:00:17. > :00:22.BBC London has learnt that parts of the flagship Crossrail

:00:23. > :00:27.Five station upgrades in the west of the capital won't now be

:00:28. > :00:36.Our transport correspondent, Tom Edwards, has this exclusive report.

:00:37. > :00:41.Welcome to west Ealing cross-rail station. It's meant to have a new

:00:42. > :00:46.footbridge, new lifts and new public legal am. It's meant to be finished

:00:47. > :00:56.by the end of next month. This is what has been built so far, this

:00:57. > :01:00.station has been delayed. Four other stations Acton, Ealing Broadway,

:01:01. > :01:04.Southall and Hayes and harring ton will be put back as well. Most were

:01:05. > :01:08.meant to be finished by the end of the year. We're expecting to have,

:01:09. > :01:12.by next month, a new station, with all associated works around it.

:01:13. > :01:17.Residents say they're bitterly disappointed and have been told very

:01:18. > :01:22.little by the developers, Network Rail. They've been hiding and citing

:01:23. > :01:25.minor delays and not answering our questions. Doesn't look like minor

:01:26. > :01:29.delays. No. I mean, this is supposed to open next movement that's clearly

:01:30. > :01:33.not going to happen. There'll be a huge knock-on effect. In the way the

:01:34. > :01:36.project was meant to run is that the work local to the station would be

:01:37. > :01:41.completed before we got the massive increase in passengers. Now they're

:01:42. > :01:44.going to be trying to build a new station, new roads, redirect traffic

:01:45. > :01:49.at the peak of demand from new passengers. It's going to be crazy.

:01:50. > :01:53.85% of cross-rail, the largest engineering project in Europe, has

:01:54. > :01:58.been completed, including stations like Canary Wharf. New trains will

:01:59. > :02:04.start using this section in west London next summer. But the stations

:02:05. > :02:08.won't be ready. The local council says these delays will put back

:02:09. > :02:16.their work time prove the area. Real frustration. Some degree of anger.

:02:17. > :02:21.We were told that we would actually get Ealing Broadway delivered early,

:02:22. > :02:28.in the initial planning stages. Now we're looking to have a considerable

:02:29. > :02:32.delay and that is going to have real impacts in terms of health and

:02:33. > :02:36.safety issues in the - from May 2018, trains will be running but the

:02:37. > :02:41.new station buildings won't be there. Cross-rail says all the

:02:42. > :02:49.stations will be finished by the time its full service opens in 2019.

:02:50. > :02:51.Not everyone, though, believes that. Cross-rail's much repeated mantra,

:02:52. > :02:54.being on time and on budget, no longary plies here.

:02:55. > :02:56.-- no longer applies here. A damning report of Feltham Prison

:02:57. > :02:59.and Young Offenders Institution has discovered unpredictable

:03:00. > :03:00.and reckless violence, with one prison officer actually

:03:01. > :03:03.being attacked while the inspection The Middlesex jail has

:03:04. > :03:09.been found to be unsafe Ayshea Buksh has been looking

:03:10. > :03:20.through the details. Well, this report was carried out by

:03:21. > :03:24.Her Majesty's Inspectorate, which is an independent scrutiny of the

:03:25. > :03:29.prison system. Feltham has boys between 15 and 18 and also young men

:03:30. > :03:34.aged between 18 and 21. The report said that safety and inactivity has

:03:35. > :03:38.sunk to its lowest level. They do point out there is good work being

:03:39. > :03:42.done by staff, but in very challenging environments. What seems

:03:43. > :03:46.to be happening is there's more violence between inmates and towards

:03:47. > :03:49.staff so what's happening is they're getting locked up for longer,

:03:50. > :03:53.creating more frustration and hindering attempts at

:03:54. > :03:58.rehabilitation. Unfortunately, in terms of trying to manage this

:03:59. > :04:02.really disruptive and violent behaviour has put itself into a

:04:03. > :04:05.negative cycle which is punitive and just involves more and more

:04:06. > :04:09.restrictions on the ability of the boys to move around, to get into the

:04:10. > :04:14.fresh air at all, to get exercise and most importantly, to get to

:04:15. > :04:17.school. Less than half of the boys in Feltham are getting to school.

:04:18. > :04:22.You've been speaking to campaigners, what's been the reaction from them?

:04:23. > :04:25.The Howard league for penal reform say this isn't the first time

:04:26. > :04:29.they've seen such problems at Feltham. They're dealing with legal

:04:30. > :04:33.challenges by a number of boys at the moment, one of which was in

:04:34. > :04:36.solitary confinement for many hours. The National Offender Management

:04:37. > :04:39.Service say they are determined to improve safety and purposeful

:04:40. > :04:48.regimes and there will be a new youth custody service. Thank you.

