0:00:20 > 0:00:23rise of 27p a week from April to help fund the police

0:00:37 > 0:00:42funded by the Government, partly by council tax. The Home Office says up

0:00:42 > 0:00:46to £450 million extra will be spent on all forces next year, about £50

0:00:46 > 0:00:51million on the Met. Most of that will come from the council tax part.

0:00:51 > 0:00:56Today, the mayor said he'll put up his part of that by the maximum

0:00:56 > 0:01:00allowed, £12 a year. On top of that, an extra few pounds. So in total,

0:01:00 > 0:01:05£14. 20 a year, about 27p a week. All he says for policing and the

0:01:05 > 0:01:10Fire Brigade. In total, this will amount to about a 5% increase. The

0:01:10 > 0:01:16Mayor of London says this is all about keeping Londoners safe.The

0:01:16 > 0:01:18police announcement on Tuesday was an opportunity for the Government to

0:01:18 > 0:01:24act and to end the police funding crisis. But unfortunately, this is

0:01:24 > 0:01:30something they currently fail to do. Instead, they are resorted to smoke

0:01:30 > 0:01:34and mirrors, pretending to give the police more money, but in fact

0:01:34 > 0:01:38pushing the responsibility to taxpayers in London. This is

0:01:38 > 0:01:42regressive, unfair and frankly no-one is falling for it.So a bit

0:01:42 > 0:01:47of a war of words which has been going on for some time. Nobody

0:01:47 > 0:01:50begrudges putting up money for policing. We have had four terrorist

0:01:50 > 0:01:56attacks in London this year, police are stretched. The Met Commissioner,

0:01:56 > 0:01:59Cressida Dick says repeatedly, we need more money. The Tories have

0:01:59 > 0:02:03welcomed this, although they say the Mayor is scaremongering and the

0:02:03 > 0:02:08policing minister in Parliament yesterday Nick Hurd said directly to

0:02:08 > 0:02:11Sadiq Khan "get out of your bunker, stop writing letters for more cash

0:02:11 > 0:02:15and tell people how you are going to implement your crime plan. ".Thank

0:02:15 > 0:02:16you.

0:02:19 > 0:02:22attack, in which eight people were killed.

0:02:22 > 0:02:25Borough Market was heavily affected with many traders suffering not only

0:02:25 > 0:02:27the emotional impact of the attack, but also a financial one

0:02:27 > 0:02:31as the market was closed for the police forensic examination.

0:02:31 > 0:02:33Many traders are only now getting back on their feet.

0:03:05 > 0:03:09connect and touch with your other trader friends was tough. It wasn't

0:03:09 > 0:03:13nice on an emotional level.The impact wasn't just emotional. The

0:03:13 > 0:03:17market had to close for 11 days. It was a huge blow for the traders,

0:03:17 > 0:03:23many of whom run very small businesses.This is their business,

0:03:23 > 0:03:26this is their life. We are protective of the space. It feels

0:03:26 > 0:03:30like home...Darren is the managing director. He says it was the

0:03:30 > 0:03:34uncertainty after the attack that hurt many businesses.It was

0:03:34 > 0:03:40incredibly difficult. Both financially for the traders but also

0:03:40 > 0:03:44emotionally and also physically there was damage.Many stall holders

0:03:44 > 0:03:48found out their insurance didn't cover losses from terrorism, a

0:03:48 > 0:03:52trader support fund was set up, raising more than £100,000.For some

0:03:52 > 0:03:56of them, they were able to pay their dairy bill, for some, they were able

0:03:56 > 0:04:01to buy more fish off the dock, some were putting petrol into fishing

0:04:01 > 0:04:05boats, it was that immediate.Dozens of business applied for help with

0:04:05 > 0:04:11losses of more than £900,000. Organic dairy farmer Steve Hook was

0:04:11 > 0:04:16one of those that needed help.I've still got people to pay. The lady

0:04:16 > 0:04:20that works on the stall on a Saturday, she needs her weekly

0:04:20 > 0:04:33income. Turnover's getting back up to a sustainable level. Everyone is

0:04:33 > 0:04:38behind each other and we all want this to work.Six months on,

0:04:38 > 0:04:42customers seem to be returning. Monica's traded here for 25 years

0:04:42 > 0:04:46and has helped smaller businesses who've suffered.I think the mood is

0:04:46 > 0:04:50strong again. The trade has come back midweek. I think the local

0:04:50 > 0:04:55Londoners were not going to be overcome by this, they were going to

0:04:55 > 0:05:00definitely shop soon afterwards. 2018. It's going to feel like a good

0:05:00 > 0:05:05Christmas.Borough Market market is open every day in the run-up to

0:05:05 > 0:05:09Christmas, a hopeful time at the end of the year.

0:07:02 > 0:07:04So they come up with the best ideas you've ever heard.

0:08:01 > 0:08:08London. A lot of mist and fog around and early rain captured beautifully

0:08:08 > 0:08:12by our weather-watcher at Wembley. Things are improving a little for

0:08:12 > 0:08:19the rest of the day. The low cloud is lifting. It will still be fairly

0:08:19 > 0:08:23cloudy but it's mostly dry and it's a mild feel out there. Cloud breaks

0:08:23 > 0:08:28at a premium but dry for daylight hours and a top temperature of 11 or

0:08:28 > 0:08:3212. As we go through the night, there is

0:08:32 > 0:08:37a bit of patchy rain to slip towards north-eastern parts into Essex as

0:08:37 > 0:08:41the night wears on, out towards East London, just for a little bit of

0:08:41 > 0:08:45time. But for all of us, we'll continue with the cloudy feel, misty

0:08:45 > 0:08:50and murky as well by tomorrow but still mild with its temperatures in

0:08:50 > 0:08:55the high single figures, if not ten degrees. Tomorrow morning, another
