:00:29. > :00:30.showing names, addresses, and other confidential information.

:00:31. > :00:38.It was left at the Gaudun Estate in Clapham, as Sarah Harris reports.

:00:46. > :00:49.contacted BBC London about what he saw as a fire hazard. On closer

:00:50. > :00:57.inspection it was clear the documents were sensitive and

:00:58. > :01:02.confidential. Lambeth ACPC child protection interagency protection...

:01:03. > :01:06.Wow. Oh, my God. This is just unbelievable. This is data

:01:07. > :01:11.protection against possibly child abuse or whatever. It's just left

:01:12. > :01:15.here. The piles of Lambeth Council paperwork have been scored in the

:01:16. > :01:20.unlocked ground floor storeroom as long as he can remember. They also

:01:21. > :01:23.include names and addresses of families in rebt arrears -- rent

:01:24. > :01:29.arrears. This is disgusting that it's just left here for anybody,

:01:30. > :01:35.like myself, and yourself to be able to see this information and possibly

:01:36. > :01:41.use it in an horrible, ugly way that possibly it could be used in. It's

:01:42. > :01:46.not, it's not being protected while it's exposed like this. These

:01:47. > :01:49.documents need to be shredded by a professional company, so that they

:01:50. > :01:54.can never be used in the wrong way. We took some of the documents to a

:01:55. > :01:58.leading solicitor on data protection based on Chancery Lane. This is very

:01:59. > :02:02.serious from the council's perspective. He's worked for the

:02:03. > :02:06.Australian Government and the Obama administration in the US, advising

:02:07. > :02:10.on data protection issues. He says this kind of security failure is

:02:11. > :02:16.being taken increasingly seriously by the courts under the Data

:02:17. > :02:19.Protection Act. Organisations have very serious responsibilities around

:02:20. > :02:24.the data they hold and the data they create. If a local council were to

:02:25. > :02:30.just dispose of data in a way, in a basement or in a way that's

:02:31. > :02:34.inappropriate, that would probably breach their obligations under the

:02:35. > :02:39.act. The department for Culture, Media Sport has only changed its

:02:40. > :02:42.name to include the word "digital". That's partly to emphasise its

:02:43. > :02:46.commitment to data protection issues, its regulator is about to

:02:47. > :02:51.become a whole lot tougher. In the case of this Clapham paperwork,

:02:52. > :02:55.Lambeth council has thanked the BBC for drawing what it calls a

:02:56. > :02:59.potential brief to its attention, a review is under way. At the very

:03:00. > :03:03.least this will serve as a warning to all organisations. In the coming

:03:04. > :03:04.months, fined could go from tens of thousands of pounds to millions of

:03:05. > :03:08.pounds. Three Crossrail building contractors

:03:09. > :03:12.have been fined more than ?1 million following the death of one

:03:13. > :03:16.of their workers and Rene Tkacik was crushed to death

:03:17. > :03:20.by falling concrete, while Terrence Hughes

:03:21. > :03:23.and Alex Vizitie were seriously hurt Dan Freedman was at Southwark

:03:24. > :03:33.Crown Court this morning. We've just heard the cross-rail

:03:34. > :03:38.contractor BFK are going to be fined ?300,000 for their part in the death

:03:39. > :03:43.of working RRene Thacik who died in 2014. We can speak to his mother's

:03:44. > :03:50.lawyer. She's Slovakian and doesn't speak a lot of English. So we have

:03:51. > :03:57.Helen Clifford here. What is her reaction to this sentence? She's

:03:58. > :04:03.extremely disappointed in the year that BFK killed Rene, 2014, their

:04:04. > :04:07.turnover was ?317 million. So you think the fine is too little? It's

:04:08. > :04:11.far too low, even when you combine the three fines together. It's just

:04:12. > :04:15.far too low. Of course, we accept that it's not intebd tended to be a

:04:16. > :04:20.reflection -- intended to be a reflection of the value of his life,

:04:21. > :04:24.but it feels an insult. She's been attending from Slovakia at her own

:04:25. > :04:30.expense. We understand that the firm are going to reimburse some of those

:04:31. > :04:34.costs. They have agreed to reimburse some of those expenses exceeding

:04:35. > :04:38.?6,000. She said, "I don't want that blood money. I've come here to

:04:39. > :04:43.honour my son and look after him and his memory, she would like to donate

:04:44. > :04:46.that sum to the construction safety campaign, because she wants Renee's

:04:47. > :04:52.death to have some meaning. She wants to prevent other deaths. There

:04:53. > :05:01.were two other cases today, with fines of ?600,000 and ?165,000 for

:05:02. > :05:06.each one. They all concerns exclusion zones around dangerous

:05:07. > :05:08.areas. It seems that wasn't happening systematically despite the

:05:09. > :05:13.accidents happening on site. That's our concern. I act on behalf of Alex

:05:14. > :05:20.Vizitie as well. The concern that I have is that I was first instructed

:05:21. > :05:29.by him after the inquest into Renee's death. At the time of that

:05:30. > :05:34.inquest, we were not made aware that his accident had occurred. The

:05:35. > :05:35.family solicitor ending that report. There

:05:36. > :05:37.The mayor's battle against air pollution continues today.

:05:38. > :05:39.He's pledged ?42 million to help black cab drivers

:05:40. > :05:42.The incentives will also encourage the purchase

:05:43. > :05:52.More than 8,000 people have signed a petition calling on Bromley

:05:53. > :05:54.council to withdraw its plans for a new museum at

:05:55. > :05:58.the historic RAF Chapel of Remembrance in Biggin Hill.

:05:59. > :06:01.As it stands, the museum will be built around the building,

:06:02. > :06:04.but the vestry will be knocked down and veterans and residents say

:06:05. > :06:14.Built with backing from Sir Winston Churchill St George's Chapel is a

:06:15. > :06:20.permanent memorial to the airmen who lost their lives in World War II.

:06:21. > :06:23.Their names listed at the alter. The chapel is now at the centre a row

:06:24. > :06:28.between the local council and campaigners. The authority has

:06:29. > :06:31.approved plans to build a new museum around the existing chapel. But

:06:32. > :06:36.campaigners say the design is appalling. They claim that a small

:06:37. > :06:41.vestry would have to be demolished. They're worried that visitors to the

:06:42. > :06:46.chapel might end up paying the museum entrance fee and veterans are

:06:47. > :06:49.worried that they're worried, that their funerals, which currently take

:06:50. > :06:53.place in the chapel itself, won't be able to take place whilst work is

:06:54. > :06:57.going on. The council has defended the plans. What's most important is

:06:58. > :07:01.about securing the future of St George's Chapel at Biggin Hill

:07:02. > :07:05.airport, internationally renowned airport. The vision is about

:07:06. > :07:08.remembering the few and honouring the many, not just the pilots from

:07:09. > :07:11.the Second World War, but the local residents, that have been, not

:07:12. > :07:16.forgotten, but can be set down in memory and on film for the future.

:07:17. > :07:18.It is never forgotten. The opportunity for a lot of young

:07:19. > :07:22.people to experience that for the first time ever. The stained glass

:07:23. > :07:26.window will be saved and is safe. There will be no costs to going to

:07:27. > :07:31.the chapel on a regular basis. We are securing the future. With regard

:07:32. > :07:35.to the design, it's subjective, I understand why some people don't

:07:36. > :07:39.like. It I do. I think it will be wrong to have it too ambitious. The

:07:40. > :07:40.council say the museum will open in November next year. But it continues

:07:41. > :07:45.to be opposed by campaigners. It's RideLondon this weekend,

:07:46. > :07:48.a few roads will be But what's the weather going to be
