0:00:00 > 0:00:01Huw, we will find out next month at the Camp Nou.Natalie Perks with the

0:00:01 > 0:00:01latest

0:00:12 > 0:00:21Good evening from BBC London News.

0:00:21 > 0:00:26Residents in a London borough are patrolling the streets

0:00:26 > 0:00:27after a series of violent burglaries.

0:00:27 > 0:00:30They say they've been forced to take action because there aren't enough

0:00:30 > 0:00:31local police officers.

0:00:31 > 0:00:34Hundreds of people have signed up to the group but the police have

0:00:34 > 0:00:36warned them against taking matters into their own hands.

0:00:36 > 0:00:40Anna O'Neill reports.

0:00:40 > 0:00:45He will be the driver and I will be the patrol. This is Rakesh and

0:00:45 > 0:00:50Dhawan and by day, they work in finance but by night, they work as

0:00:50 > 0:00:54vigilantes. They say they have been forced to take action because of an

0:00:54 > 0:00:58increase in burglaries in Redbridge and a lack of officers.

0:00:58 > 0:01:00All we have is a group of 250 members.

0:01:00 > 0:01:01If we see anything suspicious...

0:01:01 > 0:01:02Sorry to interrupt.

0:01:02 > 0:01:03I spoke to those lads.

0:01:03 > 0:01:05There are three of them.

0:01:05 > 0:01:12There are a few of them walking really strange in the avenue.

0:01:12 > 0:01:14A few moments later the people walking strangely

0:01:14 > 0:01:15are nowhere to be found.

0:01:15 > 0:01:17They were seen on the road looking at people's houses.

0:01:18 > 0:01:18And taking photos.

0:01:18 > 0:01:20Taking photos?

0:01:20 > 0:01:21So that what is meant by walking suspiciously?

0:01:22 > 0:01:24Yeah.

0:01:24 > 0:01:28They are gone now.

0:01:28 > 0:01:33This is why they are worried, home CCTV footage of a violent attack on

0:01:33 > 0:01:40a family at 6:30pm. A gang left with jewellery, money and a car and left

0:01:40 > 0:01:45a 17-year-old with a knife wound to the head. Burglaries have doubled.

0:01:45 > 0:01:47As soon as they walked in, I had that sinking feeling.

0:01:47 > 0:01:50I opened the bedroom door, it was wide open,

0:01:50 > 0:01:52and everything from my cupboard, everything was on the floor,

0:01:52 > 0:01:53on the bed.

0:01:53 > 0:01:58This woman was also burgled last month,

0:01:59 > 0:02:03and most of her friends.

0:02:03 > 0:02:07I have been sleeping with the phone under my pillow and every now and

0:02:07 > 0:02:12again I check that somebody is on patrol and I feel OK.The patrols

0:02:12 > 0:02:16have the support of the local council.I think it is totally

0:02:16 > 0:02:20justified because the police numbers have gone down. The last statistic

0:02:20 > 0:02:25was they are down to 1985 level and Redbridge being the second fastest

0:02:25 > 0:02:29borough, we are not, per capita, we do not have enough policeman and the

0:02:29 > 0:02:34residents have enough reason to be unhappy.I can't see us taking the

0:02:34 > 0:02:39law into our own hands but again, we don't want to do this, we are all

0:02:39 > 0:02:43working people. If there were enough police officers on the road, I

0:02:43 > 0:02:47wouldn't want to patrol, I would want to be at home.Police are

0:02:47 > 0:02:50launching a street watch scheme later this month where local patrols

0:02:50 > 0:02:54can be trained to operate under their guidance. Police say they

0:02:54 > 0:02:57admire the community spirit in the area but want to make sure the

0:02:57 > 0:03:00patrols remain within the law.They shouldn't have this worry, they

0:03:00 > 0:03:04shouldn't have to feel like this.

0:03:04 > 0:03:06Jeremy Corbyn has been speaking about his plans

0:03:06 > 0:03:09for the City of London, promising a Labour government

0:03:09 > 0:03:12would take decisive steps to make it a "servant of industry".

0:03:12 > 0:03:15Alpa Patel listened to the speech earlier today.

0:03:15 > 0:03:18Alpa, what did he say?

0:03:18 > 0:03:23This was a hard-hitting speech in front of a conference of

0:03:23 > 0:03:27manufacturers in which Jeremy Corbyn called for a fundamental rethink on

0:03:27 > 0:03:32the way the city is regulated. He said if he was Prime Minister, he

0:03:32 > 0:03:36would end the out-of-control financial wizardry and gambling of

0:03:36 > 0:03:40bankers, as he put it. Here is a little more of what he had to say.

0:03:40 > 0:03:42We need a fundamental rethink of who finance should serve and how

0:03:42 > 0:03:44it should be regulated.

