0:00:00 > 0:00:11That's Newsnight with Kirsty.

0:00:11 > 0:00:15Welcome to BBC London News with me Louisa Preston.

0:00:15 > 0:00:18Despite assurances given to this programme last

0:00:18 > 0:00:22night by Thames Water, around 5,000 homes in London

0:00:22 > 0:00:23are still having to cope without running water -

0:00:23 > 0:00:26for many it's the fourth day in a row.

0:00:26 > 0:00:28Today the government urged the company to pay more

0:00:28 > 0:00:31than the minimum compensation to residents who've been

0:00:31 > 0:00:33struggling to cope.

0:00:33 > 0:00:38Ayshea Buksh reports.

0:00:38 > 0:00:39One of several emergency collection points for Londoners

0:00:39 > 0:00:45still without water.

0:00:45 > 0:00:48Last night, Thames Water told BBC London, supplies would be back on,

0:00:48 > 0:00:51but that hasn't happened and locals here in Streatham say

0:00:51 > 0:00:53they are still frustrated.

0:00:53 > 0:00:54How many days have you been without water?

0:00:54 > 0:00:55It went...

0:00:55 > 0:00:58Saturday night.

0:00:58 > 0:01:02So we've not had any water since Saturday night.

0:01:02 > 0:01:04We came down Sunday afternoon and waited for an hour

0:01:04 > 0:01:07for water to be delivered and there wasn't any.

0:01:07 > 0:01:09St George's grove were all the hospital people live,

0:01:09 > 0:01:13there's no water at all.

0:01:13 > 0:01:16Not a drop, nothing coming out, nothing to do, nothing

0:01:16 > 0:01:19to shower with, to drink, put the kettle on.

0:01:19 > 0:01:22No toilets being able to be used.

0:01:22 > 0:01:25Who are you collecting for?

0:01:25 > 0:01:27My family and my neighbour.

0:01:27 > 0:01:30My neighbour is an elderly woman, she is 90 years old, so she can't

0:01:31 > 0:01:32come and collect water herself.

0:01:32 > 0:01:36Local schools in the area were forced to close and well

0:01:36 > 0:01:39the water supply has returned to some streets, others are still

0:01:39 > 0:01:40forced to rely on bottled water.

0:01:40 > 0:01:43The manager of this restaurant on Streatham High Road,

0:01:43 > 0:01:46has been delivering to those unable to get to collection points

0:01:46 > 0:01:49and supporting his neighbours.

0:01:49 > 0:01:54We are basically here for everyone who wants to use it.

0:01:54 > 0:01:58Those who can't come down to the site, the elderly, infirm,

0:01:58 > 0:01:59those with small children, we are there to bring

0:01:59 > 0:02:00the water up for them.

0:02:00 > 0:02:03The business comes secondary now.

0:02:03 > 0:02:06We've no staff coming in because we are not open,

0:02:06 > 0:02:09so we basically thought, let's turn this into a shelter

0:02:09 > 0:02:10for the people of Streatham.

0:02:10 > 0:02:12Hence why we've got bottles of water everywhere,

0:02:12 > 0:02:15our toilets are opened for the community and we are opened

0:02:15 > 0:02:17throughout the night for people to come and use of facilities.

0:02:17 > 0:02:22And the issue was also raised in Parliament today by local MPs.

0:02:22 > 0:02:24Under the water industry guaranteed services scheme,

0:02:24 > 0:02:30most of my constituents will only get compensation of £20 if they have

0:02:30 > 0:02:33been without water for 48 hours and then they get a further £10

0:02:33 > 0:02:36per 24 hours after that point.

0:02:36 > 0:02:41Frankly, Mr Speaker, I think that is an insult.

0:02:41 > 0:02:43Mr Speaker, you will recognise those are the minimum requirements

0:02:43 > 0:02:46and that's why I made it clear on my phone call today

0:02:46 > 0:02:48with the chief executives, particularly thinking of the areas

0:02:48 > 0:02:51where people are being severely affected, and that includes

0:02:51 > 0:02:57his constituantents.

0:02:57 > 0:03:00So I believe the issue is now isolated to SW16 and 17,

0:03:00 > 0:03:01the areas he represents.

0:03:01 > 0:03:04Absolutely, I do expect Thames Water to go far beyond that in making sure

0:03:04 > 0:03:05they redress the balance.

0:03:05 > 0:03:08This has been such a difficult situation for such a long period.

0:03:08 > 0:03:11We are going to take this incident and review it afterwards and look

0:03:11 > 0:03:18to how we might improve the level of compensation to those customers

0:03:18 > 0:03:20to those customers impacted, after we've got everyone

0:03:20 > 0:03:21back on supply safely.

0:03:21 > 0:03:23The government has already said water companies could face tougher

0:03:23 > 0:03:25regulations and water regulator Ofwat, says they've been warned time

0:03:25 > 0:03:30and time again to plan ahead better.

