0:00:13 > 0:00:15Welcome to BBC London News. the BBC's news teams where you are.
0:00:15 > 0:00:17I'm Victoria Hollins. the BBC's news teams where you are.
0:00:17 > 0:00:21A recruitment drive to employ more Prison Officers has
0:00:21 > 0:00:24seen just 22 extra staff in London in the last 18 months.
0:00:24 > 0:00:28The government announced at the end of 2016 that it intended to increase
0:00:28 > 0:00:32numbers across the country.
0:00:32 > 0:00:34The Prison Officer's Association says the the issue isn't just
0:00:34 > 0:00:38with recruitment but keeping staff in the job.
0:00:38 > 0:00:45Caroline Davies reports.
0:00:45 > 0:00:47Wandsworth prison in 2016, at the end of the year the government
0:00:47 > 0:00:52announced it would recruit an extra 2500 new prison officers across the
0:00:52 > 0:00:56country. So how many new officers have been recruited? There has been
0:00:56 > 0:01:03a net gain of only 22. Why? This woman is an officer a London prison,
0:01:03 > 0:01:07we have concealed her identity and dubbed her voice.I really enjoyed
0:01:07 > 0:01:12it when I first started, then it just rapidly changed. There are no
0:01:12 > 0:01:17staff any more, they come in but just as quickly people are leaving.
0:01:17 > 0:01:21People have been there for 15 years and remember when they're used to be
0:01:21 > 0:01:25four officers on the landing and now there is only one. What's it like
0:01:25 > 0:01:31when you're just the one?You are worried because what if you get
0:01:31 > 0:01:34attacked and can get a whistle to your mouth? You better hope the
0:01:34 > 0:01:39prisoners like you because they will be the ones saving your life.People
0:01:39 > 0:01:44will be shocked to hear you rely on the prisoners to keep you safe. But
0:01:44 > 0:01:48it's the truth, if there is no one with you in the staff you have to
0:01:48 > 0:01:52rely on the prisoners.Rachel used to be a prison officer in London but
0:01:52 > 0:01:58quit after 18 months and she is not the only one.On training we had 30
0:01:58 > 0:02:01people for six weeks and died of them I think there are five left in
0:02:01 > 0:02:08the prison service which is insane. Nobody from the Ministry of Justice
0:02:08 > 0:02:14would talk to us today but a statement said:
0:02:23 > 0:02:26the BBC also understands the government is launching a retention
0:02:26 > 0:02:32strategy. So what would make a difference to this prison officer?
0:02:32 > 0:02:36Staff, to begin with anyway. I would feel more secure with more staff.
0:02:36 > 0:02:41Both sides are clear on what is needed but whilst staff are leaving
0:02:41 > 0:02:44because of staff shortages in the prison system in London seems stuck
0:02:44 > 0:02:48in a vicious cycle.
0:02:48 > 0:02:50Get rid of the No Ball Game signs, give young people a say
0:02:50 > 0:02:52in housing developments, and offer them all 100
0:02:52 > 0:02:54hours of work experience.
0:02:54 > 0:02:57Just a few of the suggestions from a new report for Islington Council
0:02:57 > 0:03:00launched this morning in their bid to put children at the heart
0:03:00 > 0:03:02of decision making in the borough.
0:03:02 > 0:03:12Here's Karl Mercer.
0:03:14 > 0:03:18At 14 and this girl can hold a tuned, performing for political
0:03:18 > 0:03:22leaders today but should she also be telling them what she wants her
0:03:22 > 0:03:27local area to look like? Her local council thinks people like her
0:03:27 > 0:03:31should be more involved. A reported commission that recommended all
0:03:31 > 0:03:35under 18 's should get 100 hours of work experience for things like no
0:03:35 > 0:03:39ball games signs being taken down and that young people should be
0:03:39 > 0:03:45consulted on big building project in the area. How can you get 100 hours,
0:03:45 > 0:03:49will we be given it in school or do we have to go out and find it?Will
0:03:49 > 0:03:53you put pressure on schools to teach during lessons and during school
0:03:53 > 0:03:59time how to manage money and understanding the political system?
0:03:59 > 0:04:03What actions do you expect for local organisations to take so the
0:04:03 > 0:04:08Islington guarantee for young people is put into place? How do you plan
0:04:08 > 0:04:15to make use of the spaces around the Islington community? The report
0:04:15 > 0:04:18author a former pupil here says he hopes there will be action and not
0:04:18 > 0:04:22just words. It's happening time and again where people come to the
0:04:22 > 0:04:27community and want to do something and then leave. I said this is not a
0:04:27 > 0:04:31PR ploy, we are not going to use this to try to win votes, we want to
0:04:31 > 0:04:35make change in our community, we want to involve children and young
0:04:35 > 0:04:41people in the process and everyone knows how difficult I am. I told the
0:04:41 > 0:04:45council, I made a promise to people I am serious about this.I think
0:04:45 > 0:04:49there will be around when we suggest taking them the no ball signs but we
0:04:49 > 0:04:54need that, the city belongs to young people and it's about their future
0:04:54 > 0:05:01and we need to put ourselves on their side. The words are done, the
0:05:01 > 0:05:04song has been sung, the hardest part is delivering on those promises,
0:05:04 > 0:05:07that is yet to come.
