0:00:17 > 0:00:19There's no debate about whether London needs more homes.

0:00:19 > 0:00:22But how those homes are built, and where they are built is a much

0:00:22 > 0:00:29more controversial issue.

0:00:29 > 0:00:32The Mayor has plans to build 600,000 new properties in 10 years.

0:00:32 > 0:00:34But he's facing growing opposition from outer London boroughs,

0:00:34 > 0:00:36who say Sadiq Khan's plans will lead to uncontrolled development.

0:00:36 > 0:00:39Gareth Furby reports.

0:00:39 > 0:00:42In the borough of Richmond, there's an old college playing field

0:00:42 > 0:00:46where they've started digging, and some green space

0:00:46 > 0:00:49will be lost to make way for new schools and a business hub.

0:00:49 > 0:00:52But the council leader's happy about it.

0:00:52 > 0:00:55It's a development that works because it's been thought through.

0:00:55 > 0:00:59Local partners have been brought together and we planned it.

0:00:59 > 0:01:01But what hasn't been thought through, he claims,

0:01:01 > 0:01:04is the Mayor of London's plan for many new homes,

0:01:04 > 0:01:06which he believes could lead to uncontrolled development that

0:01:06 > 0:01:10wrecks the borough's character.

0:01:10 > 0:01:13And he's written an open letter to residents saying this.

0:01:13 > 0:01:16This plan, if implemented as currently proposed,

0:01:16 > 0:01:19will have an enormous impact on our borough.

0:01:19 > 0:01:23The Mayor of London's plan is for 600,000 new homes

0:01:23 > 0:01:26in ten years, with 8000 in Richmond borough, which is one

0:01:26 > 0:01:28of the greenest in London.

0:01:28 > 0:01:31But looking at the map, the council leader says such a dash

0:01:31 > 0:01:35for growth will come at a cost.

0:01:35 > 0:01:39We've got playing fields and green spaces under threat already,

0:01:39 > 0:01:42so additional pressure of small site development, local infill,

0:01:42 > 0:01:44without the ability to strategically plan, is going to put pressure

0:01:44 > 0:01:53on all of our other remaining local green spaces and playing fields.

0:01:54 > 0:01:56And it's not just in Richmond that they are rebelling.

0:01:56 > 0:02:00Over in south-east London, Bexley Council says its suburban

0:02:00 > 0:02:04streets could be changed forever.

0:02:04 > 0:02:07Councillor Bailey, who has lived here for more than 30 years,

0:02:07 > 0:02:10says in some areas developers could just buy up and knock down

0:02:10 > 0:02:14the semis like dominoes.

0:02:14 > 0:02:17You see the houses behind me?

0:02:17 > 0:02:20This would be an ideal location for a developer to come along,

0:02:20 > 0:02:23buy those two houses, knock them down and put a block

0:02:23 > 0:02:23of flats there with no parking.

0:02:25 > 0:02:28An independent calculation prepared for some councils claims the target

0:02:28 > 0:02:34in inner London is up 41%, and in outer London it is up 114%.

0:02:34 > 0:02:40So far, Richmond, Kingston, Bexley and Bromley are known to be unhappy,

0:02:40 > 0:02:45and it's understood at least eight councils may make formal objections.

0:02:45 > 0:02:48I think if boroughs are saying they don't agree with our plan,

0:02:48 > 0:02:50they are either saying they would build on the green belt,

0:02:50 > 0:02:53or they are saying they don't have an answer to the housing crisis.

0:02:53 > 0:02:56What we are saying is that we need to massively increase the level

0:02:56 > 0:02:59of housing that we are building in the capital, and we've identified

0:02:59 > 0:03:03a way to do that in London without building on the green belt.

0:03:03 > 0:03:05City Hall says it wants to work with the boroughs.

0:03:05 > 0:03:08Responses to the plan have to be in by the end of the month.

0:03:19 > 0:03:24Well, there is no doubt that London needs these new homes. They are all

0:03:24 > 0:03:28put under pressure by London's growing population. We are growing

0:03:28 > 0:03:34by about 100,000 every year. So, the plan is to build 60,000, on average,

0:03:34 > 0:03:38homes every year. So, the Mayor doesn't want to build on green belt

0:03:38 > 0:03:43land, as we know. He needs to go to the outer boroughs for help. As we

0:03:43 > 0:03:48heard in Gareth's report, the outer boroughs do not want house building

0:03:48 > 0:03:53on green space, on the playing fields. It is perhaps no coincidence

0:03:53 > 0:03:59that the four boroughs mentioned in the report are Tory, Richmond,

0:03:59 > 0:04:04Bexley, Bromley and Kingston, objecting to the London Mayor's

0:04:04 > 0:04:08plans. Local elections are just a couple of months away and housing is

0:04:08 > 0:04:12a key issue. That is why this dispute matters.Thank you.

0:05:35 > 0:05:37But the retailer became the latest victim of the capital's nervous