0:03:44 > 0:03:47There can be no rebalancing of our distorted, sluggish

0:03:47 > 0:03:57and unequal economy without taking on the unfettered power of finance.

0:03:57 > 0:04:00Well, as you can imagine, his comments has certainly raised

0:04:00 > 0:04:04eyebrows. One leading industry analyst said Jeremy Corbyn had

0:04:04 > 0:04:08failed to understand the value of the city and the contribution it

0:04:08 > 0:04:12makes towards jobs and tax revenue, but his speech of course plays into

0:04:12 > 0:04:17a core message by Labour over social inequality and that widening gap

0:04:17 > 0:04:23between rich and poor. And let's not forget that we are merely two months

0:04:23 > 0:04:26away from local elections, this is why this speech matters. Thanks very

0:04:26 > 0:04:28much.

0:04:28 > 0:04:32Tickets, dinners and trips abroad - are some of the hundreds of perks

0:04:32 > 0:04:35a Westminster councillor has been criticised for receiving.

0:04:35 > 0:04:38The gifts and hospitality were all fully declared -

0:04:38 > 0:04:41but he's now referred himself to the borough's monitoring board.

0:04:41 > 0:04:44As our Political editor Tim Donovan reports.

0:04:45 > 0:04:47The application is granted as advised.

0:04:47 > 0:04:50Shame on you.

0:04:50 > 0:04:52That was Robert Davis telling an angry audience that his council

0:04:52 > 0:04:56was backing the Garden Bridge.

0:04:56 > 0:04:59For many years, he was the councillor in charge

0:04:59 > 0:05:01of planning in Westminster, overseeing the look and feel

0:05:01 > 0:05:03of the heart of the capital.

0:05:03 > 0:05:07He is now deputy leader.

0:05:07 > 0:05:09An analysis of council records shows just how much entertainment,

0:05:09 > 0:05:12hospitality and gifts he's received.

0:05:12 > 0:05:15More than 500 occasions declared on his register of interests

0:05:15 > 0:05:18in the last three years.

0:05:18 > 0:05:21It certainly proved to be a role with the capacity for fine dining.

0:05:21 > 0:05:26Councillor Davis has declared 296 meals over the three-year period,

0:05:26 > 0:05:31including two here at the Ritz.

0:05:31 > 0:05:33And four occasions at one of London's most exclusive

0:05:33 > 0:05:35restaurants, La Caprice.

0:05:35 > 0:05:39While this has been his most regular haunt.

0:05:39 > 0:05:42He's been entertained 20 times at this upmarket steak

0:05:42 > 0:05:48restaurant just up the road from the council offices.

0:05:48 > 0:05:50Very clearly he has an approach we disagree with.

0:05:50 > 0:05:51We think it needs to change.

0:05:51 > 0:05:54And we want there to be higher standards of transparency for anyone

0:05:54 > 0:05:56that has responsibility for making planning decisions.

0:05:56 > 0:06:00Look, he's not broken the rules, but the rules need to change.

0:06:00 > 0:06:02Rarely a week goes by without some perk.

0:06:02 > 0:06:06Like 12 bottles of wine received in December 2015.

0:06:06 > 0:06:09Or tickets to Wimbledon in July 2016.

0:06:09 > 0:06:12A few weeks later, lunch with the theatre impresario

0:06:12 > 0:06:15Andrew Lloyd Webber at his home in Mallorca.

0:06:15 > 0:06:19While more recently, last December, he gets his hands on a much

0:06:19 > 0:06:23sought-after ticket to the musical Hamilton.

0:06:23 > 0:06:27One industry body has entertained Councillor Davis 15 times.

0:06:27 > 0:06:30But says it's open and transparent, just a forum for discussing

0:06:30 > 0:06:33complex planning issues.

0:06:33 > 0:06:36There is no exchange of money.

0:06:36 > 0:06:39These are, every single event that the Westminster Property

0:06:39 > 0:06:43Association has hosted, has been for a politician

0:06:43 > 0:06:48or an officer both to actually speak and engage and have a discussion

0:06:48 > 0:06:51on emerging policy, which impacts central London,

0:06:51 > 0:06:54one of the most economically productive parts of the UK.

0:06:54 > 0:06:58Robert Davis hasn't been speaking publicly about this today.

0:06:58 > 0:07:01But this afternoon, he said he had referred himself to the town hall

0:07:01 > 0:07:04official who monitors the conduct of councillors.

0:07:04 > 0:07:05He said in a statement,

0:07:05 > 0:07:08"I'm absolutely clear I have not broken any rules.

0:07:08 > 0:07:11"But given recent attention, I believe this is the right step

0:07:11 > 0:07:14"to take so that can be shown to be the case,

0:07:14 > 0:07:17"and to reassure residents."

