0:00:00 > 0:00:02On BBC One we now join the BBC's news teams where you are.

0:00:10 > 0:00:13Welcome to BBC London News.

0:00:13 > 0:00:16I'm Victoria Hollins.

0:00:16 > 0:00:19The Mayor says it could take years for an appeal by Uber

0:00:19 > 0:00:20over its license to be resolved.

0:00:20 > 0:00:29Transport for London wants to strip the taxi app

0:00:29 > 0:00:30of its operating permit in London.

0:00:30 > 0:00:33The company has since met with TfL, but Sadiq Khan said this morning

0:00:33 > 0:00:34the process won't be swift.

0:00:34 > 0:00:36Let's get more from Ayshea Buksh.

0:00:36 > 0:00:37Remind us of the background to this.

0:00:37 > 0:00:40Well, back in September, Transport for London said the company

0:00:40 > 0:00:42was unfit to run a taxi service here in the capital.

0:00:42 > 0:00:45It was a shock decision for the many customers who use

0:00:45 > 0:00:50the app and the thousands of drivers it employs.

0:00:50 > 0:00:53TfL's concerns were over the company's approach to carrying

0:00:53 > 0:00:55out background checks on drivers and reporting serious

0:00:55 > 0:01:01criminal offences.

0:01:01 > 0:01:06Uber, the company, made an appeal, not surprisingly, and said it is in

0:01:06 > 0:01:11discussions with transport for London, it says it is determined to

0:01:11 > 0:01:14make things right.

0:01:14 > 0:01:16And at City Hall earlier this morning, Ukip Assembly

0:01:16 > 0:01:18Member David Kurten asked the mayor, Sadiq Khan, how long

0:01:18 > 0:01:19the appeal process could take.

0:01:19 > 0:01:23Here's what he said in response.

0:01:23 > 0:01:28The four tiers going up to the Supreme Court potentially, so before

0:01:28 > 0:01:36the appeals are exhausted, there is a delay to get a case heard, so the

0:01:36 > 0:01:40best estimate I have been given is it could take a number of years. I

0:01:40 > 0:01:44would be surprised if we did not have the first hearing in the early

0:01:44 > 0:01:49part of next year.Driver still very much operate in London. It is

0:01:49 > 0:01:54interesting to look at what has been happening in Brighton. A few weeks

0:01:54 > 0:01:57ago, its council decided to renew the licence for Uber the six months,

0:01:57 > 0:02:04it said it would monitor Tfl's decision. If it drags on, it might

0:02:04 > 0:02:10not even be under the mayoralty of Sadiq Khan. Mayoral elections are in

0:02:10 > 0:02:172020.Still quite a long way to go. Thank you.

0:02:17 > 0:02:20The number of incidents of restraint used in London's mental health

0:02:20 > 0:02:23trusts has gone up by nearly 20% in the last five years.

0:02:23 > 0:02:25Five of nine trusts in the capital released information

0:02:25 > 0:02:26to the Liberal Democrats following a Freedom

0:02:26 > 0:02:30of Information request.

0:02:30 > 0:02:32Restraints rose from nearly 6,700 in 2013 to nearly

0:02:32 > 0:02:368,000 in 2017.

0:02:36 > 0:02:38The Department of Health says it is working with

0:02:38 > 0:02:40the Care Quality Commission to ensure the use of

0:02:40 > 0:02:44restraint is minimised.

0:02:44 > 0:02:47Families, firefighters and those affected by the fire

0:02:47 > 0:02:50at Grenfell Tower are being offered free holidays thanks to a unique

0:02:50 > 0:02:53project in Cornwall.

0:02:53 > 0:02:57One woman, Esme Page, was so moved by reports of the disaster,

0:02:57 > 0:03:00that she started a campaign to fund holidays for those affected.

0:03:00 > 0:03:07So far, nearly 200 people have benefited from a break.

0:03:07 > 0:03:10Frankie McAmley reports.

0:03:10 > 0:03:15A birthday boy without a care in the world.

0:03:15 > 0:03:18But the reality is his life was uprooted by the fire

0:03:18 > 0:03:21at Grenfell Tower.

0:03:21 > 0:03:24Now, thanks to a unique project, his family are on holiday in Cornwall.

