0:00:00 > 0:00:00Newsnight is coming up on BBC two.
0:00:00 > 0:00:01Here on BBC One, it's time for the news where you are.
0:00:14 > 0:00:16Good evening from BBC London News.
0:00:16 > 0:00:19The mother of an 11-year-old girl who has a life-limiting illness
0:00:19 > 0:00:23has been warned her daughter may be taken into foster care if she fails
0:00:23 > 0:00:26to co-operate with doctors at King's College Hospital.
0:00:26 > 0:00:29Croydon Council says it's taking the legal action
0:00:29 > 0:00:30on the advice of the hospital,
0:00:30 > 0:00:34which claims Melody Driscoll's parents are "obstructing her care".
0:00:34 > 0:00:36But they claim they're acting in her best interests.
0:00:36 > 0:00:44Here's Marc Ashdown.
0:00:44 > 0:00:51It's fair to say she's up there among his biggest fans so when
0:00:51 > 0:00:55Melody Driscoll received a surprise visit from Ed Sheeran last year, it
0:00:55 > 0:01:00was a dream come true. But Mel owe Di's day-to-day life is very
0:01:00 > 0:01:05different. Her mother says these bouts of intense pain happen daily
0:01:05 > 0:01:12and can last up to two hours at a time. In the past, Melody's been
0:01:12 > 0:01:14administered strong painkillers but King's College Hospital is trying to
0:01:14 > 0:01:18wean her off them against her parents' wishes. She starts
0:01:18 > 0:01:23attacking herself. She can't keep her body still on the bed. She tries
0:01:23 > 0:01:27to throw herself off, rip out every single line possible. She looks at
0:01:27 > 0:01:32you, sorry, she looks at you with these eyes that say, help me.
0:01:32 > 0:01:38There's nothing I can do because they won't let me help her.We
0:01:38 > 0:01:41filmed in happier times last year when Melody was living at home with
0:01:41 > 0:01:45her family. She suffers from a range the complex medical conditions and
0:01:45 > 0:01:50could die at any point. It was decided four years ago at Great
0:01:50 > 0:01:53Ormond Street, about her quality of life rather than quantity of life.
0:01:53 > 0:01:58If we didn't control her pain and symptoms she was stuck in hospital,
0:01:58 > 0:02:02she had no life. She was always in pain. By giving her medications, it
0:02:02 > 0:02:07got her home. She was happy. She was going to school. In July, she fell
0:02:07 > 0:02:12ill and has been in hospital ever since. Croydon Council's intervened
0:02:12 > 0:02:17over her care. Over Christmas, it wrote to Mrs Driscoll saying we are
0:02:17 > 0:02:25concerned about your ability to look after your child citing her medical
0:02:25 > 0:02:30professionals. Consultants advised of the harmful risks that continued
0:02:30 > 0:02:34use of morphine could cause to Melody's liver which could lead to
0:02:34 > 0:02:41her death. They say they are concerned if she was sent home Mrs
0:02:41 > 0:02:45Driscoll wouldn't adhere toed at vice of medical professionals and
0:02:45 > 0:02:50she could suffer harm in her care. The letter states the plan is to
0:02:50 > 0:02:55place Melody in foster care. Croydon told us these case ares difficult
0:02:55 > 0:02:58where there are complex care needs and differing medical opinions. They
0:02:58 > 0:03:03say they always seek to work with the family. The trust which runs
0:03:03 > 0:03:09King's College Hospital says all the decisions taken by their expert
0:03:09 > 0:03:18medical team are done so in the patient's best interests. Melody's
0:03:18 > 0:03:22patients will battle on. These are Med cal experts, do they not know
0:03:22 > 0:03:27best?If you've something working, why take that away from her. They
0:03:27 > 0:03:32say they're doing her to give her a quantity of life. Is it fair to have
0:03:32 > 0:03:34a quantity of life full of pain?
0:03:34 > 0:03:35quantity of life. Is it fair to have a quantity of life full of pain?
0:03:35 > 0:03:41A 17-year-old from Croydon has admitted carrying out a series
0:03:41 > 0:03:45of acid attacks against moped riders in the capital.
0:03:45 > 0:03:51He targeted six in one night to try and steal their vehicles.
0:03:51 > 0:03:53A 17-year-old from Croydon has admitted carrying out a series
0:03:53 > 0:03:55of acid attacks against moped riders in the capital.
