0:00:12 > 0:00:14Good evening, I'm Asad Ahmad.
0:00:14 > 0:00:16A day after the Budget, when a multi-million pound fund
0:00:16 > 0:00:18was announced to improve air quality, there's been
0:00:18 > 0:00:25consternation that London, isn't going to get a penny of it.
0:00:25 > 0:00:27That's despite us having nearly half of the country's
0:00:27 > 0:00:28most polluting roads.
0:00:28 > 0:00:31So today, the Mayor of London expressed his view
0:00:31 > 0:00:33about the new Clean Air Fund - and children reinforced it.
0:00:33 > 0:00:39Here's Louisa Preston.
0:00:39 > 0:00:41A message from primary school children about the poor quality
0:00:41 > 0:00:43of the air they breathe in the capital.
0:00:43 > 0:00:45These young people from Chestnuts Primary School in Haringey
0:00:45 > 0:00:47were petitioning Downing Street because they go to school where
0:00:48 > 0:00:55pollution levels break the law.
0:00:55 > 0:00:58It's quite bad for the children at our school, because our front
0:00:58 > 0:01:00playground is right next to a busy road.
0:01:00 > 0:01:02And that's really not good for our health.
0:01:02 > 0:01:06Air pollution is causing a lot of deaths and diseases.
0:01:06 > 0:01:12Maybe if it can't be stopped it should be reduced somehow.
0:01:12 > 0:01:15Diesel vehicles are the main cause of pollution in London.
0:01:15 > 0:01:17Yesterday, in the Budget, the Chancellor announced
0:01:17 > 0:01:19new taxes on new diesel cars, and also a £220 million
0:01:19 > 0:01:21clean air fund.
0:01:21 > 0:01:26The capital won't get any of it.
0:01:26 > 0:01:2940% of the most polluted roads in the country are in London.
0:01:29 > 0:01:31The Government's saying there's £220 million.
0:01:31 > 0:01:33Londoners contribute towards it by the increase in road tax,
0:01:33 > 0:01:35but can't receive any of that £220 million.
0:01:35 > 0:01:37So it's not sustainable to expect a London mayor
0:01:37 > 0:01:39to do this investment, to help local authorities, without
0:01:39 > 0:01:40help from central government.
0:01:40 > 0:01:42And it isn't just Sadiq Khan saying the Government
0:01:42 > 0:01:52isn't going far enough.
0:01:52 > 0:01:55We want to see bigger taxation, which could have led to a bigger
0:01:55 > 0:01:58fund that could have been used to get people out of their diesel
0:01:58 > 0:02:00car and make a switch to alternative forms of transport.
0:02:00 > 0:02:02Clean air is a complex problem.
0:02:02 > 0:02:04Pollution comes from construction vehicles, from gas boilers,
0:02:04 > 0:02:06from farming, from wood fires and even our car tyres
0:02:06 > 0:02:07as they wear down.
0:02:07 > 0:02:09The Government insists it is cleaning up the air
0:02:09 > 0:02:18as fast as it can.
0:02:18 > 0:02:20And with children starting to make a stand and every person
0:02:20 > 0:02:23in the capital breathing in air that exceeds global guidelines,
0:02:23 > 0:02:27it's a big issue that's not likely to go away.
0:02:27 > 0:02:29Louisa, strong words from the Mayor.
0:02:29 > 0:02:34What's the government saying?
0:02:34 > 0:02:38He's not happy and took to Twitter to make it clear. He says it's a
0:02:38 > 0:02:43scandal in London will be eligible for the clean air fund. The
0:02:43 > 0:02:46government has abandoned Londoners. We heard yesterday the Chancellor is
0:02:46 > 0:02:53creating or increasing the tax on new diesel cars to create this £220
0:02:53 > 0:02:56million clean air fund. Local councils across the country will be
0:02:56 > 0:03:01able to apply for some of that money but London is not eligible. Many
0:03:01 > 0:03:06people will wonder why.We asked the government ourselves and had a
0:03:06 > 0:03:09statement from Defra to say the Mayor of London already had a
0:03:09 > 0:03:13funding settlement with £5 billion from the government which includes
0:03:13 > 0:03:16measures to deliver compliance with air quality limits. Other areas of
0:03:16 > 0:03:19the country haven't had that which is why they are entitled to apply
0:03:19 > 0:03:25for part of this money. We know the mayor is making air pollution a top
0:03:25 > 0:03:29priority. The T charge introduced last month. The ultralow emission
0:03:29 > 0:03:33zone will come into force next year meaning the oldest and most
0:03:33 > 0:03:37polluting vehicles will be charged extra to come into London. The mayor
0:03:37 > 0:03:40feels because London has some of the most toxic air he should be able to
0:03:40 > 0:03:47get his hands on some of this cash. He wants the government to do more.
0:03:47 > 0:03:50Londoners are being told they may be at real risk from the same robbers
0:03:50 > 0:03:52who repeatedly stabbed 31-year-old Danny Pearce to death
0:03:52 > 0:03:53for his watch in July.
