0:00:41 > 0:00:45Teeth whitening is one of the UK's most popular cosmetic procedures.

0:00:45 > 0:00:47After a series of treatments patients can have

0:00:47 > 0:00:50dramatically whiter teeth.

0:00:50 > 0:00:53But as it's a medical procedure, only a dentist or a regulated dental

0:00:53 > 0:00:58professional can legally do it on customers.

0:00:58 > 0:00:59BBC London went undercover to find rogue beauticians

0:00:59 > 0:01:07offering treatments.

0:01:07 > 0:01:09Such as Ashleigh Smith near Paddington, who charges £100,

0:01:09 > 0:01:15implies she's qualified...

0:01:15 > 0:01:21Yeah, I am trained - I am qualified, yeah.

0:01:21 > 0:01:23Her only qualification is a one-day course with a tooth whitening

0:01:23 > 0:01:28firm, yet she illegally performs dental procedures.

0:01:28 > 0:01:31If you're seeing somebody on the high street that's

0:01:31 > 0:01:33attended a one-day course - and putting that into perspective

0:01:33 > 0:01:36dentists attend a five-year training programme in order to qualify -

0:01:36 > 0:01:39you're placing yourself in harm's way.

0:01:39 > 0:01:42The whitening kits and toothpaste you can buy on the high street can

0:01:42 > 0:01:44only contain a maximum of 0.01% of the bleaching agent

0:01:44 > 0:01:50hydrogen peroxide.

0:01:50 > 0:01:52Anything stronger, up to 6%, must be prescribed by a dentist.

0:01:52 > 0:01:55And these pictures show why.

0:01:55 > 0:02:01Used incorrectly, it can cause burns, blisters and gum damage.

0:02:01 > 0:02:05Fran Lowe from West Ham is no dentist.

0:02:05 > 0:02:07But this untrained beautician carries out dental

0:02:07 > 0:02:09procedures in her bedroom.

0:02:09 > 0:02:12So what are you doing them, why do you need to do this?

0:02:12 > 0:02:15Don't touch that, because if it gets on your hands it

0:02:15 > 0:02:16will burn your hands.

0:02:16 > 0:02:18Oh, is that the hydrogen peroxide?

0:02:18 > 0:02:19And tells us what strength hydrogen peroxide she'll

0:02:19 > 0:02:20used to whiten teeth.

0:02:20 > 0:02:22It does have hydrogen peroxide in it?

0:02:22 > 0:02:25It does, yeah, 25%.

0:02:25 > 0:02:27By using whitener more than four times the strength

0:02:27 > 0:02:29allowed for a dentist, she's breaking the law -

0:02:29 > 0:02:30and knows it.

0:02:30 > 0:02:32Obviously, you know, in all honesty, you know,

0:02:32 > 0:02:34you're not supposed to use what I use.

0:02:34 > 0:02:35It's for the dentist, isn't it?

0:02:35 > 0:02:38That's why you pay £300 to go and have you teeth

0:02:38 > 0:02:39done at the dentist.

0:02:39 > 0:02:43So will she go ahead?

0:02:43 > 0:02:45First she gives us a gumshield.

0:02:45 > 0:02:47Bite down now - that's it...

0:02:47 > 0:02:48Then she applies hydrogen peroxide.

0:02:51 > 0:02:54Usually she'd leave it on for well over an hour,

0:02:54 > 0:03:04but we've taken dental advice, and abort straightaway.

0:03:06 > 0:03:08After filming our researcher has a full dental checkup,

0:03:09 > 0:03:10and gets the all clear.

0:03:27 > 0:03:32I see the other side when things have gone wrong and patients

0:03:32 > 0:03:35come into my surgery, and I've got to deal with it,

0:03:35 > 0:03:36and seeing this, it's astounding.

0:03:36 > 0:03:37It shouldn't happen.

0:03:37 > 0:03:39Ashleigh Smith said she used a safe non-peroxide product,

0:03:39 > 0:03:43but ignored all our requests for a response.

0:03:43 > 0:03:45Fran Lowe denied buying, storing or using peroxide

0:03:46 > 0:03:47gels on customers.

0:03:47 > 0:03:51She claims she said she did in order to get a sale.

0:03:51 > 0:03:54She then said that she wasn't aware that what she was doing was illegal,

0:03:54 > 0:03:59and now says that she's stopped doing teeth whitening altogether.

0:03:59 > 0:04:02She also sold us a syringe with 700 times the strength peroxide that can

0:04:02 > 0:04:04be purchased on the high streets.

0:04:04 > 0:04:07We'll be handing back to the authorities.

0:04:07 > 0:04:09And during our investigation, we heard of many other

0:04:09 > 0:04:10beauticians ignoring warnings, playing roulette

0:04:10 > 0:04:11with patients' safety.

0:05:42 > 0:05:45by her parents that being a servant was the only career open to her.

0:05:45 > 0:05:50But she had other ideas.

0:05:50 > 0:05:53I didn't want to go into service, no way.

0:05:53 > 0:06:00So I gathered my things and I got on a bus and I left home.

0:06:00 > 0:06:04I wasn't going to be anybody's lackey.

0:06:04 > 0:06:12I was worth more than that.

0:06:12 > 0:06:14Rose trained to be a midwife, encouraged by the bill making it

0:06:14 > 0:06:16possible for some women to vote.

0:06:16 > 0:06:19But there were still many rules that didn't apply to the men.

0:06:19 > 0:06:21How were women treated if they got married in the job?

0:06:21 > 0:06:23Oh, you couldn't.

0:06:23 > 0:06:25So many were married and they had their wedding rings

0:06:25 > 0:06:31round their neck, hidden.

0:06:31 > 0:06:35Marches demanding equality were regularly held on the streets

0:06:35 > 0:06:37of London but in Parliament, protesters were relying

0:06:37 > 0:06:40on the men to change the law.

0:06:40 > 0:06:42Conservative politician Baroness Jenkin campaigns

0:06:43 > 0:06:46for more women MPs.

0:06:46 > 0:06:52She is the great granddaughter of Willoughby Dickinson,

0:06:52 > 0:06:55who introduced the first women's suffrage bill in 1907 and every year

0:06:55 > 0:06:59until he lost his own St Pancras seat in 1918.

0:06:59 > 0:07:02He had two very clever sisters, and one was a very eminent

0:07:02 > 0:07:09doctor who was born, I think, in 1958.

0:07:09 > 0:07:12And she was a radiologist and her husband was a very eminent

0:07:12 > 0:07:14doctor and, in fact, they set up I think six hospitals

0:07:14 > 0:07:18in Serbia during the First World War and he looked at his two sisters

0:07:18 > 0:07:21in awe and he thought, how is it that I as a man

0:07:21 > 0:07:23have the vote and these two sisters of mine don't?

0:07:23 > 0:07:26So I think that was what was behind his campaigning.

0:07:26 > 0:07:28The bill turned out to be only the beginning.

0:07:28 > 0:07:30All women over 21 had to wait another decade

0:07:30 > 0:07:31until they got the vote.