0:03:55 > 0:04:03He targeted six in one night to try and steal their vehicles.
0:04:03 > 0:04:07RaiseAcid's been thrown on the man's face. His moped has been
0:04:07 > 0:04:15stolen. A week before the attack, the Hackney gazette reported
0:04:15 > 0:04:19couriers in the area told police they feared for their lives saying
0:04:19 > 0:04:23an acid attack was going to happen at any moment. Over the course of
0:04:23 > 0:04:29the next 90 minutes that night, another five couriers were attacked
0:04:29 > 0:04:33in an attempt to steal their bikes. The attacker, 17-year-old Derryck
0:04:33 > 0:04:39John. Despite his age, a reporting ban was lifted by the judge who felt
0:04:39 > 0:04:43the public needed to know who was responsible for leaving one of his
0:04:43 > 0:04:47victims with life changinger Jess and others with long-term mental and
0:04:47 > 0:04:51physical scars. Many local couriers still fear for their safety. Some
0:04:51 > 0:04:57are only just returning to work. Horrible, and really scary. I've
0:04:57 > 0:05:01been off for three months. I didn't work the whole time. You were too
0:05:01 > 0:05:09scared to go out to work?I just come back in new year now.A number
0:05:09 > 0:05:17of big name retailers have band the sale of products containing
0:05:17 > 0:05:20corrosive substances to under-18-year-olds. But the move is
0:05:20 > 0:05:25voluntary. Maniout lets are yet to follow.
0:05:26 > 0:05:28The government's announced new powers to tackle the sale
0:05:28 > 0:05:30of unsafe laser pens, which can cause blindness.
0:05:30 > 0:05:32It comes after an increase in incidents targeting pilots
0:05:32 > 0:05:33particularly at Heathrow.
0:05:33 > 0:05:41Here's our transport correspondent Tom Edwards.
0:05:41 > 0:05:46The dangerous misuse of lasers has been increasing. They're cheap and
0:05:46 > 0:05:51easily available. Many are unaware of the dangers. Angela is from
0:05:51 > 0:05:56Hertfordshire. She wants to raise awareness after her son damaged his
0:05:56 > 0:06:01eye after looking into a laser he bought at his school fair.I shone
0:06:01 > 0:06:06it in my eye to see what it looked like. Suddenly, I saw this blur. It
0:06:06 > 0:06:12was quite weird. I thought it would go away. I left it. Eventually it
0:06:12 > 0:06:17started blocking up my reading. It was just this spot.Lasers are an
0:06:17 > 0:06:21issue. They are a weapon. People don't realise how dangerous lasers
0:06:21 > 0:06:26are. It is down to a lot of people not understanding the full impact of
0:06:26 > 0:06:31laser and its technology. Transport's often been a target for
0:06:31 > 0:06:35lasers. Two years ago, this plane was forced to return to Heathrow
0:06:35 > 0:06:40after one of the pilots was hit by a laser shortly after take-off.One of
0:06:40 > 0:06:45the pilots after a laser incident. We're going to return to Heathrow.
0:06:45 > 0:06:51Since 2013, there have been 150 incidents of eye injuries from
0:06:51 > 0:06:55lasers, most of them children. There were nearly 1300 incidents at
0:06:55 > 0:07:01airports in 2016. Heathrow is the worst affected. On rail network,
0:07:01 > 0:07:07there have been 578 incidents over recent years. The Government's now
0:07:07 > 0:07:09bringing in new measures to stop high-powered lasers getting into the
0:07:09 > 0:07:16UK.A lot of these products are imports from afraud. We're stepping
0:07:16 > 0:07:21up cheques in our ports. More training for officials there so they
0:07:21 > 0:07:28can spot these items coming in. The other thing we're doing is to make
0:07:28 > 0:07:34sure they're properly labelled, if it is a high-powered laser it has to
0:07:34 > 0:07:37have proper labelling and safety notices on it.Johnny's eye has
0:07:37 > 0:07:42improved. He was lucky. His mum wants the Government to licence all
0:07:42 > 0:07:47lasers.They need to look at lower-powered lasers as well. Our
0:07:47 > 0:07:51view is all lasers should be licensed.New laws already mean
0:07:51 > 0:07:56tougher sentences for those who misuse lasers. Furthers changes,
0:07:56 > 0:08:01it's hoped, will make it much harder to get hold of the high-powered
0:08:01 > 0:08:03lasers Thamesselves.
