0:00:00 > 0:00:00so far. This might be the day they get off the mark.
0:00:00 > 0:00:01Looking forward
0:00:13 > 0:00:15Good evening. I'm Asad Ahmad.
0:00:15 > 0:00:18Ride-by moped thefts and robberies on Oxford Street
0:00:18 > 0:00:25are happening at more than 20 times the rate
0:00:25 > 0:00:27they occurred just a couple of years ago.
0:00:27 > 0:00:30Figures from the Metropolitan Police show there's also a sharp rise
0:00:30 > 0:00:33on other well known streets, with moped thefts being described
0:00:33 > 0:00:41as the "crime of the moment". Charlotte Franks has the details.
0:00:41 > 0:00:45Mopeds goings on London streets, brazenly stealing from pedestrians.
0:00:45 > 0:00:50Some going to any length to take from their victims. Indiscriminately
0:00:50 > 0:00:57they assault and threatening innocent people. But the capital's
0:00:57 > 0:01:01busiest streets offering them rich pickings.I noticed someone moving
0:01:01 > 0:01:05out of the corner of my eye. I realised it was a mopeds. It hadn't
0:01:05 > 0:01:09Don Dahler me what was happening. They stashed my phone and rode off.
0:01:09 > 0:01:14It was not helplessness for me.It was definitely anger. He was just
0:01:14 > 0:01:20one of many mopeds crime victims last year. Now new figures obtained
0:01:20 > 0:01:23by BBC London show that mopeds assisted thefts and robberies in
0:01:23 > 0:01:27shopping hotspots have increased sixfold over the last two years. The
0:01:27 > 0:01:31data from the Met police shows it is here on Oxford Street were most
0:01:31 > 0:01:36offences took place last year, with 291 compared to 34 the year before,
0:01:36 > 0:01:43and 13 in 2014 - 15. Regent Street and Bond Street have also seen that
0:01:43 > 0:01:47increased dramatically since 2016. The situation is a huge concern to
0:01:47 > 0:01:52criminologists.It is certainly the crime at the moment it appears in
0:01:52 > 0:01:57London. And young gang affiliated boys, for example, will actively
0:01:57 > 0:02:03want these mobile phones because they can sell them for high value.
0:02:03 > 0:02:06They can be decoded, they can be reused. There is a profit margin to
0:02:06 > 0:02:11be made.Earlier this month, a 22-year-old man was stabbed after he
0:02:11 > 0:02:14chased down a morbid passenger who snatched his mobile phone out of his
0:02:14 > 0:02:20hand on Oxford Street. But police and said hall saying intensive
0:02:20 > 0:02:23operations and new tactics in the West End have led to an overall
0:02:23 > 0:02:28decrease in motorbike enabled crime since October 20 17.We have been
0:02:28 > 0:02:31working with the Metropolitan police very hard over the past year to deal
0:02:31 > 0:02:36with mopeds crime and the snatches and thefts that happened. The money
0:02:36 > 0:02:39the mayor has put into extra policing and officers on the street
0:02:39 > 0:02:42will have an impact on all crime, including mopeds crime. We will also
0:02:42 > 0:02:49be working in partnership calling on mopeds manufacturers to do their bit
0:02:49 > 0:02:54that -- to ensure it is harder to steal a morbid.Despite these
0:02:54 > 0:02:58assurances, this man says it is no surprise he still feels unsafe and
0:02:58 > 0:03:03is always wary when walking alone.I do look over my shoulder more than I
0:03:03 > 0:03:06used to. There is a slight feeling of being on edge because of what
0:03:06 > 0:03:10happened back then. But that is to be expected.
0:03:10 > 0:03:12Charlotte Franks, BBC London News.
0:03:12 > 0:03:15A protest has taken place outside Wormwood Scrubs Prison,
0:03:15 > 0:03:17calling upon the authorities to make it a safe place for inmates.
0:03:17 > 0:03:22Fears have been raised after the recent murder of
0:03:22 > 0:03:2425-year-old Khader Saleh - who was on remand -
0:03:24 > 0:03:26and other attacks which have taken place inside.
0:03:26 > 0:03:34Nick Beake was at the protest.
