0:00:00 > 0:00:00That's all from the BBC News at One.

0:00:12 > 0:00:13Welcome to BBC London News.

0:00:13 > 0:00:16I'm Alpa Patel.

0:00:16 > 0:00:19The Mayor of London has announced plans giving more

0:00:19 > 0:00:23power to local people on estates facing regeneration.

0:00:23 > 0:00:26The proposals include balloting local residents

0:00:26 > 0:00:28on planned developments, which could then be scrapped

0:00:28 > 0:00:30if they vote against them.

0:00:30 > 0:00:33Sadiq Khan made the announcement in Barnet alongside

0:00:33 > 0:00:36Labour Leader Jeremy Corbyn, as campaigning for May's local

0:00:36 > 0:00:41elections got under way.

0:00:41 > 0:00:46Our political correspondent Karl Mercer reports.

0:00:46 > 0:00:51They may be three months away but the campaign trail for the local

0:00:51 > 0:00:58elections has already been trod.

0:00:58 > 0:01:00I'm looking forward to us winning.

0:01:00 > 0:01:02Winning for the people of this area.

0:01:02 > 0:01:09And expect to see plenty more of this pair across the capital.

0:01:09 > 0:01:11Here in Barnet this morning, one of the Labour Party's key targets.

0:01:11 > 0:01:13We were trying to work out which famous double act

0:01:13 > 0:01:14you would most resemble.

0:01:14 > 0:01:16Ant and Dec?

0:01:16 > 0:01:17Jekyll & Hyde?

0:01:17 > 0:01:18No.

0:01:18 > 0:01:20Jekyll & Hyde was of course one.

0:01:20 > 0:01:23I was thinking Starsky and Hutch.

0:01:23 > 0:01:30Or Cagney and Lacey.

0:01:30 > 0:01:33His card is marked.

0:01:33 > 0:01:37Laurel and Hardy?

0:01:37 > 0:01:39They have clearly worked together but not always been

0:01:39 > 0:01:48on the same page politically.

0:01:48 > 0:01:50Important for you to be seen together do you think?

0:01:50 > 0:01:52In terms of the message you are sending in London?

0:01:52 > 0:01:54You haven't always seen eye to eye in the past

0:01:54 > 0:01:58but you seem to be making up.

0:01:58 > 0:02:03We go back a very long way.

0:02:03 > 0:02:05And I'm very supportive of the housing strategies announced

0:02:05 > 0:02:08today which gives local communities the power to vote on the development

0:02:08 > 0:02:09before it takes place.

0:02:09 > 0:02:11The Mayor said in future no City Hall money will be given

0:02:12 > 0:02:13to developers on estates.

0:02:13 > 0:02:15Unless local residents had first voted to approve plans

0:02:15 > 0:02:16for their local area.

0:02:16 > 0:02:22If you are in state regeneration and there's the demolition of any

0:02:22 > 0:02:27homes then the expectation is you will consult with and engage

0:02:27 > 0:02:33with the residents and then they will be a ballot of those

0:02:33 > 0:02:38residents and unless the residents are in favour

0:02:38 > 0:02:42of that estate regeneration, you will get no funding from me.

0:02:42 > 0:02:45That could affect up to 25 estate regenerations across London.

0:02:45 > 0:02:46Karl Mercer, BBC London News.

0:02:46 > 0:02:4860 years ago, the murder of a 17-year-old girl shocked

0:02:48 > 0:02:50a quiet village in Hertfordshire.

0:02:50 > 0:02:52No one has ever been arrested, but today officers believe someone

0:02:52 > 0:02:55still knows who strangled Anne Noblett.

0:02:55 > 0:02:57Yvonne Hall reports.

0:02:57 > 0:03:01January 1958 and in quiet countryside near Wheathampstead

0:03:01 > 0:03:04in Hertfordshire, hundreds of police officers and volunteers search

0:03:04 > 0:03:10for missing 17-year-old college student Anne Noblett.

0:03:10 > 0:03:11The local community were fantastic.

0:03:11 > 0:03:14The military were involved, the dog section, hundreds of police

0:03:14 > 0:03:18officers in searching the area between Harpenden and

0:03:18 > 0:03:21Wheathampstead, but to no avail.

0:03:21 > 0:03:24Ann Noblett was last seen on the evening of December 30th,

0:03:24 > 0:03:281957, here in Marshalls Heath Lane, Wheathampstead, where

0:03:29 > 0:03:30she lived with her family.

