:00:41. > :00:44.80 people living nearby werd moved to temporary accommodation

:00:45. > :00:47.Our correspondent Catriona Renton is there for us tonight.

:00:48. > :00:52.After 8pm this evening the situation came to an end. The stand-off lasted

:00:53. > :00:56.for almost 70 hours. Police were called on the early hours of Friday

:00:57. > :01:01.morning to say that a man w`s in his property on his own with wh`t was

:01:02. > :01:05.described as hazardous substances. The police said they believdd that

:01:06. > :01:09.was probably petrol and othdr combustible materials. Attelpts were

:01:10. > :01:16.made over the weekend to negotiate with the 46-year-old man and police

:01:17. > :01:21.said that they had concerns for his well-being and believed that he was

:01:22. > :01:25.in crisis. When those negothations failed this evening they finally

:01:26. > :01:29.felt that they had to force entry into the property. The man has now

:01:30. > :01:34.been arrested on suspicion of the cultivation of cannabis, affray and

:01:35. > :01:38.offences under the explosivds act. He has been taken to a west London

:01:39. > :01:41.police station where he is currently being detained.

:01:42. > :01:48.What about the residence, what for them now?

:01:49. > :01:51.The cord and has been taken down in the last hour. Those 18 people who

:01:52. > :01:58.have been out of their homes have been able to return. -- cordon.

:01:59. > :02:03.Police say they are happy about this incident has been resolved without

:02:04. > :02:05.anybody coming to harm. Thanks very much.

:02:06. > :02:08.In a bid to tackle rogue landlords, the Liberal Democrats are c`lling

:02:09. > :02:10.for a London-wide licensing system for all people who

:02:11. > :02:14.A few authorities already do this, such as Newham, although its yet

:02:15. > :02:16.to be decided if its scheme will continue.

:02:17. > :02:20.Our political editor Tim Donovan reports.

:02:21. > :02:22.A surprise inspection by officers from Newham Council.

:02:23. > :02:31.Every landlord in the borough needs a licence to operate.

:02:32. > :02:34.You won't be able to smell this but there is quite a serious gas

:02:35. > :02:37.leak in this property and wd think it's coming from the cooker.

:02:38. > :02:41.We have a room here where everyone in the property is smoking.

:02:42. > :02:46.And then we've got a very thght kitchen with a cooker blockhng

:02:47. > :02:55.According to research by the Lib Dems, Newham

:02:56. > :02:57.is the toughest council in London with 286 prosecutions

:02:58. > :03:00.against landlord in the last year there are figures for.

:03:01. > :03:02.That accounts for some 70% of the total in the capital,

:03:03. > :03:04.which contrasts with 16 boroughs that each prosecuted

:03:05. > :03:24.A further eight didn't prosecute anyone.

:03:25. > :03:26.What I want across London is there just to be

:03:27. > :03:29.Landlords can offset the cost against their tax return,

:03:30. > :03:31.so it doesn't actually cost them any more.

:03:32. > :03:33.What it does mean is that it enables local authorities

:03:34. > :03:36.to have the officers in places can take action where it's needdd.

:03:37. > :03:38.Mandatory licensing is not a good idea, says

:03:39. > :03:39.the organisation representing landlords.

:03:40. > :03:41.So, a lot of landlords see it as unfair.

:03:42. > :03:44.In Newham, out of the 22,000 landlords that have been licensed

:03:45. > :03:47.only four percent of them are deemed as being of concern.

:03:48. > :03:50.And I would hope that the local authority could use their existing

:03:51. > :03:51.resources to find that relatively small number of

:03:52. > :03:55.But the government has not xet agreed to extend Newham's scheme.

:03:56. > :03:57.I'm going to wait to see the evidence first.

:03:58. > :04:00.I think it's my job obviously to look at the evidence

:04:01. > :04:03.of what they've done and thdn take a decision at that point in time.

:04:04. > :04:06.But what I do want your viewers to be clear about is

:04:07. > :04:08.that the government is absolutely determined to crack down

:04:09. > :04:12.It looks for the moment that the choice will be left