0:07:17 > 0:07:21In the meantime, the council is saying that as the chair

0:07:21 > 0:07:23of the country's biggest planning authority, it's not surprising

0:07:23 > 0:07:25Councillor Davis had so many meetings.

0:07:25 > 0:07:26Tim Donovan, BBC London news.

0:07:29 > 0:07:33Next, the families living in a block in Enfield who say they've endured

0:07:33 > 0:07:37months of living living with mould, damp and leaky pipes -

0:07:37 > 0:07:39which is now affecting their health.

0:07:39 > 0:07:43They feel the council landlord has turned its back on them.

0:07:43 > 0:07:47It has apologised and rehoused some of the worst affected residents.

0:07:47 > 0:07:55Gareth Furby reports.

0:07:55 > 0:07:58Sian is a mother of two

0:07:58 > 0:08:00who has had to move out

0:08:00 > 0:08:03of her council flat because of this.

0:08:03 > 0:08:06It is a water leak pouring onto the electric fuse box.

0:08:06 > 0:08:08It is going over the plug sockets, the fuse box...

0:08:08 > 0:08:17No one was electrocuted but she says the council only two complaints

0:08:17 > 0:08:20No one was electrocuted but she says the council only took her complaints

0:08:20 > 0:08:23about damp and mauled seriously when she showed them this recording.

0:08:23 > 0:08:24I think it is absolutely awful.

0:08:24 > 0:08:26I was told that it was sewage water.

0:08:26 > 0:08:31But I don't know where it is coming from.

0:08:31 > 0:08:34Upstairs, there is mould in the bedrooms, and with conditions

0:08:34 > 0:08:36like this, it is not surprisingly has been few visitors.

0:08:36 > 0:08:38Yes, there has been rats in this property.

0:08:38 > 0:08:42And she is not in the -- the only one with problems that this block in

0:08:42 > 0:08:54Edmonton. Husna has also moved out. This was her ten-year-old's

0:08:54 > 0:08:57daughter's bedroom.I have been living like this three-year, it

0:08:57 > 0:09:07comes from the water, the leaks. Horrible feeling, depression, sad.

0:09:07 > 0:09:1045 flats in this block, we were shown for conditions in three,

0:09:10 > 0:09:12some residents claim that almost every flat is affected by damp.

0:09:12 > 0:09:14They believe there may be something wrong

0:09:14 > 0:09:16with the block's structure, pointing to this crack.

0:09:16 > 0:09:20I'm concerned there's subsidence, if the property suffers subsidence,

0:09:20 > 0:09:23there is an issue, they need to decant all the residents

0:09:23 > 0:09:25and have a thorough investigation carried out.

0:09:25 > 0:09:29Enfield Council says it is working hard to find out

0:09:29 > 0:09:32where the water is coming from and if it is a problem

0:09:32 > 0:09:36with the whole block or just a few properties.

0:09:36 > 0:09:38But it is proving difficult because the pipes all run internally.

0:09:38 > 0:09:40The council says...

0:09:50 > 0:09:54For now, the two mothers have been moved

0:09:54 > 0:09:58to separate rooms in the same hotel and it may be dry with no mould,

0:09:58 > 0:09:59but, with their children,

0:09:59 > 0:10:05it is very cramped and they want a solution soon.

0:10:05 > 0:10:09I will say good night out and leave you with Phil Avery for a check on

0:10:09 > 0:10:14the weather. What have you got for us? Quite a lot of cloud, if the

0:10:14 > 0:10:15truth be known. That is the

0:10:15 > 0:10:15us? Quite a lot of cloud, if the truth be known. That is the way we

0:10:15 > 0:10:19started across many central and eastern parts, bits and pieces of

0:10:19 > 0:10:23rain as well. Blue sky bab assured me that things were cheering up when

0:10:23 > 0:10:28he took this picture at Orpington and it is not too bad at the moment.

0:10:28 > 0:10:32The last of the day's rain fizzling away overnight and so to sum up the

0:10:32 > 0:10:36cloud, which will make for a chilly night than last night and if your

0:10:36 > 0:10:40skies remain clear for any length of time, you may be scraping the car

0:10:40 > 0:10:46first up on the new day. This is the way things shape up, a lot of dry

0:10:46 > 0:10:49weather around, just enough in a way of cloud to drag a shower down

0:10:49 > 0:10:52towards the Kent area if you are heading that way or if you're going

0:10:52 > 0:10:55further north towards the Midlands but if you are staying close to

0:10:55 > 0:11:00home, it is not too bad. Looking at a high of around eight or 9 degrees.

0:11:00 > 0:11:03I have to tell you that things are going to get much cooler over the

0:11:03 > 0:11:03next few
