0:00:21 > 0:00:22of the capital's biggest hospital trusts after serious

0:00:23 > 0:00:24concerns about its finances.

0:00:24 > 0:00:26It was announced today that Kings College Hospitals Trust

0:00:26 > 0:00:28is being put into special measures.

0:00:28 > 0:00:30It comes not long after the trust chairman, Lord Kerslake,

0:00:30 > 0:00:33former head of the Civil Service, resigned, saying he wasn't

0:00:33 > 0:00:34prepared to make more cuts.

0:00:34 > 0:00:39Here's our political editor, Tim Donovan.

0:00:39 > 0:00:42This hospital trust has been really struggling financially ever

0:00:42 > 0:00:44since a merger with another hospital, the Princess Royal,

0:00:44 > 0:00:49in Orpington, four years ago.

0:00:49 > 0:00:52This year it is set to overspend its target budget by £92 million,

0:00:52 > 0:00:57which is why the NHS regulator has just stepped in.

0:00:57 > 0:01:00Pre-empting that, getting his retaliation in first,

0:01:00 > 0:01:04some would say, was the trust chairman, who announced he was off.

0:01:04 > 0:01:07We've saved in each of the last two years £80 million,

0:01:07 > 0:01:12twice the national average.

0:01:12 > 0:01:15But the challenges of rising demand, rising costs and an expectation

0:01:15 > 0:01:19to bring that deficit down even faster I think have proved very

0:01:19 > 0:01:24difficult and this year has been particularly challenging.

0:01:24 > 0:01:26But if he says further cuts were unsustainable, the health

0:01:26 > 0:01:29service regulator doesn't agree.

0:01:29 > 0:01:32At the hospital today there was support for both views.

0:01:32 > 0:01:34Apparently he has reduced the deficit but not

0:01:34 > 0:01:37to the target deficit.

0:01:37 > 0:01:40Do you think he could have made more savings, made more savings

0:01:40 > 0:01:42without affecting care?

0:01:42 > 0:01:45Without affecting care.

0:01:45 > 0:01:48Well, actually, I think he probably could by going for the bureaucrats.

0:01:48 > 0:01:51They need more staff, more money spent on it, more beds,

0:01:51 > 0:01:57because the pressure on a day-to-day basis is quite heavy.

0:01:57 > 0:02:00I think we should all dig into our pockets and provide

0:02:00 > 0:02:05a bit more for the NHS.

0:02:05 > 0:02:07It's clear the regulator NHS Improvement has been

0:02:07 > 0:02:09concerned for some time about the trust's

0:02:09 > 0:02:11financial planning.

0:02:11 > 0:02:14A few months ago its former head Jim Mackey warned that,

0:02:14 > 0:02:17"They hadn't hit a single number they've put to us in the two

0:02:17 > 0:02:18years I've been involved.

0:02:18 > 0:02:20You'd expect more."

0:02:20 > 0:02:24Today the patience ran out, with the new chief executive,

0:02:24 > 0:02:27Ian Dalton, saying, "The financial situation at King's has deteriorated

0:02:27 > 0:02:29very seriously over recent months and we've now placed the trust

0:02:29 > 0:02:31in special measures to maximise the amount of scrutiny

0:02:32 > 0:02:38and support that it receives."

0:02:38 > 0:02:40NHS Improvements found that Lord Kerslake's Trust

0:02:40 > 0:02:43was the worst-performing in the country on financial grounds

0:02:43 > 0:02:48and that's why I think he effectively got pushed out.

0:02:48 > 0:02:51I know it was structured as a resignation but I think

0:02:51 > 0:02:53he jumped before he was quite clearly pushed.

0:02:53 > 0:02:55Putting the trust into special measures is intended to achieve

0:02:55 > 0:02:58a swift turnaround of its financial fortunes but it's getting close

0:02:58 > 0:03:00to the most difficult time of the year for this,

0:03:00 > 0:03:02like many other hospitals - the potential challenge

0:03:02 > 0:03:09of a winter bed crisis.