:04:49. > :04:50.A charity - concerned about the long-term impact

:04:51. > :04:52.of the Grenfell Tower fire on the local community -

:04:53. > :04:54.is offering free counselling to those who need it.

:04:55. > :04:57.Yesterday it was a local teacher who sought their help,

:04:58. > :05:00.I've got a child who asked me, you know,

:05:01. > :05:03.that he lost his friend, so he

:05:04. > :05:08.is not seeing him any more, you know, in the class.

:05:09. > :05:14.The painful realities of life after Grenfell Tower.

:05:15. > :05:17.Mohammed Taranweh teaches children Islamic studies.

:05:18. > :05:20.He is now learning how to school them in grief.

:05:21. > :05:23.Ask them, describe them, ask them what are you going through?

:05:24. > :05:26.What exactly is it that is troubling you?

:05:27. > :05:28.We must bring their fears onto the table.

:05:29. > :05:39.Bring everything out as much as possible.

:05:40. > :05:41.Even if they cry, let them cry as well.

:05:42. > :05:43.Dr Shamandar Talwar is a psychologist providing the answers

:05:44. > :05:48.He's put together what he is calling a task force of councillors to

:05:49. > :05:51.For Mohammed, with pupils in his class who have lost best

:05:52. > :05:53.friends, that support helps answer their difficult questions.

:05:54. > :05:55.What is their understanding of it, how do

:05:56. > :05:57.they interpret it when they talk to you?

:05:58. > :06:01.All of the children were saying, you know, was it because of

:06:02. > :06:04.the fridge, that all these people got killed?

:06:05. > :06:08.You know, that is why, they get kind of terrified even by

:06:09. > :06:11.just the concept of the fridge at home.

:06:12. > :06:18.For those directly affected, when I see and hear their stories.

:06:19. > :06:24.social worker to help and said that educational psychologists are

:06:25. > :06:26.providing support but Dr Talwar still astonished at the

:06:27. > :06:30.It is strange because you know, one would expect in London,

:06:31. > :06:35.2017, things would be put in place but that is the reason we are

:06:36. > :06:39.God forbid we have another crisis like

:06:40. > :06:43.this but at least we will be ready to have a task force, a group of

:06:44. > :06:46.people, a group of psychologists that will go in and support people

:06:47. > :06:50.Now, though, that crisis is Grenfell and

:06:51. > :06:59.A 15-year-old boy has been found guilty of murdering

:07:00. > :07:02.the teenager Quamari Barnes - who was stabbed to death outside his

:07:03. > :07:07.Quamari - who was also 15- was attacked outside

:07:08. > :07:11.the Capital City Academy in Willesden in January.

:07:12. > :07:17.The court heard his killer can't be named because of his age.

:07:18. > :07:23.New figures suggest the rise in rough sleepers in London has more or

:07:24. > :07:27.less stopped for the first time since 2009. Records show more than

:07:28. > :07:31.8,000 people were seen sleeping rough on the streets last year.

:07:32. > :07:34.That's just 12 more than the previous year.

:07:35. > :07:36.The world's oldest emergency phone service was launched

:07:37. > :07:41.The first 999 calls were made here in the capital, and it wasn't

:07:42. > :07:44.until after the Second World War that the system was rolled out

:08:02. > :08:06.In those, it will feel pleasantly warm but there will also be

:08:07. > :08:08.a few showers around, too, mostly towards southern

:08:09. > :08:11.Home Counties, parts of Kent and Surrey, maybe even Essex.

:08:12. > :08:13.Heavy downpours to be expected, slow-moving and possibly quite a lot

:08:14. > :08:15.of rain within a short space of time.

:08:16. > :08:18.But for the rest of us, it is going to stay dry.

:08:19. > :08:20.The showers will fade away through the afternoon.

:08:21. > :08:22.Top temperatures of 22 or 23 degrees.

:08:23. > :08:24.If you are going out this evening, it should

:08:25. > :08:27.be dry for most of us, I think.

:08:28. > :08:30.And then through the early hours, we've got some outbreaks of rain

:08:31. > :08:35.Most of this rain will be quite light and patchy and won't amount

:08:36. > :08:39.It could still be around for early risers tomorrow morning

:08:40. > :08:41.but a mild start to the day, 14 or 15 degrees.

:08:42. > :08:45.Quite a cloudy morning really tomorrow but we will see the cloud

:08:46. > :08:47.thin and break and we will get sunshine coming through.

:08:48. > :08:50.It will feel a touch warmer tomorrow and a touch breezy,

:08:51. > :08:53.but with highs of 23 or 24 Celsius, it will feel quite

:08:54. > :08:58.Sunday not quite so good, some showers around through the morning.

:08:59. > :09:01.They will clear to give us some sunny spells by the time

:09:02. > :09:05.Wimbledon fortnight starts next week.

:09:06. > :09:09.Possibly a few showers at times but also a lot of dry weather.
