:00:00. > 3:59:59Irma, keep up-to-date on the Twitter feed, and there is an explanation of

:00:00. > :00:13.how a hurricane forms. That is Welcome to BBC London News -

:00:14. > :00:19.I'm Katharine Carpenter. The mayor says he'll spend

:00:20. > :00:22.?250 million buying up land It's a key part of City Hall's

:00:23. > :00:29.strategy to tackle the capital's housing crisis, which was

:00:30. > :00:31.unveiled this morning. Our Political correspondent

:00:32. > :00:33.Karl Mercer spoke to the Mayor while on a visit to a council estate

:00:34. > :00:35.in East London. One of the things I'm announcing

:00:36. > :00:40.today is a new fund, the first time City Hall has done

:00:41. > :00:46.this, of a revolving money, ?250 million, which we will use

:00:47. > :00:48.to bring forward land, purchase the land and sell it

:00:49. > :00:51.on to councils and housing associations so they can build

:00:52. > :00:53.genuinely affordable homes. We get the money back

:00:54. > :00:56.and buy more land. We need to make sure we recognise

:00:57. > :00:59.that actually we need to build more homes and they have to be the right

:01:00. > :01:03.sort of homes as well. In the last year your administration

:01:04. > :01:06.has built no homes for social rent. That's because we used the money

:01:07. > :01:08.given by the previous So for the next year as well,

:01:09. > :01:13.there will be very, very few council homes being built because the last

:01:14. > :01:15.mayor didn't give any money. You can understand, can't you,

:01:16. > :01:19.why people will be frustrated. Somebody coming in saying,

:01:20. > :01:21.this is affordable housing, I'm a mayor for all people,

:01:22. > :01:23.and actually for those at the bottom, they can see nothing

:01:24. > :01:26.delivered in the first That's why I have always said it's

:01:27. > :01:31.a marathon and not a sprint. I'm afraid it will take some time

:01:32. > :01:34.for Londoners to see some How many are you going

:01:35. > :01:38.to build do you think? I haven't set a target

:01:39. > :01:43.in my manifesto about the number of homes I will build

:01:44. > :01:45.for one simple reason. If it is the case the government

:01:46. > :01:51.wants to get rid of EU workers, who are so important on construction

:01:52. > :01:54.sites, if that's the case then developers will lack confidence

:01:55. > :01:56.because of a hard Brexit planned by the government, that will lead

:01:57. > :01:59.to all sort of issues in relation I'm doing my bit in relation

:02:00. > :02:04.to making sure I negotiate a good I'm doing my bit to make sure

:02:05. > :02:08.that we have, for the first time ever, a revolving sum of money

:02:09. > :02:13.so we can buy land. Parents in Croydon are the latest

:02:14. > :02:20.to be threatened with a ?130 fine for dropping their children off

:02:21. > :02:22.at school by car. Croydon Council hopes the six month

:02:23. > :02:25.trial will cut congestion Half eight this morning

:02:26. > :02:35.and the school run is well under way Parents and children

:02:36. > :02:40.arriving on foot. The road outside the school

:02:41. > :02:42.free from congestion. But things haven't

:02:43. > :02:45.always been like this. When you come out on a morning

:02:46. > :02:47.it's chock-a-block. So there's cars coming

:02:48. > :02:49.up, cars coming down. Another occasion they mounted

:02:50. > :02:54.the pavement and drove They wouldn't check properly

:02:55. > :03:02.so they could have little We had probably about four or five

:03:03. > :03:11.incidences where they nearly This week, a pilot scheme has

:03:12. > :03:18.been launched at three primary schools in Croydon,

:03:19. > :03:21.including St Chad's, which bans parents from dropping

:03:22. > :03:23.off their kids by cars at certain If they are caught,

:03:24. > :03:32.they could face a fine of ?130. Woodcote Primary is one of three

:03:33. > :03:35.that is part of the pilot. The chairman of governors says

:03:36. > :03:37.the changes are primarily We lobbied the local council

:03:38. > :03:43.and police and this is their scheme I don't think it's

:03:44. > :03:46.unique to Croydon. I don't think it's just to do

:03:47. > :03:50.with parking and fining parents. It's to do with some wider issues,

:03:51. > :03:55.pollution and child health. Back at St Chad's, not all parents

:03:56. > :03:59.are obeying the rules. I got a baby in the car

:04:00. > :04:02.which is screaming. I need to rush and get home

:04:03. > :04:06.to feed him, so I think it's a bad idea for them not to allow someone

:04:07. > :04:09.to park the car here. You're rushing to bring your

:04:10. > :04:11.children, you have to park all the way out there and rush up

:04:12. > :04:15.with them and then end up getting We are all struggling parents out

:04:16. > :04:20.here so we don't have that But the majority of those I spoke

:04:21. > :04:25.to were in support of the changes, including Blansford

:04:26. > :04:29.and his granddaughter. It's a good idea for us to park

:04:30. > :04:32.and then we walk in. I think it's fun and

:04:33. > :04:35.it's good exercise. Those who are physically unable

:04:36. > :04:41.to walk can apply for permits. The council says if the six-month

:04:42. > :04:44.pilot is successful, it could be rolled out at other

:04:45. > :04:51.schools in the borough. A council in Surrey has approved

:04:52. > :04:55.plans to introduce parking charges Campaigners had argued that some pay