0:03:30 > 0:03:34The popular college student had just been to a dance class and was seen

0:03:34 > 0:03:37hurrying along here to her home about a quarter of

0:03:37 > 0:03:38a mile up the lane.

0:03:38 > 0:03:43But Anne never made it to her front door.

0:03:43 > 0:03:45A month later and two brothers were walking their dog five

0:03:45 > 0:03:47miles away in Whitwell.

0:03:47 > 0:03:51They find Anne's frozen body in secluded woodland.

0:03:51 > 0:03:55She had been strangled and may have been sexually assaulted.

0:03:55 > 0:03:58There was an indication that she probably had been

0:03:58 > 0:04:02in chilled or refrigerated storage prior to being deposited here.

0:04:02 > 0:04:05There seemed at the time no other reasonable explanation as to why

0:04:05 > 0:04:08she'd be in the condition she was when she was found.

0:04:08 > 0:04:11It's unclear how much evidence was gathered in 1958,

0:04:11 > 0:04:14but nothing has been kept.

0:04:14 > 0:04:15But today's forensic tests could still help

0:04:15 > 0:04:17identify the killer.

0:04:17 > 0:04:21People hoard, people keep things, and we would certainly hope that

0:04:21 > 0:04:24somebody might just give us that little bit of information.

0:04:24 > 0:04:27They may not realise how important it is to us,

0:04:27 > 0:04:30but anything at all can now be of use to us.

0:04:30 > 0:04:33Detectives now hope what will finally solve the 60-year-old

0:04:33 > 0:04:36mystery are the consciences of people still alive

0:04:36 > 0:04:39who may know who the killer is and will have the courage

0:04:39 > 0:04:41to name them.

0:04:41 > 0:04:44It might be a guilty conscience, it might be through separation

0:04:44 > 0:04:47in relationships, who knows?

0:04:47 > 0:04:50These things do happen from time to time.

0:04:50 > 0:04:54And I think it's just worth asking the question again.

0:04:54 > 0:04:57It's a wish Anne's surviving brother has never given up on.

0:04:57 > 0:05:01He doesn't want to talk on camera, but says he thinks of his loving

0:05:01 > 0:05:04and caring sister every day and still hopes her killer will one

0:05:04 > 0:05:09day be brought to justice.

0:05:09 > 0:05:14Yvonne Hall, BBC London News, Wheathampstead.

0:05:14 > 0:05:17Now this Sunday will you be staying up to watch the Super Bowl?

0:05:17 > 0:05:20It's one of the biggest sporting events of the year and one

0:05:20 > 0:05:24of the players you might want to cheer on is Jay Ajiee.

0:05:24 > 0:05:28He plays for the Philadelphia Eagles, but was born here in London.

0:05:28 > 0:05:35Emma Jones has the story.

0:05:35 > 0:05:40COMMENTATOR: He's able to get away and throw. Geoffrey!

0:05:40 > 0:05:41Touchdown!

0:05:41 > 0:05:43The Philadelphia Eagles on their way to booking their place

0:05:43 > 0:05:44in Sunday's Super Bowl.

0:05:44 > 0:05:47The team includes Hackney born running back Jay Ajiee.

0:05:47 > 0:05:50He won't be the first ever London born player to reach a Super Bowl,

0:05:50 > 0:05:52but he joins an elite group including this double winner

0:05:52 > 0:05:56asking him the big question.

0:05:56 > 0:06:03You're on the cusp of being another British-born Super Bowl winner

0:06:03 > 0:06:06winner so how do you feel?

0:06:06 > 0:06:07It's a blessing.

0:06:07 > 0:06:10At the end of the season and everything I get to review

0:06:10 > 0:06:13everything but just from the journey of this where I've come from,

0:06:13 > 0:06:18from the UK to here, to now being in the Super Bowl

0:06:18 > 0:06:20in my third season, NFL, it's all a blessing.

0:06:20 > 0:06:23He was back in Hackney to surprise players

0:06:23 > 0:06:26from the London Blitz American football team recently.

0:06:26 > 0:06:28He may have left London when he was seven,

0:06:28 > 0:06:35but it remains home.

0:06:35 > 0:06:40This is London Blitz.

0:06:40 > 0:06:41Look at you guys training.

0:06:41 > 0:06:44This is Hackney.