0:03:24 > 0:03:26How has your day been?

0:03:26 > 0:03:30Good.

0:03:30 > 0:03:32He lost his best friend Zainab in the fire.

0:03:32 > 0:03:36So young, he struggled to understand.

0:03:36 > 0:03:41The first week, he started every day looking out

0:03:41 > 0:03:43the window saying, "Hello, Zainab, did you see me?

0:03:43 > 0:03:49I miss you."

0:03:49 > 0:03:50It's hard for me...

0:03:50 > 0:03:58My child...

0:03:58 > 0:04:01The family lived in a block next to Grenfell Tower

0:04:01 > 0:04:02and cannot go back.

0:04:02 > 0:04:06They've now been staying in a hotel for more than five months.

0:04:06 > 0:04:09This was their only chance of a break, thanks to Cornish

0:04:09 > 0:04:11businesses offering free holidays to those struggling to cope.

0:04:11 > 0:04:13What can we do?

0:04:13 > 0:04:15We can do this.

0:04:15 > 0:04:18We've got the beautiful surroundings.

0:04:18 > 0:04:22We haven't got a whole lot of money down here,

0:04:22 > 0:04:24but we give what we've got and that's what everybody's

0:04:24 > 0:04:26done, come together.

0:04:26 > 0:04:31The group have now helped nearly 200 people get away.

0:04:31 > 0:04:33As well as sightseeing and beach trips, they've had

0:04:33 > 0:04:35grief counselling too.

0:04:35 > 0:04:40It's just amazing.

0:04:40 > 0:04:43People that don't even know us, they just come,

0:04:43 > 0:04:49just from the heart, tell us, come here and surf.

0:04:49 > 0:04:53The holiday ends with a celebration.

0:04:53 > 0:04:58But like many here, his sister does not want to go back.

0:04:58 > 0:05:01It's, like, scary because you just feel like Grenfell's

0:05:01 > 0:05:04going to fall on you.

0:05:04 > 0:05:07If someone talks about it again, I will just start remembering stuff,

0:05:07 > 0:05:10like what happened.

0:05:10 > 0:05:11Make a wish!

0:05:11 > 0:05:14Make a wish!

0:05:14 > 0:05:16He just wishes he had his friend back.

0:05:24 > 0:05:27All this week, we're showing films about where your hard-earned cash

0:05:27 > 0:05:30goes once you've donated to Children in Need.

0:05:30 > 0:05:32One of those charities is the Horse Rangers' Association,

0:05:32 > 0:05:35a children's charity teaching horsemanship and stable

0:05:35 > 0:05:40management to youngsters from the age of eight onwards.

0:05:40 > 0:05:44Groups are arranged into Squadrons - Number 7 is the RDA, or Riding

0:05:45 > 0:05:48for the Disabled group.

0:05:48 > 0:05:52OK, as it is a bit rainy tonight, do you think we can reach up

0:05:52 > 0:05:54to the stars and get some of the clouds out?

0:05:54 > 0:05:57My name is Jo and I am one of the instructors

0:05:57 > 0:05:59here and I piloted the programme about seven years ago.

0:05:59 > 0:06:01Wonderful.

0:06:01 > 0:06:05There are children with additional needs that don't get to be involved.

0:06:05 > 0:06:09I just knew that there has to be a room for this Squadron 7 RDA

0:06:09 > 0:06:12to take place and that is why we do it in the evening,

0:06:12 > 0:06:15so that the children can come from school and they are older.

0:06:15 > 0:06:16Once they start senior school with additional needs,

0:06:16 > 0:06:18some schools find the curriculum...

0:06:18 > 0:06:21They find that horse riding is not part of education,

0:06:21 > 0:06:23when it is everything.

0:06:23 > 0:06:25They have learnt skills that they can take home

0:06:25 > 0:06:28to their parents and their friends and say, "Guess what,

0:06:28 > 0:06:30I learnt to tack up a horse today."

0:06:30 > 0:06:31Pretty awesome.

0:06:31 > 0:06:36Or, "I picked a horse's foot out."

0:06:36 > 0:06:42And some of these children don't have the strength to do that.

