0:00:00 > 0:00:01That is it from us.
0:00:12 > 0:00:15Welcome to BBC London News with me Chris Rogers.
0:00:15 > 0:00:18First tonight: A burglar so sophisticated and violent police
0:00:18 > 0:00:22believe he could be the work of a 'highly professional soldier'.
0:00:22 > 0:00:25A series of burglaries across London, Kent and Surrey have
0:00:25 > 0:00:35been carried out using cable ties, covert surveillance and extreme
0:00:35 > 0:00:37violence - he's been dubbed the Night Watcher.
0:00:37 > 0:00:39Tolu Adeoye has met one of his victims who lost hundreds
0:00:39 > 0:00:44of thousands of pounds worth of jewellery and possessions.
0:00:44 > 0:00:47Waiting for the perfect moment to invade a house he's been planning to
0:00:47 > 0:00:52steel from. The burglar police believe may have had military
0:00:52 > 0:00:56training. He enters through unlocked back doors and windows usually while
0:00:56 > 0:01:01victims are inside their homes.I was at my computer and I heard a
0:01:01 > 0:01:06very loud voice behind me. I turned around and saw a very, very large
0:01:06 > 0:01:12man dressed all in black with the balaclava. He shouted very loudly, I
0:01:12 > 0:01:18want the jewellery, take me to the safe.Susan Morris was alone at home
0:01:18 > 0:01:23back in October when she and her home came under attack. He hit me
0:01:23 > 0:01:27three times on the face, it was very, very painful and I could not
0:01:27 > 0:01:32believe the blows kept coming. I took him to the jewellery. I gave
0:01:32 > 0:01:36him the jewellery. It had already been very frightening. But he
0:01:36 > 0:01:42actually said to me, get on the floor. I actually thought he was
0:01:42 > 0:01:52going to rape me.It was the latest of seven and violent burglaries all
0:01:52 > 0:01:55targeting affluent homes and police believe the same man is responsible.
0:01:55 > 0:01:59These are some of more than £1 million worth of jewellery and
0:01:59 > 0:02:04watches which have been taken over three years. We do not believe this
0:02:04 > 0:02:08is an amateur, this is someone with specialist skills. He uses firearms
0:02:08 > 0:02:15and cable ties to do this. He has an immense amount of planning and
0:02:15 > 0:02:20prepping before he goes to commit these offences. There are trade
0:02:20 > 0:02:24crafts we generally only see by people with specialist or former
0:02:24 > 0:02:28military experience which include identifying pattern is of life, of
0:02:28 > 0:02:32the owners of these properties. Looking at the arcs of cameras and
0:02:32 > 0:02:37their locations. Even the methods of entry.Despite the Ministry of
0:02:37 > 0:02:40Defence seeing it is working with the police investigation it is
0:02:40 > 0:02:44asking for more evidence saying we are unable to share unique taken
0:02:44 > 0:02:47from personnel before they are deployed on military operations as
0:02:47 > 0:02:52it is restricted under data protection. If service personnel are
0:02:52 > 0:02:55convicted of a crime or under suspicion DNA records are shared
0:02:55 > 0:02:59with police. For his victims they are now pervades the place they
0:02:59 > 0:03:06should feel more safe.Even letting the dog out, we turn the alarm on
0:03:06 > 0:03:09before it comes back, we lock internal balls from the hallway into
0:03:09 > 0:03:16the kitchen. It's not good.With no moral leads police say it's
0:03:16 > 0:03:19important anyone with information comes forwards before he strikes
0:03:19 > 0:03:23again.
0:03:23 > 0:03:25A school in Isleworth could become the first in England
0:03:25 > 0:03:28to reduce school hours by closing lunchtime on a Friday to save money.
0:03:28 > 0:03:30St Mary's Catholic Primary School, are consulting
0:03:30 > 0:03:32parents on the proposal.
