0:00:26 > 0:00:29going ahead with the £2 billion regeneration scheme.

0:00:29 > 0:00:31It's the latest twist in a story which has seen

0:00:31 > 0:00:33the council leader resign and accusations of intimidation.

0:00:33 > 0:00:43Our political editor Tim Donovan can tell us more from the High Court.

0:00:46 > 0:00:49Residents claimed there hadn't been enough consultation on these plans

0:00:49 > 0:00:52or enough consideration of the impact on vulnerable people in

0:00:52 > 0:01:00Haringey but the judges supported Haringey Council. There was another

0:01:00 > 0:01:04protest last night outside the town Hall, another meeting about these

0:01:04 > 0:01:08plans, and in a sense what happened legally has already been overtaken

0:01:08 > 0:01:13by political events because the leader of the Labour Council, Claire

0:01:13 > 0:01:17Kober, already said that she wasn't going to be prepared to do the final

0:01:17 > 0:01:21sign off. There has been so much anger and distrust about them, she

0:01:21 > 0:01:27said she was going to resign. The residents here say they will appeal.

0:01:27 > 0:01:31I am disappointed on the ruling on all four grounds the judge decided

0:01:31 > 0:01:36not to rule in our favour but he has certainly left the door open. He

0:01:36 > 0:01:41agrees with our QC's points, particularly on consultation which

0:01:41 > 0:01:46didn't happen the way it should have happened, it just didn't happen, but

0:01:46 > 0:01:53he thinks that should have happened earlier, not when we said it should

0:01:53 > 0:01:56have happened, and we dispute that and need a higher court ruling.So

0:01:56 > 0:02:03it sounds like this is not the end of the matter?No, and there is a

0:02:03 > 0:02:10wider political row within Labour with Momentum supporting Jeremy

0:02:10 > 0:02:14Corbyn, some accusing it of bullying and intimidation, and being against

0:02:14 > 0:02:19the housing plans, but they said no, they are just concerned that the

0:02:19 > 0:02:23poor might be driven out and today the Shadow Chancellor John McDonnell

0:02:23 > 0:02:29told me he was concerned there was proper consultation.I am hoping now

0:02:29 > 0:02:33there is a real listening to the local community and I think that's

0:02:33 > 0:02:37what the Labour Party is doing, because the feeling I was getting

0:02:37 > 0:02:42from when I was up there that people were not confident this scheme would

0:02:42 > 0:02:46deliver the secure homes they need. That's why there needs to be a real

0:02:46 > 0:02:52reconsideration.Haringey Council has the powers to go ahead but

0:02:52 > 0:02:56politically they have put it on hold and we won't see much more happening

0:02:56 > 0:03:02on this until after the local elections in May.Tim, thank you.

0:03:05 > 0:03:08Many of us are paying people to take away larger waste.

0:03:08 > 0:03:10But one council is warning of bogus rubbish collectors

0:03:10 > 0:03:11who simply dump it elsewhere.

0:03:11 > 0:03:14And if it turns out someone has been fly-tipping your waste,

0:03:14 > 0:03:15you could be fined.

0:03:15 > 0:03:17Greg McKenzie has been out with the Harrow fly-tip

0:03:17 > 0:03:25squad this morning.

0:03:25 > 0:03:27Seen here, the bogus rubbish collector who goes

0:03:27 > 0:03:28by the name of Charlie.

0:03:28 > 0:03:31He is accused of conning cash out of residents and it appears

0:03:31 > 0:03:34he's not the only one.

0:03:34 > 0:03:37A truck turned up and the lady next door paid £50.

0:03:37 > 0:03:39I just had a feeling it didn't look right,

0:03:39 > 0:03:43so I questioned them for their licence and the man

0:03:43 > 0:03:45was sitting on the wall with the elderly gentleman,

0:03:45 > 0:03:48and he said, "I'm an old man, I haven't got it with me."

0:03:48 > 0:03:50It was a hot day.

0:03:50 > 0:03:52Anyway they seemed to bundle it off quickly once I sort

0:03:52 > 0:03:55of challenged them.

0:03:55 > 0:03:57On the road with the Harrow fly-tip squad this morning,

0:03:57 > 0:04:00they tell me they are dealing with more than 100 call-outs

0:04:00 > 0:04:04a day and the problems across the borough are plain to see.

0:04:04 > 0:04:08We are seeing it increase.

0:04:08 > 0:04:12There's a lot of what we call beds in sheds happening around

0:04:12 > 0:04:16the borough, where people are not allowed to use the main wheelie bins

0:04:16 > 0:04:19or anything like that so they just dump in black bags willy-nilly

0:04:19 > 0:04:21anywhere, and that's without the mattresses,

0:04:21 > 0:04:21the fridges, the white goods.

0:04:21 > 0:04:24You can imagine.

0:04:24 > 0:04:26And this is just some of the stuff the fly-tip squad

0:04:26 > 0:04:28are collecting on a daily basis.

0:04:28 > 0:04:32In here, some building materials, some tiles in there.

0:04:32 > 0:04:34Then back here you have got a toilet.

0:04:34 > 0:04:36This is a toilet lid.

0:04:36 > 0:04:40The rest of the toilet is back here, and this stuff is literally dumped

0:04:40 > 0:04:43on the street in Harrow on a daily basis.

