:00:19. > :00:20.We start with the major travel disruption commuters faced

:00:21. > :00:23.at the height of rush hour this morning.

:00:24. > :00:25.The first was with that derailment at Waterloo Station.

:00:26. > :00:28.Part of a passenger train came off the track hitting a freight train.

:00:29. > :00:33.two people were injured when a train hit the buffers at the station.

:00:34. > :00:36.And finally, Holborn tube station had to be evacuated after smoke

:00:37. > :00:38.appeared on a central line train, as our transport correspondent,

:00:39. > :00:51.Just outside the UK's busiest station, Waterloo, a passenger train

:00:52. > :00:56.this morning partially derailed after colliding with an engineering

:00:57. > :01:01.train. Commuters have been warned not to use the station. I was trying

:01:02. > :01:08.to get out of London, there were no trains, cancelled or delayed. One

:01:09. > :01:10.thing on top of another, signal failures, training programmes,

:01:11. > :01:15.derailments, half of the platforms are closed and away, chaos. I do not

:01:16. > :01:29.know if they have told us anything, really. Slow and taking an hour and

:01:30. > :01:33.a bit to get into Waterloo. No one was hurt but investigators are

:01:34. > :01:35.trying to find out why the passenger train went through the points and

:01:36. > :01:38.was shunted off the track. Elsewhere in London, at King's Cross, platform

:01:39. > :01:42.nine was shot after the train did not stop in time and hit the

:01:43. > :01:47.buffers. Holborn tube station was evacuated after a train motor caught

:01:48. > :01:51.fire. It later reopened, but for passengers, it was extremely

:01:52. > :01:54.worrying. Before the train had stopped, a massive bang,

:01:55. > :01:59.immediately, the carriage I was in, it filled with smoke. People rose

:02:00. > :02:05.from their seats and try to funnel out of the doors. It was chaotic.

:02:06. > :02:11.People were just manic in trying to get out. Waterloo is in the middle

:02:12. > :02:17.of a huge redevelopment, ten out of 24 platforms were already closed.

:02:18. > :02:23.Now another three cannot be used. The concern is that the planned

:02:24. > :02:27.reopening date of the 28th of August will now slip. We are obviously very

:02:28. > :02:30.concerned about the derailment at Waterloo, that has to be

:02:31. > :02:35.investigated, and we are very nervous, we do not want the Waterloo

:02:36. > :02:41.upgrade to overrun and if it does, we will be calling on Network Rail

:02:42. > :02:46.and the Government to actually convince eight passengers. Very few

:02:47. > :02:52.trains are running in and out of Waterloo at the moment -- compensate

:02:53. > :02:57.passengers. The disruption could carry on until tomorrow.

:02:58. > :03:01.The words of a mother of a woman who took her own life

:03:02. > :03:04.32-year-old Sarah Reed had mental health issues

:03:05. > :03:07.An inquest found a series of failings by staff

:03:08. > :03:10.Well, her mother is calling for better protection

:03:11. > :03:15.Sarah Reed was just 32 when she was found dead in a cell

:03:16. > :03:22.Her family say she should never have been there.

:03:23. > :03:24.If they'd have said a secure unit, hospital, whatever, I'd have said

:03:25. > :03:33.In 2015, she was admitted to the Maudsley Hospital

:03:34. > :03:36.in South London, her family claims she was sexually assaulted

:03:37. > :03:39.Afterwards she was transferred to Holloway

:03:40. > :03:43.Marilyn says her daughter needed care, not custody,

:03:44. > :03:49.It needs to stop, it needs to be investigated,

:03:50. > :03:52.we need to have things put in place, that mental health is dealt

:03:53. > :04:00.At her inquest last month, Peter Thornton QC raised concerns

:04:01. > :04:02.about the care Sarah received and highlighted

:04:03. > :04:10.Holloway Prison closed last year after being branded as inadequate

:04:11. > :04:14.Sarah's inquest revealed how some national policies

:04:15. > :04:21.Now campaigners say Sarah is just one example of how the system

:04:22. > :04:29.is failing prisoners with mental illness.

:04:30. > :04:31.What we need to do is invest in quality specialist

:04:32. > :04:34.services in the community, especially mental health services,

:04:35. > :04:37.given that we know the majority of women who are sent to prison have

:04:38. > :04:46.The Government say they take the mental health of prisoners

:04:47. > :04:48.extremely seriously and have launched a suicide and self harm

:04:49. > :04:54.Marilyn knows Sarah had a troubled past.

:04:55. > :04:57.This is her in 2012 being assaulted by a Metropolitan Police officer

:04:58. > :05:02.But despite this, she remembers her daughter with fondness,

:05:03. > :05:05.and hopes her death will not have been in vain.

:05:06. > :05:15.The Ministry of Justice says it takes the mental health

:05:16. > :05:17.of prisoners extremely seriously and is increasing support

:05:18. > :05:25.Since the Grenfell Tower fire, there's been lots of attention

:05:26. > :05:30.on the estimated 700,000 Londoners who live in high-rise blocks.

:05:31. > :05:33.BBC London's Dan Freedman has spent a week in one of the first,

:05:34. > :05:35.and possibly most controversial, to meet some of the residents.

:05:36. > :05:37.The Trellick Tower was supposed to be

:05:38. > :05:39.an inspirational example of streets in the sky.

:05:40. > :05:41.But one resident who's lived there since the '70s

:05:42. > :05:52.says that vision hasn't really materialised.

:05:53. > :06:06.My name is Chris Paulsen and I'm originally from Cape Town.

:06:07. > :06:08.I've lived in Trellick Tower since '77.

:06:09. > :06:17.One of the problems we have here is the rubbish chutes

:06:18. > :06:21.are not built properly, there is some kind of kink in it.

:06:22. > :06:23.It gets blocked up and it ends up with people dumping

:06:24. > :06:33.We will have to see if we can clear it up quickly

:06:34. > :06:38.They have way too much on their plate.

:06:39. > :06:52.And of course, people on your own landing, taking in, say,

:06:53. > :06:54.a parcel from the postman for your neighbour,

:06:55. > :07:01.What was it like when you first moved in?

:07:02. > :07:05.They expected the place to run itself, really.

:07:06. > :07:12.There were laundry chutes, with quite expensive equipment in it.

:07:13. > :07:19.That is what you expect with coin-operated machinery

:07:20. > :07:30.There's never really been any serious trouble.

:07:31. > :07:36.Just one time, a woman got raped during the carnival.

:07:37. > :07:45.It's one of my favourite areas in London.

:08:33. > :08:36.South-westerly breeze through today. Tonight, the cloud melts away and we

:08:37. > :08:41.are left with mainly clear skies. Feeling quite a bit cooler. We may

:08:42. > :08:48.see high single figures in rural spots. Across the board, lows of 12,

:08:49. > :08:51.13. Tomorrow, another pleasant day, looking largely dry, cloud will come

:08:52. > :08:59.and go, a good deal of brightness and sunshine as well. Temperatures

:09:00. > :09:03.tomorrow getting up to 22, 20 three. Slightly more of a south-westerly

:09:04. > :09:07.breeze as well. Overnight on Wednesday into Thursday, rain coming

:09:08. > :09:11.from the West. That takes half of Thursday to clear. By the afternoon,

:09:12. > :09:16.some sunny spells and a few showers left behind as well. Friday, a

:09:17. > :09:20.little bit cooler. Largely dry, one or two showers. Thank you very much.