0:03:34 > 0:03:41We are demanding justice! Among those calling for justice
0:03:41 > 0:03:46outside Wormwood Scrubs this morning, a grieving mother. When her
0:03:46 > 0:03:50son was sent to prison after pleading guilty to supplying drugs,
0:03:50 > 0:03:54she thought he would be safe. But while awaiting sentence, he was
0:03:54 > 0:04:04attacked and killed.You can't describe how very hard it is.Khader
0:04:04 > 0:04:06Saleh's family fear more prisoners could be killed unless safety is
0:04:06 > 0:04:11improved.We don't want this to happen to anybody else. We lost our
0:04:11 > 0:04:17loved one and we believe if this carries on in the same way, a lot of
0:04:17 > 0:04:21people will be sitting in the same position as us, losing their beloved
0:04:21 > 0:04:23one inside the prisons.Three inmates have been charged with the
0:04:23 > 0:04:29murder of fortnight ago. Today we met one mother whose teenage son is
0:04:29 > 0:04:36in sight. She is deeply concerned.I was here on the day the fatality
0:04:36 > 0:04:40happened. Wardens were running around asking for help, quick
0:04:40 > 0:04:46response. It is very sad for this family today. Obviously macro I have
0:04:46 > 0:04:50grave concerns for my son.Repeated inspections have found high levels
0:04:50 > 0:04:55of violence and staff shortages. In a place which is overcrowded and rat
0:04:55 > 0:05:00infested. The anger you see here is not just directed against what is
0:05:00 > 0:05:04happening here in Wormwood Scrubs. Protestors are concerned about the
0:05:04 > 0:05:13safety of prisons across London. 21-year-old Jamal also from a Somali
0:05:13 > 0:05:16background, was stabbed to death in Pentonville prison in 2016. Three
0:05:16 > 0:05:20men were later cleared of murder. The Ministry of Justice say they
0:05:20 > 0:05:25have taken decisive action to reduce violence in prisons and more staff
0:05:25 > 0:05:31are being recruited. No more prison deaths!Campaigners
0:05:31 > 0:05:36acknowledge many people would prioritise funding for schools and
0:05:36 > 0:05:41hospitals ahead of prisons. But the demand is for basic safety for a
0:05:41 > 0:05:44place where inmates can serve their time.
0:05:44 > 0:05:45Nick Beek, BBC London News.
0:05:45 > 0:05:48Three large billboards demanding justice for the victims
0:05:48 > 0:05:53of the Grenfell Tower fire, have been driven through London,
0:05:53 > 0:05:57taking their inspiration from a multi-Oscar nominated film.
0:05:57 > 0:05:59The billboards were donated by an advertising agency,
0:05:59 > 0:06:02and they ask, why there haven't been any arrests eight
0:06:03 > 0:06:05months after the fire?
0:06:05 > 0:06:13Here's Victoria Cook.
0:06:13 > 0:06:16Three red billboards travelling outside of St Paul's, London. They
0:06:16 > 0:06:19made their way around the capital with a powerful message from those
0:06:19 > 0:06:24affected by the Grenfell disaster. The community say it's time to
0:06:24 > 0:06:27remind the public that the victims haven't had justice.
0:06:27 > 0:06:29It's about making their voices heard.
0:06:29 > 0:06:33There's 71 voices that can't be heard.
0:06:33 > 0:06:38They are not with us today. So it is making sure that we are fighting
0:06:38 > 0:06:42their cause as well and we are not letting it go. They are seeking the
0:06:42 > 0:06:43answers, too.
0:06:43 > 0:06:45The billboards may seem familiar - they're been isnpired by the award
0:06:45 > 0:06:51winning film Three Billboards Outside Ebbing, Missouri.
0:06:51 > 0:06:58I know, cheese, but I think we've got kind of a problem.-- chief. I'd
0:06:58 > 0:07:02do anything to catch your daughter's killer. I don't think those bills
0:07:02 > 0:07:05boards is very fair.-- billboards.
0:07:05 > 0:07:07Campaigners say these billboards will put pressure
0:07:07 > 0:07:08on the authorities.
0:07:08 > 0:07:10Not just their calls for justice, but their plea
0:07:10 > 0:07:11for better support.
0:07:11 > 0:07:13More than 80 families are still living in hotels,
0:07:14 > 0:07:15waiting for permanent new homes.
0:07:15 > 0:07:21Eight months on here we are, no redress, no answers. Theresa May
0:07:21 > 0:07:26busy with Brexit. It is like this whole thing has been forgotten. This
0:07:26 > 0:07:31is not going to stop. This will carry on for years. Like me, I just
0:07:31 > 0:07:36want to, I'm not giving up. I just want to get on with my life for a
0:07:36 > 0:07:42change. To Hareide advertising bans like
0:07:42 > 0:07:46this normally would cost a lot of money. But the justice for Grenfell
0:07:46 > 0:07:49campaign group have not had to pay anything. They have been donated by
0:07:49 > 0:07:50an advertising agency.
