0:00:26 > 0:00:27for people across London, Essex, Hertfordshire and Kent.

0:00:27 > 0:00:30There have been significant delays on parts of the tube network,

0:00:30 > 0:00:32as temperatures plummeted to below freezing.

0:00:32 > 0:00:33Trains and planes have also been disrupted.

0:00:33 > 0:00:36We'll have a full update for you in a moment

0:00:36 > 0:00:38but first here's our Transport correspondent Tom Edwards

0:00:38 > 0:00:40on the day so far.

0:00:40 > 0:00:44This was the day London woke up to a thick layer of snow.

0:00:44 > 0:00:53It meant many tricky journeys and icy roads.

0:00:53 > 0:01:00In East Dulwich, this driver slid down Dog Kennel Hill.

0:01:00 > 0:01:03Buses didn't run on some routes, and this one came off the road.

0:01:03 > 0:01:05And those that did run were packed.

0:01:05 > 0:01:09For Tom from Twickenham that meant a much longer journey.

0:01:09 > 0:01:15I think snow is going to cause a problem anywhere.

0:01:15 > 0:01:17I understand the difficulty.

0:01:17 > 0:01:20But I was hoping that we could prepare a little bit better for it.

0:01:20 > 0:01:24If they had known ahead of time that it was going to snow,

0:01:24 > 0:01:27they could have done a little bit more prep for it, I think.

0:01:27 > 0:01:29There were, again, delays and cancellations on many Tube

0:01:29 > 0:01:30lines and on the trains.

0:01:30 > 0:01:33Normally, you can clearly see The Shard from here.

0:01:33 > 0:01:35Dozens of South Eastern services were unable

0:01:35 > 0:01:37to run with cancellations into London Fenchurch Street.

0:01:37 > 0:01:41This is usually a view of the Thames.

0:01:41 > 0:01:44The main roads have been gritted and salted and, as you can see

0:01:44 > 0:01:45are flowing pretty well.

0:01:45 > 0:01:47That's not the case on the side roads.

0:01:47 > 0:01:50They haven't been gritted at all.

0:01:50 > 0:01:52They are much more treacherous.

0:01:52 > 0:01:57That's also the case on the pavements.

0:01:57 > 0:01:59Road surfaces changed quickly throughout the day.

0:01:59 > 0:02:02And some tried their best to grit the pavements.

0:02:11 > 0:02:15In this together, and you grit it as best you can.

0:02:15 > 0:02:16As snow showers came and went through the day,

0:02:16 > 0:02:18conditions change from hour to hour.

0:02:18 > 0:02:20And vehicles inched around, or, in this case, gave up.

0:02:20 > 0:02:22Commuters, though, were pretty resilient.

0:02:24 > 0:02:27I've been in the country for a while.

0:02:27 > 0:02:31So I'm not too bothered. Just take my time.

0:02:45 > 0:02:47The bad news for commuters is that more snow is forecast.

0:02:51 > 0:02:54There have been significant travel problems this morning.

0:03:00 > 0:03:06How bad is it? Starting on the roads, this is Westminster Bridge,

0:03:06 > 0:03:10traffic is moving well, but there's a fair amount of snow on the ground.

0:03:10 > 0:03:15Let's go to the worst affected roads, the M25 between the M1 and

0:03:15 > 0:03:21the M11 is particularly bad with the M1 closed at junction eight.

0:03:21 > 0:03:23That's having a knock-on effect for all routes around

0:03:23 > 0:03:25there into London in Hertfordshire.

0:03:25 > 0:03:30Central London is coping much better

0:03:30 > 0:03:33but still lots of buses are also on divert, terminating early.

0:03:33 > 0:03:35It's a better picture on the Tube.

0:03:35 > 0:03:42This is the travel board and shows some minor delays on some lines.

0:03:42 > 0:03:44Severe delays on the Jubilee, Central and Piccadilly lines.

0:03:44 > 0:03:46London overground has a broken down train at Kentish Town,

0:03:47 > 0:03:48hence delays.

0:03:48 > 0:03:49On the trains,

0:03:49 > 0:03:52the worst affected are the Heathrow Express

0:03:52 > 0:03:54and Connect services, which are currently suspended.

0:03:54 > 0:03:59And at Charing Cross

0:03:59 > 0:04:06South Eastern services are experiencing major disruption.

0:04:06 > 0:04:09It's not just public transport, because flights have been disrupted

0:04:09 > 0:04:16as well.Some airports doing OK, Heathrow is not.

0:04:18 > 0:04:19Dozens of flights have been cancelled

0:04:19 > 0:04:22on mostly short haul routes.

