been here, I have been able to feel that

:07:43. > :07:51.The allotments were much bigger than they were founded in 1830s.

:07:52. > :08:01.Now the charity that owns the land, Pathways, want to develop more.

:08:02. > :08:07.Every bit of land from here back to the road is the area

:08:08. > :08:09.that the charity want permission to develop.

:08:10. > :08:12.It's only 4% of the overall allotment - which might not sound

:08:13. > :08:14.like a lot, but the people here are worried that

:08:15. > :08:22.So if I said you, just eat one little cube of that bar

:08:23. > :08:25.of chocolate, you will realise how good it is and eventually

:08:26. > :08:29.you will come back for more until there is nothing left.

:08:30. > :08:32.The homes the charity want to build would be for older

:08:33. > :08:38.He lives across the road in another Pathways flat.

:08:39. > :08:43.and I was basically homeless, jobless and if I hadn't come

:08:44. > :08:46.to Pathways, I believe I would still now be homeless.

:08:47. > :08:53.For the sake of a few allotments, you know, something can be achieved

:08:54. > :09:08.for people that are in the position that I was in eight years ago.

:09:09. > :09:10.Some of the properties might be sold privately,

:09:11. > :09:15.but the charity says that will only happen if they need the funding.

:09:16. > :09:18.They say they can't promise they will never build on more

:09:19. > :09:20.of the allotments because they don't want to bind future boards,

:09:21. > :09:27.What do you say to people that say this is nimbyism?

:09:28. > :09:31.We realise we are in politically difficult situation because we most

:09:32. > :09:33.definitely need social housing, but everything I read says

:09:34. > :09:39.The allotment owners want the charity to look at other options

:09:40. > :09:41.to build on because once this Greenland has gone, they don't
