0:00:18 > 0:00:21of homes across the capital were left without water.

0:00:21 > 0:00:22Homes, hospitals and schools across London were affected.

0:00:22 > 0:00:30Tonight two Labour MPs from south London called for action.

0:00:30 > 0:00:33This is a national crisis in our water industry,

0:00:33 > 0:00:36and it is clear that the industry is not fit for purpose.

0:00:36 > 0:00:39At the very least one would have thought there would be some

0:00:39 > 0:00:40kind of public inquiry.

0:00:40 > 0:00:43People will be interested to know whether they will get compensation

0:00:43 > 0:00:45for what has happened.

0:00:45 > 0:00:48Well one company serving a large swathe of London is Thames Water.

0:00:48 > 0:00:50They've been working today to try to restore supplies.

0:00:50 > 0:00:58Marc Ashdown sent this report from Balham in south London.

0:00:58 > 0:01:02First in line for water this morning, mum of three Sara.

0:01:02 > 0:01:04She's had to walk a mile here to collect bottles.

0:01:04 > 0:01:08At the moment, everyday life is virtually impossible.

0:01:08 > 0:01:10The simple washing-up, the sewage and literally cooking,

0:01:10 > 0:01:12as well, because I can't cook without water.

0:01:12 > 0:01:17The boiling and washing.

0:01:17 > 0:01:18And three kids.

0:01:18 > 0:01:21And three kids as well, is definitely quite hard.

0:01:21 > 0:01:24As you can see, nothing's coming out.

0:01:24 > 0:01:26Dozens of schools and nurseries have been forced to close,

0:01:26 > 0:01:28leaving parents with a childcare headache, but without water

0:01:28 > 0:01:34it's simply not safe to have 70 children here.

0:01:34 > 0:01:36All the children's meals are done on site.

0:01:36 > 0:01:39We have babies ranging from nine months and children up to five

0:01:39 > 0:01:41years, so you can imagine the children going to

0:01:41 > 0:01:47the toilet, they're learning how to toilet train.

0:01:47 > 0:01:49We need water for food, for washing the plates,

0:01:49 > 0:01:55for the dishwasher, in every aspect of the nursery, we need water.

0:01:55 > 0:01:57This care home has transported water from 40 miles away.

0:01:57 > 0:02:00Two days without it and growing anger at the lack of information

0:02:00 > 0:02:05or support from Thames.

0:02:05 > 0:02:06Very frustrating.

0:02:06 > 0:02:09I was disappointed, very disappointed.

0:02:09 > 0:02:12Certain services, like care homes, hospitals, should have some form of,

0:02:12 > 0:02:14they should have some form of plan for people in those areas,

0:02:14 > 0:02:24because we cannot afford to function without water.

0:02:27 > 0:02:30Thames has apologised and in this video blames last week's extreme

0:02:30 > 0:02:34cold which thawed so quickly, it led to cracks in older pipes.

0:02:34 > 0:02:36It is estimated around 12,000 people have been affected,

0:02:36 > 0:02:39from Streatham and Herne Hill to Cricklewood and Hampstead.

0:02:47 > 0:02:52Thames say they've already given out 200,000 litres of bottled water.

0:02:52 > 0:02:54By the end of today, they are expecting that

0:02:54 > 0:02:56to be more like 600,000.

0:02:56 > 0:02:59They have just started rationing it here, so they are giving out one

0:02:59 > 0:03:02pack of six 1.5 litre bottles per household, because at the moment

0:03:02 > 0:03:06they're struggling to keep up with demand.

0:03:06 > 0:03:08How are mums with prams, elderly, disabled expected

0:03:08 > 0:03:13to carry bottles of water?

0:03:13 > 0:03:15You could be better at that and you could be

0:03:15 > 0:03:17better at communication, which is what a lot of customers

0:03:17 > 0:03:18are also angry about.

0:03:18 > 0:03:19That's true.

0:03:19 > 0:03:23What you see on some of the video there, our bottled water stations,

0:03:23 > 0:03:24that's not all that's happening.

0:03:24 > 0:03:26Clearly for those vulnerable customers who can't come to us,

0:03:26 > 0:03:29we are running water out to them and we are constantly replenishing

0:03:29 > 0:03:30stocks throughout the day.

0:03:30 > 0:03:32Communicating, we could be better.

0:03:32 > 0:03:35It's been very difficult to try and get the right messages to such

0:03:35 > 0:03:37a broad coverage of area, but we are trying very hard

0:03:37 > 0:03:38to get better at that.

0:03:42 > 0:03:45Tolu, so what is the latest - are water supplies back?

0:03:45 > 0:03:51And what has the government said about this?