0:08:03 > 0:08:13Next: the campaign to save the historic India Club on the Strand.
0:08:13 > 0:08:14It was set up in the '50s historic India Club on the Strand.
0:08:14 > 0:08:16and became a popular place for south Asian ex-pats.
0:08:16 > 0:08:21Now it's under threat from developers.
0:08:22 > 0:08:22They have
0:08:22 > 0:08:24Lunch service at the India club.
0:08:24 > 0:08:26They have been dishing up authentic south Asian food here since 1951.
0:08:26 > 0:08:28The bar and canteen has barely changed since.
0:08:29 > 0:08:30It has its loyal customers.
0:08:30 > 0:08:32Will self has a table in the corner.
0:08:32 > 0:08:34It is more like a genuine Indian restaurant in India.
0:08:34 > 0:08:37But as what it reminded me off in the 1980s.
0:08:37 > 0:08:40As the years have gone by, and the world has grown faster
0:08:40 > 0:08:42and shinier, the India Club restaurant has remained exactly the
0:08:42 > 0:08:43same.
0:08:43 > 0:08:46Does not only the decor and cuisine which has made this place of
0:08:46 > 0:08:49It was set up by the first High Commissioner to
0:08:49 > 0:08:50England.
0:08:50 > 0:08:52And it was a place to discuss politics and India's new
0:08:52 > 0:08:53independence.
0:08:53 > 0:08:56I don't think there is another place in the whole United
0:08:56 > 0:08:57Kingdom which has this particular platform
0:08:57 > 0:08:59for both the community is
0:08:59 > 0:09:01to not only eat wonderful food, but also to discuss
0:09:01 > 0:09:04and debate issues of the day.
0:09:04 > 0:09:07Next year, the lease runs out, and there is a planning
0:09:07 > 0:09:09application to turn the building into a hotel.
0:09:09 > 0:09:12Some people have told us why can't you just move it to
0:09:12 > 0:09:15another building, but it is really the memories and events which are
0:09:15 > 0:09:17soaked up in the walls of this place which you cannot replicate.
0:09:17 > 0:09:20What we have tried to do is get in touch
0:09:20 > 0:09:22with Historic England to get the place listed and get heritage
0:09:22 > 0:09:23status.
0:09:23 > 0:09:26The owner of the buildings says no decision has been made to
0:09:26 > 0:09:31redevelop it, exploring planning permissions is one option and it
0:09:31 > 0:09:34is working with Historic England to establish the heritage of this
0:09:34 > 0:09:36place.
0:09:38 > 0:09:39That's it from me.
0:09:39 > 0:09:45Time to see how the weather's shaping up with Stav Danaos.
0:09:45 > 0:09:51How's it looking? Pretty typical winter January weather to this
0:09:51 > 0:09:52How's it looking? Pretty typical winter January weather to this week.
0:09:52 > 0:09:55There will be a lot of cloud around. Maybe mist and fog too. It will feel
0:09:55 > 0:09:59on the chilly side. We could see sunshine around the middle part of
0:09:59 > 0:10:04the week. Other than that, cloudy. Tonight, low cloud which will give
0:10:04 > 0:10:11rise to hill fog too. Temperatureses around 3 Celsius. No lower. Into
0:10:11 > 0:10:17tomorrow, a grey day. A lot of mist and murk. Top temperatures around 6
0:10:17 > 0:10:21or 7 degrees. Add on the south-east/south-east breeze not
0:10:21 > 0:10:25feeling pleasant out there. On Tuesday night, a change. Weather
0:10:25 > 0:10:29front moving from the south-west. It will clear the air picking up
0:10:29 > 0:10:32south-westerly winds. The rain will clear during Wednesday morning. We
0:10:32 > 0:10:37should see sunshine into Wednesday afternoon. Pleasant, a little
0:10:37 > 0:10:42milder, 9, maybe 10 degrees. Back to the cloud on Thursday. Could see a
0:10:42 > 0:10:46few glimmers of brightness here and there. The odd spot of rain in
0:10:46 > 0:10:50Northern areas. On Friday, in between weather systems. This will
0:10:50 > 0:10:55become a player into our weather during the middle part of the week.
0:10:55 > 0:10:59Friday, a chilly start, maybe frost. Cloud around. Top temperatures 7
0:10:59 > 0:11:01Celsius.