:04:56. > :05:00.and display machines aren't accessible to wheelchair users

:05:01. > :05:02.but the council says Blue badge holders will still get

:05:03. > :05:08.an extra hour free, and those with the most serious disabilities

:05:09. > :05:12.won't be charged. A leading Polish fashion chain has

:05:13. > :05:17.opened its first London store, admitting there are worries about

:05:18. > :05:18.Brexit. "Reserved" has started

:05:19. > :05:21.up in Oxford Street, as a leaked Home Office document

:05:22. > :05:23.suggested future restrictions Our political editor

:05:24. > :05:38.Tim Donovan has this. This is the grand opening of

:05:39. > :05:44.Reserved, which is the first venture of this big Polish brand into

:05:45. > :05:48.London. They have 1700 stores currently across eastern and central

:05:49. > :05:51.Europe. Kate Moss was here opening the store earlier this morning. I'm

:05:52. > :05:57.joined by their chief finance officer. Why opening here now in

:05:58. > :06:01.Oxford Street in London at a time when we are moving away from Europe?

:06:02. > :06:06.London is the capital city of fashion. We are here with our brand,

:06:07. > :06:11.to show our product, our marketing to people in the UK and Londoners,

:06:12. > :06:15.but also to all the tourists coming to London from all across the world.

:06:16. > :06:20.Because it's about brand awareness and brand recognition. We want our

:06:21. > :06:23.brands to become global. When you see the signs that there might be

:06:24. > :06:27.restrictions on people, low skilled workers, perhaps for two years, how

:06:28. > :06:31.worried are you? It wasn't a big problem to find people to work for

:06:32. > :06:34.us in London. I think it will continue that still lots of people

:06:35. > :06:38.will be available in the market. It is worrying for us because probably

:06:39. > :06:43.wages will go up. But on the other hand, when wages go up, people have

:06:44. > :06:46.more money to spend, which we like. So you're not feeling too

:06:47. > :06:50.pessimistic at the moment but there are still answers you need? Yes, I

:06:51. > :06:54.would say we are very excited about this place, about Oxford Street and

:06:55. > :07:01.our store here. But there are some challenges in business. We have

:07:02. > :07:05.passed many others, we have 1700 stores across Europe, in different

:07:06. > :07:09.countries. So in the long term we believe in the UK market. Thanks

:07:10. > :07:13.very much. And this is the first Reserved store in London, and they

:07:14. > :07:17.are promising to be here at least ten years.

:07:18. > :07:20.From the glamorous world of fashion to the downright ugly.

:07:21. > :07:23.An office block in Victoria has received the dubious

:07:24. > :07:24.honour of being named the Uk's worst building.

:07:25. > :07:27.Its architects described the Nova Victoria as "distinct

:07:28. > :07:30.and architecturally daring" but the judges disagreed,

:07:31. > :07:34.referring to it instead as a "bright red hideous mess".

:07:35. > :07:38.It is the sixth consecutive time a London building has scooped award

:07:39. > :07:53.Not as windy as we are seeing elsewhere?

:07:54. > :07:59.Certainly not, quite a quiet and calm day in London. A bit of cloud

:08:00. > :08:04.and sunshine around, but we are starting to see and maybe even feel

:08:05. > :08:07.just a little bit more autumnal. The leaves are starting to change a

:08:08. > :08:13.little bit. Conkers starting to appear. The temperature is a little

:08:14. > :08:16.cooler than yesterday. We have lost humidity. Bright and sunny spells

:08:17. > :08:21.this afternoon, similar to the morning we've had. The wind is

:08:22. > :08:25.starting to freshen a little bit. In overexposed areas it might start to

:08:26. > :08:28.feel a little bit fresher. In the sunshine and sheltered spots, it

:08:29. > :08:35.will feel quite pleasant, a maximum of 20 Celsius. Overnight tonight, a

:08:36. > :08:39.bit of cloud around at first, but it should clear through the night.

:08:40. > :08:43.Towards dawn, clear skies and the wind will be lighter, allowing the

:08:44. > :08:48.temperature to drop, maybe feeling than it was this morning tomorrow.

:08:49. > :08:52.11 or 12 that the minimum. A promising start to tomorrow. Some

:08:53. > :08:55.practice and sunshine, but the cloud will move in quickly and we will see

:08:56. > :09:02.showers arriving in the latter stages tomorrow afternoon and into

:09:03. > :09:05.the evening. Wind also starting to strengthen tomorrow afternoon.

:09:06. > :09:10.Temperatures staying at around 20. This deep area of low pressure to

:09:11. > :09:13.the north of the UK brings in some fairly persistent rain as we had

:09:14. > :09:17.overnight Thursday into Friday. It will stay unsettled through the

:09:18. > :09:19.weekend. A chance of showers on Saturday and more wind and rain

:09:20. > :09:19.through Sunday. Riz will be here with our

:09:20. > :09:23.6:30pm evening programme. But for now, from us all,

:09:24. > :09:45.a very good afternoon. He's gone off before,

:09:46. > :09:49.only this time it's been ten days. I'm an investigator.

:09:50. > :09:52.His wife's very worried for him. Owen has written a very thinly

:09:53. > :09:55.disguised slandering of the people who've tried

:09:56. > :09:57.to help him. Quine knew a lot of damaging

:09:58. > :09:59.stuff... You're going to have to

:10:00. > :10:01.take on a new investigator. I don't want your boss

:10:02. > :10:03.anywhere near our wedding. I'm not going to ask you to

:10:04. > :10:07.ruin your marriage over a job.