0:03:51 > 0:03:57Not quite. Some have water, some do not. It has been a tough time for

0:03:57 > 0:04:00thousands of Londoners, not only in south London but also in north

0:04:00 > 0:04:04London. We heard from Thames Water and the latest is that they have

0:04:04 > 0:04:08advised that the number of customers without water or experiencing low

0:04:08 > 0:04:13pressure is steadily reducing and is now below 5000. The best place for

0:04:13 > 0:04:19updates is on Twitter. Affinity water is another company, they deal

0:04:19 > 0:04:32largely in north London, Barnett is one of their areas and

0:04:37 > 0:04:39they say have water but they may experience no pressure. Greenford is

0:04:39 > 0:04:42also having problems. The advice for people with what is to use it

0:04:42 > 0:04:45sparingly. Take a shower instead of a bath. As the government said

0:04:45 > 0:04:47anything? We heard for some Labour MPs calling for an enquiry. The

0:04:47 > 0:04:49government said they have nothing for us. A lot of people will be

0:04:49 > 0:04:52worrying about this rolling into the third day and they will be hoping to

0:04:52 > 0:04:55wake up tomorrow and be able to have a hot shower.I bet they will. Thank

0:04:55 > 0:05:02you very much. The rail company responsible for the service that

0:05:02 > 0:05:06left hundreds of commuters stranded has apologised and offered

0:05:06 > 0:05:09compensation. South East and says passengers could have been killed

0:05:09 > 0:05:13when they forced open doors and climbed from the carriages on two

0:05:13 > 0:05:18live tracks. Here is our transport correspondent, Tom Edwards.

0:05:18 > 0:05:20Stranded and frustrated, commuters on Friday night forcing

0:05:20 > 0:05:23open the doors on nine trains and walking down the tracks.

0:05:24 > 0:05:30Some had been stranded for hours.

0:05:30 > 0:05:35Stuck on a train, just outside Lewisham station. Obviously it is a

0:05:35 > 0:05:38little bits no way. Looking forward to getting home and having a nice

0:05:38 > 0:05:43cup of tea. You can see everyone waiting on the train for

0:05:43 > 0:05:46instruction. We have had the go-ahead from the police. It looks

0:05:46 > 0:05:50like there is a train right in front of us. We have been here for a long

0:05:50 > 0:05:53period of time.

0:05:53 > 0:05:54Today, South Eastern said it had

0:05:54 > 0:05:57to cut the power or passengers could have been electrocuted.

0:05:57 > 0:05:59Do you understand their frustration in getting out, taking things

0:05:59 > 0:06:00into their own hands?

0:06:00 > 0:06:01I absolutely do understand peoples' frustrations.

0:06:01 > 0:06:04Really difficult conditions, stuck on trains, you know, however,

0:06:04 > 0:06:06the safest place for people to be is on the train.

0:06:06 > 0:06:09We wanted to try and get trains moving as quickly as we could.

0:06:09 > 0:06:13The safest way to do that was to get everyone on board the trains,

0:06:13 > 0:06:14re-energise the network and to get moving.

0:06:14 > 0:06:17Unfortunately, we were not able to do that, because for a period

0:06:17 > 0:06:22of three hours, we had people on the tracks.

0:06:22 > 0:06:23Some passengers say a lack of information just

0:06:23 > 0:06:26confused the situation.

0:06:26 > 0:06:28In these conditions, I would ask passengers

0:06:28 > 0:06:30to stay on the train.

0:06:30 > 0:06:32That is our safest option of getting you moving, getting you home,

0:06:32 > 0:06:35is to stay on the train and bear with us while we get it

0:06:36 > 0:06:37back up and running.

0:06:37 > 0:06:46Today, the rail company apologised, offering compensation.

0:06:46 > 0:06:49Do you regret running trains?

0:06:49 > 0:06:52We were very conscious that we had tens, if not hundreds of thousands

0:06:52 > 0:06:56of people in London who we have brought in and we needed to try

0:06:56 > 0:06:58and find the best way we could to get them home.

0:06:58 > 0:07:00There will now be investigations into what happened.

0:07:00 > 0:07:02This was an extremely serious incident that could have

0:07:02 > 0:07:03been much, much worse.

0:07:07 > 0:07:09to map criminal gangs - describing it as "a vital tool

0:07:09 > 0:07:14in the fight against violent crime".

0:07:14 > 0:07:17A Freedom of Information request by this programme has revealed that

0:07:17 > 0:07:2080% of those on the Gangs Matrix are black - prompting allegations

0:07:20 > 0:07:24from some of racism.

0:07:24 > 0:07:26A charge the Met denies saying it includes victims

0:07:27 > 0:07:28as well as perpetrators.

0:07:28 > 0:07:34Alex Bushill has this exclusive report.

0:07:34 > 0:07:36To understand knife crime, just ask the children who have

0:07:36 > 0:07:38to live with the threat of it every day.