0:05:07 > 0:05:10It may still be three months away but it seems Windsor
0:05:10 > 0:05:12has stared to gear up for the royal wedding.
0:05:12 > 0:05:15Prince Harry and Meghan Markle will be getting married on the 19th
0:05:15 > 0:05:17May and already American TV companies are moving in,
0:05:17 > 0:05:21asking some locals to move out to make way for them.
0:05:21 > 0:05:23It's hoped the celebrations will help increase visitor numbers,
0:05:23 > 0:05:24reversing a recent decline.
0:05:24 > 0:05:32Sarah Harris reports.
0:05:32 > 0:05:35They have been coming here since they started dating, this dramatic
0:05:35 > 0:05:41little getaway outside of London. The countdown is on in the USA to
0:05:41 > 0:05:47the royal wedding featuring their girl Meghan Markle. With the modern
0:05:47 > 0:05:52couple already living and carrying out engagements together, interest
0:05:52 > 0:05:58in the nuptials is already at fever pitch across the Atlantic. Kate
0:05:58 > 0:06:04lives on the road in Windsor were the carriage will process after the
0:06:04 > 0:06:07ceremony with unparalleled views and some neighbours being offered
0:06:07 > 0:06:126-figure sums for the properties to move out during the week of the
0:06:12 > 0:06:17wedding she is negotiating big bucks for hers. It's a bit strange, we got
0:06:17 > 0:06:23back from a few days away and there was a letter from NBC wedding from
0:06:23 > 0:06:27us saying we would be interested in renting your house, particularly the
0:06:27 > 0:06:31garden outside. So I called them straightaway and they were here
0:06:31 > 0:06:39within half an hour. The small rooms above the horse and Groom pub
0:06:39 > 0:06:42overlook the castle gates. American TV giants have already signed them
0:06:42 > 0:06:48up for the wedding week. It is understood the asking price was
0:06:48 > 0:06:52around £100,000.This is really popular with the Americans because
0:06:52 > 0:06:56of the vantage point and a history there is this old pub and it's a
0:06:56 > 0:07:00great vantage point because you can see the Royal wedding coming down.
0:07:00 > 0:07:05For the town of Windsor it's self the interest from across the pond is
0:07:05 > 0:07:09welcome. It is hoped it will encourage American tourists to keep
0:07:09 > 0:07:13coming back. The Americans have not been coming and there are numbers
0:07:13 > 0:07:17for a number of years and of course that will reverse that trend. I
0:07:17 > 0:07:21expect there will be a lot of Americans coming into town. I
0:07:21 > 0:07:27understand that all of the hotel rooms are booked now.Negotiations
0:07:27 > 0:07:31are far from complete with three months to go but vantage points for
0:07:31 > 0:07:34the Royal wave are selling out fast with the Americans prepared to pay
0:07:34 > 0:07:38the most for the best views in time.
0:07:41 > 0:07:45And still three months to go!
0:07:48 > 0:07:51By the end of the week things will be turning much colder but we start
0:07:51 > 0:07:58the week with a different flavour, cloud, outbreaks of rain, but milder
0:07:58 > 0:08:01least. Mist and fog this morning, further outbreaks of rain and that's
0:08:01 > 0:08:06what we keep through the rest of the afternoon. Little change, grey
0:08:06 > 0:08:09skies, misty and Markey and still quite damp with further outbreaks of
0:08:09 > 0:08:14rain. You can see on the map through the afternoon we keep that layer of
0:08:14 > 0:08:21cloud, some patchy rain around, not amounting to much. It is my old at
0:08:21 > 0:08:26least, not much wind. This afternoon is what we keep this evening and
0:08:26 > 0:08:32overnight so cloud, patchy rain at times, never really amounting to
0:08:32 > 0:08:38much, damp rather lay overly wet. This keeps temperatures up to 7-9.
0:08:38 > 0:08:43Misty and Markey start, patchy fog and quite damp, further outbreaks, a
0:08:43 > 0:08:49stalling front across the region not going anywhere fast, rain on and off
0:08:49 > 0:08:54to the day. Driest and potentially brightest further west you are. The
0:08:54 > 0:08:57winds pick up a little bit more tomorrow and that becomes a feature
0:08:57 > 0:09:02as we go to the week, coming round to the east we are back in the blue
0:09:02 > 0:09:06colours, they called air towards the end of the week. Slowly things turn
0:09:06 > 0:09:10more dry and bright but the temperature is to tumble and by the
0:09:10 > 0:09:16weekend and into next week it will be colder still. Goodbye.
0:09:16 > 0:09:17That's about it from me.
0:09:17 > 0:09:19Riz Lateef will be here with our 6:30pm evening programme.
0:09:19 > 0:09:23But for now, from us all, a very good afternoon.
