0:00:00 > 0:00:14That's all from the BBC News at One, so it's goodbye from me.

0:00:14 > 0:00:18Good afternoon and welcome to BBC London News, I'm Sonja Jessup.

0:00:18 > 0:00:21The Mayor says last year's Croydon Tram crash

0:00:21 > 0:00:28in which seven people were killed was a "preventable accident".

0:00:28 > 0:00:30The final report by the Rail Accident Investigation Branch has

0:00:30 > 0:00:31just been published.

0:00:31 > 0:00:36Sadiq Khan, who's currently in the middle of a trade trip

0:00:36 > 0:00:37to Pakistan, has been speaking to our Political

0:00:37 > 0:00:39Correspondent Karl Mercer.

0:00:39 > 0:00:42He asked him about a key finding that there was a similar speeding

0:00:42 > 0:00:48incident just days earlier.

0:00:48 > 0:00:51I have met with the chief inspector in charge of the RAIB report

0:00:51 > 0:00:58and he brought this to my attention.

0:00:58 > 0:01:01What is clear is that this has happened before the main accident

0:01:01 > 0:01:03and all our thoughts and prayers go to all the families

0:01:03 > 0:01:05of the seven who died.

0:01:05 > 0:01:08We have in our thoughts and prayers all those who are still suffering

0:01:08 > 0:01:10the consequences of being injured in that tram accident.

0:01:10 > 0:01:12But what is clear is no action was taken when this

0:01:12 > 0:01:13complaint was made.

0:01:13 > 0:01:16The accident happened, tragically people lost their lives and dozens

0:01:16 > 0:01:19were injured and only afterwards was that complaint investigated.

0:01:19 > 0:01:23There are serious questions which need to be answered.

0:01:23 > 0:01:25There is a separate ORR investigation,

0:01:25 > 0:01:27there is a separate investigation that TfL are doing

0:01:27 > 0:01:30and there is separately a police investigation.

0:01:30 > 0:01:40I have made it clear to the TfL board that the relevant

0:01:40 > 0:01:42committee needs to look into the RAIB recommendations.

0:01:42 > 0:01:44We are already going over and above what they said,

0:01:44 > 0:01:46but clearly there are lessons that need to be learned.

0:01:46 > 0:01:49It is a bit late to be asking committees and people

0:01:49 > 0:01:50to be looking into it.

0:01:50 > 0:01:53No, it is not because we have got to make sure...

0:01:53 > 0:01:56People who lost their relatives in that will say, hang on,

0:01:56 > 0:01:58there was a warning a week before, my relatives died in

0:01:58 > 0:01:59the Croydon tram crash.

0:01:59 > 0:02:01TfL and the train company did nothing about it.

0:02:01 > 0:02:03Surely people will have to lose their jobs over

0:02:04 > 0:02:05that at the very least?

0:02:05 > 0:02:15We have got to be reassured that nothing like this can happen again.

0:02:17 > 0:02:21That is why it does matter in relation to looking

0:02:21 > 0:02:23into what the RAIB say.

0:02:23 > 0:02:25They did an interim report and they were acted upon straightaway.

0:02:25 > 0:02:27TfL have gone over and above that.

0:02:27 > 0:02:29There are clearly questions in relation to what happened

0:02:29 > 0:02:32to the complaint made and also questions by the way about how trams

0:02:32 > 0:02:35operate generally and TfL have been doing work with other tram operators

0:02:35 > 0:02:38around the UK and around the world to see how they can

0:02:38 > 0:02:39improve tram safety.

0:02:39 > 0:02:42Seven people lost their lives and should not have done so.

0:02:42 > 0:02:44People have been injured and suffered life changing injuries

0:02:44 > 0:02:45because they should not have done so.

0:02:45 > 0:02:48This was a preventable accident and that is why it is important

0:02:48 > 0:02:49we take it seriously.

0:02:49 > 0:02:52There is a police investigation and there could well be

0:02:52 > 0:02:54criminal prosecutions.

0:02:54 > 0:02:56We have to wait and see what the decision is,

0:02:56 > 0:03:00but it is important that we get to the bottom of this and it is

0:03:00 > 0:03:01important we learn lessons.

0:03:01 > 0:03:04I'm not going to pretend it is not a tragedy,

0:03:04 > 0:03:06I am not going to pretend it was not preventable.