0:07:38 > 0:07:40This is the Brookfield Club in Peckham.

0:07:47 > 0:07:50It just feels that our friends can be arrested or can kill somebody,

0:07:50 > 0:07:53and our friends can be killed.

0:07:53 > 0:07:55It makes me feel sad, because they are just

0:07:55 > 0:07:57losing their life over stupidness.

0:07:57 > 0:08:00Sometimes it makes me feel scared, but such is life, really.

0:08:00 > 0:08:04"Such is life".

0:08:04 > 0:08:06Well, it is certainly true that there's been

0:08:06 > 0:08:09a recent spike in stabbings.

0:08:09 > 0:08:12The Met says its gangs matrix is a crucial tool.

0:08:12 > 0:08:14It's an intelligence led database that identifies 200

0:08:14 > 0:08:16active gangs in London.

0:08:16 > 0:08:18What's controversial, though, is that the matrix also lists 80%

0:08:18 > 0:08:20of all gang members as black, which has triggered

0:08:20 > 0:08:25accusations of racism.

0:08:25 > 0:08:28How did they get on the matrix in the first place?

0:08:28 > 0:08:31It could be that their cousin is on the matrix, they go

0:08:31 > 0:08:34to football with someone on the matrix, or they just live next

0:08:34 > 0:08:35door to someone on the matrix.

0:08:35 > 0:08:39If you are black and you are in a group of more than two or three,

0:08:39 > 0:08:41then you are automatically in a gang, because the definition

0:08:41 > 0:08:44is so loose and so problematic, so it's also like racial profiling

0:08:44 > 0:08:47around a problem that they are going to be in a gang

0:08:47 > 0:08:49because they happen to be black.

0:08:49 > 0:08:51In response, the Met says two separate pieces of intelligence

0:08:51 > 0:08:54are needed to put you on the matrix, and that it can't be racist

0:08:54 > 0:08:57as it identifies gang members who are also victims.

0:08:57 > 0:09:01If you are a young black man in London, you can be the subject

0:09:01 > 0:09:05of violence as a victim, and be in a gang, and you will be

0:09:05 > 0:09:07on the matrix, and we will look to divert individuals away

0:09:07 > 0:09:13from a life of crime, that are on the matrix.

0:09:13 > 0:09:15Looking at your custody record, you're 21 years of age,

0:09:15 > 0:09:17and you're unemployed at the moment.

0:09:17 > 0:09:18Is that right?

0:09:18 > 0:09:20And that's where programmes like Divert come in.

0:09:20 > 0:09:23Informed by the matrix, the Met can and do seek to divert

0:09:23 > 0:09:25young criminals at the point of arrest while in custody,

0:09:25 > 0:09:29away from a life of gang violence.

0:09:29 > 0:09:32We've had people that have been brought in for the possession

0:09:32 > 0:09:34of firearms, we've had people that are very high harm offenders,

0:09:34 > 0:09:36and we've got them at the right moment.

0:09:36 > 0:09:38We've got them at that moment where they've

0:09:38 > 0:09:43gone, enough is enough.

0:09:43 > 0:09:45For some, that still doesn't answer, though, why the matrix suggests

0:09:45 > 0:09:47so many more black men are in gangs.

0:09:47 > 0:09:50That's why the Mayor of London is now working with the Met

0:09:50 > 0:09:53to review how the matrix works and whether it needs changes.

0:10:10 > 0:10:14I suspect there will be a good deal of cloud around.

0:10:14 > 0:10:18Now, there has been some rain not far away, earlier on in the evening.

0:10:18 > 0:10:20That wetter weather is moving northwards, and we are essentially

0:10:20 > 0:10:23going to be left with a good deal of cloud overnight.

0:10:23 > 0:10:26Very light southerly breeze and with enough cloud,

0:10:26 > 0:10:28temperatures should hold at around three or 4 degrees, if it

0:10:28 > 0:10:33breaks, those temperatures will be a little lower.

0:10:33 > 0:10:34But a fair bit of cloud, I think, for Tuesday.

0:10:34 > 0:10:37Whilst it will be dry, I think it will brighten up

0:10:37 > 0:10:39more towards the south and east of London.

0:10:39 > 0:10:41We could trigger one or two showers here,

0:10:41 > 0:10:43but for the most part, it will be dry.

0:10:43 > 0:10:45For the most part, it will be cloudy.

0:10:45 > 0:10:47Those temperatures around 11 or 12 degrees, similar

0:10:47 > 0:10:52to what we had today.

0:10:52 > 0:10:54Let us take a look at the outlook.

0:10:54 > 0:10:57What we are going to find is, there will be some further showers

0:10:57 > 0:11:00over the coming few days, quite a wet start to the weekend.

0:11:00 > 0:11:02Reasonable temperatures getting back into double figures.