0:04:43 > 0:04:48The councils say they have a clear and strict policy on fly-tipping

0:04:48 > 0:04:52and will prosecute those who are caught, even if they are

0:04:52 > 0:04:57duped by the conman.

0:04:57 > 0:05:00My warning to residents is ultimately this is the resident's

0:05:00 > 0:05:02responsibility to make sure their waste is

0:05:02 > 0:05:03disposed of properly.

0:05:03 > 0:05:06The best thing to do is check people have a waste transfer certificate

0:05:06 > 0:05:09and they get a waste transfer note to make sure the person that's

0:05:09 > 0:05:11picking up the rubbish is legally able to do that.

0:05:11 > 0:05:14And it's not just Harrow who are seeing a surge in fly-tippers.

0:05:14 > 0:05:17Other boroughs across the capital are also seeing huge increases,

0:05:17 > 0:05:21such as Wandsworth and Ealing.

0:05:25 > 0:05:27From tomorrow, Londoners will get the chance to see a slice

0:05:27 > 0:05:29of the giant fatberg, which was discovered beneath

0:05:29 > 0:05:32the city's streets last year.

0:05:32 > 0:05:34Thames Water has given a portion of the 250-metre,

0:05:34 > 0:05:37130-tonne mass of oil and grease to the Museum of London

0:05:37 > 0:05:44to go on display.

0:05:44 > 0:05:47Diana Athill was editor to some of the greatest authors

0:05:47 > 0:05:51of the 20th century and later became a successful writer herself.

0:05:51 > 0:05:54But she was never paid the same as her male co workers,

0:05:54 > 0:05:57and now says she regrets just putting up with it.

0:05:57 > 0:06:00As part of our week marking 100 years since the bill that

0:06:00 > 0:06:02introduced votes for women, Sarah Harris went to meet

0:06:02 > 0:06:13Diana Athill at her home in North London.

0:06:13 > 0:06:15Still making a living by writing at her Highgate

0:06:15 > 0:06:18flat aged 100 years old, Diana Athill says this work ethic

0:06:18 > 0:06:20was instilled in her by her family.

0:06:20 > 0:06:25I think they were rather modern in their attitudes to women

0:06:25 > 0:06:30and never in my childhood did it strike me that one was

0:06:30 > 0:06:33limited by being a woman.

0:06:33 > 0:06:36After leaving Oxford University, Diana joined the BBC before setting

0:06:36 > 0:06:40up a publishing company with Andre Deutsch.

0:06:40 > 0:06:45Despite being equal partners, their profits weren't split equally.

0:06:45 > 0:06:55I mean everybody knew that I was one of the leading editors in London.

0:06:59 > 0:07:01Presumably everyone knew I was earning a good

0:07:01 > 0:07:02deal less than Andre.

0:07:02 > 0:07:05You only had to see our cars to see that!

0:07:05 > 0:07:07The one regret Diana has is not fighting harder for women's rights.

0:07:07 > 0:07:11Even today she believes the push should be stronger.

0:07:11 > 0:07:14I've always felt, I suppose, that getting the vote was important

0:07:14 > 0:07:16but I've always felt we haven't used it particularly well.

0:07:16 > 0:07:18There's more we should have done with that.

0:07:18 > 0:07:21She's worked with some of the greatest writers

0:07:21 > 0:07:23of the 20th century, but it's being an author herself

0:07:23 > 0:07:27that has brought Diana the most joy.

0:07:27 > 0:07:32The minute I retired when I was in my late

0:07:32 > 0:07:3570s and into my 80s, I began to have time

0:07:35 > 0:07:39to write, and then I wrote.

0:07:39 > 0:07:40And then, that was absolutely wonderful.

0:07:40 > 0:07:43I loved that.

0:07:43 > 0:07:45And so I got happier and happier.

0:08:05 > 0:08:08around to compensate this morning. It will turn increasingly cloudy as

0:08:08 > 0:08:12we had through the afternoon, the breeze will pick up but it won't

0:08:12 > 0:08:15feel as cold as it has in recent days because we have milder air

0:08:15 > 0:08:19coming through and there will be another weather front overnight

0:08:19 > 0:08:24tonight. Quite a cloudy end to the day as you can see on the map here.

0:08:24 > 0:08:34The southerly wind will pick up again as we head into this evening,

0:08:34 > 0:08:37then we have rain coming through, through the small hours, heavy and

0:08:37 > 0:08:40persistent rain. I milder start of the day tomorrow, up to six Celsius.

0:08:40 > 0:08:44This is tomorrow, there will be sunny spells around but also some

0:08:44 > 0:08:48wintry showers, there could be sleet and snow over the higher ground, but

0:08:48 > 0:08:52they will be on and off through the morning with sunny spells in

0:08:52 > 0:08:57between. A lot of dry weather around as well. A chilly north-westerly

0:08:57 > 0:09:03wind, and it will lead on to a very cold start of the day on Saturday.

0:09:03 > 0:09:08Temperatures again below freezing. This is Saturday's weather, another

0:09:08 > 0:09:11weather front will bring outbreaks of rain as we had through Saturday

0:09:11 > 0:09:15afternoon and evening, and it will turn windy as well. Sunday is

0:09:15 > 0:09:19looking like the better day of the weekend with the chance of showers

0:09:19 > 0:09:24are also good spells of sunshine and it should stay mostly dry.