0:03:06 > 0:03:09The Mayor Sadiq Khan there speaking from Pakistan.

0:03:09 > 0:03:13Detectives investigating the murder of a father and daughter in south

0:03:13 > 0:03:15London have revealed they both died after being strangled.

0:03:15 > 0:03:19Noel and Marie Brown were discovered in the early hours of Monday morning

0:03:19 > 0:03:25at his home in Deptford.

0:03:25 > 0:03:28Detective Superintendent Paul Monk has been speaking to Victoria

0:03:28 > 0:03:33Hollins.

0:03:33 > 0:03:36I know Noel was last seen alive at about 8pm on Thursday by a

0:03:36 > 0:03:43neighbour. Marie, concern for Noel, went along to the address at midday

0:03:43 > 0:03:47on the 2nd of December. I am appealing for anybody who saw

0:03:47 > 0:03:51anything unusual, anybody and usual, in or around that time to get in

0:03:51 > 0:03:57touch with the police. I believe two males may have gone to the address

0:03:57 > 0:04:03in the days leading up to the murder and I am keen to hear from them.

0:04:03 > 0:04:06There had been speculation that Noel was keen in the betting shops in the

0:04:06 > 0:04:10area and there is speculation that his and his daughter's death may be

0:04:10 > 0:04:16related to those activities. Are you pursuing that?Noel was a well liked

0:04:16 > 0:04:20member of his community and used to go to Paddy Power probably about 11

0:04:20 > 0:04:26o'clock every day. He did not go on Friday. He used to bet small money.

0:04:26 > 0:04:30There is no suggestion that he was involved in big betting whatsoever.

0:04:30 > 0:04:35What impact has this had on the remaining family?Their family is

0:04:35 > 0:04:38absolutely devastated, our thoughts are with them at this difficult

0:04:38 > 0:04:45time. We have got special officers with them. In one weekend Marie's

0:04:45 > 0:04:51daughters have lost their mum and their grandad. If anybody has got

0:04:51 > 0:04:55any information about what happened, the police are very keen to hear

0:04:55 > 0:05:01from them. The number is on the screen. You can also contact

0:05:01 > 0:05:02Crimestoppers.

0:05:02 > 0:05:03You can also contact Crimestoppers.

0:05:03 > 0:05:05Victoria Hollins reporting there.

0:05:05 > 0:05:08There are fears that vulnerable women may not get the help they need

0:05:08 > 0:05:10because a project in Berkshire is struggling to find

0:05:10 > 0:05:12funds to support them.

0:05:12 > 0:05:14Alana House in Reading is trying to cope with a rising

0:05:14 > 0:05:16demand for its services, but with less cash.

0:05:16 > 0:05:18Here's Nikki Mitchell.

0:05:18 > 0:05:20I had been in an abusive relationship.

0:05:20 > 0:05:23Anita lost much of her hearing when she was kicked in the head,

0:05:23 > 0:05:26one of many episodes of abuse she suffered during her

0:05:26 > 0:05:30lengthy relationship with a convicted criminal.

0:05:30 > 0:05:34The mind games were the worst and I can only say for me that

0:05:34 > 0:05:37emotionally it was worse than being hit because you

0:05:37 > 0:05:43think and you question yourself, it is horrible.

0:05:43 > 0:05:48Of course it was like I was not worthy, I was not anybody.

0:05:48 > 0:05:53I needed somebody to talk to really badly.

0:05:53 > 0:05:57Because I had kept it all in until I came to Alana House

0:05:57 > 0:06:01and I opened the door and I remember I was in floods of tears

0:06:01 > 0:06:05and then I asked for help, but it had to be gradual

0:06:05 > 0:06:08because so much had happened.

0:06:08 > 0:06:10It has been a painful journey, but Anita is finally recovered

0:06:10 > 0:06:13enough to attempt to find work.

0:06:13 > 0:06:17This job skills course is one of numerous group sessions

0:06:18 > 0:06:20and workshops held at Alana House.

0:06:20 > 0:06:22But most of the women here need intensive,

0:06:22 > 0:06:25individual support as well and the charity behind the community

0:06:25 > 0:06:29project is struggling to find enough money to meet rising demand.

0:06:29 > 0:06:32We will do our best to make sure we are not turning women

0:06:32 > 0:06:36away but quite honestly it is looking very unsettled.

0:06:36 > 0:06:40Sometimes we cannot offer them individual support

0:06:40 > 0:06:42or they are on a waiting list for individual support.