0:06:44 > 0:06:46London Blitz has already produced players who have gone on to play

0:06:46 > 0:06:47in America and even in the NFL.

0:06:47 > 0:06:52And Jay Ajiee's success could provide even more inspiration.

0:06:52 > 0:06:55The fact he is from London, I thought, he killed it

0:06:55 > 0:06:56and became a superstar.

0:06:56 > 0:06:58That's not a big thing that usually happens to UK players,

0:06:58 > 0:07:02but he did it and he inspires us to let us know that one

0:07:02 > 0:07:08day we can do it too.

0:07:08 > 0:07:11The Eagles team wear dog masks because they are so often

0:07:11 > 0:07:12call the underdogs.

0:07:12 > 0:07:15That will be the case again this weekend but could they spring

0:07:15 > 0:07:16another Super Bowl surprise?

0:07:16 > 0:07:24Emma Jones, BBC London News.

0:07:24 > 0:07:25Good luck to him this weekend.

0:07:25 > 0:07:27Good luck to him this weekend.

0:07:27 > 0:07:30A third major water main has burst in less then a week.

0:07:30 > 0:07:32This time it happened in Brixton - on Brixton Water Lane

0:07:32 > 0:07:34if you can believe it.

0:07:34 > 0:07:35It started leaking yesterday afternoon and flooded

0:07:35 > 0:07:38the road, leaving some local residents without water.

0:07:38 > 0:07:40Analysis of two infamous letters said to be written by Jack

0:07:40 > 0:07:43the Ripper suggests they're fakes.

0:07:43 > 0:07:47Experts believe the notes, sent to a news agency in 1888,

0:07:47 > 0:07:52were faked by journalists at the time.

0:07:52 > 0:07:54Now time for the weather.

0:07:54 > 0:07:56Here's Elizabeth Rizzini.

0:07:56 > 0:07:57Hello there.

0:07:57 > 0:07:59Good afternoon.

0:07:59 > 0:08:01Brightness and sunshine will continue for the rest of the day.

0:08:01 > 0:08:04A decent day of weather but still feeling rather chilly.

0:08:04 > 0:08:06Although the northerly wind is a little bit lighter

0:08:06 > 0:08:09than it was yesterday so not so much wind chill around

0:08:09 > 0:08:12as we saw previously.

0:08:12 > 0:08:15Top temperatures, pretty much more 6-8C.

0:08:15 > 0:08:17As we head through this evening and overnight,

0:08:17 > 0:08:19I think it's likely to stay dry or mostly dry.

0:08:19 > 0:08:21Quite a bit of cloud to the east,

0:08:21 > 0:08:23maybe one or two light showers,

0:08:23 > 0:08:25but for the most part a dry and clear night for much

0:08:25 > 0:08:27of the night.

0:08:27 > 0:08:28Temperatures could drop low enough to get

0:08:28 > 0:08:31a touch of frost perhaps before it clouds over again into the start

0:08:31 > 0:08:32of the day tomorrow.

0:08:32 > 0:08:35Temperatures rise slightly as we head into tomorrow morning.

0:08:35 > 0:08:38Over the weekend, it certainly is going to feel rather cold and get

0:08:38 > 0:08:40colder still into the start of next week.

0:08:40 > 0:08:43It will be quite a cloudy day on Saturday with a few

0:08:43 > 0:08:45outbreaks of drizzle and the chance of some

0:08:45 > 0:08:48wintry showers on Sunday.

0:08:48 > 0:08:49This is Saturday.

0:08:49 > 0:08:52We have a weather front towards the West and that is trying

0:08:52 > 0:08:54to make its way eastwards and stalling and there

0:08:54 > 0:08:57will be a lot of cloud, outbreaks of patchy light rain

0:08:57 > 0:09:01and drizzle and maybe sleety over the tops of the Chilterns perhaps.

0:09:01 > 0:09:04Some brightness at least but highs of 7 degrees.

0:09:04 > 0:09:07On Sunday we stand a chance of seeing a little bit more

0:09:07 > 0:09:10in the way of brightness but turning quite cold and a north-easterly wind

0:09:10 > 0:09:16with a chance of wintry showers could continue on Monday.

0:09:16 > 0:09:17That's it from me.

0:09:17 > 0:09:19Victoria will back at 6:30 this evening.

0:09:19 > 0:09:24But for now, from all of us here, have a good afternoon.