0:03:30 > 0:03:33A murder investigation is under way after a woman has been found

0:03:33 > 0:03:37dead at her home in Twickenham - the bodies of her husband and two

0:03:37 > 0:03:39boys were discovered earlier on a beach in Eastbourne.

0:03:39 > 0:03:45Our Reporter Tolu Aday-o-yay has the latest.

0:03:45 > 0:03:50This evening, forensic investigators were still working at the property

0:03:50 > 0:03:52in Twickenham where a woman in her 40s was discovered with fatal

0:03:52 > 0:03:58stab wounds yesterday evening.

0:03:58 > 0:04:01Police were first called to South Road just before 6pm after concerns

0:04:01 > 0:04:05were raised about the welfare of a family living there.

0:04:05 > 0:04:10It is always very quiet at the house, but yesterday I saw loads of

0:04:10 > 0:04:14flashing lights. I looked out the front and sort of fire engine and

0:04:14 > 0:04:19police cars. I thought there must be a fire. I looked at the back and I

0:04:19 > 0:04:24heard them smashing the front door down. Obviously, they were in the

0:04:24 > 0:04:29garden running around, like something was not right. You don't

0:04:29 > 0:04:33expect it to happen on your doorstep. You hear it on the news

0:04:33 > 0:04:38and TV, but very shocking.After discovering the woman's body,

0:04:38 > 0:04:44detective set out to discover the whereabouts of her two sons aged ten

0:04:44 > 0:04:49and seven. This is where they were found, in Eastbourne 90 miles away.

0:04:49 > 0:04:54Sussex Police were called to the area about an hour before police

0:04:54 > 0:04:58found the woman. There has been no

0:04:58 > 0:05:00formal identification and postmortems are due on all four

0:05:00 > 0:05:06bodies. The Met are leading this investigation with support from

0:05:06 > 0:05:10Sussex Police. At this stage they said they are not looking for anyone

0:05:10 > 0:05:13else in connection with this investigation but they do want to

0:05:13 > 0:05:17speak to anyone who may have information. Very little is known

0:05:17 > 0:05:21about the family in the area, and the next of kin have been informed

0:05:21 > 0:05:28but police have not named them publicly.

0:05:28 > 0:05:29A Spanish tourist has died and another

0:05:29 > 0:05:31is in a critical condition, following a suspected

0:05:31 > 0:05:33carbon monoxide leak in a hotel near Earl's Court.

0:05:33 > 0:05:3629 people had to be evacuated from the Mayflower Hotel in Kensington.

0:05:36 > 0:05:39The death is currently being treated as "unexplained".

0:05:39 > 0:05:40A postmortem is yet to take place.

0:05:40 > 0:05:42The parents of a severely disabled baby boy from Peckham,

0:05:42 > 0:05:45who's on life support have lost their appeal at the European

0:05:45 > 0:05:47court for doctors to continue treating him.

0:05:47 > 0:05:49A High Court judge previously gave doctors at King's College Hospital

0:05:49 > 0:05:58permission to provide only palliative care to Isaiah Haastrup

0:05:58 > 0:06:00against his parent's wishes.

0:06:00 > 0:06:05Doctors at the hospital say providing further intensive

0:06:05 > 0:06:07care treatment is not in the child's best interests.

0:06:07 > 0:06:11A review into the death of a five-year-old who died

0:06:11 > 0:06:14after a tree trunk holding a swing fell on her, has concluded

0:06:14 > 0:06:15the council won't be prosecuted.

0:06:15 > 0:06:17Alexia Walenkaki's mother claimed Tower Hamlet's annual

0:06:17 > 0:06:21inspection of Mile End Park hadn't taken place for almost two years.

0:06:21 > 0:06:24Today the CPS upheld an earlier decision,

0:06:24 > 0:06:29saying there was a lack of evidence to prosecute.

0:06:29 > 0:06:31Hundreds of lecturers across the capital were on strike

0:06:31 > 0:06:34today over a change to their pensions,

0:06:34 > 0:06:36walk outs are expected over the coming weeks.

0:06:36 > 0:06:38Students it seems are divided, some are backing the strikes

0:06:38 > 0:06:40but others want some of their tuition fees back.

0:06:40 > 0:06:46Here's our Education Reporter, Marc Ashdown.

0:06:46 > 0:06:48Support on the picket lines this morning.

0:06:48 > 0:06:51Hundreds of lecturers across London were on strike.

0:06:51 > 0:06:55They say plans by universities to change their pensions are unfair.

0:06:55 > 0:06:58I think it's hard to remember a group of employers who have

0:06:58 > 0:07:01played their hand in a worse way than vice chancellors.

0:07:01 > 0:07:04There is a big gap opening u,p between what I think are a group

0:07:04 > 0:07:07of fairly out of touch people, who are trying to impose something

0:07:07 > 0:07:09that is going to really damage universities.

