0:00:36 > 0:00:39Well, the irony is not lost on people round here -
0:00:39 > 0:00:41after four days when great swathes of Balham and Tooting
0:00:41 > 0:00:44and Streatham in south London have been without water,
0:00:44 > 0:00:48a burst water pipe here overnight in Tooting has
0:00:48 > 0:00:52caused more disruption.
0:00:52 > 0:00:55This pipe flooded the streets behind me here.
0:00:55 > 0:00:57Water was gushing out overnight and has caused major
0:00:57 > 0:01:00chaos for the rush hour.
0:01:00 > 0:01:02This is a main route into London, straight up through south
0:01:02 > 0:01:05London into the city.
0:01:05 > 0:01:08It is also Tooting Broadway Tube station behind me, on the Northern
0:01:08 > 0:01:10line, so this caused a lot of problems for traffic,
0:01:10 > 0:01:12buses and commuters this morning.
0:01:12 > 0:01:15Of course, it comes after various burst water pipes across south
0:01:15 > 0:01:17London caused disruption from residents, many
0:01:17 > 0:01:23of whom have been without water since about Sunday.
0:01:23 > 0:01:26I have been speaking to the local MP, who says people are exasperated
0:01:26 > 0:01:29and frustrated and she says it is time for real change.
0:01:29 > 0:01:30How can we stop this happening?
0:01:30 > 0:01:32They are ageing pipes, after all.
0:01:32 > 0:01:34They are going to split.
0:01:34 > 0:01:37How can we make sure we minimise disruption when this happens?
0:01:37 > 0:01:40We do that politically, we do it locally by applying pressure,
0:01:40 > 0:01:44but I think this should be a great big wake up call for Thames Water
0:01:44 > 0:01:46and they should act on it now.
0:01:46 > 0:01:47Thames Water has sent us a statement.
0:01:47 > 0:01:50They say they arrived on site here within 15 minutes
0:01:50 > 0:01:53to reduce the flooding and, as you can see, the water has now
0:01:53 > 0:01:55receded away almost completely.
0:01:55 > 0:01:58They say they have a team on site here assisting people but,
0:01:58 > 0:02:00of course, some customers, businesses and residents will have
0:02:00 > 0:02:05lost some of their water or the pressure at least for a time.
0:02:05 > 0:02:08Thames has apologised for what happened here today which,
0:02:08 > 0:02:10as people round here know, is something they've got
0:02:10 > 0:02:15used to doing recently.
0:02:15 > 0:02:17Meanwhile, Thames Water say a large number of their customers
0:02:17 > 0:02:21in south-east London now have running water again.
0:02:21 > 0:02:24It's after thousands spent days without water after pipes burst
0:02:24 > 0:02:27due to the severe weather last week.

0:06:21 > 0:06:30The only difference is where they've bedded down and because people use
0:06:30 > 0:06:32to bed down in parks, now people are bedding
0:06:32 > 0:06:35down on the high street, the perception is that homelessness

0:06:37 > 0:06:41the police will move on rough sleepers on the day itself but that
0:06:41 > 0:06:43won't solve the long-term issue - the most basic of cardboard homes
