:00:28. > :00:29.Service control room on New Year's Eve has blamed it
:00:30. > :00:34.On the busiest night of the year calls took up to 25 minutes to be
:00:35. > :00:38.Calls had to be recorded by pen and paper for nearly five hours.
:00:39. > :00:41.One person died after waiting 48 minutes for an ambulance.
:00:42. > :00:43.Here's our Political Correspondent Karl Mercer.
:00:44. > :00:48.Thousands on the streets and the ambulance service preparing
:00:49. > :00:54.But half an hour after this, its computer system crashed,
:00:55. > :00:58.leaving staff to resort to pen and paper to despatch ambulances.
:00:59. > :01:06.A whistleblower told BBC London in February what the problems meant.
:01:07. > :01:11.the people of London were failed on New Year's Eve.
:01:12. > :01:13.They were watching their loved ones and their friends
:01:14. > :01:16.Not knowing if or when help would arrive.
:01:17. > :01:19.Do think there was a chance people might have died as a result of this
:01:20. > :01:20.computer failure? Without a doubt. Today's report confirms one person
:01:21. > :01:24.did die after waiting 48 minutes for an ambulance
:01:25. > :01:25.despite being conscious and breathing when the ambulance
:01:26. > :01:34.was first called. Undoubtedly patients would have
:01:35. > :01:38.waited longer for an ambulance on New Year's Eve than the otherwise
:01:39. > :01:41.would have because the systems are naturally slower manually. For that,
:01:42. > :01:43.we do apologise. Between 3 and 4 in the morning
:01:44. > :01:47.it was taking 25 minutes Some less serious cases had to wait
:01:48. > :01:52.seven hours for an ambulance. And nearly 500 calls were dealt
:01:53. > :01:55.with by other services. Today's report blames management
:01:56. > :01:59.and technology failings. Essentially the problem
:02:00. > :02:01.was that the computer's had clogged with information that should
:02:02. > :02:12.have been deleted. There were seven cases with
:02:13. > :02:17.technical systems and problems were raised before the incident, why on
:02:18. > :02:21.earth were not dealt with? As I've said previously, we accept the
:02:22. > :02:24.findings of the report that there were failings in terms of our
:02:25. > :02:27.governance and our process management. We have put in place
:02:28. > :02:33.measures to fix that, to improve that. You are confident it won't
:02:34. > :02:36.happen again? I'm very confident this particular failure won't happen
:02:37. > :02:38.again because we found a fault and we have eliminated the ability for
:02:39. > :02:40.it to happen again. Despite the problems frontline staff
:02:41. > :02:43.were praised for their efforts The Mayor of London has announced
:02:44. > :02:47.new plans which he says will reduce He's putting an extra half a million

:03:34. > :03:40.if a school wants a metal detector for a school,
:03:41. > :03:44.they can have one. We are going to make sure that
:03:45. > :03:46.young people know, look, if you carry a knife,
:03:47. > :03:49.you're more likely to be a victim We are going to support young
:03:50. > :03:54.people across London. All of us, not just the police,

:05:40. > :05:48.and the weather so far? I can't really blame
:05:49. > :05:52.Skegness for the weather. Shippey Hill is Britain's
:05:53. > :06:01.least used station. 12 people used Shippey

:06:33. > :06:42.the Peterborough incident? We can talk about the
:06:43. > :06:44.Peterborough incident. I lost track of time
:06:45. > :06:47.inside the cathedral. Every day I edge towards
:06:48. > :07:05.that line of doubt. As Ernest Hemingway once famously

:07:35. > :07:39.deliver the newborn. We've enjoyed some very warm
:07:40. > :07:45.sunny weather recently. We have seen a lot more cloud around
:07:46. > :07:50.as you can see here. We've barely seen any brightness
:07:51. > :07:53.this morning and we have seen some rain as well and that rain
:07:54. > :07:56.is going to continue to arrive as we head
:07:57. > :07:59.through the afternoon in the form These showers becoming more