0:07:09 > 0:07:15The union claims the changes would cost the average

0:07:15 > 0:07:18academic £10,000 a year.

0:07:18 > 0:07:21But universities say there's a £6 billion black hole

0:07:21 > 0:07:23in the pension scheme.

0:07:23 > 0:07:27So far, 115,000 students have signed a petition in support of lecturers.

0:07:27 > 0:07:31Here are just a few.

0:07:31 > 0:07:37Wake up, wake up...

0:07:37 > 0:07:40This protest performance, reading the work of their lecturers

0:07:40 > 0:07:42all day long, is to raise money to support them.

0:07:42 > 0:07:45The mood is definitely one of solidarity.

0:07:45 > 0:07:48Lecturers are what make this university happen.

0:07:48 > 0:07:53Of course, these lecturers here today won't get paid

0:07:53 > 0:07:55because they're on strike, but King's has broken ranks

0:07:55 > 0:07:58with other universities and says it won't gain any financial benefit

0:07:58 > 0:08:01from these salary savings.

0:08:01 > 0:08:04Instead, it is setting up a fund with a view to compensating students

0:08:04 > 0:08:06for cancelled classes.

0:08:06 > 0:08:08It's not clear yet how that would work and King's didn't

0:08:08 > 0:08:10want to comment further.

0:08:10 > 0:08:16Up the road at the School of Oriental and African Studies,

0:08:16 > 0:08:19these students think such a plan is unworkable.

0:08:19 > 0:08:22I think it's really difficult for me to say, I want £300 back for each

0:08:22 > 0:08:23lecture that I've missed.

0:08:23 > 0:08:25How do you measure the knowledge you consume

0:08:25 > 0:08:28within a lecture or a tutorial?

0:08:28 > 0:08:32There is money that will be saved as a result of the strike,

0:08:32 > 0:08:35so I am pushing for that to be taken into the hardship fund.

0:08:35 > 0:08:39Universities UK say they are willing and ready for more talks

0:08:39 > 0:08:43and are committed to exploring affordable and viable options

0:08:43 > 0:08:48to resolve the dispute.

0:08:48 > 0:08:51Is all this damaging their reputation abroad?

0:08:51 > 0:08:52The Chinese government has written to ministers urging them

0:08:52 > 0:08:58to intervene on behalf of of their 170,000 students here.

0:08:58 > 0:09:01It is unfair, we put in a lot of money, especially our country,

0:09:01 > 0:09:03for the students to come here to study.

0:09:03 > 0:09:05All they want is just to study, just to communicate.

0:09:05 > 0:09:08More talks are planned to untangle this mess,

0:09:08 > 0:09:10but so are more strikes too.

0:09:10 > 0:09:14Marc Ashdown, BBC London News.

0:09:14 > 0:09:17Finally some good news for passengers who were stranded

0:09:17 > 0:09:20on nine trains in Lewisham on Friday night.

0:09:20 > 0:09:25South Eastern say they'll pay compensation of £100 to anyone

0:09:25 > 0:09:29who was delayed because of bad weather for more than two hours.

0:09:29 > 0:09:32Power had to be turned off after passengers forced the doors

0:09:32 > 0:09:35open and walked on the tracks.

0:09:35 > 0:09:39Investigations are taking place to find out what happened.

0:09:39 > 0:09:43That's it for now from me so I'll say goodnight and hand

0:09:43 > 0:09:48you over to Chris Fawkes for a full weather forecast.

0:09:52 > 0:09:56It looks a lot more springlike than last week?

0:09:56 > 0:10:03It does. Temperatures are rising over the next few days and into the

0:10:03 > 0:10:08weekend as well. Not a bad day today, sunshine through the clouds.

0:10:08 > 0:10:15This is one of the pictures showing the sunshine in Kew Gardens. In the

0:10:15 > 0:10:19south we have an area of low pressure and rain developing. The

0:10:19 > 0:10:24area of rain is looking like it is going to come our way. With the low

0:10:24 > 0:10:28pressure developing it will put the brakes on this little weather fronts

0:10:28 > 0:10:32and it means we will probably see extensive rain as we go through

0:10:32 > 0:10:37Wednesday morning and it could be pretty slow. Cloud around through

0:10:37 > 0:10:40the morning. The afternoon, brightening up and sunshine coming

0:10:40 > 0:10:43too late in the day. The temperatures, where we see the

0:10:43 > 0:10:48sunshine coming through we should see how I is climbing to 10 Celsius

0:10:48 > 0:10:51or so. Not feeling bad in the sunshine but the temperatures slow

0:10:51 > 0:10:57to rise in the morning. Rain to come to Wednesday night and a few showers

0:10:57 > 0:11:01left over for Thursday. Friday is dry and then it turns milder towards

0:11:01 > 0:11:01the weekend
