0:00:28 > 0:00:3051 people were injured, and as our transport correspondent
0:00:30 > 0:00:32Tom Edwards reports, the crash has had a lasting
0:00:32 > 0:00:39impact on them and also on the safety of tram travel.
0:00:39 > 0:00:43They laid flowers to remember seven south Londoners who a year ago
0:00:43 > 0:00:48boarded a tram and didn't come home.
0:00:48 > 0:00:53There has not been a minute of any hour of any day in this last year

0:01:21 > 0:01:25On a cold and drizzly morning I saw some amazing people do some
0:01:25 > 0:01:31truly courageous things.
0:01:31 > 0:01:33A difficult day for the emergency services, who a year ago battled
0:01:33 > 0:01:38in horrendous conditions.
0:01:38 > 0:01:41Everyone was working so hard together to do the best
0:01:41 > 0:01:47that we could for the people on the tram.
0:01:47 > 0:01:50A number of our staff are members of this community.
0:01:50 > 0:01:52They have worked for the Ambulance Service for a number
0:01:52 > 0:01:55of years and I think they have felt the impact of that
0:01:55 > 0:01:58as much as the people who were directly involved.
0:01:58 > 0:02:02I remember thinking to myself, he's going a bit quick.
0:02:02 > 0:02:05Matthew still doesn't remember what happened in the crash.
0:02:05 > 0:02:07He suffered a severe head injury.
0:02:07 > 0:02:10It's been a tough 12 months.
0:02:10 > 0:02:20I still suffer from a bit of depression, memory loss.
0:02:24 > 0:02:27I have trouble with remembering things a lot, mood swings.
0:02:27 > 0:02:31My wife has said.
0:02:31 > 0:02:33He's not worked as an HGV driver since.
0:02:33 > 0:02:36He was on board the tram when it overturned, travelling at 46 miles
0:02:36 > 0:02:39an hour on the corner where the speed limit was 13.
0:02:39 > 0:02:40Unusually investigators have already made recommendations.
0:02:40 > 0:02:42The report into this incident is nearing completion.
0:02:42 > 0:02:50As yet we still don't know why the driver was speeding on this very
0:02:50 > 0:02:51tight corner here.
0:02:51 > 0:02:53The early indications from the investigators
0:02:53 > 0:02:56are that they will recommend some kind of automatic mechanism
0:02:56 > 0:03:01to prevent speeding and also a system that will be able to detect
0:03:01 > 0:03:06if the driver isn't paying attention.
0:03:06 > 0:03:09Since the crash it's emerged that a number of drivers had fallen
0:03:09 > 0:03:12asleep at the controls.
0:03:12 > 0:03:16TfL has now installed this equipment on all the trams.
0:03:16 > 0:03:22It uses infrared to detect if a driver is falling asleep.
0:03:22 > 0:03:24Warning signs and further speed restrictions are also now
0:03:24 > 0:03:25in place on tight corners.
0:03:25 > 0:03:27Solicitors say they want any more recommendations to be
0:03:28 > 0:03:32implemented quickly.
0:03:32 > 0:03:35I think the detail will be important for them to understand exactly
0:03:35 > 0:03:38what happened and how it happened and then the next step is to make
0:03:38 > 0:03:40sure this never happens again.
0:03:40 > 0:03:43The legacy from this has got to be that this does not happen again.
0:03:43 > 0:03:46As I've always said it's important that trams
0:03:46 > 0:03:51are treated more like trains than they are like buses.
0:03:51 > 0:03:57That's a key feature and I hope those lessons have now been learned.
0:03:57 > 0:03:59As that work continues, this plinth and another to be
0:03:59 > 0:04:01installed near the crash site will be permanent memorials,
0:04:01 > 0:04:05so those who died will be always remembered.

0:04:15 > 0:04:17following the Grenfell Tower fire.
0:04:17 > 0:04:19The Labour leader said the blaze was an "avoidable tragedy"
0:04:19 > 0:04:21and the government should invest £1 billion to make
0:04:21 > 0:04:22social housing safer.

0:04:56 > 0:05:00On the first day we were looking at our housing stock.
0:05:00 > 0:05:02We decided the best way forward was retrofitting sprinklers
0:05:02 > 0:05:05in our tallest blocks.
0:05:05 > 0:05:08The Labour Party today called on the government to foot the bill,
0:05:08 > 0:05:10£1 billion across the country.
0:05:10 > 0:05:12We weren't able to ask its leader a question,
0:05:12 > 0:05:16he wouldn't do an interview, but he did say this.
0:05:16 > 0:05:19Retrofitting of sprinkler systems is a basic demand but one that
0:05:19 > 0:05:24will save lives if the government decides to make it happen.
0:05:24 > 0:05:27Grenfell was an avoidable tragedy.
0:05:27 > 0:05:31It did not have to happen.
0:05:31 > 0:05:32It would not have happened if adequate precautions,
0:05:32 > 0:05:38including sprinklers, were in place.
0:05:38 > 0:05:40Croydon has written to the government twice asking for money,
0:05:40 > 0:05:43and twice it has been told it will not get any.
0:05:43 > 0:05:44The government would not be interviewed today,
0:05:44 > 0:05:47but they said that nothing was more important than keeping people safe.
0:05:47 > 0:05:49They said they'd commissioned a review of fire safety.
0:05:49 > 0:05:53They went on to say that they had been clear that where a local
0:05:53 > 0:05:56authority has concerns about funding essential fire safety measures,
0:05:56 > 0:05:58they should contact us as soon as possible
0:05:58 > 0:06:01to discuss their position.
0:06:01 > 0:06:03Croydon says it will foot the bill for its sprinklers.

0:07:53 > 0:07:58against her. But clearly Mr Ratcliffe does not feel that goes

0:08:59 > 0:09:04I have one-year-old twins and I'm having to double up on blankets
0:09:04 > 0:09:07and put the blow heater on all night which costs a lot of money
0:09:07 > 0:09:14but I don't want my kids to get sick because of it.
0:09:14 > 0:09:16Residents are advised to use immersion heaters but many say
0:09:16 > 0:09:18they cannot afford it.
0:09:18 > 0:09:23Residents are frustrated because they say two years ago
0:09:23 > 0:09:27they were left without heating and hot water for 11 days
0:09:27 > 0:09:29after the boilers failed and they stopped working again
0:09:29 > 0:09:32one year later.
0:09:32 > 0:09:34The housing association has apologised and said its consulting
0:09:34 > 0:09:38with residents about replacing the heating system.
0:09:38 > 0:09:43This is a very huge, complicated process and we have good
0:09:43 > 0:09:46to get this right but we are working tirelessly and have been
0:09:46 > 0:09:49for the past week to make sure we bring the heating back on.
0:09:49 > 0:09:51Today temporary boilers have been installed.
0:09:51 > 0:09:54Residents were told they would be running by Saturday
0:09:54 > 0:10:01but are worried about whether this could happen again.