0:03:53 > 0:03:56The attack happened as he was leaving a bar in Greenwich -
0:03:56 > 0:03:58and police have now renewed their appeal for information
0:03:58 > 0:04:01as they fear other members of the public might be at risk too.
0:04:01 > 0:04:03Here's Helen Mulroy.
0:04:03 > 0:04:06Enjoying a night out with friends.
0:04:06 > 0:04:10This was Danny Pearce in Greenwich on the 14th of July this year.
0:04:10 > 0:04:13Just hours after this video was taken, Danny was dead -
0:04:13 > 0:04:17stabbed as he made his way home, all for his Rolex watch.
0:04:17 > 0:04:19He was my son, he was my baby.
0:04:19 > 0:04:24All our lives have changed.
0:04:24 > 0:04:33All of them.
0:04:33 > 0:04:36How you see me, now I have sort of changed into two people.
0:04:36 > 0:04:39I am one person at work because I can't be like this at
0:04:39 > 0:04:40work.
0:04:40 > 0:04:41Then...
0:04:41 > 0:04:42When I come home...
0:04:42 > 0:04:46This is how I am.
0:04:46 > 0:04:49Two men have been arrested but no charges have been brought.
0:04:49 > 0:04:51Now the Metropolitan Police are renewing their appeal
0:04:51 > 0:04:52for information.
0:04:52 > 0:04:54Newly released CCTV shows Danny making his way
0:04:54 > 0:05:02down King William Walk with friends just after midnight.
0:05:02 > 0:05:05This was the moment he was singled out by his killers on their moped.
0:05:05 > 0:05:08They make a U-turn to return and launch their attack.
0:05:08 > 0:05:10One produces a hunting knife and the other a gun.
0:05:10 > 0:05:12They make a demand for Danny's watch.
0:05:12 > 0:05:14A struggle ensues and ultimately Danny ends up here, unfortunately
0:05:14 > 0:05:17fatally stabbed, and here on these very steps sadly
0:05:17 > 0:05:22Danny lost his life.
0:05:22 > 0:05:25The group had been shot at, and Danny repeatedly stabbed.
0:05:25 > 0:05:28It's most likely the longest, most sustained stabbing I have ever come
0:05:28 > 0:05:32across in my 26 years of service.
0:05:32 > 0:05:34Danny's family hope that in revealing mfurther details
0:05:34 > 0:05:36about the violent and sustained attack that
0:05:36 > 0:05:37killed their son and brother,
0:05:37 > 0:05:40in here, what is a popular London nightspot, it may jog the memory
0:05:40 > 0:05:42of anybody who knows anything further about
0:05:42 > 0:05:52the identity of his killers.
0:05:55 > 0:05:57I just can't get it out of my head.
0:05:57 > 0:06:00Such a senseless, senseless thing to do and he's not here with us.
0:06:00 > 0:06:08He's just not here.
0:06:08 > 0:06:10Crimestoppers is offering a £10,000 reward for any information that
0:06:10 > 0:06:17will secure a conviction.
0:06:17 > 0:06:18City of London police are warning Christmas shoppers
0:06:18 > 0:06:21looking for a bargain to be aware of fraudsters
0:06:21 > 0:06:23who are making millions of pounds selling everything from fake
0:06:23 > 0:06:27trainers to fake lipstick.
0:06:27 > 0:06:30Last year alone, victims lost £16 million to the scammers,
0:06:30 > 0:06:32who are all too aware of how lucrative this
0:06:32 > 0:06:34time of year can be - especially in London.
0:06:34 > 0:06:41Helen Drew has the details.
0:06:41 > 0:06:4332 days until Christmas and some people are ramping
0:06:43 > 0:06:47up their present buying.
0:06:47 > 0:06:50The Action Fraud Team from the City of London Police is warning
0:06:50 > 0:06:53of online shopping dangers.
0:06:53 > 0:06:56They say the most likely thing people try to buy
0:06:56 > 0:06:58from fraudsters are mobile phones, aollowed by clothing
0:06:58 > 0:06:59and accessories and then footwear.
0:06:59 > 0:07:01Specific items victims report losing out to fraudsters
0:07:01 > 0:07:03on are Kanye West's Yeezy trainers, Fitbit watches and
0:07:03 > 0:07:09Kylie Jenner make-up.
0:07:09 > 0:07:13Take Kylie Jenner's make-up as an example.
0:07:13 > 0:07:16If I go on her official website I can buy one of her popular
0:07:16 > 0:07:18lipstick kits for $29, plus shipping from America.
0:07:18 > 0:07:21But a quick search online and apparently I can buy the same
0:07:21 > 0:07:25thing for £1.99, free shipping.
0:07:25 > 0:07:27Now, the fraud team today is warning if something looks
0:07:27 > 0:07:29too good to be true, it probably is.
0:07:29 > 0:07:32Those items often end up being fake, or never turn up.