0:07:50 > 0:07:52An inquiry into the disaster is under way.
0:07:52 > 0:07:54Its aim is to establish the facts and stop the same
0:07:54 > 0:07:55thing happening again.
0:07:55 > 0:07:59It cannot find anyone criminally responsible.
0:08:00 > 0:08:04Voters in some areas are going to have to produce
0:08:04 > 0:08:07personal ID at the polling booth this May, before they're
0:08:07 > 0:08:10allowed to mark their cross on the ballot paper.
0:08:10 > 0:08:12It's all about preventing voter fraud.
0:08:12 > 0:08:15Tolu Adayo can tell us more.
0:08:15 > 0:08:20What areas are affected?
0:08:20 > 0:08:24This will be in four areas. Bromley, Watford, walking and Slough. There
0:08:24 > 0:08:29are flyers being handed out in Bromley. Voters will have to go to
0:08:29 > 0:08:34the polling station with a form of photo ID, a passport, driving
0:08:34 > 0:08:43licence, are two forms of non-photo ID. That can be a bill. It is to
0:08:43 > 0:08:46stop voter impersonation, which is essentially people turning up
0:08:46 > 0:08:50pretending to be someone they are not. That has doubled between 2014
0:08:50 > 0:08:56and 2016.This is because of what happened in another part of London?
0:08:56 > 0:09:01Yes, the mayor of Tower Hamlets in 2014, it was found there was a
0:09:01 > 0:09:04electoral fraud involved in the election. Even though Tower Hamlets
0:09:04 > 0:09:08is not part of this pilot, they are doing lots to crack down on
0:09:08 > 0:09:13problems. Tighter postal voting, compulsory training for police
0:09:13 > 0:09:17officers. They will be a police officer at each polling station.
0:09:17 > 0:09:20Police squads checking on the election. There will also be checks
0:09:20 > 0:09:24on any home which has more than five people registered to vote, to make
0:09:24 > 0:09:27sure it is legal. Lots going on in Tower Hamlets. With this pilot we
0:09:27 > 0:09:33could see a way that might change to the way we vote.Thank you.
0:09:33 > 0:09:35City firms, which include Goldman Sachs and JP Morgan,
0:09:35 > 0:09:38have been called on to sign a gender diversity pledge first
0:09:38 > 0:09:39published in 2016.
0:09:39 > 0:09:41Treasury committee chair Nicky Morgan has written to 33
0:09:41 > 0:09:45financial services firms who haven't signed it.
0:09:45 > 0:09:49She's asked the companies to join or explain why they have decided not
0:09:49 > 0:09:54to do so by tomorrow.
0:09:54 > 0:09:55That's it for now from me,
0:09:55 > 0:09:56But let's find out what the weather's up to with Tomas.
0:09:56 > 0:09:58But let's find out what the weather's up to with Tomas.
0:09:58 > 0:10:05Much warmer than of late? Yeah, it did today. A little bit mild. A
0:10:05 > 0:10:10beautiful way -- Bay away tomorrow. With the clear skies we have out
0:10:10 > 0:10:14there know it would be a clear night. A couple of pictures to
0:10:14 > 0:10:18start. A lovely one from Chiswick. I think that is the evening. I think
0:10:18 > 0:10:23there is a moon. Also, another one from earlier today from Barbara from
0:10:23 > 0:10:27Bromley. Some crocuses poking through. Maybe spring is around the
0:10:27 > 0:10:32corner. A chilly morning on the way. Outside of London it would be minus
0:10:32 > 0:10:36three. You can see where the frost is in the middle of the city. It
0:10:36 > 0:10:40will be around zero. Friday basically starts on a beautiful
0:10:40 > 0:10:44sunny note. We keep the sunshine all the way through. Hardly a cloud in
0:10:44 > 0:10:51the sky. Other than that, clear blue skies. A beautiful day. 10 degrees
0:10:51 > 0:10:56will be the top temperature on Friday. Saturday is not looking bad.
0:10:56 > 0:11:00But come Sunday, looks like things will cloud over and there is some
0:11:00 > 0:11:03rain on the way. Before that, let's have a look at