0:04:22 > 0:04:24An additional five inbound flights were diverted,

0:04:24 > 0:04:30including one which was forced to land at Gatwick instead.

0:04:35 > 0:04:4052 flights to or from London City Airport were cancelled as a result.

0:04:40 > 0:04:45Think of the day as the warm up act for what is to come. Particular

0:04:45 > 0:04:50concerns for the commuter tomorrow evening. And even more concern, yet

0:04:50 > 0:04:56again, perhaps blizzard conditions for the commute on Friday morning.

0:05:22 > 0:05:25Neo is one of the many children in London born into poverty.

0:05:25 > 0:05:28He came into the world prematurely at 25 weeks, and as a result,

0:05:28 > 0:05:32his mother wasn't fully prepared for his arrival.

0:05:32 > 0:05:35Chelsea has come back to visit Little Village, the charity that

0:05:35 > 0:05:39helped her in her hour of need.

0:05:39 > 0:05:43We got a cot and a lot of stuff to start us off,

0:05:43 > 0:05:51which has been just amazing.

0:05:51 > 0:05:55It is something that has just been a massive blessing.

0:05:55 > 0:05:58I honestly don't know how I would have been able to manage.

0:06:07 > 0:06:09Just this week we've helped a homeless mum who gave birth

0:06:09 > 0:06:13on the street yesterday, we sent an emergency bundle to her.

0:06:13 > 0:06:17Over the last month, we've seen babies sleeping on towels

0:06:17 > 0:06:19and on sofa cushions,

0:06:19 > 0:06:21toddlers walking around in shoes two sizes too small.

0:06:21 > 0:06:23This is the face of poverty in London today

0:06:23 > 0:06:24and it's on our doorsteps.

0:06:24 > 0:06:27Over the last ten years child poverty in London has got worse

0:06:27 > 0:06:30with now the highest rates in the country.

0:06:30 > 0:06:34Ten years ago 32% of the capital's children were living in poverty.

0:06:34 > 0:06:36By last year it was at 37%.

0:06:36 > 0:06:41That equates to 700,000 children

0:06:41 > 0:06:43living under the poverty line in our city

0:06:43 > 0:06:46and those figures are never far from Sophia's mind.

0:06:46 > 0:06:48We want to keep doing what we are here to do

0:06:48 > 0:06:51which is to help as many families as we possibly can.

0:06:51 > 0:06:53With dignity and kindness.

0:06:53 > 0:06:55And yeah, we're just going to keep doing what we're doing,

0:06:55 > 0:06:57helping as many people as we can.

0:07:39 > 0:07:45but both sides look like they took full advantage of the situation.

0:07:52 > 0:07:57How bad is it looking? We are still expecting some snow. This was the

0:07:57 > 0:08:00scene in Central London, most woke up the blanket of snow

0:08:00 > 0:08:04across-the-board. Temperatures Whiley down at -6 overnight. These

0:08:04 > 0:08:10scenes this morning were stunning, perfectly blue skies, this was

0:08:10 > 0:08:13Enfield Lock. These temperatures are not going to shift. There is been

0:08:13 > 0:08:20further snow showers, moving in from the North Sea to the north of London

0:08:20 > 0:08:23and the Met Office has a yellow weather warning in place. They are

0:08:23 > 0:08:27clearing to the west. Some brighter spells but the wind is

0:08:27 > 0:08:32strengthening. It is a bitterly cold easterly wind. The maximum

0:08:32 > 0:08:35temperature, -1, and with that easterly wind it is going to feel

0:08:35 > 0:08:41much colder. Overnight, one or two showers, but less so, with cloud

0:08:41 > 0:08:44feeding in from the south and the wind continuing to strengthen

0:08:44 > 0:08:49overnight. Again bitterly cold, -5, -6 potentially by the end of the

0:08:49 > 0:08:56night. For tomorrow, we have Storm Emma coming up from the south.

0:08:56 > 0:09:00Further snowfall is expected to the west of London this time, the East,

0:09:00 > 0:09:03perhaps, the North East, getting away with it a little better but

0:09:03 > 0:09:08still some snowfall expected. Temperatures widely around freezing

0:09:08 > 0:09:13and in that bitterly cold wind it is going to be much worse. For Friday,

0:09:13 > 0:09:16a repeat performance, potentially heavy and persistent snow through

0:09:16 > 0:09:20the middle part of the day and into the evening. Heading through to the

0:09:20 > 0:09:24end of the week, more snow is expected.A difficult week ahead.