0:03:32 > 0:03:34Many are concerned about the extra child-care costs they'll face
0:03:34 > 0:03:39and say the process has been mismanaged.
0:03:39 > 0:03:40But is there a bigger picture?
0:03:40 > 0:03:46Here is our Education Reporter Marc Ashdown.
0:03:46 > 0:03:50In classrooms across London the school day finishes around 3:30pm
0:03:50 > 0:03:55but here in aisles worth pupils could be heading home on a Friday
0:03:55 > 0:04:00almost three hours early. Due to pressures on the budget the
0:04:00 > 0:04:04governors at Saint Mary 's school are proposing a move to a four and a
0:04:04 > 0:04:10happy week. Which presents a headache for parents like Marlon.
0:04:10 > 0:04:17They are ten and eight.Today they are at school of course but come
0:04:17 > 0:04:21September he has already been told to start thinking about childcare
0:04:21 > 0:04:24options.The lack of consideration for working parents is quite
0:04:24 > 0:04:32striking. So at the moment, that is the main problem, both the cost for
0:04:32 > 0:04:36some parents and also the logistics of actually who will pick up the
0:04:36 > 0:04:41child?The school wrote to parents explaining the savings it has made
0:04:41 > 0:04:45over the past five years, vacant posts have not been filled, and
0:04:45 > 0:04:49Italian language teacher was replaced by a volunteer and some
0:04:49 > 0:04:54music lessons have been cancelled and the parent fund was sent up for
0:04:54 > 0:04:57supplies like colouring pencils and glue sticks. The school run a
0:04:57 > 0:05:02consultation with the idea with £400 voluntary donation from each parent
0:05:02 > 0:05:06and considered cutting classroom assistants. It is upsetting because
0:05:06 > 0:05:10this will affect our children's education. It is going to happen all
0:05:10 > 0:05:15over the country. Many of us have a lot of suggestions we would like to
0:05:15 > 0:05:17bid forward to try to help supplement school funds. We need to
0:05:17 > 0:05:22move forward. On the half of the school Hounslow Council said a
0:05:22 > 0:05:28consultation are still underway and no decision will be taken with the
0:05:28 > 0:05:33backing of parents. The issues with funding are being felt at schools
0:05:33 > 0:05:35across London, headteachers far and wide grappling with how to make the
0:05:35 > 0:05:39figures add up. Last year a delegation of heads descended on
0:05:39 > 0:05:45Downing Street with a petition in effect begging for more money. The
0:05:45 > 0:05:47Department for Education says it trusts heads to structure the school
0:05:47 > 0:05:53day to support pupils learning and says it is investing an extra £1.3
0:05:53 > 0:05:57billion in schools. They have not taken into account the fact that
0:05:57 > 0:05:59pensions are increasing, school inflation is running higher than
0:05:59 > 0:06:04normal inflation. All these pressures are coming to bear on our
0:06:04 > 0:06:08school system and that is why you see schools making these decisions.
0:06:08 > 0:06:13It is not clear if the shorter week will now go ahead but schools facing
0:06:13 > 0:06:22a similar squeeze will be watching closely.
0:06:22 > 0:06:25Knife crime in England and Wales jumped by more than 20% last year.
0:06:25 > 0:06:28On New Year's Eve alone, four young men were stabbed
0:06:28 > 0:06:30to death in London - and teenage knife murders are now
0:06:30 > 0:06:32at a ten year high in the capital.
0:06:32 > 0:06:34But what about the loved ones left behind?
0:06:34 > 0:06:37Our Home Affairs Correspondent Nick Beake has spent time with a family -
0:06:37 > 0:06:43to hear the devastating impact that knife crime can have.
0:06:43 > 0:06:45Behind the police tape, behind the forensic
0:06:45 > 0:06:47search and behind the
0:06:47 > 0:06:56headline that will appear in the newspaper there is a face.
0:06:56 > 0:06:58And a family beginning to grieve.