0:06:42 > 0:06:46We do not like to do that, but women are coming to us

0:06:46 > 0:06:48with needs that previously maybe other agencies would have been able

0:06:48 > 0:06:49to support them with.

0:06:49 > 0:06:51Without us I just think their situations would escalate.

0:06:51 > 0:06:54It is hard for my son because he has seen so much.

0:06:54 > 0:06:58Where it affected my son I do not want it to affect my grandson.

0:06:58 > 0:06:59That is why Alana House believes abandoning these

0:07:00 > 0:07:01women is not an option.

0:07:01 > 0:07:03Turning one woman away could have dire consequences for their children

0:07:03 > 0:07:09as well as themselves.

0:07:09 > 0:07:12The boss of the UK's fifth-largest bank has said that the Brexit vote

0:07:12 > 0:07:14and changes to visa regulations are making it increasingly

0:07:14 > 0:07:16difficult to recruit foreign graduates to work in London.

0:07:16 > 0:07:20Bill Winters - the Chief Executive of Standard Chartered Bank -

0:07:20 > 0:07:24told the BBC that some people no longer regarded the capital

0:07:24 > 0:07:27as an attractive place to work.

0:07:27 > 0:07:30Now have you put your Christmas tree up yet?

0:07:30 > 0:07:33It's 70 years since the first Christmas tree was lit up

0:07:33 > 0:07:34in Trafalgar Square.

0:07:34 > 0:07:37It was donated by Norway to the people of Britain

0:07:37 > 0:07:41for their help and support during the Second World War.

0:07:41 > 0:07:50This year's tree is due to be switched on in the Square tonight.

0:07:50 > 0:07:54Time for the weather now, here's Elizabeth Rizzini.

0:07:54 > 0:07:56Good afternoon.

0:07:56 > 0:07:59It was a rather windy morning with some rain and it

0:07:59 > 0:08:01still felt rather mild, but as we head through this

0:08:01 > 0:08:07afternoon it will gradually turn colder, and it should also brighten

0:08:08 > 0:08:10up as well.

0:08:10 > 0:08:12We'll see some sparkling winter sunshine and a blue sky.

0:08:12 > 0:08:14Still a fairly brisk wind, but temperatures

0:08:14 > 0:08:15will be dropping down.

0:08:15 > 0:08:17That's quite unusual, really.

0:08:17 > 0:08:20We'll end the day between 7 and 9 Celsius.

0:08:20 > 0:08:22Overnight tonight, we're going to get some very cold air

0:08:22 > 0:08:25sinking down from the north, so it will turn mighty chilly.

0:08:25 > 0:08:27There will be a few showers around as well.

0:08:27 > 0:08:29Some of those showers could turn out to be wintry,

0:08:29 > 0:08:31particularly over the Chilterns perhaps, up towards north-western

0:08:31 > 0:08:33areas of the capital.

0:08:33 > 0:08:36That's where we are most likely to see some of these showers.

0:08:36 > 0:08:38A bit of sleet, perhaps even some snow.

0:08:38 > 0:08:40We'll start the day tomorrow on 2 or 3 Celsius.

0:08:40 > 0:08:42There may be some frost as well.

0:08:42 > 0:08:43It will still be quite windy.

0:08:43 > 0:08:46We've still got the wind-chill tomorrow morning.

0:08:46 > 0:08:49Lots of sunshine around first thing, but then we'll get this feed

0:08:49 > 0:08:51of showers, particularly up towards north-western

0:08:51 > 0:08:54areas of the capital.

0:08:54 > 0:08:57That's where we are most likely to see these wintry showers.

0:08:57 > 0:09:00A very cold feeling day with highs of only between 3 and 5 degrees.

0:09:00 > 0:09:01Still feeling colder on Saturday, too.

0:09:01 > 0:09:04There will be lots of sunshine around, a brisk, cold

0:09:04 > 0:09:05north-westerly wind, but it should be dry.

0:09:05 > 0:09:09On Sunday, we'll see a band of rain spread in from the west,

0:09:09 > 0:09:11possibly a little bit of snow, too.

0:09:11 > 0:09:14That's about it from me.

0:09:14 > 0:09:18Riz Lateef will be here with our 6:30 evening programme.

0:09:18 > 0:09:25But for now, from us all, a very good afternoon.