0:07:32 > 0:07:34And it's not just that, but also things like stealing
0:07:34 > 0:07:37credit card details.
0:07:37 > 0:07:39This afternoon on Oxford Street, it didn't take long
0:07:39 > 0:07:44to find victims of fraud.
0:07:44 > 0:07:46Someone had booked flights on my card.
0:07:46 > 0:07:49So I checked the bank statement and it was seven or eight flights,
0:07:49 > 0:07:50about £2500, something like that.
0:07:50 > 0:07:54Yeah, it's frightening.
0:07:54 > 0:07:56I don't really do much online shopping at all.
0:07:56 > 0:07:59Possibly because I'm a little bit too nervous of that
0:07:59 > 0:08:00very thing happening.
0:08:00 > 0:08:02The only online fraud I've had is buying concert tickets.
0:08:02 > 0:08:07That was enough to burn me.
0:08:07 > 0:08:08I'm reasonably cautious.
0:08:08 > 0:08:09Probably not enough.
0:08:09 > 0:08:13Probably passwords and things need to be taught about.
0:08:13 > 0:08:15The fraud team says it's crucial to think twice.
0:08:15 > 0:08:18Quite often our victims say to us, I didn think there was something
0:08:18 > 0:08:20wrong, but I clicked anyway.
0:08:20 > 0:08:23If you can take that time, a little bit of time to think,
0:08:23 > 0:08:25count to five, it is probably going to save you some
0:08:25 > 0:08:31money in the long run.
0:08:31 > 0:08:34The fraud team's campaign is urging people to do just that.
0:08:34 > 0:08:43Slow down and think before clicking that "buy now" button.
0:08:43 > 0:08:45A story provoking strong feelings among a number of people today,
0:08:45 > 0:08:49is one of a family in Hertfordshire who are keeping a fox as a pet.
0:08:49 > 0:08:52Jasper has been hand-reared from when he was just a few days
0:08:52 > 0:08:55old, and his owner feels his place is firmly in the home.
0:08:55 > 0:08:59Sonja Jessup has more.
0:08:59 > 0:09:00Careful!
0:09:00 > 0:09:03No, it is not a scene from last year's John Lewis Christmas advert.
0:09:03 > 0:09:09Jasper the fox is a family pet.
0:09:09 > 0:09:12He has lived with Natalie and her children here in Sarratt
0:09:12 > 0:09:14since he was two days old.
0:09:14 > 0:09:17She took a call from a vet who said he'd been abandoned
0:09:17 > 0:09:18and would need hand rearing.
0:09:18 > 0:09:20She brought him round to me.
0:09:20 > 0:09:22For the first week or two it was through the night,
0:09:22 > 0:09:27every couple of hours, I would have to get up and feed him.
0:09:27 > 0:09:29The family already had three dogs, a cat and a horse.
0:09:29 > 0:09:32Natalie said Jasper fits in well but she treats him
0:09:32 > 0:09:35differently to her other pets.
0:09:35 > 0:09:38You can only domesticate them to a certain level so it's
0:09:38 > 0:09:44respecting his natural behaviours.
0:09:44 > 0:09:46An animal charity says foxes belong in the wild,
0:09:46 > 0:09:48but Natalie says she is worried he wouldn't survive.
0:09:48 > 0:09:51He's got he's got freedom, as in he runs around
0:09:51 > 0:09:52free in the garden.
0:09:52 > 0:09:53He's not caged.
0:09:53 > 0:09:56He's only in there for night time, and for his own safety.
0:09:56 > 0:09:59It's not like I'm keeping him captive in a cage.
0:09:59 > 0:10:01She's hoping Jasper decides to settle here
0:10:01 > 0:10:11and make himself at home.
0:10:11 > 0:10:14Starting to feel cold. Straight to the weather with Stav.
0:10:14 > 0:10:16Starting to feel cold. Straight to the weather with Stav. It's going to
0:10:16 > 0:10:20be cold to the north of our patch, cloud and rain moving through from
0:10:20 > 0:10:24the south-west.Through the night. This cloud cover will keep
0:10:24 > 0:10:27temperatures falling below five or 6 degrees. A fairly chilly note
0:10:27 > 0:10:31tomorrow, cloud around. We should see some good sunny spells as we
0:10:31 > 0:10:36head into the afternoon. Brightening through the day, staying dry for
0:10:36 > 0:10:40most, light winds but on the chilly side. At least drive for the Black
0:10:40 > 0:10:43Friday shoppers. Heading into the weekend, that run of north-west
0:10:43 > 0:10:47winds means it's going to be cold, frosty nights to come, Saturday
0:10:47 > 0:10:51night and into Sunday night. Gold starts today BetBright, plenty of
0:10:51 > 0:10:55sunshine. You'll have to wrap up because the wind will be cold, 7
0:10:55 > 0:10:59degrees at best. Looking good heading into Sunday and Monday.
0:10:59 > 0:11:02Those temperatures remaining in single figures.