0:03:54 > 0:03:57Caused by a trackside fire which took out three

0:03:57 > 0:04:00of the lines earlier in the day, this evening it was about waiting

0:04:00 > 0:04:04and hoping for some kind of service home.

0:04:04 > 0:04:05No idea.

0:04:05 > 0:04:09If a train comes up then I'll just get on any one and then hopefully

0:04:09 > 0:04:12someone in my family can pick me up but it's not ideal, particularly

0:04:12 > 0:04:15with the weather and stuff, it's rubbish really -

0:04:15 > 0:04:17just standard, standard London Waterloo.

0:04:17 > 0:04:19It's been my second delay so far this week.

0:04:19 > 0:04:24Yeah, disappointing, but it's a fire so you can't do much about it.

0:04:24 > 0:04:26All South Western trains between Waterloo and Dorking

0:04:26 > 0:04:30were cancelled for the day, as were services to Hampton Court,

0:04:30 > 0:04:34and circular services, too, via Teddington and Strawberry Hill.

0:04:37 > 0:04:39Trains to Guildford made extra stops, while all West

0:04:39 > 0:04:43of England services started and terminated at Basingstoke.

0:04:43 > 0:04:45Because of this severe overcrowding here at Waterloo this evening,

0:04:45 > 0:04:51station staff had no choice but to close the station.

0:04:51 > 0:04:54They did it about an hour ago, and it means as well as all these

0:04:54 > 0:04:57people on the concourse and the platforms, there are also

0:04:57 > 0:04:59hundreds of people locked out there on the street wondering quite

0:04:59 > 0:05:03how they're going to get home this evening.

0:05:03 > 0:05:06Eventually they did re-open the station, leading to a flood

0:05:06 > 0:05:10of people now desperate to find any route out of the city.

0:05:10 > 0:05:13Network Rail is investigating what caused the fire and hopes

0:05:13 > 0:05:15to have services running more smoothly by the morning,

0:05:15 > 0:05:18but the festive season got off to a bad start today

0:05:18 > 0:05:22for thousands of passengers.

0:05:29 > 0:05:35I think sadly it is inevitable there will be some disruption. Network

0:05:35 > 0:05:40Rail still looking into this. We are being led to believe it is caused by

0:05:40 > 0:05:44a cable which came into contact with track circuits on three lines. I

0:05:44 > 0:05:50don't know what that means, but it caused a fire that crippled the

0:05:50 > 0:05:55entire network. Engineers have been working to try and fix it. Network

0:05:55 > 0:06:01Rail say there will be some disruption tomorrow. South Western

0:06:01 > 0:06:04said their journeys will be unaffected and I saw people who

0:06:04 > 0:06:07breezed through and got home no problem, but they were the lucky

0:06:07 > 0:06:12ones. It was bedlam for a time. Now with the trains in the wrong place,

0:06:12 > 0:06:16the crews in the wrong place and because of the delays, I think there

0:06:16 > 0:06:20will be an effect for early part of rush hour. So check before you leave

0:06:20 > 0:06:25the house and travel and tonight South West have treated that tickets

0:06:25 > 0:06:29from today will be valid tomorrow. So if you bought a ticket for today

0:06:29 > 0:06:34you can use it tomorrow. But of course check it, because the usual

0:08:28 > 0:08:30to invest in secure systems ahead of law

0:08:32 > 0:08:38high security cost will be small compared to fines.

0:08:38 > 0:08:40The current maximum fine is £500,000.

0:08:40 > 0:08:43That's going to go up to between 2 to 4% of

0:08:43 > 0:08:45an organisation's turnover, or 10 million to 20 million euros -

0:08:45 > 0:08:49whichever is higher.

0:08:49 > 0:08:53And that's a huge increase in fines for organisations.

0:08:53 > 0:08:54For those trusting organisations with

0:08:54 > 0:08:58their personal information, tighter rules and fines

0:08:58 > 0:09:00have to be welcomed, but for those already facing budget

0:09:00 > 0:09:03cuts it is a cost they can be doing without and

0:09:03 > 0:09:04data security is not an

0:09:04 > 0:09:12exact science.