0:06:58 > 0:07:00We first met Michael's dad and brothers the day
0:07:00 > 0:07:04after the 17-year-old was stabbed to death.
0:07:04 > 0:07:05Michael said, daddy.
0:07:05 > 0:07:15Did you cry?
0:07:15 > 0:07:17But two months on relatives have gathered in south London to say
0:07:17 > 0:07:19goodbye.
0:07:19 > 0:07:25I love him to the bottom of my heart, rest in peace, Michael.
0:07:25 > 0:07:28I know you are with the angels in the
0:07:28 > 0:07:38sky, it breaks my heart to know you are gone.
0:07:40 > 0:07:42It is really horrible, it is really horrible, it is really
0:07:42 > 0:07:43horrible.
0:07:43 > 0:07:44How can they do it?
0:07:44 > 0:07:50So many of them.
0:07:50 > 0:07:56Murderer, blood is on your shoulders.
0:07:56 > 0:07:58Kill me today, you cannot kill me tomorrow.
0:07:58 > 0:08:00Michael was one of 20 teenagers stabbed to death
0:08:00 > 0:08:07in London last year.
0:08:07 > 0:08:09Our young beautiful boys are going and I don't
0:08:09 > 0:08:11know what to do is parent.
0:08:11 > 0:08:14Knife crime is rising across the country.
0:08:14 > 0:08:17Families who should be organising birthday parties are instead
0:08:17 > 0:08:23organising where to bury their loved ones.
0:08:23 > 0:08:28I am hoping that my son, Michael, will be the last one and
0:08:28 > 0:08:37my son, Michael, his death will change the world.
0:08:37 > 0:08:39Six teenagers aged between 14 and 19 had been charged
0:08:39 > 0:08:43with Michael's murder.
0:08:43 > 0:08:48But case against them has just been dropped
0:08:48 > 0:08:49because of a lack of evidence.
0:08:49 > 0:08:51Michael's brother has a message for the
0:08:51 > 0:08:53killers.
0:08:53 > 0:08:56We don't know what Michael was going to be and now we will
0:08:56 > 0:09:02never get to know what he was going to be.
0:09:02 > 0:09:04Because of you and your cowardly behaviour.
0:09:04 > 0:09:07All I can tell you is you need to look into yourself
0:09:07 > 0:09:10and sort yourself out.
0:09:10 > 0:09:14The Jonas family are pleading with those who
0:09:14 > 0:09:18robbed them of this young life to come forward and confess.
0:09:18 > 0:09:24Their faith in divine justice remains strong.
0:09:24 > 0:09:32This is a family willing to forgive, but will never be able to forget.
0:09:32 > 0:09:36Let the balloons free!
0:09:42 > 0:09:44The first public consultation has started into the expansion
0:09:44 > 0:09:45of Heathrow Airport.
0:09:45 > 0:09:48The airport's owner has put forward a number of ideas for how
0:09:48 > 0:09:50the project could be carried out.
0:09:50 > 0:09:56One of them is to move part of the M25 into a tunnel.
0:09:56 > 0:09:59That's it for now from me, but lets find out what the weather's
0:09:59 > 0:10:00up to with Elizabeth Rizzini.
0:10:05 > 0:10:09Thank you, early signs of spring spotted today by weather watches,
0:10:09 > 0:10:12happy daffodils blowing around in the sunshine and will be more
0:10:12 > 0:10:16sunshine for much of the rest of the week. Also showers notably so
0:10:16 > 0:10:23tomorrow. And it will be quite chilly. Sunshine around by day, dry
0:10:23 > 0:10:27weather and clear spells at night so if you want to see the super bloom

0:10:29 > 0:10:36will be good. A lot of clouds tonight and it is quite breezy. A
0:10:36 > 0:10:43few showers around. Different start to the day tomorrow, we started this

0:10:55 > 0:11:00Breezy, top temperature and 9-10. North-westerly wind developing on
