0:00:22 > 0:00:24it was warned decades ago that two of its tower

0:00:29 > 0:00:32He says he made the claims back in the '80s

0:00:32 > 0:00:33but they weren't acted upon.

0:00:33 > 0:00:39Gareth Furby has been speaking to him.

0:00:39 > 0:00:49David Adler was chair of a structural engineers group

0:00:50 > 0:00:51for the London Boroughs in the 1980s.

0:00:51 > 0:00:53Everybody thought they were absolutely safe.

0:00:53 > 0:00:54He worked for Hammersmith Council.

0:00:54 > 0:00:57Here he is meeting residents and back then there were concerns

0:00:57 > 0:00:58about the safety of tower blocks.

0:00:58 > 0:01:03We found these problems which we never expected.

0:01:03 > 0:01:06"Great danger from collapse of wall or part of these buildings."

0:01:06 > 0:01:11He's reading from a memo he wrote back in 1984 which warns clearly

0:01:11 > 0:01:14about a remote chance of collapse and that smoke could spread

0:01:14 > 0:01:16from flat to flat if there's a fire.

0:01:16 > 0:01:19We were concerned, yes.

0:01:19 > 0:01:21So what difference did this memo make?

0:01:21 > 0:01:25Well, for the first time in 30 years, David Adler has returned

0:01:25 > 0:01:33to inspect the two tower blocks in Fulham he warned about.

0:01:33 > 0:01:36He quickly spotted some evidence of strengthening to the structure.

0:01:36 > 0:01:42But all is not right with these buildings.

0:01:42 > 0:01:52Since November, fire wardens have been patrolling 24 hours a day

0:01:53 > 0:01:56because there are gaps between wall and flooring which could allow

0:01:56 > 0:01:59fire and smoke to spread if a fire breaks out.

0:01:59 > 0:02:00To confirm these false, engineers have dug away some

0:02:00 > 0:02:01concrete in an empty flat.

0:02:01 > 0:02:08And David Adler was able to take a look.

0:02:08 > 0:02:11And the gaps and cracking that's now been exposed seems to be just

0:02:11 > 0:02:13the same issue that he warned about 33 years ago.

0:02:13 > 0:02:16If the walls are not tied into the floors,

0:02:16 > 0:02:21then there's gaps which enable smoke to get through.

0:02:21 > 0:02:24Unfortunately.

0:02:24 > 0:02:27What do you think about that happening now despite your warnings?

0:02:27 > 0:02:29It's bad.

0:02:29 > 0:02:30What is your advice?

0:02:30 > 0:02:31Was your memo heeded?

0:02:31 > 0:02:41I can't recall any action was taken as a result of the memo I sent.

0:02:49 > 0:02:51advice was listened to either.

0:02:51 > 0:02:53Sam Webb was an architect who investigated this,

0:02:53 > 0:02:56the collapse of a tower block after a gas explosion in Newham.

0:03:00 > 0:03:07The point is that these problems were known about 30 odd years ago.

0:03:07 > 0:03:10We put the men's claims to Hammersmith and Fulham Council

0:03:25 > 0:03:28and it is working with structural engineers, safety experts