0:06:42 > 0:06:44As they come riding regularly, the core strength builds

0:06:44 > 0:06:45and the confidence builds.

0:06:45 > 0:06:47I am, basically, mucking out the horses.

0:06:47 > 0:06:48You always have to pick up...

0:06:48 > 0:06:54I am Anna and I am here because I am helping look after the horses.

0:06:54 > 0:06:56She has had some quite tough times, particularly recently,

0:06:56 > 0:06:57haven't you, sweetheart?

0:06:57 > 0:06:58Yeah.

0:06:58 > 0:07:02And actually, this is the bit of the week that, no matter

0:07:02 > 0:07:05what else has been happening, she has always come home

0:07:05 > 0:07:10from smiling and happy.

0:07:10 > 0:07:12I like doing everything.

0:07:12 > 0:07:15I like riding, mucking out, just making sure the horses

0:07:15 > 0:07:19are happy and healthy.

0:07:19 > 0:07:20Horse riding is a really expensive sport.

0:07:20 > 0:07:22It's all done by voluntary work.

0:07:22 > 0:07:25All my volunteers, they come every single week, unpaid.

0:07:25 > 0:07:29It is all one big family.

0:07:29 > 0:07:34I get a massive kind of escape from my week in that I am

0:07:34 > 0:07:36taking four A-levels, there is a lot of stress,

0:07:36 > 0:07:39but when I come here, it's all about the kids

0:07:39 > 0:07:41and the horses.

0:07:41 > 0:07:42I buzz every week.

0:07:42 > 0:07:43I look forward to this.

0:07:43 > 0:07:47This is my therapy too.

0:07:47 > 0:07:52That is just one example of where your money goes. You can join us

0:07:52 > 0:07:57tomorrow when we will be live from Warner Brothers tours in

0:07:57 > 0:07:59Hertfordshire. That takes us to the weather.

0:07:59 > 0:08:03Good afternoon.

0:08:03 > 0:08:04Certainly feeling quite mild outside, particularly

0:08:04 > 0:08:05for this time of year.

0:08:05 > 0:08:07But that is about to change.

0:08:07 > 0:08:08It will get colder.

0:08:08 > 0:08:11We have a cold front pushing its way down from the north and that

0:08:11 > 0:08:15will start to show its hand later on this afternoon.

0:08:15 > 0:08:17Until then, good spells of brightness, always

0:08:17 > 0:08:19quite a bit of cloud, but many places seen

0:08:19 > 0:08:24some sunshine at least for the rest of the afternoon.

0:08:24 > 0:08:26The best of that will tend to be towards southern areas

0:08:27 > 0:08:28because here is a cold front.

0:08:28 > 0:08:31Just a very short spell of rain, most of it quite light and patchy,

0:08:31 > 0:08:32not lasting for very long.

0:08:32 > 0:08:35Top temperatures before it comes through of 14 degrees.

0:08:35 > 0:08:37This evening, the skies are going to clear behind the cold front.

0:08:38 > 0:08:39Some very cold air behind it.

0:08:39 > 0:08:40A widespread frost into tomorrow morning.

0:08:40 > 0:08:43You may have to scrape your car windscreen if you are up

0:08:43 > 0:08:44and about early tomorrow morning.

0:08:44 > 0:08:47Temperatures away from the towns will dip below freezing.

0:08:47 > 0:08:49A very cold start to the day tomorrow.

0:08:49 > 0:08:50But lots of sunshine around.

0:08:50 > 0:08:51A lovely day all in all.

0:08:51 > 0:08:56A lovely day all in all.

0:08:56 > 0:09:00Certainly feeling very cold, the winds are light, fair weather cloud

0:09:00 > 0:09:06in the afternoon, highs tomorrow of only between eight and 10 degrees.

0:09:06 > 0:09:11More of a patchy frost Friday night into Saturday. More in the way of

0:09:11 > 0:09:16cloud. Cloudier on Saturday, a few spots of rain, but mostly dry, still

0:09:16 > 0:09:19feeling cool on the weekend.

0:09:19 > 0:09:20That's about it from me.

0:09:20 > 0:09:23Asad Ahmad will be here with our 6.30pm evening programme.

0:09:23 > 0:09:26But for now, from us all, a very good afternoon.
